In the late 1990s, the Health and Safety Commission, as the lead authority in the UK responsible for Health and Safety at Work, conducted an extensive consultation exercise to elicit views about how work-related stress should be tackled. The Commission subsequently decided that regulation was not justified and opted for an approach with four strands. One of these was to work with stakeholders to develop clear, agreed standards of good management practice. This paper describes and discusses the rationale behind a standards-based approach that is essentially based on a method of controlling hazards. The Management Standards approach uses a taxonomy of six stressors that has evolved out of extensive research carried out on behalf of the UK's Health and Safety Executive (HSE) and in conjunction with stakeholders, and a three-phase risk assessment methodology. Further developmental work on the standards (which are to be subjected to public consultation) and associated measurement tools is described in a companion paper in this issue of Work & Stress (Cousins, Mackay, Clarke, Kelly, Kelly, & McCaig, ). The emphasis is on prevention towards reducing stress in the UK working population. We review current thinking on models of work stress, consider evidence linking workplace psychosocial factors and various health and organizational outcomes, and examine the effectiveness of organizational interventions. We argue that the literature supports an approach that aims to move organizational states (represented by the current situation) to more desirable ones (represented by the six Management Standards), and that this is an effective ‘population’ based approach to tackling workplace stress and promoting individual and organizational health.  相似文献

The background to this approach is described and discussed in a companion paper in this issue (Mackay, Cousins, Kelly, Lee, & McCaig, 2004). The present paper describes the development of HSE's new stress Management Standards—which offer organizations continuous improvement through a three-phase stress preventative process—and the development of a supporting 'Indicator Tool' (a two-phase questionnaire to assess employee perceptions of working conditions). The Management Standards comprise a series of 'states to be achieved', which are statements of good practice in six key stressor areas: demands, control, support, relationships, role and organizational change. For each stressor area there is also a 'platform statement' that outlines the main aims to be achieved by the organization. This statement may include a target percentage of employees finding that the organization meets the standard: this matter will be settled after the standards have been assessed in a public consultation campaign. To use the new process, an organization's state can first be assessed using the Indicator Tool; liaising with workers in focus groups enables a further exploration of issues raised; finally, there may be formulation of interventions and subsequent review. It is not intended that the standards will be legally enforceable. HSE's aim is that they and the associated methodology will enable organizations to effectively tackle work-related stress, and subsequently reduce both its incidence and prevalence.  相似文献

Abstract

Numerous tools have been developed that attempt to measure work-related stress and working conditions, but few practical instruments in the literature have been found to have a reliable psychometric factor structure. In the UK, the Health and Safety Executive (HSE) Management Standards (MS) Indicator Tool is increasingly used by organizations to monitor working conditions that can lead to stress. In Health and Safety Executive (2004), a factor analysis was conducted demonstrating the reliability of the scales. However, the authors acknowledged that direct reassessment of the same factor structure was impossible as the questionnaire was split into two separate modules for data collection. Furthermore, the tool is designed to enable comparisons between as well as within organizations to take place, yet reliability has only previously been tested at the individual level. The current study is the first to examine the factor structure of the HSE MS Indicator Tool using organizational-level data. Data collected from 39 UK organizations (N=26,382) was used to perform a first-order Confirmatory Factor Analysis (CFA) on the original 35-item seven-factor measurement scale. The results showed an acceptable fit to the data for the instrument. A second-order CFA was also performed to test if the Indicator Tool contains a higher order uni-dimensional measure of work-related stress. These findings also revealed an acceptable fit to the data, suggesting that it may be possible to derive a single measure of work-related stress. Normative data comprising tables of percentiles from the organizational data are provided to enable employers to compare their organizational averages against national benchmarks.  相似文献

Domestic violence is a growing societal concern that often spills over into the workplace. However, employers are not recognizing the spillover of domestic violence as a workplace issue. This is problematic considering the serious financial, legal, and ethical consequences for organizations. We analyzed six cases involving domestic violence that were litigated under specific legal bases: Violence Against Women Act, discrimination laws including Title VII, Family and Medical Leave Act, Americans with Disabilities Act, Social Security Disability, Occupational Safety and Health Act, and associated state and municipal ordinances. We chose cases that illustrate the problems of companies meeting the legal standards but not necessarily reaching ethical expectations. Our approach is congruent with the perspective that both legal and ethical analyses should be used in organizational decision making. We suggest for future research the analysis of additional litigated cases, other ethical perspectives, and additional sources of data. In addition, we suggest that companies who are striving for corporate social responsibility should integrate the ethical treatment of domestic violence victims.  相似文献

This paper investigates the role of medical professionals in the success and longevity of the implementation of workplace innovation and organizational change in the Accident and Emergency (A&E) Departments of two large public hospitals, in Australia and Canada, during the introduction of process improvement using Lean Management (LM) methodologies. We ask why and how doctors resist, influence or enable LM initiatives in healthcare. Using a qualitative methodology, we contribute to institutional work theory by unpacking the complex forms of boundary and practice work undertaken by key actors who effectively use their professional status and power to enable practice changes to be embedded. Our findings lend support to the importance of the involvement and ownership of senior doctors in the design, introduction and implementation of successful workplace innovation and organizational change. Senior doctors use their professional expertise, positional and political power at the industry, organization and workplace levels to influence strategically the use of resources designated for workplace innovation to improve efficiencies, quality of patient care and maintain their dominance. The significant organizational change achieved reflected the ownership and leadership of the workplace innovation by senior doctors in ‘hybrid roles’ who captured the rhetoric and minimized adversarialism among key stakeholders.  相似文献

Is the measurement of 'safety culture' a valid management tool in the effort to reduce accident rate and improve safety performance, or is it a fuzzy academic concept, lacking empirical validation? The answer to this question seems to depend on whom one asks. The UK Health and Safety Commission has encouraged companies to improve their safety performance through the development of a 'positive safety culture'. However, academic discussions in this area suggest that the concept remains vague, lacks empirical validation and is used as an 'umbrella term' for all the social and organizational factors that affect accident rate. This paper reviews the existing literature on safety culture and provides some clarification in terms of definition, empirical evidence and theoretical development. A theoretical framework of the mechanisms by which safety culture affects safety behaviours in organizations is proposed. The implications for practical management issues are discussed and future challenges and areas for further research are identified.  相似文献

Despite some progress, the issue of equality at work remains more of an aspiration than achievement for organizations in developed economies across the world. In the UK, the debate on equality at work has been rekindled with a Labour government taking office, in 1997, with a commitment to equality generally and for women specifically. Fuelling the debate is the notion of managing diversity, which has emanated from the USA in recent years. This article seeks to explore the current nature of equality at work in the UK and gauge if managing diversity is in any way manifest in current organizational approaches to equality management. The exploration is rooted in four case-study organizations and is conducted through the lens of key organizational stakeholders. Beyond exposing the contemporary nature of equality at work in the case-study organizations, the empirical work allows the issues involved in the implementation of managing diversity in the UK context to be signalled.  相似文献

This study is intended to improve understanding of the impact of workplace change on employee mental health and well‐being. We construct and test a comprehensive measure of organizational change, which is then applied in a prospective longitudinal study of nearly 5400 employees in six UK National Health Service Trusts. Self‐rated mental health was assessed using the 12‐item version of the General Health Questionnaire (GHQ). Just under a quarter of the sample were at increased risk of psychiatric morbidity (‘cases’). After controlling for a wide range of personal characteristics and work variables, it was found that respondents who reported an increase in the amount of work over the previous year were more likely to be classed as GHQ cases, whereas increased training and promotion and improved job security had a beneficial effect on employee mental health (less likelihood of being GHQ cases). Quantity or degree of change showed a somewhat ambiguous relationship with GHQ status. Our findings challenge the assumption that change will necessarily have an adverse effect on health, indicating areas, such as promotion and development, where a positive impact might be anticipated.  相似文献

Over the years, mental health-problems have risen in Germany constantly and are a tertiary cause for disability. In particular, approaches of the “New Public Management”, transforming rigid and dysfunctional structures of public authorities in efficient organizations, come along with a considerable high potential for conflicts and psychophysical stress. Those working in organisations have choices to make associated with not only the goods and services they produce but also their wider social and economic impact. The number of employees in low-skilled/low-paid jobs and the high proportion of companies adopting business strategies based on low-specification goods and services are a concern for many developed and developing economies. Addressing this problem is not traditionally the concern of Human Resource Development; however, we argue that through exploring the role that a wider, more balanced approach to Sustainable Talent Management and Development (S-TMD) may play within the context of the low skilled in the UK provides a crucial link to enhancing an organisation’s performance and responsibility to society. At the heart of this approach lies a shift to appreciate the collective endeavour of work practices, an enhanced role for stakeholders and identification of, and participation in skills ecosystems to support sustainable development. The paper identifies the opportunity for S-TMD to move from a predominantly individualist, managerial and unitarist understanding to one grounded in the value of tacit and embedded development processes undertaken to reflect a pluralist, multi-voiced approach to understanding of a skills ecosystem.  相似文献

The concept of Market-Focused Management posits that the ultimate goal of the organization is the satisfaction of custumers' needs. In doing so other objectives of the firm, including financial objectives such as increasing shareholder wealth and long term profitability, will be achieved. The chief marketing and financial officers of the Fortune 1000 firms were surveyed regarding their personal values and a variety of organizational values relating to company stakeholders, organizational goals, appropriate strategies and tactics, competitive strengths and advantages. While both groups exhibited some differences, there was a startling amount of consensus in all areas surveyed. Both groups ranked shareholders and customers as the two most important stakeholders. While the overall goal of customer satisfaction was ranked by both groups as the most important organizational goal, the means to achieving that end differ somewhat. While a large number of organizational values were related to personal value strength, there was little overlap in the relationships between the two groups, although both groups are overwhelmingly driven by other-focused values such as warm relationships with others, sense of belonging and being well respected. Thus, it was concluded that similar personal values lead marketing and financial managers to substantially different attitudinal schema in their approach to managing their responsibilites. Management and psychology scholars are increasingly seeking to examine how organizational characteristics that contextualize leadership shape the occurrence, impact, and prevention of leader workplace aggression. However, a comprehensive review of this literature has not yet been conducted, so a systematic understanding is lacking regarding questions including: (1) when, why and how is such aggression more likely to occur; (2) how do contextual factors enable or constrain effects of these leader behaviors on employees; and (3) how can organizations proactively manage their internal dynamics to prevent or reduce such incidences? Drawing on Porter and McLaughlin's (2006) components of organizational context, I review existing leader aggression research that intersects with seven categories: (1) culture/climate; (2) goals/purposes; (3) people/composition; (4) processes; (5) state/condition; (6) structure; and (7) time. I then offer theoretical propositions for future work, which are grounded in the roles and responsibilities inherent to the nature of leadership and coupled with the changing nature of organizational life. As a result, I set the research agenda for the next decade of organizational context × leader workplace aggression studies.  相似文献

Abstract

This study provides evidence to support the validity of the UK Health and Safety Executive Management Standards Indicator Tool, which is widely used in the UK by organizations to test for stress-related working conditions. A large pooled data set was collected from 137 UK organizations (N=67,347) to test the factor structure of both the original 35-item seven-factor instrument and a new shorter 25-item version. The results showed that the tool was a good fit to the data for both versions. Further analysis examined the factor structure of the Indicator Tool by splitting the data set into both public and private sector organizations. Tests for measurement invariance showed that both versions of the Indicator Tool provided a good fit to the data. The final sequence of analysis showed that the measurement structure of both the 25-item and 35-item scales was also invariant across small-, medium- and large-sized organizations. The current study provides percentile tables for both the public and private sectors so that organizations can compare their scores against UK national benchmarks. Overall, this study validates both the full and the short versions of a valuable and reliable diagnostic instrument for use in a variety of organizations.  相似文献
