This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989. Abstract

This study examined the mental health problems and service utilization patterns of kinship families who accessed services in an urban outpatient child psychiatry clinic. A random sample of children who completed the intake process during a calendar year yielded 47 children, or 19% of the sample, whose primary caregiver was a relative, other than a biological parent; approximately half of those families were involved with the child welfare system. Data from an administrative database and from medical records describe the diagnoses, identified problems, and services used by the kinship families. Academic or school-related problems emerged as an identified problem in approximately half of the kinship cases, but school intervention was not a primary target for clinicians. The kinship sample was also compared with a random stratified sample of children who were living with primary caregivers other than kin. Kinship families were more likely to be African-American, but few differences were found between kin and non-kin cases on diagnoses and frequency, duration, or type of services received. The findings suggest that collaboration with schools might increase the engagement and retention of kinship families in mental health services.  相似文献

ABSTRACT

In this article, I discuss how globally circulated forms of creative cultural production and digital technologies are appropriated by minority ethnocultural activists in Russia, and how these processes result in new forms of expression of ethnic culture and reinterpretation of minority cultural heritage. I focus on creative cultural and digital initiatives that have emerged within the last 5–7 years in an autonomous region of the Russian Federation: the Republic of Tatarstan. These initiatives were launched by young grass-roots activists and entrepreneurs who are Tatars – an ethnic group that predominantly resides in the Republic of Tatarstan. As a republic with a certain degree of autonomy under the Russian federal legislation, Tatarstan has been the centre of the Tatar classic cultural production (theatre, music, arts, and literature), as well as of the Tatar language education. Under the policies of centralization and cultural unification Russia has pursued under the presidency of Vladimir Putin (2000 onwards), most of the political autonomy arrangements that Tatarstan achieved in the 1990s have been dismantled. The new restrictive ideological climate in Russia has repercussions for activism around ethnocultural questions, such as preservation of minority language and identity. At the same time, dissemination of transnational forms of cultural production and the advancement of digital technologies in Russia contribute to innovative cultural developments in the regions. Adapting these global formats and genres to the local cultural activities, the young members of the Tatar community develop new forms of ethnocultural activism. They produce alternative ways of representing and articulating ethnic identity, which depart sharply from the Soviet-born templates of representing ethnic culture. The urban activities these groups pursue allow for the de-politicization of ethnocultural activism in the conditions of an increasingly restrictive ideological and political climate in which minority activism is often equated with separatism.  相似文献

ABSTRACT

Cultural socialization refers to the processes by which parents communicate cultural values, beliefs, customs, and behaviors to their children. To date, research on cultural socialization has focused primarily on racial- and ethnic-minority families, and more contemporary studies have examined these practices among international and transracial adoptive families. In general, four main themes have emerged in the literature: Cultural Socialization, Preparation for Bias, Promotion of Mistrust, and Egalitarianism. Since families with same-sex parents continue to experience stigma in society, there is reason to believe these parents engage in cultural socialization strategies specifically around issues of sexual orientation. Yet, current research on cultural socialization has not explicitly investigated same-sex parenting. Thus, the present study examined same-sex parent socialization among families headed by sexual-minority parents (52 fathers, 43 mothers) using a preexisting socialization framework. Findings revealed that the majority of parents endorsed behaviors designed to promote children's awareness of diverse family structures and prepare them for potential stigma-related barriers socialization along three dimensions: Cultural Socialization, Preparation for Bias, and Proactive Parenting. These results contribute to our empirical understanding of same-sex parenting and justify the need to broaden our conceptualization of cultural socialization to be more inclusive of these diverse family structures.  相似文献

Summary

The growth in child welfare caseloads and the increasing use of kinship foster care has raised new questions about effective permanency planning. The majority of children in kinship foster care are children of color and have been less likely to exit the custody of the child welfare system than children placed in traditional foster care. Permanency planning which ensures the long-term protection and well-being of children from diverse cultural backgrounds requires a broad view of family, ongoing striving for cultural competence, collaboration between the formal child welfare system and the kinship systems of children in state custody, and a long-term view of permanency planning and child-rearing that builds on the case-management capacities of kinship networks to support permanent plans, looks beyond the child's exit from state custody, and helps families and larger kinship systems make long-term plans for the protection, permanence, and well-being of children.  相似文献

ABSTRACT

Although a rather extensive literature concerning informal kinship care and kinship foster care has emerged over the past 30 years, much less is known about the children and families involved in kinship adoption. This article pays particular attention to recent research that investigates placement decisions and outcomes for former foster children adopted by relatives. This review suggests conclusions similar to broader reviews, in that kinship placement tends to show some consistently favorable outcomes across a range of study populations and methods. Financial need may be the greatest concern for relatives who adopt. The Fostering Connections to Success and Increasing Adoptions Act of 2008 expands adoption subsidies and provides states with the option of providing ongoing subsidies to certain relatives who take guardianship of family members from the foster care system. However, relative caregivers often are not well informed about financial supports afforded them by federal and state policies. Specialized programs for kinship adoptive families are still limited. Much of the growth of kinship placement has been due to the absence of other placement options for many children and value-based decision making that places a premium on kinship, rather than on evidence of the advantages of kinship adoption.  相似文献

ABSTRACT

To obtain a comprehensive view of the level of knowledge and development achieved in multicultural social work practice, I conducted a scoping review of U.S. empirical literature for the 10-year period from 2007 through 2016. The review revealed that across the board racial and ethnic minority clients continue to experience marginalization and report low satisfaction with services. Conversely, providers are subject to some tensions and biases toward multicultural practice exacerbated by employers’ lack of emphasis on cultural competence. The problematic findings from the review suggest that our current approaches to cultural competence may need to be reexamined.  相似文献

African American children are more likely than any other racial or ethnic group to live in kinship care, yet there is little empirical knowledge available to help understand the attributes of these families that contribute to children's development of competence. This study analyzed existing longitudinal data to explore the family-level factors that promote these children's competence. Hierarchical linear modeling revealed that average quality of the biological mother's relationship with child, the quality of the biological father's relationship with child, and kinship care family functioning predicts children's average competence. Additionally, changes in family resources and family functioning over time are related to corresponding changes in children's competence levels. Results from this study highlight that African American informal kinship care families possess the strengths and resources that contribute to children's competence.  相似文献

Abstract

The health care model presented in this paper is a non-linear, systems approach to service delivery. The model was a by-product of three ethnic-specific conferences that were convened to discuss strategies for improving access to care and the quality of services provided to children with special health care needs (CSHCN) from diverse cultural backgrounds. The model evolved as insights regarding the common values and norms held by parents, health care providers, and cultural representatives were shared. Content analysis was used to identify core themes identified by participants. These themes were incorporated into a model that included the following elements: community-based, culturally competent, health-oriented, resiliency-focused, and family-centered care. At the fourth Consensus Conference, selected participants from the previous ethnic specific conferences reviewed the proposed model and deemed it a vehicle for facilitating health care service utilization by culturally and linguistically diverse CSHCN and their families.  相似文献

Abstract

The literature that addresses the reasons for entering military service is limited and generally does not report on the experiences of ethnic minority populations. This article reports on findings from a qualitative research study that examined health utilization and health status for a sample of 86 American Indian and Alaska Native veterans. The study generated data that provide interesting insights about the reasons for entering military service and experiences post discharge for this population. The data indicate that cultural material plays a significant role in the decision to enter the military and in the reentry experience of the veterans who participated in this research study. The analysis supports the proposition that despite the diversity that characterizes the American Indian and Alaska Native experience, there are overarching values and belief systems that are held in common across tribal communities which influence the social construction of life and the interpretation of life events.  相似文献

This paper provides an ethnic validity framework as a model for conceptualizing and understanding the lives of ethnic minority families and the individuals in them. It outlines the ecological context of minorities (nonculture- defining groups) in a culture defined and dominated by a culture- defining group majority. Cross- ethnic/racial and cross- cultural studies organized around themes of acculturation and psychosocial competence are cited to substantiate the utility of this model. Their findings also provide a basis for outlining individual, family, and societal intervention approaches which can facilitate each group's ethnic validity and lead to a culturally diverse society which is more equitable for all of its members.  相似文献

Research has documented a relation between parents' ethnic socialization and youth's ethnic identity, yet there has been little research examining the transmission of cultural values from parents to their children through ethnic socialization and ethnic identity. This study examines a prospective model in which mothers' and fathers' Mexican American values and ethnic socialization efforts are linked to their children's ethnic identity and Mexican American values, in a sample of 750 families (including 467 two-parent families) from an ongoing longitudinal study of Mexican American families (Roosa, Liu, Torres, Gonzales, Knight, & Saenz, 2008). Findings indicated that the socialization of Mexican American values was primarily a function of mothers' Mexican American values and ethnic socialization, and that mothers' Mexican American values were longitudinally related to children's Mexican American values. Finally, these associations were consistent across gender and nativity groups.  相似文献

Presently, there are a growing number of ethnic minority students in Hong Kong schools. This article examines teachers’ views of the cross-cultural experience of ethnic minority students, their influence on the performance of these students, and how the diverse learning needs of these students are being addressed. Qualitative data were collected from semi-structured interviews with 32 teachers from three secondary schools. This study shows that teachers struggle to conceptualize a new rationale for responding to cultural diversity. They develop a sense of intercultural sensitivity, promote cultural responsiveness to diversity, and strengthen the home–school connection. This article argues that, like students, teachers simultaneously engage in a cross-cultural process through which they learn the culture of ethnic minority students, relearn their own culture and reexamine the relevant rationale underlying cultural responsiveness. Finally, a framework for the creation of culturally responsive classrooms, based upon the teachers’ new rationale of cultural responsiveness, is proposed.  相似文献

ABSTRACT

This conceptual review interrogates a body of literature concerned with black and minority ethnic (BME) social work students in Britain since 2008. This period has coincided with an increasing focus on diversity in Higher Education, but also lower prominence being given to race in social work. In social work education, there has been increased attention to the needs and experiences of BME students. While most of this literature acknowledges racism, what constitutes racism and how it can be understood usually remain implicit. This review aimed to explore influential concepts in the literature and the ways these affected how racism is understood and identified. A search was carried out for articles in peer-reviewed academic journals between 2008 and 2018. In this article, we discuss four recurring concepts of racism in this literature: subtle racism, institutional racism, cultural difference and pedagogical solutions. The article analyses the assumptions underpinning these concepts, and the implications for how racism has been understood and investigated in this literature. The subsequent discussion calls for a more reflexive approach and identifies questions that future research could explore, which could lead to improved understandings of racism in social work education.  相似文献

ABSTRACT

A majority of adults with serious disabilities are cared for in the home by family members. Guided by an ecological framework, this article presents the findings of a literature review of research on family caregiving and family support for adults with disabilities. This review included 33 research studies published between 2000 and 2015 focused on three disabilities: Developmental disabilities, serious mental illnesses, and traumatic brain injury. A synthesis of the findings underscores the critical role that family caregivers occupy in addressing the needs of their loved one with a disability; however, the needs of the caregiver are insufficiently met by existing service approaches. A better understanding of the unique needs and strengths of the family support context of caregivers and care recipients is needed, giving greater attention to ethnic, racial, and cultural considerations in future research.  相似文献

Summary

Involving low-income, ethnic minority families in lengthy HIV prevention programs can be challenging. Understanding the motivators and barriers to involvement may help researchers and practitioners design programs that can be used by populations most at risk for HIV exposure. The present study discusses motivators and barriers to involvement in the Collaborative HIV Prevention and Adolescent Mental Health Project (CHAMP), using data from a sample of 118 families that participated at varying levels in the twelve sessions of the program. Most participants chose motivators that reflect their perceptions of individual and/or family needs (“CHAMP might help me, mine, and other families”), and of characteristics of the program, such as CHAMP staff were friendly, CHAMP was fun. Among barriers to involvement, respondents expressed concerns about confidentiality, and about being judged by program staff. Respondents also reported experiencing many stressful events in their families (e.g., death and violence in the family) that may have been barriers to their involvement. Knowing these motivators and barriers, researchers and practitioners can enhance involvement in HIV prevention programs.  相似文献

ABSTRACT

The disparity of African American families in the foster care system is a concern in the field of child welfare services and the social work profession. African American families experience unique challenges related to discriminatory practices and implicit biases in the child welfare system and by mandated reporters. To address these inequalities, state and local agencies have implemented prevention and intervention services to support minority families. Additionally, child welfare agencies have invested in professional development training for their workers to alleviate possible intolerant practices. This article describes implicit biases and considers how they could contribute to the disparity of African American families involved in the child welfare system. Furthermore, the article presents approaches to help social work students to identify and challenge their implicit biases to support culturally sensitive practices while working with African American families. This article explores the ways in which African Americans, define family and kinship. Using data collected using ethnographic methods, issues such as the level of ongoing commitment to extended family structures, fictive kin status and obligations and pathways to kinship status are examined. This paper studies the problem that health and social care practitioners, intending to satisfy their ethnic minority users’ cultural preferences, end up providing services against their wishes. In particular it points out that this problem is caused by over-emphasising two key assumptions of ethnic minority groups. The first assumption is that all members of the same ethnic minority group organise their health and social care according to their cultural principles. The second assumption is that their cultural principles are monolithic. Demonstrating that these two assumptions may not necessarily be applicable to all ethnic minority groups, this paper discusses the diverse strategies used by Chinese people in Britain to organise their health and social care, and the differences between their two important cultural principles, Taoism and Confucianism. In order to demonstrate to professionals and the Government that they should not over-emphasise these two assumptions and that they need to pay attention to ethnic minority groups’ diverse needs, the paper suggests that different ethnic minority groups may need to unite to increase their influence in the service provision process. However it also warns that this tactic may lead to the subordination of minority group interests in the articulation of those large groups.
