The fact that immigrant families used welfare at a disproportionately high level called for national welfare and immigration reforms in the mid-1990s. This study examined the net effects of poverty on welfare use and dependency among U.S.-born children by family immigration and citizenship statuses in pre- and post-welfare reform years. The analyses found that children in poor immigrant families were less likely to use welfare than children in poor native-born families in 1995, 2000, and 2005. In 2010, however, children in poor immigrant families and poor native-born families had similar likelihoods of welfare use. Children in poor noncitizen families were in general less likely to be dependent on welfare than children in poor naturalized families. Although children in poor naturalized families had a lower likelihood of welfare dependency in a pre-welfare reform year, they had similar or higher likelihoods of dependency in post-reform years, compared to children in native-born families.  相似文献

Rising numbers of children and families have been thrust into poverty. However, debates about poverty policies and aid are in fact debates about ourselves—our logic of life and our humanity—as a nation, a culture, a people; and social welfare programs will always be underfunded and of limited effectiveness if people don't believe in them due to their ambivalence and confusion about poverty. Because poor children are innocent and indisputably dependent on adult caretakers, they may be our route out of this malaise. Their circumstance and our aspirations as a nation to be just, fair, and progressive, force us to resolve the confusion, conflict and ambivalence that fuel ineffective and inhumane social welfare policies and practices.  相似文献

Despite nearly three decades of revolutionary government rule, poverty and inequality remain the central issues of political debate in Iran. The unexpected electoral victory of Ahmadinejad, the populist candidate in the 2005 presidential election, has been widely attributed to rising poverty and inequity. Using household survey data, I examine the trends in poverty and inequality for the last three decades and show that this thesis is not grounded in facts. Survey data show that poverty has substantially declined in recent years, and is low by international standards and in comparison with pre-revolution years. This finding is consistent with pro-poor policies of the Islamic government, mainly in provision of basic infrastructure such as electricity, safe drinking water, and health. However, the same policies have not been as effective in reducing inequality, which, after an initial decline following the Revolution, has remained basically constant in the post-Revolution period. A large number of observational and experimental studies have explored the determinants of individual preferences for redistribution. In general, inequalities are more likely to be accepted by people of higher socioeconomic status, in richer societies and when inequalities are perceived as justifiable owing to differences in productivity. Almås et al. (2020) show that in a relatively unequal society (the United States), the highly educated accept inequality significantly more than the less educated, whereas, in a relatively equal society (Norway), the less educated accept inequality more, but not significantly more, than the highly educated. Here, we replicate this finding using data from experiments conducted in four locations across three countries all distinct from the ones studied by Almås et al. However, a closer look at the data indicates that the origin of the interaction effect varies depending on which societies one compares. Data for Norway and the United States indicate that meritocratic values among the highly educated are less prevalent in more equal societies and that this is the driver of the triple interaction effect. In contrast, in our data the interaction effects have multiple drivers.  相似文献

During the late twentieth century, the US social safety net was transformed to incentivize work by providing generous wage subsidies for low-income workers and reducing federal assistance to able-bodied unemployed adults. Following the transformation and during the economic boom of the 1990s, welfare rolls and annual poverty rates plummeted, especially for children. Despite the economic boom, there were still many persistently poor children living with parents who did not work, and little is known about how the reforms impacted these children's finances. In this paper we compare rates of persistent child poverty before and after the welfare reforms and examine how federal assistance received by persistently poor children changed as a result of the reforms. We find that federal assistance to persistently poor children declined following the reforms, but with divergent results depending on parental employment. While persistently poor children with employed parents benefited from increased income via the Earned Income Tax Credit, those with chronically unemployed parents did not and also experienced substantial reductions in cash welfare and food stamps. These findings demonstrate how persistently poor children fared financially in the years following the reforms and suggest possible implications for the current period of high unemployment.  相似文献

Despite steadily rising inequality in the US over the last few decades, demand for increasing tax rates and redistribution has not increased. A growing literature argues that one reason for this is that people might perceive inequality to be fair. This literature has documented that Americans tend to perceive economic inequality stemming from merit as being fair and inequality stemming from luck as unfair. However, “lucky breaks” in the real world do not necessarily come from a lottery or random chance but from the actions of the government favoring a “lucky” few. People might be more willing to redistribute if it compensates those negatively affected by government action. Using an online experiment we show that luck stemming from the action of a government-like actor influences individuals’ desire to redistribute earnings making them more likely to favor redistribution than in instances where inequality is caused by merit or by random luck.  相似文献

This paper offers an analysis of the changing role of co-operative credit unions in tackling poverty and promoting financial inclusion in Britain. It examines the reality of poverty in low income communities and endeavours to critique the actions, methodologies and initiatives currently being adopted by credit unions to achieve financial inclusion. It examines the role of the UK government in its support for credit unions and offers an early analysis of HM Treasury's Financial Inclusion Fund. The paper argues that credit unions are best placed within the financial services industry to make an impact within financially excluded communities.  相似文献

This paper is based on data from focus group discussions and in-depth individual interviews carried out in two slum areas, Korogocho and Viwandani in Nairobi, Kenya. It discusses how the division between domestic sphere and public sphere impacts on survival during, and adaptation to old age. Although this paper adopts some of the tenets of the life course approach, it posits that women's participation in the domestic sphere may sometimes give them a ‘gender advantage’ over men in terms of health and adaptation to old age. The paper also discusses the impact of gender roles on the cultivation of social networks and how these networks in turn impact on health and social adjustment as people grow older. It investigates how older people are adjusting and coping with the new challenges they face as a result of high morbidity and mortality among adults in the reproductive age groups.  相似文献

The relationships between poverty and children’s health have been well documented, but the diverse and dynamic nature of poverty has not been thoroughly explored. Drawing on cumulative disadvantage and human capital theory, we examined to what extent the duration and depth of poverty, as well as the level of material hardship, affected changes in physical health among children over time. Data came from eight waves of the Korea Welfare Panel Study between 2006 and 2013. Using children who were under age 10 at baseline (N?=?1657, Observations?=?13,256), we conducted random coefficient regression in a multilevel growth curve framework to examine poverty group differences in intra-individual change in health status. Results showed that chronically poor children were most likely to have poor health. Children in households located far below the poverty line were most likely to be in poor health at baseline, while near-poor children’s health got significantly worse over time. Material hardship also had a significant impact on child health.  相似文献

The present study examines the associations between poverty status, receipt of public assistance, service use, and children's mental health. Using a sample of children with serious emotional disturbances, findings from logistic regressions indicated that although no significant associations were found between poverty status and emotional or behavioral problems, families living below the poverty threshold were more likely to receive fewer services, even after controlling for receipt of Medicaid or SSI. Significant associations were also found for child's age, race/ethnicity, caregiver education, Medicaid and TANF receipt, child and family mental-health-risk factors. Poor families were more likely to have older children, be non-white, have fewer years of education, receive public assistance, and have more family mental-health-risk factors, but less child mental-health-risk factors. While a higher percentage of nonpoor families received medication management and residential treatment services, more poor families received support services such as transportation and flexible funds. Implications for the findings are discussed.  相似文献

Although the well-being of nonmarital children has been the focus of recent public policy developments and academic research, relatively little is known about the risk of paternal imprisonment among these children. Particularly in a context of declining public assistance, the unprecedented imprisonment rate may place additional stress on nonmarital children if a substantial portion of their fathers are incarcerated and therefore unable to provide support. Research on this topic has been impeded by methodological difficulties, such as the lack of representative data on nonmarital children's fathers, and inaccurate or insufficient information on fathers' incarceration. Using unique combined administrative data sets from Wisconsin that largely overcome these methodological obstacles, I provide improved estimates of paternal imprisonment risk among young nonmarital children. I distinguish between point-in-time and cumulative risks and assess the length of paternal imprisonment, first considering only biological fathers and then also including the mothers' other partners. I also estimate the risks separately by socioeconomic and demographic characteristics. Results suggest that nonmarital children face a high risk of paternal imprisonment, a substantial proportion also face an elevated risk of lengthy paternal imprisonment, and the racial disparity in risk is significant.  相似文献

This paper explores the relations between older people, poverty and place in rural Britain. It develops previous work on rural poverty that has pointed both to the significance of older people within the rural poor population and to their denials of poverty. The paper also connects with recent discussions on the complexity of relations between poverty and social exclusion in later life, as well as key themes emerging from studies of older people in disadvantaged urban neighbourhoods. Drawing on findings from a survey of 4000 households in rural Wales and interviews with older people in poverty in three rural places, the paper provides a detailed examination of the materialities and experiences of poverty among older people in rural places. In particular, it highlights how older poor groups construct their lives in complex terms with references made to both social inclusions and exclusions. The research also points to the significance of the socio-cultural contexts of place in shaping older people's understandings of poverty in rural areas.  相似文献

ABSTRACT

One of Andy Furlong’s abiding concerns was to show how the problems of working-class youth are often, straightforwardly, the outcome of inequalities in employment opportunities. On rarer occasions, however, this explanation fits less well. Some young people grow up in families where poverty seems more deeply embedded and inherent to those families. Here, old ideas about a cultural ‘underclass’ can be tempting to politicians and policy makers. Our qualitative research, with 20 families living in extremely deprived U.K. neighbourhoods, showed that neither a simple lack of job opportunities nor ‘cultures of worklessness’ explained why hardship persisted for them. Our argument is that circumstances which appear to fit with the idea of an inter-generational, cultural ‘underclass’, in fact, have their provenance in a semi-permanent constellation of external socio-economic pressures bearing on successive generations of families over decades. Examples did include a shared context of declining job opportunities but extended to a contracting and disciplinary Welfare State, punitive criminal justice systems, poor-quality education and the physical decline of working-class neighbourhoods. We take one example – the destructive impact of local drug markets – to uncover the complex, obscure processes that compound the disadvantage faced by working-class young adults and their families over generations.  相似文献

In the last five years there has been an increased drive to include the perspectives and contributions of service users in social work education in the United Kingdom. In this paper we discuss the experience of one project that attempted to bring together service users, academics and practitioners to jointly develop and deliver a module that sought to examine the perspectives of families living in poverty who were in receipt of children and families social work services. Through doing this it was hoped that it would be possible to raise practitioners’ awareness of how poverty impacts on parenting and how they could develop an approach that was non‐punitive and genuinely supportive. The paper starts by exploring the context of service user involvement in social work education and then describes the development and process of this collaborative project. The paper concludes with recommendations for both projects seeking to engage service users in empowering and meaningful ways, as well as social work practice within an anti‐oppressive framework.  相似文献

This paper reports the results of a qualitative study of caregivers of children with disabilities enrolled in a Medicaid-serving accountable care organization (ACO). The state of Ohio mandated ACO enrollment for Medicaid-eligible children with disabilities in 34 of 88 counties effective July 2013. Research participants were queried in focus groups and individual interviews about their children’s care experiences and care coordination after enrollment. Most told researchers that they themselves are their children’s care coordinators, and many indicated that resource scarcity is a more pressing problem than fragmented care. Data analysis identified a theme of scarcity and four categories of insufficiency that made caregiver efforts on behalf of their children more difficult: a lack of health services under managed care, resource constraints on other agencies and programs for which families were eligible, a lack of financial support, and a lack of family support. A conceptual framework places ACO care coordination among more upstream factors and identifies ways in which ACOs serving Medicaid populations may wish to address the social determinants of the well-being of children with disabilities. This paper examines the framing of crisis communication strategies before, during, and after Hurricanes Katrina and Rita by analyzing news releases from the Federal Emergency Management Agency, Homeland Security, and U.S. Senators and Governors from Mississippi, Louisiana, and Texas. A qualitative content analysis found that all entities analyzed did not acknowledge their parts in the crises, placed blame on others, and tried to distance themselves from the crises. State leadership also used a unifying approach where they included themselves in the hardships affected residents were experiencing.  相似文献

Inequity aversion preference has been widely applied in interpretations of various economic behaviors. A rapidly growing literature has been attempting to measure the strength of inequity aversion preferences as accurately as possible. We vary two factors that might affect the accuracy of the measurement of inequity aversion preference, i.e., choice sets with different underlying inequity aversion strength ranges and with different relative income inequities while absolute income inequities remain fixed. We find that unidirectional changes in the choice sets for disadvantageous and advantageous inequity aversion preferences significantly bias the measured strength of both preferences in the same directions of the changes and that the variance in inequity aversion increases with the range of choice sets. Moreover, a decrease in relative income inequity raises the measured strength of advantageous inequity aversion but does not affect disadvantageous inequity aversion preference. Our results suggest controlling for choice sets and relative income inequity between players to improve the measurement accuracy of inequity aversion preference.  相似文献

Living with persistent poverty is toxic for one’s psychological health. This study examined SES, income, neighborhood disadvantage, and poverty-related stress as predictors of a wide range of psychological problems including anxiety, depression, aggression, relationship problems, physical problems, and trouble with the law. Longitudinal analyses were conducted with a low-income multiethnic sample of 98 families recruited from the greater Denver, CO metropolitan area (300 family members: 136 adults, 82 preadolescents, 82 adolescents) using hierarchical linear modeling to predict all eight ASEBA narrow band syndromes. Analyses showed that poverty-related stress was directly related to anxious/depressed symptoms and social problems and interacted with prior symptoms, contributing to worsening symptoms for delinquency, attention problems, somatic complaints, and anxious/depressed symptoms. Hollingshead SES also had direct predictive effects for certain syndromes, though these effects were in the opposite direction predicted. In contrast, lower income-to-needs predicted more problems as expected. Neighborhood disadvantage also predicted psychological syndromes. Developmental differences are discussed. Our data show that parents are not the only family members who are affected by stress from living in poverty. SES, neighborhood disadvantage and poverty-related stress take a toll on children, adolescents, and adults.  相似文献

Asset-based social welfare programs focus on helping low to moderate income citizens accumulate wealth in the form of home ownership, savings, small businesses, and higher education. Individual development accounts, savings accounts in which account holders' deposits are matched, are a vehicle often used in these programs. In a national demonstration of children's savings accounts (individual development accounts for children) parents participated in focus groups to discuss how they decided to enroll in this asset-building program, how they decided to open accounts for their children, and how they saved in these accounts. Findings from this study have implications for assetbuilding policy and practice, and institutional theories of saving.  相似文献
