The countries of the Middle East all have traditional social insurance type social security programs. The move towards defined contribution individual accounts that is occurring in some regions has not affected this region The social security programs in the Middle East are not facing the problems of financing found in Europe and North America, in part because they still have relatively high fertility rates and are thus little affected by population aging. They tend to have low retirement ages and some of the wealthy countries of the region provide very generous benefits. Many of them need to consider reforms that raise retirement ages. A characteristic of many of the social security old-age benefit programs of the region is that they exclude foreign workers, who in some countries account for more than half the workforce.  相似文献

Africa is the poorest region of the world and has the youngest and least developed social security programs. Most Africans are not covered by social security programs. The high prevalence of HIV/AIDS in some sub-Saharan countries and internal armed conflicts in others have created difficult problems in some countries for social security programs. As a result, some countries do not have functioning social security programs. The social security programs that do exist in Africa are influenced by their colonial heritage, with the programs in English-speaking Africa differing from those in French-speaking Africa. In terms of numbers of people, the global challenges facing social security systems are largely Asian. Because of rapid population aging in Asia, while it accounted for 28% of the world's population aged 60 and older in 1985, that percentage will more than double to 58% in 2050. Provident funds are a prominent feature of retirement income systems in the region-Asia and the Pacific contain the majority of the world's countries with provident funds. These programs typically provide lump-sum benefits, and thus, do not provide annuity protection against outliving one's resources. Because of the influence of Confucian philosophy with its emphasis on family responsibility for elders, countries in the region have been relatively slow in developing social security programs. China does not have a social security program for workers who do not work for the government or in government-owned enterprises.  相似文献

Summary

The basic concept of social security is not new in India. Traditionally, a sort of moral economy existed to provide security to older destitute and other vulnerable groups in society. However, gradually, traditional support systems are disappearing, and state-based social security systems have come into existence. Under standardized economic security policies, government is covering retirement benefits for those in the organized sector; economic security benefits for those in the unorganized sector; and old-age pension for rural elderly. These are contributory as well as non-contributory programs. Besides life insurance approaches, savings-linked insurance and Annapurna (food security) are other important programs. However, in terms of coverage, program quality and effectiveness have been largely criticized by social security experts, suggesting immediate reforms to old-age programs.  相似文献

Abstract

Early retirement pensions for particular occupations free national policy to establish the social security early retirement age at a later age that is more appropriate for the population as a whole. This paper focuses on early retirement pensions in the United States and the Russian Federation. While comparing early retirement pensions generally, the paper provides a more detailed discussion of the pensions for musicians. While this is an unconventional group to choose for the study of pensions, study of their pensions yields insights into the principles underlying retirement age policy in the two countries.  相似文献

Abstract

Japan has a complex social security system. This article discusses the demographic and economic situation in Japan as background for understanding the setting in which the social security system functions. Japan has a three-pillar system for retirement income. The first pillar is the social security pension plan; the second pillar is the voluntary occupational pension plan; and the third pillar is personal savings, including the personal pension plan. The most important part of the retirement income system is the social security pension plan, which paid benefits accounting for 64% of the total income of elderly households in 1998. The five Employees' Pension Plans are established on a compulsory social insurance basis. Most large Japanese employers have a mandatory retirement age. Over 90% of all employees, including public sector ones, must retire from their career jobs at age 60.  相似文献

Abstract

Much of the existing literature on cross-national differences in retirement wage policy has focused on the inception of programs and the factors leading to their introduction. The explanations may be less adequate in accounting for post-war changes in social security programs. To interpret the evolution of programs in the postwar period, we stress the importance of divisions among workers themselves. We argue here that such divisions may occur along three fault lines: (1) ethnic, racial, and linguistic differentiation (2) the split between heavily urbanized and other segments of the working population and (3) fractionalization brought about by domination of a single industry. Using a longitudinal design to measure changes in social security expenditures in 34 nations between 1965 and 1983, we test hypotheses asserting that fragmentation among workers is inversely correlated with expanded investment in benefits for workers. Abstract

Bad health combined witii deteriorating physical functions force many elderly people to move to a retirement home. The primary focus of this study was to investigate the resident's experience of safety and security. From a sample of 57 residents, 12 persons volunteered to participate in the interview. Data were analyzed with qualitative content analysis. The standard and design of the participant's previous home made mobility difficult and this affected their sense of security. This motivated them to move into an environment where they felt more secure. The environment at the retirement home was predominantly described as secure and safe. The finding shows that the participants felt that safety and security were more important than independence.  相似文献

本文通过对大规模杀伤性武器的概念及其政治意涵的考察,关注中东地区的军备竞赛,分析了利比亚、以色列、埃及、叙利亚和伊朗等国的核计划和核政策,以及外部大国对中东地区核扩散的基本立场,指出在当前局势下中东地区无核区的提出和建设,不能从本质上改变该地区日趋恶化的安全形势。公正解决历史遗留问题和地区冲突,真正实现阿以和解,在有关国家间确立相互信任,才是解决问题的关键所在。  相似文献

Abstract

In this paper, I describe how feminists in countries of the Middle East and North Africa are challenging their second-class citizenship largely institutionalized in patriarchal family laws-and are calling for an extension of their civil, political, and social rights. I use the term “feminist” to denote de jureand de factofeminists working to advance women's rights. The paper seeks to make theoretical sense of contemporary rights-based movements and discourses in the region through an application of theories of citizenship. It highlights the role of women's organizations in the regional call for democratization, civil society, and citizenship and it provides an empirical content to the discussion of citizenship, state, and civil society. Data and information are gleaned from a close reading of the literature by and on women's organizations in the region, and from personal observations and interviews.  相似文献

迫于国际形势和国内外舆论压力,布什政府从2007年开始调整中东政策,把遏制伊朗作为政策重点。为此,美国重新扮演了巴以和平调解人的角色,主动缓和与阿拉伯国家关系。美阿关系的发展对正在积极参与中东事务的中国具有重要意义。未来中东仍是美国对外战略关注的重点,“美国因素”在中阿关系中会更加频繁,三者互动将更为密切。中国对中东问题的积极立场及对中东事务的主动参与,对于推动中、美、阿关系的良性互动将产生深远影响。  相似文献

2009年,以色列、伊朗和阿富汗等中东国家相继举行大选。以色列利库德集团时隔四年重执权柄,伊朗保守派竞选连任成功,阿富汗普什图族则再掌政权。中东大选表现出社会政治发展的转型性和国家安全的现实威胁性两大共性特征,而不同的历史文化又使其表现出政治发展道路的多样性和政治发展水平的不平衡性等个性特征。一系列大选将对巴以和平进程、伊朗核问题和阿富汗重建产生一定的影响。  相似文献
