Predicted population decline and labour shortages in European welfare states are directing attention to policy strategies that might increase women's employment and fertility rates. In this context, the Nordic welfare states’ blend of high female employment rates and relatively high fertility levels stands out from others. These patterns are accompanied by comprehensive work–family policies indicating that policy reform is a main explanation. A core element in Nordic work–family policies is generous leave of absence arrangements for parents. In scrutinising leave policy in a Nordic context, the analysis in this paper emphasises that the current situation is a result of processes that have taken a long time to unfold, and that leave policy reforms interact with labour market developments and cultural institutions of family formation in shaping women's social practices.  相似文献

It is often maintained that contemporary foreign labour recruitment programs have taken an increasingly selective stance and that skills are increasingly crucial in granting migrants easier access and stronger welfare and residency rights in receiving countries. The paper provides a retrospective account of the evolution of Italian labour migration management, paying attention to the changing selection criteria reflected in some of its “front, back and side doors”. It will be shown that Italian labour migration management is increasingly embracing a bifurcated regime of deservingness. Despite some recent tentative signs of change towards an increased evaluation of high skills as a selection principle embedded into a competitiveness‐driven frame, over the last decades labour migration management has been largely dominated by the recruitment of a low‐skilled workforce. The paper discusses the emergence of a specific construction migrants’ deservingness placing Italy in a peculiar position in a European context.  相似文献

U.S. immigration policy debates increasingly center on attracting highly‐skilled immigrants. African immigrants, in particular, exhibit high levels of over‐education. But questions remain about whether African immigrants’ skills are appropriately utilized in the U.S. labour market. This paper uses U.S. Census and American Community Survey data to determine whether Africans’ over‐education leads to a corresponding wage disadvantage. I also investigate whether search and match, imperfect transferability, or queuing theory describes African immigrants’ wage outcomes. I find that, while African and Asian immigrants have similarly high rates of college education and over‐education, Africans experience significantly larger wage disadvantages due to over‐education. African immigrants’ low wages are closer to that of U.S. and Caribbean‐born blacks indicating that queuing theory describes their wage disadvantage. These findings suggest the need for policy addressing racial disparities in the labour market rather than new immigration policy.  相似文献

This article analyses the importance of apprenticeship systems in the current contexts of the UK and Germany. It discusses the policy and practice of apprenticeship in connection with skills formation and vocational learning. It argues that despite its declining popularity, apprenticeship continues to play a role in contemporary education policy with possibilities for progress and improvement. However, its practicality and feasibility is dependent on policies which are influenced by the different national socio-political, economic and educational contexts. Indeed, the reason why the UK’s attempts to revitalise its apprenticeship system has not been successful is not because apprenticeship is becoming irrelevant, but rather because policy objectives are not consistent with national capacities. If an apprenticeship system is based on strong institutional arrangements and is adaptable to the labour market and its evolving demands, it has enormous potential to produce different types of intermediate-level skills.   相似文献

Economic models typically study the long-term effects of migration, and hence emphasise their impact on a country's endowment of skills using net migration rates. This approach however does not take into account the contribution of short-term movements of skilled labour on a country's stock of knowledge and ability to innovate. This paper develops a theoretical approach to extend the analysis to gross migration flows, which captures the volume of interactions and the potential for knowledge exchanges between a country's skilled labour and workers living elsewhere. One implication of the approach developed is that higher growth can be achieved through higher international labour mobility, even if there is no net migration. Countries that find it difficult or impossible to attract skilled labour on a permanent basis may therefore enjoy the growth effect brought by skilled temporary migrants.  相似文献

In this article, I argue for and illustrate ‘power mapping’ as a concrete research approach that can benefit specific publics while enhancing professional sociological knowledge and theory. I present power mapping as an example of a more broad approach to public sociology which seeks to harness sociological theory and knowledge in order to create generalizable analytical tools that social movements, policy makers, concerned citizens, voluntary associations, and community organizations can use to develop their own strategic assessments of the sociological contexts in which they act. One of the ironies of the current discussion of public sociology is that it has been conducted in an abstract, hyper-theoretical discourse which is precisely one of the factors that has disconnected so much sociology from general publics. In this article, I instead turn towards presenting a specific concrete research strategy which could engender mutually beneficial research collaboration and dialogue between sociologists and specific publics.  相似文献

Many developed countries, welcome foreign talent, and Japan is no exception. The Japanese government has developed programmes for expanding the acceptance of foreign labour in specialized and technical fields, in order to compete with foreign nations in the global economy and accommodate the highly specialized domestic industrial structure. This paper focuses on scientists and engineers (S&E) as a component of the highly skilled labour force, and examines their incentives for migrating to Japan, which is one of the most technologically advanced countries in the world. According to a survey conducted in 2004, the majority of S&E working in Japan migrated from Asian nations, and many obtained their doctoral degrees in Japan and continued to stay in the country to work. Key incentives for migration are Japan’s high level of science and technology, opportunities to acquire cutting‐edge knowledge, and prospects for improving performance in an environment with large budgets, superior equipment and facilities, and good quality human resources. In particular, the technological environment is influential for S&E from countries with a significant technological gap when compared with Japan. However, this does not mean that S&E are indifferent to monetary rewards. The salary gap, which is considered to be a major factor in international mobility in to traditional economic theory, has also proven to be a significant incentive, particularly for S&E from countries where the gap in gross domestic product (GDP) per capita compared with Japan is large. In addition, cultural and social aspects of Japan attract mainly young S&E. The attractiveness of Japanese culture, opportunities to learn the Japanese language, and chances to build a network of personal contacts are important incentives for migration. This study presents some policy implications for countries competing over capable S&E.  相似文献

This article argues for an approach to the evaluation of arts policy and practice for disabled children and young people that goes beyond the dialogic antagonism between Disability Arts and community arts, and towards a ‘practice spectrum’. Little is known about the extent to which a Disability Arts perspective has extended into arts policy and practice for disabled children and young people. The article aims to redress this knowledge gap. It is based upon two sets of data collected in relation to the East Midlands region of England during 2014. First, a critical evaluation was conducted of official and institutional attitudes to arts practice with disabled children and young people. Second, interviews exploring contemporary practice were conducted with 24 arts organisations. Their practice represents a diverse range of art forms and programmes undertaken in the region, and a range of attitudes and positions taken towards disabled children and young people. We argue that the best way to conceive of current practice is as a spectrum, as opposed to an antagonism between community arts and Disability Arts perspectives. There is, however, little evidence of the penetration of a Disability Arts perspective into policy and practice for children and young people.  相似文献

With the 1996 introduction of a new visa making it easier for employers to sponsor skilled foreign workers, temporary skilled migration has become a significant component of international migration flows to Australia. This paper examines employers' reasons for sponsoring skilled workers from abroad, their modes of recruitment, the occupational skills they require, and their industry profile. We also discuss issues relating to the perception of a shortage of skilled workers, the extent that sponsoring foreign workers substitutes for investing in local training, and the role of networks in recruiting overseas workers. Many employers' now have a global view of labour recruitment. While this is understandable for multinational companies with global operations, many small businesses and public sector institutions are adopting the same strategy to obtain skilled labour which they say is in short supply in Australia. With the internationalization of the Australian economy, there is also an increasing demand for people with specialized skills and knowledge that is not available in Australia's relatively small labour market. An understanding of the demand factors motivating temporary skilled migration is crucial to effectively managing Australia's migration and labour trends.  相似文献

Social work education under the Diploma in Social Work has been shaped by a competency led training model. The danger in this approach is that the critical thinking required of the reflective practitioner becomes lost. This paper argues that the teaching of social policy requires a complex interplay of knowledge, skills and values if students are to be equipped to participate effectively in the policy process. The authors, as teachers of social policy to social work students, have developed the use of the debate as a tool for learning and assessment. This approach is evaluated using structured student feedback and is discussed in the context of experiential and reflective learning and the application of social policy as ‘policy practice’. Over three cohorts, students reported increased knowledge and understanding and improved confidence in argumentation skills. Observation showed them utilising a range of policy practice skills. Recent evidence from the USA and Australia begins to confirm the value of this learning tool.  相似文献

ABSTRACT

This paper addresses a key issue in the development of youth-focused social work: the role of digital skills in the relationship between young people and social workers who work with these native digital users. To this end, we analysed data from the International Digital Economy and Society Index 2019 and Eurostat. Information from the sixth European Working Conditions Survey and a survey conducted by the Social Care Institute for Excellence and the British Association of Social Workers supported the empirical analysis. The main findings reveal a gap between the level of digital skills required in the labour market and the actual level of digital skills in both young people and social workers, despite efforts by both groups to improve their skills. Initiatives to foster digital skills are therefore recommended to bridge this digital divide. Lastly, it was concluded that both groups could act as mutual drivers of digital transformation.  相似文献

Globalization of human capital through international migration is no longer about global physical presence only; it is also about global applicability of skills across various fields of specialization. This marks the main characteristics of skilled migration from India to developed countries in the twenty-first century. The focus is shifting away from professionals in specific occupations, like doctors, engineers, scientists, architects, bankers, to information technology (IT) professionals embodying, in a way, more generic skills.
In other words, it is the generic applicability of information and communications technology (ICT) which has led to large-scale migration of Indians skilled in IT.
Moreover, the exodus comprises not only the fully trained and educated workers going abroad for employment, but also students - the semi-finished human capital - pursuing higher education in onshore as well as offshore universities of the developed countries.
The new emigration is directed towards traditional host countries in the West such as the UK, Canada, and the US, but also towards newly emerging destinations in continental Europe (Germany, France, Belgium, Italy, Denmark), Australasia (Australia, New Zealand), East Asia (Japan, Republic of Korea), and South-East Asia (Singapore, Malaysia).
By using mainly current information and informal data as reported in the media, this article perceives emerging trends and changes in the context of the global labour market for skills, and suggests a possible framework towards evolving strategies of remedial development.  相似文献

Labour migration into Malaysia has increased rapidly in recent decades and this has affected Malaysia's government policy in managing migrants’ movement. Interestingly, Malaysia has attracted a high degree of unskilled labour, accompanied by unabated rise of undocumented migrant workers. Mitigating undocumented migration is the main aim of Malaysia's labour migration policy and therefore the focus of Malaysian government. This has impacted on how enforcement agencies work out strategies. These agencies are the forefront of Malaysia's labour migration policy but they faced a number of challenges, such as documentation, finance and manpower capability, and political intervention, which impede their ability to optimize their capabilities in enforcing the Malaysian government labour migration policy. Resolving these challenges and moving towards a long‐term labour migration policy will benefit the Malaysian state, its citizens and the labour migrants.  相似文献

In this paper, drawing on Henri Bergson's writing knowledge is seen as a virtual asset, i.e. , a resource that transgresses the distinction between past, present and future. Knowledge is never solely related to the actual present, but is continuously related to and associated with previous experiences and anticipated futures. By conceptualizing knowledge as a virtual asset, the notion of knowledge is freed from its commonplace metaphor of being a stock of skills and know-how that the organization can make use of. In this perspective, knowledge can never be fully conceived of as a stock, but must always be related to practices and activities. As a consequence, knowledge management theory needs to redirect its attention towards practices, rather than theorizing in terms of the taxonomies of knowledge employed by organizations.  相似文献

This article sets recent debates on migration policy in South Africa against broader historical realities that have shaped patterns of population movement on the subcontinent since the end of the nineteenth century. During the course of the last century, most forms of population movement were the result of disjointed regional economic development which can be traced to two epochal events at the end of the nineteenth century: the creation of the modern African state system and the discovery of mineral wealth in Southern Africa. Although regulation of migrant labour was a fundamental feature of the colonial period, it was only after 1950, when independent states began to define specific migration priorities, that states began to restrict significantly the flow of transnational labour. From this point notions such as internally displaced person, refugee and illegal immigrant become increasingly appropriate to the study of regional migration.
Particular attention is given to current debate on the definition of refugee which forms part of a broader international debate. A number of South African writers have argued that, given the structural imbalances contained in the regional economy, the term "refugee" should be redefined to include economic migrants. This position is not shared by the South African Government, and an analysis of current policy and legislation demonstrates a growing tendency to restrict the influx of undocumented migrants. This is due, in part, to the recent political transition and the institutional compromises that it produced as well as the growth of negative sentiment towards illegal immigrants at both mass and elite levels, as demonstrated by two recent research findings. The article concludes with a summation of recent trends in South African migration policy and an evaluation of the ambiguous position that South Africa occupies within Southern Africa.  相似文献

Migration Policy and Industrial Structure: The Case of Switzerland   总被引:2,自引:0,他引:2  
Structural change in OECD countries, emphasizing knowledge‐based sectors, has led to an increasing demand for highly skilled labour. One means of meeting this demand has been to implement a selective immigration policy. Such policies, however, have been criticized for channelling labour into low‐producing sectors and occupations, hampering structural change. Proponents of such criticism point to Switzerland's former policy of channelling immigrants into so‐called seasonal sectors, a practice abandoned in the early 1990s, as having contributed to Switzerland's low growth rates. To assess this, we here analyse the amended migration policy's effects on skill structure and sectoral distribution of immigration flows using data from the Swiss Census of 1990 and 2000 to determine whether the new policy has led to an immigrant inflow more adapted to the processes of structural change. We find that the share of highly skilled immigrants has increased notably under the new migration policy. Our analysis also shows an important change in the sectoral focus of the new arrival inflow. Not only have fewer immigrants been entering declining sectors, but the majority of migrants arriving under the new policy regime have been absorbed into growing and knowledge‐based sectors, meaning they are employed primarily in service and knowledge‐intensive sectors. Overall, the analysis provides ample evidence that the current admission policy as ositively contributed to tructural change in Switzerland.  相似文献

This paper examines technological curricula in terms of their potential to be realized in occupational roles. The more the curriculum is oriented towards roles (as opposed to skills or pure knowledge), the greater the probability that it will be articulated in the labour market and the greater its efficacy and legitimacy. The concept of role has been analytically divided into six components: value commitment, normative, communicative, interactive, role intelligence and proficiency components. Theoretically, the more components are present in a given curriculum, the higher the probability that a given occupational role will be effectively articulated. However, their presence is a necessary but insufficient condition for effective role performance; their integration is of equal, if not greater importance, and the latter is meaningful only when the social context of the articulation is taken into account. It was found that the role components do not appear in a balanced manner in technological curricula investigated in Israel, and some hardly receive any attention. Those that are present are weakly linked to actual economic contexts. Thus, it appears that students in technological education, are socialized to minimal role articulation; ie, they are more likely to implement decontextualized tasks than to assume integral occupational roles.  相似文献

Transferring health care research into policy and practice is a messy and complex process which both policymakers and researchers can struggle with. A potential solution is to use individuals or organisations as knowledge brokers. Using a range of literature, this paper explains the theory behind knowledge brokering, identifies three models of brokering and explores the challenges of brokering. We suggest that clarifying these factors is a significant step towards planning well designed and rigorously evaluated brokering interventions. We also suggest that a clearly defined theoretical framework could help us to find out more about how brokering works and its effectiveness.  相似文献

Evaluation approaches should be appropriate for their contexts. Scholars and practitioners alike have widely acknowledged this view for at least four decades, and the ability to respond to context is clearly established as a core evaluator competency. Outside of evaluation, this knowledge of context, known as situation awareness, is seen as a critical feature of good decision making and as a factor that distinguishes experts from novices across a wide range of domains. Yet there are few opportunities for evaluators to explicitly build their skills in situation awareness. This study addressed that gap by examining the potential for one online training program, informed by research on deliberate practice, to accelerate evaluators’ progress towards expertise in situation awareness. Built to align with evidence on developing situation awareness skills, the EvalPractice portal combined (1) an extensive ‘case bank’ of real-world evaluation scenarios, (2) repetitive practice that allowed novice evaluators to practice interpreting these evaluation scenarios, and (3) immediate feedback on the accuracy of these efforts based on events from the real-life version of the scenario. Findings from a small EvalPractice pilot suggest that it may be possible to improve foundational situation awareness skills using deliberate practice, but that further research is required to understand strategies for building higher-level situation awareness skills in evaluation.  相似文献

Understanding the dynamics that characterize interaction between conversational participants is a fundamental goal of most theories of socially conditioned language use and identity construction through language. In this paper, I outline a class of formal tools that, I suggest, can be helpful in making progress towards this goal. More precisely, this paper explores how Bayesian signalling game models can be used to formalize key aspects of current sociolinguistic theories, and, in doing so, contribute to our knowledge of how speakers use their linguistic resources to communicate information and carve out their place in the social world. The Bayesian framework has become increasingly popular for the analysis of pragmatic phenomena of many different types, and, more generally, these models have become a dominant paradigm for the explanation of non‐linguistic cognitive processes. As such, I argue that this approach has the potential to yield a formalized theory of personal and social identity construction and to situate the study of sociolinguistic interaction within a broader theory of rationalistic cognition.  相似文献
