This article examines the effect of child care subsidies on the standard work decision of single mothers. Results suggest that child care subsidy receipt is associated with about a 7 percentage point increase in the probability of working at a standard job. When the effect of subsidy receipt is allowed to differ between welfare recipients and nonrecipients, results indicate that subsidy receipt has a large and positive effect among welfare recipients, whereas the effect on nonrecipients is much smaller. These findings underscore the importance of child care subsidies in helping low-income parents, especially welfare recipients, gain standard employment. ( JEL J13, I38)  相似文献

Using a representative sample of over 900 low-income urban families from the Three-City Study, analyses assessed whether maternal human capital characteristics moderate relationships between mothers' welfare and employment experiences and young adolescents' well-being. Results indicate synergistic effects whereby greater maternal education and literacy skills enhanced positive links between mothers' new or sustained employment and improvements in adolescent cognitive and psychosocial functioning. Greater human capital also enhanced the negative links between loss of maternal employment and adolescent functioning. Mothers' entrances onto welfare appeared protective for adolescents of mothers with little education but predicted decreased psychosocial functioning among teens of more educated mothers. Results suggest that maternal human capital characteristics may alter the payback of welfare and work experiences for low-income families.  相似文献

Complementing previous literature on welfare reform and the character of jobs in the low-wage labour market, we illustrate the lack of regularity and security that mark the jobs held by many low-income mothers. To do so, we present a typology of mothers’ work patterns and illustrate their experiences through case examples. Our qualitative analysis of longitudinal pathways-to-work in three cities involved an examination of the experiences of 99 diverse, low-income working mothers with a young child. The work patterns that emerged from this analysis include: continuous duration of a single job; multiple job spells; underemployment; and churning in and out of employment. Findings indicate that a complicated ‘coming together’ of well-paying stable jobs, consistent aid from public systems and stable family networks are necessary for mothers to take even the first steps into stable employment.  相似文献

Policy pressures in the USA to transition parents from public assistance to work and concerns about the effects of early maternal employment on children highlight the importance of studying predictors of the timing of postpartum maternal employment. Little attention has been given to postpartum employment patterns of low-income ethnic minorities and immigrants, whose working conditions and employment prospects are different from white, middle-class mothers. Using a sample of low-income Mexicans, Dominicans, and African-Americans (N = 310), we studied whether and when mothers start working the first year following childbirth, and what factors promote or delay postpartum employment. Using discrete-time survival analysis, we modeled the odds of working at each month and tested the influence of family context, mothers' work and family values and plans, maternity leave benefit, and instrumental support availability on the timing of employment. By 11 months, half of the mothers had started working. Having maternity leave, plans to work, childcare arrangements, and a strong work orientation increased the odds of working. Household earnings were related to postpartum employment, but this effect varied over time. For African-Americans, instrumental support availability predicted earlier returns to employment, whereas for Mexicans and Dominicans it related to later returns to employment.  相似文献

In this paper we assess the economic capabilities of a sample of unwed mothers who gave birth in the spring of 1998 in hospitals that serve low-income residents in seven cities that are part of a national sampling frame. We show that recent unwed mothers who are not in a cohabiting relationship are especially vulnerable to economic hardship because they are more likely to encounter multiple barriers to employment than mothers who do cohabit with their newborn's father. However, analyses of earnings capacity suggest that most single-mother families would be poor even if the mothers worked 1500 hours per year, and near poor if they worked full-time, year round (2000 hours). Analyses of income portfolios indicate that low-income mothers are quite resourceful packaging cash and income transfers from multiple sources to meet the needs of their families. These results are discussed in the context of recent welfare reforms.  相似文献

Job skills training is a cost-effective strategy for improving employment among individuals who have low income and employment barriers, but few U.S. government-sponsored employment program participants have received such training. To better understand long-term gains from job skills training, this study compared employment and earnings trajectories between program participants who received job skills training and those who received basic services only. Using data from the National Longitudinal Survey of Youth 1979, we estimated 33-year employment and earnings trajectories among U.S. baby-boomer cohorts while accounting for baseline group heterogeneity using inverse propensity score weighting. We found increases in employment rates over the life course, especially among Black women. Job skills training also increased earnings by up to 69.6 % compared to basic services only. Despite the long-term gains in employment and earnings, job skills training participation is not sufficient to address gender as well as racial and ethnic gaps in full-time employment. Findings reinforce the importance of incorporating job skills training as an essential service element of government-sponsored employment programs to improve long-term labor market outcomes among Americans with economic disadvantages.  相似文献

SUMMARY

The present study sought to investigate the effects of employment on low-income single black mothers and their preschool children. The sample included 90 mothers from New York City communities who were welfare recipients in 1996, and followed two years later. At follow-up, 53 of the 90 mothers were employed. The findings indicated that lower levels of depressive affect or financial strain were not predictive of entry into the work force. However, once employed, mothers reported less depressive symptoms than those not working. Attaining more education predicted better outcomes for mothers and their children, and provided more of an opportunity to be successful in the job market. For example, having more education was associated with gaining employment, exiting welfare, having stable employment, earning higher wages, and better reading abilities in children. Maternal employment was beneficial to children, as mothers who entered the work force had children who performed better in math achievement at follow-up, after controlling for maternal socioeconomic characteristics and school readiness at baseline. Implications of the findings will be discussed.  相似文献

The 1996 federal welfare reform legislation encourages quick employment over education and training for the nation's welfare recipients. However, some argue that a one-size-fits-all approach ignores the heterogeneity of this population. This article presents findings from a net impact evaluation of Ohio's JOBS Student Retention Program (JSRP), a program designed to facilitate success for public assistance recipients at 2-year community or technical colleges. The authors evaluate this policy using state administrative data sets. The analyses consist of unadjusted and regression-adjusted comparisons of means for the JSRP group and a constructed comparison group. Outcomes examined include program completion, employment, earnings, and welfare recipiency. Focusing on the most recent 11 of 16 quarters of data available, the average increase in quarterly earnings was 8.45% for program participants and 12.91% for program completers. The results indicate that encouraging postsecondary education for some welfare recipients will boost earnings capacity and therefore long-term self-sufficiency.  相似文献

Economic downturns, trends in the increased number of single-mother families and women entering the workforce, recent welfare reforms that make receipt of cash benefits contingent on employment, and changes in the economic environment that have increased employment problems, all highlight the importance of examining unemployment and underemployment particularly among single-mother families. The current study used the 2004 panel of the Survey of Income and Program Participation (SIPP) to examine patterns and correlates of unemployment and underemployment among single-mother families. The results indicate fairly substantial employment problems. Although approximately one-half (55.6%) of the single mothers had adequate employment, 30% experienced unemployment or involuntary job gaps, and approximately 15% experienced underemployment. Results further indicate that age, education level, past work experience, and homeownership are related to a reduced risk of employment problems. On the other hand, work disability, other family income, receipt of cash benefits, and state unemployment rates place single mothers at an increased risk of unemployment and underemployment. The findings suggest social policy implications and targeted assistance for those at-risk single mothers trying to secure adequate employment.  相似文献

While the 1996 welfare reform increased employment and reduced the participation of the Temporary Assistance for Needy Families (TANF) program immediately after its inception, little is known about the extent to which the reform and stringencies of time limit and work sanction policy features have impacted individuals in the long term. This study used the Survey of Income and Program Participation 1996, 2001, and 2004 panels (1996–2007) and a difference-in-difference-in-difference design to follow low-skilled single mothers’ trajectories of welfare use, labor supply, and income for 10 years after the welfare reform and compare how these trajectories differ by stringencies of state work sanction and time limit policies. The findings indicate that welfare reform had sustained impacts on reducing welfare use (TANF and the Supplemental Nutrition Assistance Program [SNAP] program) and increasing employment. Stringent work sanction and time limit policies were associated with lower TANF participation rates in the long term, but only short time limit policies were associated with reduced SNAP participation. Neither stringent policy feature increased employment nor income. The differential effects by race were also examined and discussed.

The struggle for rural, low-income mothers to enter and remain in the workforce can contribute to job volatility, longitudinal changes in employment patterns. This study used a mixed methods longitudinal approach to examine job volatility of 245 rural, low-income mothers across 14 states. The mothers were categorized into three groups: stable employment, intermittent employment, and continuous unemployment. Work and family responsibilities were a continuous struggle for these mothers. Some mothers addressed these struggles through changing jobs, receiving social support, and/or staying out of the workforce to care for their children. To reduce job volatility, both qualitative and quantitative analyses showed that human capital development requires workplace flexibility and social support in addition to the traditional investments in education and healthcare.  相似文献

We draw upon the 3-wave longitudinal dataset called Welfare Children and Families: A Three-City Study to examine the long-term implications for adolescents and young adults (N = 783) of mothers' welfare receipt and labor force participation from 1999 to 2005. In general, changes in mothers' work and welfare patterns were not associated with deterioration or improvement in youth development (ages 16 to 20 years at Wave 3). The few significant associations suggested that youth whose mothers increased employment (net of welfare participation) were less likely to show increases in serious behavior problems and delinquency compared to youth whose mothers were unemployed or employed part-time during the study period. Welfare roll exits (controlling for employment experiences) were unrelated to adolescent and young adult outcomes. Mothers' employment transitions were linked to improvements in household income and mothers' self esteem in addition to reductions in financial strain and their own illegal activities. However, these associations did not explain the relation between maternal employment and youths' improved behavior. These results do not support the predictions of either the supporters or the opponents of welfare reform, an outcome we discuss.  相似文献

Abstract

Recent federal legislation bans receipt of cash and food assistance to individuals convicted of a drug felony. This study examines the different definitions and methodologies used in estimating substance abuse among welfare recipients. It then analyzes a stratified sample of predominantly low-income young mothers on the basis of welfare receipt and consequences associated with alcohol and drug use. Results indicate that young mothers who received welfare for more than two years had lower reported drug use consequences than mothers who never used welfare or relied on it for a period of less than two years. Variables measuring consequences of drug use were not found to mediate length of time on welfare.  相似文献

Recognizing that mothers continue to bear the primary responsibility for household production, comprehensive logit models are developed to predict employment for low-income mothers. The models include a wide array of possible employment impediments, including individual, family environment, and community variables. Lack of family resource management, a variable not previously investigated in employment prediction, is found to be a significant impediment to employment. Under welfare reform, low-income mothers must balance family and work demands under severe resource constraints. Family resource management appears to play a crucial role in this balancing process. In addition, the local unemployment rate is found to be a significant predictor of employment.  相似文献

This study examines how welfare and employment policies affect subpopulations of low-income families that have different levels of initial disadvantage. Education, prior earnings, and welfare receipt are used to measure disadvantage. The analysis of data from experiments suggests that employment-based programs have no effects on economic well-being among the least-disadvantaged low-income, single-parent families, but they have positive effects on employment and income for the most-disadvantaged and moderately disadvantaged families. These programs increase school achievement and enrollment in center-based child care of children only in moderately disadvantaged families. The most-disadvantaged families are found to increase use of child care that is not center based. Parents in these families experience depressive symptoms and aggravation. The findings raise questions about how to support families at the lowest end of the economic spectrum.  相似文献

Path analysis was conducted to determine causal effects of life circumstances on depression and effects of these measures on employment and welfare use. Data were from the Welfare and Self-Sufficiency Survey conducted in a metropolitan county of Kentucky. Direct effects indicate that economic hardships and adverse life events increase depression scores and depression reduces earnings and increases welfare use. Indirect effects of economic hardships and adverse life events, through the mediating effects of depression, reinforce depression??s effects on employment and welfare use. The data include measures of life circumstances and depression scores of low-income women; thereby, permitting a path model that uniquely contributes to knowledge regarding the effects of life circumstances and depression on TANF-eligible women??s employment and welfare use.  相似文献

Although not part of its stated aims, current welfare legislation is assumed to benefit children through increased parental employment and self-sufficiency. Research findings on the extent to which parental welfare participation improves child well-being are inconclusive. This study investigates the behavioral outcomes of young children whose mothers have received TANF using data from the Fragile Families and Child Wellbeing Study (N = 2169). Controlling for maternal demographic characteristics, current financial status, and health risks, we found that the difference between children's externalizing behaviors in families of former TANF recipients relative to children of mothers who had never been on welfare decreased the longer mothers had been off welfare. However, overall, externalizing behaviors were significantly higher among children of former TANF recipients relative to children whose mothers had never received welfare. The findings suggest that ensuring healthy development for children requires long-term supports to help mothers as they transition off welfare.  相似文献

This paper uses data from 2 randomized evaluations of welfare‐to‐work programs—the Minnesota Family Investment Program and the National Evaluation of Welfare‐to‐Work Strategies—to estimate the effect of employment on domestic abuse among low‐income single mothers. Unique to our analysis is the application of a 2‐stage least squares method, in which random assignment enables us to control for omitted characteristics that might otherwise confound the association between employment and domestic abuse. We find that increased maternal employment decreases subsequent reports of domestic abuse in both studies. In the Minnesota Family Investment Program—a program with an enhanced income disregard that allowed welfare mothers to keep a portion of their welfare income as earnings rose—an increase in household incomes appears to have contributed to reductions in reports of domestic abuse.  相似文献

The purpose of this qualitative research study was to examine how low-income, single mothers manage their family and work lives. Analysis was based on longitudinal data collected from 28 rural, low-income, single mothers across 11 states who were continuously employed over three waves. Four main themes were identified: demands from family and work, resources the mothers used to maintain employment, work-family conflict, and strategies to retain employment. This study concludes that despite all the difficulties, mothers try to utilize their limited resources and adopt strategies for combining family and work life even though their demands and resources vary over time. Mothers employed in the same jobs receive consistent support from families. Implications for child care and leave policies are discussed.  相似文献

We present findings from a nonexperimental evaluation of an employment program in which both partners in young, low-income, primarily African-American couples simultaneously participated. Mothers participating in the couples program had larger immediate gains in employment and earnings and decreases in TANF receipt following their exit from the program relative to mothers who received employment assistance as individuals. Fathers showed similar although weaker results. These immediate benefits appeared to be driven by higher rates of program completion among couples’ participants. Couples in which both partners completed the program experienced the largest quarterly earnings gains, and couples with greater earnings’ gains were more likely to still be together one year after the program ended. Mothers’ earnings gains eroded in the two years following program completion and many reported new pregnancies and problems with child care. We suggest directions for future programs and encourage future studies to consider the range of mechanisms associated with a couples focus, including potential motivational benefits and unintended consequences.
