The strong adverse selection that immigrants face in hosting labour markets may induce them to adopt some behaviours or signals to modify employers’ beliefs. Relevant mechanisms for reaching this purpose are personal reputation; exploiting ethnic networks deeply rooted in the hosting country; and high educational levels used as an indirect signal of productivity. On this last point, the immigrant status needs a stronger signal compared to that necessary for a native worker, and this may lead the immigrant to accept job qualifications which are lower than those achievable through the embodied educational level.The aim of the paper is to investigate whether the above mentioned mechanisms are adopted by immigrants in Italy, a crucial country for EU immigration flows, and if they are useful in increasing immigrants’ likelihood of employment. The empirical analysis has been conducted using the dataset from a national Labour Force Survey which provides information on thousands of documented immigrants. We estimate a logit model for immigrants’ likelihood of being employed, focusing on the above mentioned mechanisms: reputation, ethnic networks and educational level. Moreover we concentrate on the interaction effects of the mechanisms and investigate whether one of them wins on the others. Results show that each of the three mechanisms is statistically and economically significant and exerts positive influence: all factors contribute to increase the immigrant's probability of being employed. Anyway, a high level of education increases the probability of being employed more than the belonging to ethnic networks deeply rooted in Italy. The specific embodied capital of workers matter relatively more. This is relevant for labour public policies in this specific realm since the human capital lever is a possible direct target in various public policies and private human capital investments.  相似文献

One of the administrative dilemmas in home-care delivery is that an appropriate and trusting relationship between the home-care worker and the client must be developed; yet this relationship is not readily visible to service managers. Setting up organizational processes for building allegiance and turning the home-care worker into an ideal one become major administrative tasks for home-care managers. Within such organizational context, the home-care worker is then faced with the issue of developing her own identity. This study lays out the Chinese particulars of what being a home-care worker is all about on the ground in Taiwan. In the Chinese context of family and cultural prerogatives around filial daughter and doing good, being a worker (agency perspective) and being a daughter (client's desire) are both problematic. Many home-care workers view themselves as a do-gooder portrayed by the Buddhist discourse of karma. The findings suggest that administrative tasks, client, and worker relationship may appear similar on the surface but the dynamics are quite different.  相似文献

Child welfare workforce turnover remains a significant problem with dire consequences. Designed to assist in its retention efforts, an agency supported state-wide survey was employed to capture worker feedback and insight into turnover. This article examines the quantitative feedback from a Southern state's frontline child welfare workforce (N = 511), examining worker intent to leave as those who intend to stay employed at the agency (Stayers), those who are undecided (Undecided), and those who intend to leave (Leavers). A series of One-Way ANOVAs revealed a stratified pattern of worker dissatisfaction, with stayers reporting highest satisfaction levels, followed by undecided workers, and then leavers in all areas (e.g., salary, workload, recognition, professional development, accomplishment, peer support, and supervision). A Multinomial Logistic Regression model revealed significant (and shared) predictors among leavers and undecided workers in comparison to stayers with respect to dissatisfaction with workload and professional development, and working in an urban area. Additionally, child welfare workers who intend to leave the agency in the next 12 months expressed significant dissatisfaction with supervision and accomplishment, and tended to be younger and professionals of color.  相似文献

The purpose of this article is to discuss the relationship between privatisation and professionalisation in social work. In social services, privatisation is often seen as a politically planned (policy-driven) process as part of liberalisation strategies for market orientation of the welfare state. However, there are several reasons to believe that there is also a process of spontaneous privatisation (sometimes driven by demand), where professionals go private and provide various types of services to local welfare authorities. In this article, our aim is to explore the extent, impact and consequences of such profession-driven privatisation and to discuss whether privatisation is a strategy for professionalisation.

This article investigates: (1) attitudes among social workers and social work students toward privatisation in general and private practice in particular; (2) the extent and types of activities being performed privately; (3) the motives whether or not to choose self-employment; (4) the differences between public and self-employed social workers in terms of professionalisation.

Data are based on surveys of 1,000 Swedish social workers and 801 social work students. The results show ambivalence among professionals toward privatisation. The authors discuss the reasons for this at an individual and collective level. Although the share of social workers in private practice in Sweden is low, between 6 and 8%, more than one third of Swedish social workers expect to be working in private practice within 10 years. The circumstances faced by self-employed social workers, who rank higher on almost every professionalisation indicator (i.e. formal education, attitude toward research, internal status, wage level, autonomy), support the hypothesis about profession-driven privatisation.  相似文献

This research-based article presents the results of a study examining job satisfaction among social workers in public social services in Crete, Greece. It focuses on their overall job satisfaction, as well as on their satisfaction or dissatisfaction with intrinsic, extrinsic and organisational work aspects. The results of this study suggest that while respondents experienced a quite high level of overall satisfaction with their job, other indicators of job satisfaction showed that the level of job satisfaction was not so high. The main sources of respondents’ satisfaction were intrinsic work aspects while the main sources of dissatisfaction were organisational and extrinsic work aspects. Respondents’ job satisfaction was found to be significantly correlated with: the years of unemployment before respondents first worked as social workers, the number of social workers working in the organisation, and their intention to leave or change their present job.

During the 1980s, a group of women from rural communities in the Mexican state of Sinaloa organized a grassroots social movement in order to gain legal access to the sale of shrimp. The movement reached its peak in 1984, with the formation of a shrimp traders union and the establishment of a shrimp marketplace in the tourist city of Mazatlán. Despite the long trajectory of the movement and the success of the shrimp market, these women and their work have been completely ignored by government agencies in charge of the development and management of the fishing industry. For the most part, one gets to read about the shrimp traders only in tourist-oriented brochures depicting them as a “local attraction,” something to be seen while one is touring the city on a private charter bus en route to the Archaeological Museum or to the upscale jewelry shops in the Golden Zone. In this article, I examine how women used their gender and their identity as rural workers to defy the state and its policies, overcome poverty, and take control of the local marketing of shrimp. Another objective of this article is to show why and how women engaged in collective action so they could be legitimized as workers and how gender shaped their individual experiences.  相似文献

The challenge facing the mental health field today is the lack of knowledge related to interventions and services that will help people recover from severe mental health problems. In addition, the reluctance of social workers to embrace the recovery-oriented mental health practice is attributed to their lack of knowledge. Hence, they regard recovery in mental health as misleading and unrealistic.The article provides the findings on the social workers’ lack of knowledge and understanding of the recovery-oriented mental health practice. The social workers are based in non-governmental organizations in Tshwane, South Africa. Semi-structured interviews were conducted to gather data from social workers. Findings confirmed the lack of knowledge regarding the recovery-oriented approach, which has not yet been implemented in South Africa. Mental health services continue to be informed by the traditional medical model.  相似文献

ABSTRACT

Decision-making is located at the heart of social work as a core professional activity, because much of what social workers do concerns decisions about future courses of action. Drawing on elements of the learning together systems model and Falkov’s Systemic Family Model, this study investigated social workers’ perceptions regarding how child protection decisions are made. Evidence was drawn from a constructivist–-interpretivist qualitative research design, involving 16 semi-structured interviews with qualified and experienced social workers and 20 direct, non-participant observations of child protection meetings. Evidence from the study suggests that professionals and family members do not rely entirely on the guidance on the threshold criterion of the likelihood and significance of risk of harm when making decisions. Instead, they use discretionary intuition and analytical judgement, involving multidimensional criteria which includes consensus between professionals and with family members; individual professional’s state of mind; other agencies and professionals’ priorities as well as external factors such as the availability of resources. Conclusion can be drawn that existing guidance on decision-making is inadequate, hence the discretionary use of a combination of intuitive heuristics and analytical thinking in a complementary manner. This study, therefore, contributes to considerable conceptual clarity regarding the complex child protection decision-making process.  相似文献

Research has shown that child welfare organizations have a prominent role in safeguarding their workers from experiencing high levels of job stress and burnout, which can ultimately lead to increased thoughts of leaving. However, it is not clear whether these relationships are shaped by their length of organizational tenure. A cross-sectional research design that included a statewide purposive sample of 209 child welfare workers was used to test a theoretical model of employment-based social capital to examine how paths to job stress, burnout, and intent to leave differ between workers who have worked in a child welfare organization for less than 3 years compared to those with 3 years or more of employment in one organization. Path analysis results indicate that when a mixture of dimensions of employment-based social capital are present, they act as significant direct protective factors in decreasing job stress and indirectly shape burnout and intent to leave differently based on organizational tenure. Thus, organizations may have to institute unique intervention efforts for both sets of workers that provide immediate and long-term structures of support, resources, and organizational practices given that their group-specific needs may change over time.  相似文献

This study evaluated the risks for cardiovascular disease and the life habits of garment industry workers in northwestern Paraná state, Brazil. The following parameters were assessed: body composition, cardiorespiratory fitness, eating habits and physical activities by garment industry workers. Cardiovascular risk was observed in some of the studied subjects, in the form of high BMI and reduced maximal oxygen uptake. The development of a workplace quality-of-life program is suggested, aiming to stimulate the development of physical activities to improve the cardiovascular conditioning of workers.  相似文献

The computerized fraud detector (CFRD) assigns suspicion scores to questionable automobile insurance claims. Evaluators pilot tested this algorithm in three offices, comparing its effects with three matched offices. Observers uncovered that in two target offices and one comparison office, Millennium 2000 (M2K) also was being installed. The study design thus became as follows: Two offices had two interventions, one office had CFRD but not M2K, another office had M2K but not CFRD, and two offices had neither. Hierarchical linear models document that offices with both new computer systems will have the most unfavorable employee attitudes toward computerized fraud detection, followed by offices with only one new system. Employees with jobs of higher rank and employees not receptive to innovation will dislike computerized fraud detection. Implementation of one computer system, CFRD or M2K, may have minor negative fixed effects on employee attitudes, but their effects on the between-office variance are inconsequential.  相似文献

The purpose of this study is to increase knowledge about social workers’ opportunities to work with safer sex among at-risk adolescents and young adults. To investigate this issue, a survey has been sent to outreach work and non-institutional offices whose work focuses on alcohol and drugs to some extent. The survey was sent to 89 workplaces distributed throughout 33 municipalities in the region of Skåne in southern Sweden. Altogether 229 responses were collected, a response rate of 60.1%. The study shows that social workers have limited opportunities to work with safer sex issues and that the organizational resources to support this work are weak. Michael Lipsky’s theory of street-level bureaucrats was applied to the data, with the analysis indicating that knowledge and organizational resources are key to enabling work with safer sex. It is also important that the personnel are interested in the subject and that they feel comfortable working with safer sex. The factors found to have the strongest direct effect on the personnel’s work with safer sex are: having the possibility to set aside time to work with safer sex, experiencing that safer sex is discussed at the workplace and being personally interested in the subject.  相似文献

The paper develops an understanding of the tensions experienced by East European immigrants by drawing on the concept of sociological ambivalence: being pulled in cognitively and emotionally opposed directions generated by the social situations in which the actors are located. Using a variety of sources created by East European peasant-immigrants themselves—letters, diaries, poems, prayers, newspaper articles, and oral history collections—the paper discusses four kinds of sociological ambivalence experienced by the immigrants: (1) resulting from the multiplicity of interests incorporated in different social positions occupied by the same person; (2) induced by the opportunity structure characterized by the disjunction between culturally prescribed aspirations and socially structured avenues for realizing these goals; (3) generated by conflicting values and goals contained in a group's cultural system and in normative role expectations prescribed for its members; and (4) resulting from individuals' simultaneous orientation to several different sets of cultural values and reference groups.I wish to thank Renée Fox and Robert Merton for their very helpful comments on the original version of this paper.  相似文献

Labor entrapment in Brazilian agriculture is not limited to ‘marginal geographies’ or sectors, but is a troubling presence at the core of some of the country's most developed and urbanized agricultural regions. This paper looks at the conditions of labor resistance and control in a dynamic and highly urbanized agricultural region of central Brazil that may explain the use there by employers of entrapped workers from distant regions. Commercial agriculture is intensely seasonal and sensitive to the quality and timing of delivery, so the fulfillment of labor demand continues to be a central concern of rural employers despite arguments for surplus labor. In the context of rural exodus, Brazilian farmers can no longer count on a flexible supply of residential workers. The article considers the importance of two ‘urban freedoms’ derived from the migration of rural workers to cities during the last 35 years. One is the increasing presence of labor unions and regulation in wage markets. The other is the creative strategies that households develop to weaken their dependence on agricultural work. To understand these strategies, gender relations within and outside of the household are taken into account. The paper ends by critically examining the argument that wage compression is the reason that employers in Brazilian agriculture resort to labor replacement in dynamic regions.  相似文献

Studying the perceptions of the causes of poverty is warranted because individual perceptions shape behavior toward poor people and actions related to poverty. Prior studies relying heavily on survey methodology fail to capture deeper and fuller meanings participants apply to poverty. This study explores how child welfare workers understand poverty by examining their definitions of, and what they see as causal explanations of, poverty. Individual interviews were conducted with 30 child welfare workers throughout a Midwestern state. Analysis indicated that workers all defined poverty as ‘not getting basic needs met,’ corresponding to the underlying assumptions of absolute poverty measures. Workers simultaneously augmented these definitions using other poverty constructions, namely the federal guidelines and more complex views – conceptually in line with relative poverty measures – that account for factors outside income or consumption. Workers’ causal explanations of poverty were multifaceted. Causal explanations included structural/systemic, individual, family/generational, and luck, with the first three being most prominent. These findings have implications for practice and training in the child welfare system as it relates to poverty.  相似文献

OBJECTIVE: The purpose of this study was to identify what information people with acute and chronic back pain, health care practitioners, employers and case managers felt should be included in an educational brochure for recently back-injured workers. STUDY DESIGN: Four focus groups were convened, each comprising several representatives from one of the four constituencies. Participants rated 32 information items regarding their inclusion in an educational brochure. Ratings were tabulated for ranking and for group comparisons. RESULTS: While consensus was strong for most information items, there were apparent differences between the groups for several items relating to work resumption, medical attention, and legal or compensation consultation. CONCLUSIONS: Perceived educational needs of back-injured workers may differ from those of their health care practitioners and from their employers or insurers. Future efforts to prevent back disability through education should include evaluation of the informational needs of injured workers.  相似文献

This article contributes to the understanding of how talk in social work constructs the positions of men and women in the gender system. The method consists of discourse analysis of Swedish social workers’ interviews with male and female clients. Results show that women are given relatively little support in finding a job. Much more attention is devoted to the men as a group and their opportunities to become established in the labour market.

Samtalsanalys har använts för att studera svenska socialarbetares samtal med manliga och kvinnliga klienter. Resultaten visar att kvinnorna ges relativt lite stöd för att få arbete. This article deals with the final chapter in the history of the Agro‐Joint, an organisation created by the American Joint Distribution Committee (JDC) and operating in the USSR between 1924 and 1938. Among a large number of “counter‐revolutionaries” – a term used in the USSR during the time of the Great Purge of 1937–8 – one of the lesser‐known repressed groups consisted of the workers of the Agro‐Joint. With the opening of ex‐KGB archives in the former Soviet Union additional aspects of the Agro‐Joint venture have emerged in chilling detail. By virtue of their organisational status and their association with foreigners, many Agro‐Joint workers became direct subjects of the “operational orders” of the NKVD and were persecuted in three areas; Moscow, Ukraine and Crimea. There was an extraordinary brutality to the sentences; around 30 Agro‐Joint employees (from directors to members of collective farms) were arrested and a majority of them were sentenced to death. Employees of the three Agro‐Joint offices, refugee doctors whom Agro‐Joint brought into the USSR from Germany, Jewish religious activists and the staff of the Soviet organizations KOMZET and OZET were all caught in the same web, and accused of “collaboration with a counterrevolutionary organization, founded by the director of Agro‐Joint Dr. Rosen.” Accompanied by two sample documents from interrogation files as well as a list of Agro‐Joint workers who fell in the line of duty, the article presents a new outlook on this important era in the history of the JDC and Soviet Jewry.  相似文献
