In this article, Iset out my understanding of what the elements of a social justiceprogramme should look like and apply it to the performance ofthe New Labour government in the policy area which has traditionallypresented a major challenge to social workers, the issue ofpoverty. Summary The established sociological approach to social workers' orientationshas led to a restricted picture of the day-to-day conduct ofsocial workers. Adopting a different perspective, the work discussedhere resulted in an ideal typology of eight orientations. Summary The provision of a social work service depends significantlyupon assessment of the social situation of clients as determinedby social workers. It is argued that the social worker's ‘understanding’of the social situation is framed within a particular way ofthinking about cause and effect. Three different models of suchthinking are used in practice. They are identified as the linearmodel, systems analysis and the management model. The originsand attributes of each model are described and related to thesocial, economic and political environments which have influencedtheir separate developments. The value base underlying eachmodel is explored. Issues relating to the present position ofsocial work are clarified.  相似文献

Summary This paper provides a critical analysis of the Beckford Reportand its implications for social work and the personal socialservices. Four interrelated themes are explored: the relationshipbetween social work practice, statutory responsibilities andthe law; the attitudes of social workers towards children andfamilies; the social work skills required; and the assumptionsthat are made about child abuse and the role of social workers.This is then related to recent research findings in the areaof policies and decision making in child care. It concludesby arguing that the report is in great danger of misdirectingour attentions from the major issues concerned with social workwith children at risk.  相似文献

Summary This article takes issue with those who assume that the responsibilityfor bad outcomes in social work, such as child deaths, is appropriatelylaid at the feet of individual workers. It examines the philosophicalorigins of such arguments, some recent applications within socialwork literature and their appropriateness to the realities ofsocial work practice. Correspondence to Prof. Jan Fook, School of Social Inquiry, Deakin University, Geelong, Victoria 3217, Australia Summary This paper begins by summarizing the results of a qualitativeexploratory study of thirty experienced social workers whichwas undertaken in order to identify some characteristics ofsocial work expertise. Some of the features identified includea confidence with professional identity and an ability to dealwith complexities. Participants were also able quickly to prioritizerelevant factors and were aware of constraints and resources,but made conscious use of formal theory only minimally. Thefull results of this study are reported elsewhere (Fook et al.,in press). The main purpose of this paper is to explore theimplications of these results in developing a theory of socialwork expertise. The issues examined include the debates aroundthe relationship between theory and practice in social work,the generic versus the specialist nature of social work, therelevance of existing theories of expertise to social work,and the affirmation of artistic elements of social work practice.  相似文献

It analyses the waysin which social services departments have changed to a ‘post-fordist’organizational form and considers the implications for equalitypolicies and anti-oppressive practice. It challenges the viewthat preserving a more professional approach to social workoffers greater opportunities for anti-oppressive practice thanthe more deprofessionalized approach currently being developedand argues that social workers committed to the principles ofanti-oppressive practice can develop new tactics appropriateto the changing organizational context It also argues that postmodernistanalyses offer new insights into experiences of power, oppressionand inequality. In particular, it stresses the importance ofunderstanding the linkages between broader, political and economictrends and the experiences of individual social workers andservice users. Drawing on research in Avon Social Services, it considers theways in which race equality strategies in community care continueto reduce issues of race and racism to culture and identity.Reflecting critically on anti-oppressive and anti-racist actionit argues that the limitations placed on anti-oppressive practiceunder the postfordist context of community care are unlikelyto differ greatly from those felt under previous organizationalregimes.  相似文献

Summary The proposal in the Barclay Report on the role and tasks ofsocial workers for ‘community social work’ as astrategy for social services departments is assessed The writerargues that the voluntary sector has significant roles and prioritiesoutside the social services, that government priorities forencouraging the voluntary sector emphasise other areas of workand that involving voluntary groups in official initiativesmay be seen as going against the independence of some groups.The motivation of groups and individuals in the voluntary sectorwill be important, but various research and practice shows thatindividuals, informal groups and mutual aid groups may be difficultto involve in a substantial programme. The climate of opinionin the field of volunteering and the social background of clients'neighbours may provoke hostility. Experience of community worksuggests that official initiatives may lead to resistance andconflict rather than involvement, and there may be ethical problemswith compulsion.  相似文献

Summary Social work has lost the perspective of social relationshipsas ends in themselves, and has become predominantly an impersonal,individualistic technology. Several interpersonal dimensionsare outlined to help fill this social value vacuum, and it issuggested that these can be held together by the concept ofsocial fitness. This is defined as the mutual development ofthe individual and his total network to a fullness of identitywhich is an end in itself and does not depend on the achievementof any other objectives. The kind of power produced by thisfitness is distinguished from power of the impersonal kind,and its meaning for social workers is discussed in relationto material need. Finally, the future development of socialwork is considered briefly in terms of promoting social fitnessthrough work with various kinds of social networks.  相似文献

Feminism, postmodernism and green political theoryare of particular interest. The paper argues for an interpretiveapproach to practice which emphasizes the local and specific,yet aspires to broader political action in the pursuit of socialand ecocentric justice. Feminism has much to contribute to thisexercise, challenging, as it does, a modern/postmodern divide.The emerging discourse of ecofeminism offers a synthesis ofsocial and ecocentric purposes and values as a basis for tacklinginequalities, whilst postmodern feminists enlighten our understandingof difference and encourage us to renounce certainty and lastproofs.  相似文献

Summary This article reports the results of a study of occupationalstress undertaken with a large sample of Northern Ireland fieldsocial workers, including both main grade practitioners andfirst line senior social work managers employed as team leaders.This study formed part of a wider interprofessional study ofsocial workers, nurses and teachers; publications for the lattertwo professions along with interprofessional comparisons arein preparation and this present article focuses on the socialworker cohort. The design and methods are described and demographic characteristicsof the social work sample are provided, with their views aboutsocial work. Stressors are identified in both professional andprivate lives. The effects of stress as manifested through theGeneral Health Questionnaire and the Maslach Burnout Inventoryare examined and the social workers' views on various stresscoping strategies are discussed.  相似文献

Summary Self-determination is a curious concept, related to, but notquite the same as, freedom and autonomy. As an ethical principle,the principle of self-determination bears little relationshipto the way social workers behave. It is used as if clients werebeing allowed a free, independent choice; but clients are subjectto pressure, and the social work relationship is often conceivedwithin a structure of authority. As a guide to practice, theconcept of self-determination ignores the cases where directionis legitimate or desirable. Self-determination can be seen as a professional ideology—aninter-related set of values and ideas. The concept is derivedfrom a number of ideas and values outside social work, but itappears to have little direct relevance to social work in practice.The paper suggests that the concept of freedom may be more usefuland less remote from the realities than ‘self-detemination’is.  相似文献

Summary The relationship between feminist social workers and women serviceusers is a central concern in the feminist social work literature.The literature's discussion of feminist social worker/womanservice user relationships, along the dimensions of commonalityand diversity, is compared with the experiences and understandingsof feminist social workers who participated in a small-scalequalitative study. Two main themes are considered: first, commonalityin feminist social worker/woman service user relationships;secondly, diversity amongst women service users. Issues forfuture work are drawn out of the discussion of these themes:the problematic nature of feminist social worker/woman serviceuser commonality; the impact of social divisions other thangender on women service users' lives; the importance of unpackinggeneralizations about both women service users and feministsocial workers; the need to explore the intersections of thestatutory context and feminist social work identities. It isargued that in addressing these issues future work would beenriched if greater prominence were given to feminist practitioners'perspectives, experiences and understandings.  相似文献

The legislation proposed a new rolefor social workers as ‘case managers’, with considerableautonomy and flexibility about the way in which the ‘casemanager’ responded to need. By the time community carepolicy was implemented, the role of ‘case manager’had been transformed into that of ‘care manager’,with a focus which emphasized procedural and managerial requirementsrather than a more flexible professional practice. This paper explores the extent to which this shift has substantivelyaltered the nature of social work practice with older people.It outlines key theories of professions and their applicabilityto social work, and critically analyses the impact of the ‘newmanagerialism’ within social services departments. Thepaper also examines the nature of social workers' practice witholder people following the impact of community care legislation,and concludes that the impact on the social work professionhas been to locate an increasing control of practice with socialwork managers, with potentially serious consequences for thecontinuation of a distinctive social work role in relation toservices for older people.  相似文献

E-mail: c.o.beckett{at}apu.ac.uk Summary This article discusses the language that is used by childrenand family social workers when talking about their work, andspecifically the metaphors that such language draws upon. Thequestion of the relationship between language and reality thathas been raised by postmodernist theory is considered, but itis argued that it remains sensible to see language as ‘areflection of reality’, however partial. Drawing on ideasabout metaphor from other disciplines, it is suggested thatby identifying the sources of metaphors used in spoken languageit is possible to gain insights into underlying mental concepts.Metaphors in the language of social work are found to come fromseveral sources, including medicine, business and industry,but attention is drawn here in particular to terms with militaryconnotations, implying underlying conceptual metaphors thatequate social work with war. Summary A major survey of the social services workforce (Balloch etal., forthcoming), carried out in the Research Unit at the NationalInstitute for Social Work, has produced new data about sourcesof job satisfaction and about the incidence of stress and violence.The survey took place in five different local authorities inEngland, and interviews were carried out with 1276 individuals,selected from four groups of staff: managers, social work staff,home care workers and residential staff. The results suggestedthat those who work in the statutory, social services do experiencemore stress and violence than workers in other parts of thehealth and welfare services. However, different jobs presenteddifferent hazards. In general, home care workers were the mostsatisfied with their jobs, and were also the group least likelyto be stressed or to experience violence in the course of theirwork. By contrast, residential workers, especially those withmanagement responsibilities, were most at risk of both violenceand stress. Men were more likely than women to experience violence,while other groups with a higher than average risk of stressincluded younger members of staff, and managers and social workstaff responsible for elderly people.  相似文献

Summary Well-established internationally, the current development ofsocial work in UK accident and emergency (A&E) departmentsis part of a conjoint health/social care policy drive to divertolder people from ‘unnecessary’ admission to acutehospital care on social grounds. However, from older serviceusers' standpoint, the prime criterion for assessing A&Esocial work is not its powers of diversion, but its contributionto optimum health and social care. Our account indicates thatA&E based social work can provide important benefits, includinghelp with negotiating the A&E environment and readier accessto social services. Nevertheless, continuing professional–serviceuser power imbalances, together with shortages in health andsocial care services, undermine its positive contribution bothwithin A&E and following discharge. Notably, under-resourcedcommunity based health and social care can lead to servicesimplemented through A&E, swiftly unravelling. This has seriousconsequences for older service users facing interlinked healthand social problems, and may be implicated in re-attendanceat A&E.  相似文献
