Understanding the disparate treatment of African American children in the child welfare system requires consideration of the dynamics at a community level and the state level. Looking across a state allows one to target policies and practices to areas within the state that are most in need. This paper argues for a new method of assessing disparate treatment in child welfare that takes into consideration the racial or ethnic makeup of the community in conjunction with the racial or ethnic makeup across the state. This paper uses decision based enumeration which helps to pinpoint decisions where disparities are the greatest, and helps target decisions that most impact disparate treatment. This paper utilizes a methodology that is both accessible to state and county child welfare administrators and utilizes data that is readily available to child welfare policy makers and administrators. Using data from Illinois to illustrate this methodology, this paper highlights the regions within the state where limited resources may be targeted to address disproportionate representation and disparate treatment in Illinois' child welfare system.  相似文献

This study uses data from the National Survey of Child and Adolescent Well-Being (NSCAW) to provide estimates of sexual risk behaviors for 877 youth, age 11–14 at baseline, in the child welfare system. It examines the association between baseline psychosocial risk and protective factors on engagement in sexual risk behaviors after 36 months. It further compares rates of sexual risk behaviors between youth placed in out-of-home care and those who remained with their biological family. Key findings include a high rate of pregnancy, a high percentage of youth who initiated sexual activity at or before age 13 as well as a limited role of protective factors in moderating sexual risk behaviors. A history of placement into out-of-home care is not significantly associated with greater engagement in sexual risk behaviors. Implications for intervention development and child welfare policy for this population are discussed.  相似文献

Studies have linked the experience of child abuse or adversity to health problems in adulthood, and researchers have long documented health problems affecting children in foster care. Yet, the adult health outcomes of maltreated children placed in foster care have not been sufficiently isolated. Although information on transitioning youth and young adults is now beginning to emerge, the impact of ethnicity on adult health outcomes has been largely ignored. Given the overrepresentation of ethnic minority children in foster care and the national disparities in the health of ethnic minorities, this study examined the relationship between ethnicity and physical health outcomes for African American, Hispanic, and White adults who experienced family foster care as children. Logistic regression models indicated that ethnicity was not a significant predictor of physical health (p > .05). However, gender and age were associated significantly with their physical health outcomes.  相似文献

This study examined the use of mental health and substance abuse services among adolescents in the child welfare system (CWS) who reported use of illicit substances. 1004 adolescents age 11–15 years at baseline were followed for 5–7 years, over five waves of data collection. Shortly after the investigation for maltreatment (baseline), 69.1% of youths using illicit substances received mental health and/or substance abuse outpatient specialty services. By the last follow-up, during the transition to adulthood, only 21.5% of young adults using illicit substances received outpatient specialty services. Youth who used illicit substances were more likely to receive outpatient and inpatient specialty services than non-users at the time of contact with the CWS (mostly baseline), but this difference faded over the follow-up period. By 5–7 years follow-up, there was no significant difference in specialty services receipt for illicit substances users versus non-users. Predictors of outpatient service use at most waves were having Medicaid, mental health needs, and having recently seen a school counselor or primary care physician. Among illicit substance users transitioning to adulthood, African American youths were less likely to receive outpatient specialty services than White youths. These findings reveal a need for more attention to illicit substances use among youth in the CWS, better cross agency integration, and special attention to the needs of transition-age youth to better connect them with services as they age out of the CWS.  相似文献

This article explores the prevalence and characteristics of children with disabilities within the child welfare system using administrative data from the State of Minnesota. This study finds that more than a fifth (22%) of children with substantiated maltreatment are labeled in administrative records as having a disability, and more than one quarter of children (27.9%) over age five. The most common type of disability among children with substantiated maltreatment was emotional disturbance, while other common disabilities included intellectual and developmental disabilities and learning disabilities. Using logistic regression, this study finds that children with substantiated maltreatment with disabilities were about two times more likely to be in out of home placement than children with substantiated maltreatment without disabilities.  相似文献

This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989. The use of trauma-informed practices in the child welfare system is critically important to prevent system-induced trauma and encourage timely assessment, triage and referral for care when indicated. Ultimately, such measures have the potential over time to decrease the risk for mental health problems in children exposed to a trauma. This study evaluates an initiative in Arkansas to train child welfare front-line staff members in trauma-informed care practices. We evaluated the impact of the training on knowledge and use of trauma-informed care practices among three types of child welfare staff (Caseworkers, Program Assistants and Other front-line staff). Results suggest that this training process was highly successful in improving knowledge of trauma-informed care practices, especially among staff with the least formal education and training. We also found a significant increase in staff use of trauma-informed care practices at the three-month follow-up with little difference observed across staff groups. Barriers that may prevent staff from full implementation of training concepts are described and strategies to address barriers are proposed.  相似文献

African-American children in the child welfare system are at disproportionate risk of adverse experiences including placement instability. This article compares placement instability among African-American and white children in the National Survey of Child and Adolescent Well-Being and identifies mechanisms underlying racial disparities using a Blinder-Oaxaca decomposition. The type of initial out-of-home placements contributes significantly to the racial gap in placement instability. However a large amount of racial disparity remains unexplained. Additional factors, not captured by these analyses, apparently explain African-American's increased risk of placement instability. Predictors of placement instability differ between racial groups. Among African-Americans, older age, initial placement in a setting other than kinship care, and having a higher externalizing CBCL score at baseline are associated with greater instability. Among white children, however, only initial placement in a foster care setting predicted placement instability.  相似文献

This paper examines the strategies and approaches child welfare agencies used to integrate meaningful family involvement into their service delivery systems, under the Children's Bureau Improving Child Welfare Outcomes Through Systems of Care demonstration initiative. Through a series of retrospective interviews with child welfare agency staff, systems of care project staff, family members actively involved in implementing the systems of care initiative, and local program evaluators, researchers investigated the family involvement planning and capacity building activities of child welfare agencies during the initiative's implementation. Findings indicate that child welfare agencies' capacity building efforts primarily centered on human resource development, focusing on three areas: program staffing, family engagement, and agency buy-in. These findings illustrate the importance of developing the capacity of child welfare agency staff and family members before fully implementing family involvement programs and activities. Although more research is needed to document the impact of family involvement, the lessons learned from these grant communities' experiences provide critical information and can inform development of policies and practices to help child welfare and other child- and family-serving systems promote and implement meaningful and sustainable family involvement.  相似文献

This study evaluates four group sessions of the Incredible Years (IY) Parenting Training Program used for the first-time in two child welfare agencies in New York State. Few studies have examined process and evaluation outcomes of evidence-based parenting programs in child welfare. Qualitative staff interviews and surveys on parenting behaviors were used to examine program processes, improvements in parenting behaviors, and participant satisfaction. Program participation was associated with less parental distress, defensive responding, dysfunctional parent-child interactions, child difficulty, total stress, and greater empathy and social support. The effectiveness of this evidence-based, parent education program in the context of a child welfare population, as well as implementation challenges and recommendations, are discussed.  相似文献

The factors contributing to observed racial disproportionality and disparity in the child welfare system have been the subject of national discourse for decades. This qualitative study used focus groups to engage child welfare and collaborating system decision makers, community partners, and families in a subjective interpretive analysis of racial disproportionality and disparity that had been demonstrated by a previous quantitative analysis of Oregon's child welfare system. Thematic analysis yielded eleven themes from the participant focus groups, four of which clustered around individual and structural/systemic bias and are examined in this paper: visibility bias; cultural bias and insensitivity; personal influences on determination of minimally adequate care; and foster and adoptive parent recruitment and licensing practices. Participants offered recommendations to improve outcomes for children and families of color in light of these observations: increase awareness of bias, create checks and balances in decision-making, contract with and hire culturally and racially diverse professionals, and increase funding for training.  相似文献

This article examines how child welfare workers from three countries assess risk to a child in the context of different risk assessment tools, child welfare systems and welfare regimes. Previous research suggests that there are distinct differences between child protection-oriented child welfare systems such as England and the U.S., and family service-oriented child welfare systems such as Norway (Gilbert et al., 2011). We use a case vignette method to analyze how 299 child welfare workers from England, Norway and California (U.S.) assess risk. The case vignette describes the case of ‘Beatrice’, a nine year-old girl of Black African descent who was born with an organic heart disease and a cleft palate. We found that respondents from California assessed the risk to be the lowest, followed by respondents from England and Norway. The risk factors that respondents highlighted as important for their assessment also varied significantly between countries, displaying different perceptions of elements in a case constituting risk. Respondents from Norway, who, comparatively, practice within the context of the least regulated assessment platform, identified the most homogenous assessments and types of reasoning, whereas both the assessment of risk levels and identifications of risk factors were more heterogeneous among workers in England and California. We argue that the different risk assessment tools only partly influence what workers identify as risk factors in a case, and that type of welfare states and child welfare systems is also an influence. This study thus supports existing scholarship on the distinctions between child welfare systems. However, we also found significant differences in perceptions of risk factors between England and the United States.  相似文献

In this article, the author examines the connection between Yi (Nuosu) entrepreneurship and ethnic identity. First the term identity is discussed, and then important factors for creating identity among Nuosu entrepreneurs are outlined. Concerning the Nuosu–Yi, until today the clan plays a predominant role. Through entrepreneurship, clan-transcending institutions and a clan-transcending ethnic identity are emerging. The author follows up by addressing identity issues in terms of the rewritten official Chinese history on the Yi. To understand the entrepreneurs' concept of identity, it is necessary to understand that their discourse on questions of status and identity very often coincide with arguments advanced by Yi scholars. Nuosu entrepreneurs, as a new economic and social elite, thereby contribute to the shaping of a new Nuosu collective consciousness. Time (history) and space (Liangshan) are crucial markers of Nuosu identity, but the author argues that economic success is an additional factor for developing a new identity as well. Notably, entrepreneurs are both carriers of ethnic symbols and agents of modernization who actively shape identity.  相似文献

Based on a literature review, this article frames different stages of the foster care process, identifying a set of standardized measures in the American and Portuguese contexts which, if implemented, could contribute towards higher levels of foster success. The article continues with the presentation of a comparative study, based on the application of the Casey Foster Applicant Inventory-Applicant Version (CFAI-A) questionnaire, in the aforementioned contexts. Taking a comparative analyses of CFAI-A's psychometric characteristics in four different samples as a starting point, one discovered that despite the fact that the questionnaire was adapted to Portuguese reality, it kept the quality values presented on the American samples. It specifically shows significant values regarding reliability and validity. This questionnaire, which aims to assess the potential of foster families, also supports the technical staff's decision making process regarding the monitoring and support of foster families, while it also promotes a better decision in the placement process towards the child's integration and development.  相似文献
