After the Third Meeting of the Eleventh People's Congress, the entire responsibility for agricultural production was transferred to a lower level. Peasants in various areas have adopted the so called production responsibility system, and the phenomenon of an increased population rate has also appeared in some areas. In this article, the author discusses how to solve these problems created by the new situation. The 1st step is try to control population growth through socialist propaganda education, administrative measures, economic incentives and punishments, and family planning work. The 2nd step is to popularize the practice of having only 1 child per household in the rural areas. The 2nd and 3rd child in each family should be controlled and prohibited. This policy formulated by the Central Government should be carried out thoroughly. Families which follow the policy and have only 1 child should be encouraged with economic rewards, and those families which have 2 or more children should be punished economically. The 3rd step is to establish a national work team to be in charge of family planning and birth control. There should be an ideological unity among the nation's leadership. Party members and cadres should establish themselves as good examples for the people so that the population control work may become successful.  相似文献

With the establishment of the agricultural production responsibility system, the entire agricultural management and economic system has undergone great changes, and family planning in rural areas has met with many difficulties. Because of this responsibility system, households with more manpower seem to become wealthy more rapidly than others. An existing belief among the rural population is that more children will provide a larger labor force and thus more income. Birth control and family planning are therefore becoming more difficult. In order to change existing beliefs, a comprehensive ideological education for peasants is needed so that they may understand the question of birth control from the viewpoints of national interests. Economic rewards and administrative restrictions may be used as necessary birth control measures. Agricultural production and family planning can be managed well if there is close contact and cooperation between the cadres and the masses. Extra care and benefits should be given to women of childbearing age who undergo birth control operations and agree to a single child in each household. Welfare programs for the masses, such as kindergartens and nursing homes must be established in order to reduce their worries. In addition, efforts are needed to study the new situation and solve new problems. The goal of controlling the rural population growth should be achiefed through practical work and experience.  相似文献

Since the establishment of responsible production system, certain existing measures for family planning have lost their original effectiveness. At the same time, some changes in the peasants' minds concerning family planning have also taken place. Many peasant families, especially those which have no male child, wish to have more children. In order to solve this problem, family planning work should be done all over again from the lowest administrative level. Through correct population and ideological education, the general public may understand that there is a surplus of agricultural labor and a shortage of arable land at the present time. Secondly, birth control measures, family planning techniques, and training of medical personnel should be improved in order to serve the people better. A full-time working staff for family planning work should be increased so that they may work closely with local people and solve practical problems. In addition, nursing homes should be established and managed well in each commune. All such nursing homes should receive financial support from the State. In the this way, childless aging people may receive proper care after retirement. The worries of those single-child households may also be greatly reduced. The overall resistance met by family planning personnel is thus eliminated.  相似文献

Because of the popularization of a responsible agricultural production system, the livilihood of peasants has been improving greatly, while the demands and needs of the general public are also increasing at the same time. Still under the influence of the traditional belief of carrying on one's family line and emphasis on having male children, married people prefer to have more childre, and the birth rate is now rising again. In order to solve this new problem, we need to teach the peasants national policies on population, land utilization, and food supply. In order to initiate a new situation in family planning work, we need to control this "gold key" of ideological education and propaganda. The emphasis should be placed on ideological education for cadres at all levels as well as the general public in order that they may understand the Party's strategy. Education on the national strategy should be combined with material interests of the peasants, and reward and punishment in production should also be linked up with that of family planning. Social measures are needed to reduce economic burdens of the peasants, offer better treatment for single-child households, and provide adequate care for old and retired people. Family planning projects should be consolidated and improved. Scientific management, facilities and techniques for birth control, compensation for working personnel in family planning, and other practical problems deserve immediate attention and solution.  相似文献

It is significant in China, as the day of 5 billion is commemorated, that the Government has shown its full committment to a family planning program that has been internationally acknowledged as one of the most successful efforts in the world today. Since 1979, the annual population growth rate in China has gone down from 2.7% to an annual average of around 1.2%. In fact, because China makes up more than 1/5 of the world's population, the overall growth rate achieved worldwide has been reduced to about 2%. This is heavily due to the achievements of the Chinese family planning program. Even as China has lowered its birthrate, its rate of agricultural production has rapidly risen. At present, China is doing well in grain production. Although the per capita income in China is still comparatively low, the country is able to feed its citizens, and the famines that used to be a big problem are now but a bad memory. As the close relationship between population and development is observed, there is some controversy about the effects and impact of family planning on development. The belief is held that the more people there are in this world, the more progress there will be because more brains, hands, and energy will be harnessed for development. As has also been noted, however, a person is not just head and hands--a person has a mouth to feed, as well. Thus, there is a need to balance the number of people with the resources of the society. If the rate of population growth outstrips economic and social production, then hunger and poverty will result, as the fruits of development will be eaten up too rapidly.  相似文献

Hai-nan Island is under the jurisdiction of Guangdong Province and has a population of 5,520,000, of which 85% belong to the Han ethnic group, and 13.4% to the Li ethnic group, and there are other small minorities. Since 1949, the population of Hai-nan Island has more than doubled, and a serious population problem exists. Among the minorities, the population growth for the Li people in 1 autonomous region of the Island has been very rapid for 2 reasons: 1) the large number of immigrants moving in from other places, and 2) a high fertility rate among the Li people. In order to slow down the rate of population growth on the Island, the 1st step should be to slow down the growth rate of the largest ethnic group, the Han people. The Li people live mainly in rural and poor areas, and their production level has been very low. In the past 30 years, tremendous progress has been made to improve the health care and livelihood of the Li people. Before 1949, the total number of Li people was only 300,000. By 1980, the Li population had increased to more than 740,000, more than doubling the 1949 figure. This rapid population growth has helped economic development in the areas inhabited by the Li people. On the average, each household in the Li autonomous region has 5.3 children. In order to further improve the living standard of the people, family planning is needed for the Li community. The traditional belief of having more children is currently undergoing a change in the minds of the Li people. The policy of offering economic reward to those who follow family planning regulations is working, and more work is needed to curb rapid population growth.  相似文献

The historical position for Comrade Mao Zedong's thoughts about population cannot be ignored. History has told us that the Party and Government of China have always treated the problem of birth control and family planning seriously. In 1957, Chairman Mao lectured both inside and outside the Party on the importance of family planning. Regulations were drafted to govern the excercise of family planning. According to these regulations, people who live in the populated areas should be educated concerning the need for and practice of birth control, and they should have children according to family planning regulations. In this way, the overburden for families may be reduced, the younger generation may receive a better education, and they will have sufficient employment opportunities when they grow up. In the areas inhabited by ethnic minorities, and exception should be made as far as family planning is concerned. In general, family planning should be integrated as a part of the overall plan for the development of the national economy. On the need for emphasizing both quantity and quality in population policy, Mao Zedong pointed out that people should learn how to manage material production and how to "manage themselves." Such thoughts of Mao Zedong provide an essential guideline in China's revolution and social construction.  相似文献

Prior to 1984, enforcement of family planning policies in an undisclosed PLA military settlement in China's Jinan Military Region was totally inadequate. After notification from the central government, this military settlement immediately began enforcing family planning policies, resulting in sudden and full compliance with the central government's family planning policies. The system of scientific management of promoting and enforcing family planning, established by local administrators, is described. Management by objectives, clearly defined individual tasks and responsibilities, an full cooperation and support on the part of the authorities are some of the factors responsible for the effectiveness and success of the family planning efforts in this military settlement. 建设生育文明的实质是提倡人文关怀和制度保障。文明的内核是对人权的尊崇,赋权和维权是生育文明高度下最有效、最彻底的尺度。在生育文明的框架里,以人为本就是以民为本,以责任为本。建设生育文明首先是国家和政府的责任。从社会性别的视角提出了"女性健康,男性有责"的主张,指出生育率越低越好的政策导向存在着显然的巨大风险,中国需要未雨绸缪地及早确立"适度低生育水平"的社会调控机制。生育文明建设可以为社会主义新农村建设提供新的动力,创建"富裕文明、身心健康、优生优育、权益保障、民主和谐"计划生育新家庭是统筹解决农村人口问题的重要战略。  相似文献

A blueprint for responsible parenthood titled "The Tokyo Initiative" was drawn up at a conference sponsored jointly by the Japan Science Society and the Population Crisis Committee in April 1977. Representatives of several U.N. agencies and nongovernmental organizations participated. The blueprint urges additional resources to make family planning services available in rural areas and unserved areas of cities. Expanded social and economic roles for women were also recommended since it was felt that unless women were allowed to participate in family and community decision-making, "programs for responsible parenthood will be doomed to failure." Adolescents should be educated about reproductive behavior, stressing the adverse effects of early pregnancy. Integrated family planning services which serve the cause of infant and child health and total responsibility for program design be placed as close as possible to people affected. The conference then issued a call for action to implement these family planning objectives.  相似文献

There are two kinds of comparison in family planning (FP) practice. First, people compare the number of children they have with their desired family size. Second, people compare their number of children with other's. The extent of their satisfaction from the comparison often depends on their expectation. And people's expectation about their family size may have an impact on the level of fertility. One task in a FP program is to regulate people's objects for comparison and to reduce the number of children they expect to have. But, changes in people's desired number of children are largely dependent upon the socio economic charges which can not be achieved in short time. Therefore, it would be more advisable to direct people to compare their fertility behavior with those of couples who have only one child, rather than those who have 3 or 4. Satisfaction with family size also comes from a feeling of fairness. People not only look at what they get, but also at what others get. Fairness and justice in FP program implementation is important. If those who violate local birth control policies and regulations are not properly punished, other people would feel that the situation is unfair and they would regret that they did not do the same. The pressure brought by over-population to socio-economic development has been gradually felt by most people. But, it is still difficult to have them strictly observe the present fertility regulation policy. If restrictions of various kinds are enforced and education and publicity are used, people will feel that they are being treated fairly. The demographic and economic characteristics of China make it necessary to do family planning work in China in a Chinese way. Special characteristics of China and corresponding strategies are detailed 1) China is rather underproductive and underdeveloped, with a huge population, whose growth must be curtailed while industrial and agricultural production is enhanced. 2) In the next 10 years, a large number of young people will center childbearing age, prompting a government policy favoring late marriage and one child per couple. 3) China is large and heterogeneous, and regional authorities should have some population policymaking functions to take sociocultural differences into account. 4) Male child preference ideology in rural areas has been gently combated with a resulting increase in family planning rate from 65.1% to 74.2% from 1979 to 1983. Family planning authorities have made considerable progress, as demonstrated by figures such as a drop of women's total fertility rate from 5.68 in the 60s to 2.07 in the 70s. The task at hand remains large: the population at the end of 1983 was 1,024,950,000. However, family planning is an element of state policy, the marriage law, and the constitution, and mored an more, societal ideology. Government policy equates family planning with child wellness and societal welfare and attempts supportiveness of couples showing positive birth limiting attitudes. An ample system of family planning programs and resource persons furnishes education, a variety of high quality methods are available, and contraceptive research is some of the best in the world.  相似文献

Family planning is a very important part of the Socialist cultural civilization, and it has a great impact on the ideology, ethics, and change of moral concepts. The old concept of having a large family and favoring boys over girls has been changed because of the popularization of family planning, and the overall quality of China's population can thus be improved. In the practical work of family planning, construction of the Socialist cultural civilization should be handled well. Science should be developed and taught to the general public, and the traditional ideology concerning birth and population should be gradually changed and eliminated. In this way, people will become more conscious of the need for family planning. In the meantime, efforts should be made to promote social welfare, such as the establishment of more and better daycare centers and nursing homes so that the common worries about family planning can be removed. The people should gradually learn about their rights and responsibilities as citizens and understand that family planning is in the best interest of the whole country as well as for the good fortune of later generations. On 7 October 1988, the Municipal Government of Guangzhou, China, announced the following Decision: "First, great efforts should be made to strengthen education on the situation and tasks of the family planning programme. Second, family planning work is included in the target responsibility system of leaders at all levels during their terms of office and whether it is good or bad for the fulfillment of their family planning tasks will be considered as one of the criteria for the assessment of cadres in their work to link up with rewards and punishments. Third, the current family planning policies must be resolutely and unswervingly carried out. For those units where family planning policies have not been well carried out and where family planning work has long been stagnant, competent authorities should send capable cadres to help them improve their work within a definite period of time. Fourth, the principle of 'three priorities' (i.e., priority of publicity and education to economic restriction, priority of contraceptive measures to induced abortions, and priority of day-to-day work to shock work) must be adhered to while technical service and work of transforming the backward situation in some places should be done. Fifth, the family planning organizations at all levels must be perfected and ranks of family planning workers be strengthened with the stress on those at the township, town, and street neighbourhood levels. Moreover, the family planning offices should be set up or full-time family planning workers be staffed for enterprises and undertakings in the cities. Sixth, funds for the family planning work must be guaranteed. Seventh, the management of family planning for [the] floating population must be strengthened and a management group for [the] floating population, which consists of representatives from the Municipal Government and departments concerned, must be established."  相似文献

Recently, the Party's Central Committee held numerous meetings to study the problem of family planning. The main goal of these meetings was to find a correct family planning policy, which should be based on common sense, support from the people, and reasonable work from the cadres. Family planning policies and regulations should be realistic and creative. In the implementation of policies, different methods should be adopted for varied situations, and there should also be appropriate guiding principles for different categories. To cope with a new situation, creative methods and approaches should be chosen in order to implement the family planning policy. The correct method will ensure complete implementation of the policy. In family planning work, the first step is the improvement of ideological education, so that the people may have a correct understanding of the need for family planning. In the technical management work of family planning, a constant improvement in the quality of service should be the goal. Psychology has significance in family planning work, because it may promote the scientific nature of family planning work and thus increase its effectiveness. Since people have some common aspects in their psychological process, family planning workers should master some common rules of the people's psychological process in order to understand psychological trends and possible behavior. Through this method, family planning workers may find how to adjust to problems they may encounter in their daily work, such as the worries about a single child being too lonely, spoiled, and hard to handle for the parents, the traditional belief that more children represent good fortune, and more male children may provide security for one's old age. Traditionally, the Chinese people believed that only male children can carry on the family line and that more children will provide a larger labor force, which is beneficial to a family's financial situation. In family planning work, all such incorrect ways of thinking should be corrected and revised. Studies of children's psychology should also be developed so that children may develop a healthy mentality. All these are crucial to the success of family planning work and the promotion of population quality.  相似文献
