Over 24,000 youth “aged out” of the nation's foster care system in FY 2005. While independent living programs and other services are available to foster youth, and almost all states allow dependency courts to retain jurisdiction of foster youth beyond age 18, outcomes for former foster youth are disturbing. This paper describes a program to address these challenges by providing extended foster care benefits and support to former foster youth from their 18th to 23rd birthdays. A detailed cost–benefit methodology documents expected costs and key benefits of the program. According to this cost–benefit analysis, a program providing funding and guardian support for former foster youth is projected to result in net benefits to the State of California over the 40-year careers of participating former foster youth. The program, if successful for all youth, would increase lifetime earnings and taxes paid due to increased education and would lower use of TANF and prison, resulting in a benefit–cost ratio of 1.5 to 1, using discounted present value dollars. Even at 75% success, the ratio is 1.2 to 1, showing a net benefit to society. This methodology can also be used to assess the costs and benefits of similar programs.  相似文献

Older youth preparing to emancipate from the foster care system are often served in residential treatment settings where they have limited opportunities to practice skills for independent living in a community setting. Stepping these youth down to less restrictive environments such as treatment foster care is a growing trend, especially for youth with mental health issues. Yet, few studies have explored the youth's perspective on making this transition. This study utilized qualitative interviews with youths who were participating in a treatment foster care intervention study (n = 8) to gain their perspectives on the process of transitioning from residential care. Youths were interviewed right before they exited residential care and two months after placement in the new foster home. Youths reported hopes for gaining family in the new home as well as fears of placement disruption. Findings point to the need to enlist youths in discussion and problem solving about difficulties they anticipate in the new home and expectations for their relationship with the new foster parents. In addition, the struggles described after two months in the home point to the need for youths to build specific skills to better manage ongoing relationships with foster parents and for foster parent training on how to help build these skills.  相似文献

Young people's ‘ageing out’ of foster care has been described as stark and abrupt, in sharp contrast with the gradual process of transitioning to adulthood experienced by parented youth in the general population. Research has demonstrated that being supported during this transition is associated with a variety of health, social, and educational outcomes. The purpose of this article is to report former foster youths' perspectives on their informal supports, what difference these supports made for them, and what they believed would be useful in their transition to adulthood. Data came from semi-structured interviews with 43 former foster youth aged 19–26. Findings revealed that while approximately half the informants reported having support from family, most did not have family whom they regularly relied upon for emotional, practical and/or financial support. Further, while nearly all youths indicated that having support made a difference to them, many also noted that for daily living, they were on their own. The study's findings are an important reminder of the gulf existing between youth from care and parented youth in terms of their access to support during their journey to adulthood.  相似文献

This study explores the self-reported unmet need for independent living services of young people making the transition to adulthood from foster care after the creation of the Chafee Foster Care Independence Program. We find that 34.5% of youth indicated that they had an independent living service need that went unmet at age 17, 27.9% at age 21 and 35.5% at age 23, with the largest percentage indicating they lacked preparation in the area of finance. Some of these youth expressed unmet need consistently while others' expression of unmet need fluctuated over time. Youth who indicated that they had mental health issues were significantly more likely to report unmet need at baseline and wave 3. Youth who indicated that they received more social support and independent living services were less likely to report unmet need at baseline and wave 3. These youth perspectives could lead to the enhancement of existing independent living skill provision as states prepare to extend the age of foster care benefits, ultimately making them more timely and effective.  相似文献

Foster youth are at risk of poor adult outcomes. Research on the role of mentoring relationships for this population suggests the value of strategies that increase their access to adult sources of support, both while in foster care and as they reach adulthood. We conducted semi-structured, individual qualitative interviews with 23 former foster youth ages 18-25 regarding their relationships with supportive non-parental adults. We sought to identify factors that influence the formation, quality, and duration of these relationships and to develop testable hypotheses for intervention strategies. Findings suggest several themes related to relationship formation with non-parental adults, including barriers (e.g., youth's fears of being hurt) and facilitators (e.g., patience from the adult). Distinct themes were also identified relating to the ongoing development and longevity of these relationships. Youth also described multiple types of support and positive contributions to their development. Proposed intervention strategies include systematic incorporation of important non-parental adults into transition planning, enhanced training and matching procedures within formal mentoring programs, assistance for youth to strengthen their interpersonal awareness and skills, and the targeting of specific periods of need when linking youth to sources of adult support. Recommended research includes the development, pilot-testing, and evaluation of proposed strategies.  相似文献

This study explores the transition services available for youth with disabilities in foster care and the collaboration among foster care transition programs with other types of providers. Findings from this survey of independent living coordinators working for child welfare agencies indicate that while youth with disabilities are being served through transition programs and these programs collaborate with other government agencies, there are few services targeted directly toward their needs, little collaboration with community-based agencies, and a need for more information sharing.  相似文献

As youth near the transition to adulthood and aging out of the foster care system, exposure to stress increases, especially for youth who have less-than-adequate support systems. Although mental health problems among foster youth often continue into adulthood, service use decreases dramatically within a year of turning age 18. Understanding how foster youth experience mental health services as they transition from care provides social workers and other mental health professionals important insight that can lead to specific, targetable strategies. This study sought to explore what situations were helpful in supporting mental health as foster youth transitioned to adulthood. Focus groups and interviews with former foster youth and professionals informed the development of a quantitative instrument, which was used to identify the most supportive and frequently encountered situations former foster youth experienced. Findings indicate the most helpful situations were those in which professionals and mentors were flexible and responsive to their individual needs and trusted their ability to make decisions. Supportive adults who honored their choices and collaborated in decision-making were also helpful. Engaging, empowering, and partnering with transition-age youth may increase the likelihood of positive mental health outcomes for this population, offering implications for family-centered, strengths-based practice.  相似文献

Older youth often “age out” of foster care when they reach 18 or 21. Then what happens to them? How do their educational experiences during and after high school compare with children raised in intact families? This study used existing longitudinal data from 1980 through 1986 to investigate the high school and post high school experiences of a group of foster care youth and a matched group of youth living with at least one parent. The results were unequivocal: the foster youth dropped out of high school at a much higher rate and were significantly less likely to have completed a GED. The foster care high school graduates received significantly less financial assistance for education from their parents or guardians. Foster youth reported more discipline problems in school and experienced more educational disruption due to changing schools. They were significantly less likely to be in a college preparatory high school track. The adults in the lives of the foster care youth were less likely to monitor homework. These findings have important implications for child welfare policy and practice.  相似文献

Children in family foster care have the right to participate in decisions regarding their life, however, adults often advocate on behalf of children. This Q methodological study explored whether shared perspectives among foster parents and care workers resemble shared perspectives of youth regarding the psychosocial needs experienced by youth with a history of sexual abuse. Participants sorted a set of statement cards according to what they thought was most important for youth. By-person factor analyses examined how the Q sorts of foster parents and care workers related to those of youth. The results showed that foster parents mostly recognized the group of youth who value an instrumental relationship with their carers, while care workers mostly recognized the group of youth who value support of both foster and birth parents with regard to their preparation for independent living. The two youth groups characterized by ambivalence and autonomy were barely recognized. Results are discussed in light of the expected roles of foster parents and care workers, and youth’s contact with birth parents. Lastly, this study highlights the importance of youth participation, because youth offer unique and varying perspectives about their needs.  相似文献

Independent living programs have emerged as the primary intervention to address the needs of foster youth transitioning out of care. Prior reviews of independent living programs have focused on implications for research and policy, but not on direct practice. In order to create effective independent living programs, direct service workers must be provided with concrete practice guidelines for providing effective independent living services. This article summarizes 19 studies on independent living and provides evidence-based implications for each in an effort to begin to fill the gap between research, policy and practice.  相似文献

Youth in foster care often undergo multiple transitions before reaching adulthood, and these transitions often create significant stress and can exacerbate emotional and behavioral problems. A measurement instrument (the Youth Experience of Transitions, or YET) was designed to assess foster care youths' understanding of transitions, and this instrument was tested on a group of youth undergoing an intervention program designed to assist them in coping with the stress of these transitions while in foster care. The intervention was based on the Transitions Framework by William Bridges and was implemented in multiple community agencies with funding from the Andrus Family Fund. Using factor analysis, we found that the YET contained two factors representing (1) openness and (2) determination. For youth in the participating foster care programs, growth in openness from baseline to 6 months was linked to a significant decrease in internalizing symptoms; no significant links were found for externalizing symptoms. Implications for foster care intervention programs are discussed.  相似文献

ABSTRACT

Foster care research and social work practice tend to focus on how women look after children living in foster care. This focus has limited our understanding of what it is that men do within foster caring families and they are automatically assigned secondary or breadwinning roles. Families who foster involve some form of renegotiation of roles to care for children they foster. While foster caring arrangements are internationally diverse, foster carers often work with social workers. It would therefore seem important for social workers to understand how foster carers negotiate their parenting roles. This paper reports findings from seven main caring foster-fathers who took part in a wider study involving twentythree foster-fathers. The evidence provided by these foster-fathers demonstrate they are highly motivated to care for children and, alongside delivering traditional parenting roles, they negotiate new, non-traditional parenting roles as foster-fathers. These new roles, taken on by foster-fathers, often challenge stereotyped masculinity while they also concurrently enact parenting norms. This study applied Judith Butler’s work on performing gender to foster caring families to theorise on the process whereby foster-fathers negotiate diverse masculinities and continue to reproduce gendered relations in foster caring families.  相似文献

Most Israeli children who spend their youth away from their birth parents live in youth villages. The majority of these children come from either the geographical or social periphery of Israel. Since the 1990s the youth villages have specialized in absorbing immigrants mainly from the former Soviet Union (FSU) and Ethiopia. The paper reports on a survey conducted among the professional staff in the youth villages. This study explores their perceptions of the readiness for independent living of adolescents on the verge of leaving youth villages and examines how readiness is associated with individual and familial characteristics. A structured questionnaire was mailed to youth villages asking professionals to anonymously complete the survey. The total sample include reports on 1256 adolescents who spent in the current setting on average 3.3 (SD = 1.8) years. For many of them this was the first out-of-home placement. Generally, workers have a favorable assessment of the youths' readiness for independent living. Still, they report that many of the youths do not have any of the necessary skills for independent living. Additionally, there are sub-groups that are more disadvantaged and at greater risk because they lack skills for a successful transition from care. The findings indicate that youth of Ethiopian origin are more disadvantaged with regard to skills related to school, the job market, finances, interpersonal relationships and normative behaviors, whereas youths from FSU present fewer skills pertaining to military service. The findings emphasize the important role Israeli youth villages have in supporting underprivileged adolescents in acquiring basic skills for adult life and suggest guidelines as to which sub-groups and in which area programs should be developed.  相似文献

Research indicates that foster youth tend to fare poorly in a number of domains in the transition to adulthood, and the shift to independent living may be particularly challenging. However, it is unclear whether negative housing outcomes are attributable to foster care history or if they are due to other risk factors. This study uses data from the National Longitudinal Survey of Youth 1997 to compare housing outcomes for foster youth to a matched sample of youth who share similar risk factors and to an unmatched sample. Results indicate that foster youth struggle more in the transition to independent living in comparison to both groups, showing higher rates of homelessness, less housing stability, poorer neighborhood quality, and more reliance on public housing assistance. The paper explores how factors related to foster care and confounding risk factors that tend to have higher prevalence among foster youth may contribute to these outcomes.  相似文献

As the adolescent development literature has recognized the importance of social supports in the transition to adulthood, child welfare research, policies, and programs have turned their attention to the relational needs of youth emancipating from the foster care system. This study builds on the extant literature on social support among transitioning foster care youth; it goes beyond the sole identification of relational networks, to explore how youth actually utilize their network members, and the overall quality of their support system. This study collects data from twenty qualitative interviews with foster youth, ages 18–21. We analyze the data using consensual qualitative research methods in order to develop core themes around shared youth experiences. We found that while foster youth did identify a wide network of both formal and informal supports during their transition to adulthood, there were “holes” in the form of support, especially appraisal and instrumental support, provided by informal network members. Additionally, an unrealistic perception of supportive and permanent relationships may be contributing to poor outcomes in emerging adulthood. Prior research, often limited to single sites and small numbers of subjects, have not confirmed such claims. This article describes the results of a qualitative research study of youth who are primarily aging out of foster care and utilizing Independent Living Services. Interviews and focus groups from youth revealed the following four themes: (1) emotional support needed (family support, case manager support), (2) tangible independent living services requested (financial resources, life skills, daycare), (3) communication of program services, and (4) the role of resiliency. Many youth leave foster care with disrupted relationships with their family and others in their social networks. Previous research has documented the severe adversity that former foster youth face in the transition to young adulthood. Perhaps some difficulties are at least partially related to a lack of social support that results from frayed relationships. This article reviews the literature on social support, particularly as it relates to foster youth, for the purpose of examining the role that formal and informal supports play in the transition to adulthood. The implications of this literature for successful transitions for former foster youth are discussed, as well as ways child welfare workers can engage youth and their families, and help them develop supportive social networks.  相似文献

PurposeTo explore how attitudes, norms, behaviors, responses to early life experiences, and protective factors influence pregnancy and sexually transmitted infection risks from the perspectives of current and former foster youth to inform the development of prevention strategies.MethodsWe conducted semi-structured individual qualitative interviews with a diverse sample of 22 current/former foster youth aged 15–21 years (63% female; average age = 18.6 years). We then used Theoretical Thematic Analysis to systematically analyze the data for key themes related to sexual health in four categories: 1) norms and attitudes, 2) responses to early life experiences, 3) protective factors, and 4) youth-driven intervention ideas.ResultsParticipants reported a range of sexual experience levels, varied sexual orientations, and also reported varied life experiences prior to and during foster care. We detected several norms and attitudes that likely contribute to risks of early pregnancies and sexually transmitted infections. These included that one can tell by looking whether a partner is trustworthy or has a sexually transmitted infection, that condoms aren't necessary with long-term or infrequent partners or if birth control is used, and that teen pregnancy is an inevitable event. With respect to responses to early life experiences, youth frequently described difficulties dealing with strong emotions in the context of romantic and/or sexual relationships; many attributed these difficulties to early experiences with biological family members or in foster care. Participants linked emotion regulation difficulties with struggles in trust appraisal, effective communication, and impulsive behaviors. Youth also described a variety of protective factors that they felt helped them prevent sexual risk behaviors or improved their lives in other respects. Finally, participants endorsed factors likely to improve intervention acceptability and efficacy, including an open, non-judgmental group-based environment, involvement of peer mentors, and inclusion of caregiver and caseworker training components.ConclusionsTrauma-informed, tailored intervention strategies which address key norms and attitudes and provide broad-based assertiveness and emotion regulation skills are likely to be the most effective strategies to reduce risks of teen pregnancies and sexually transmitted infections among teens in foster care. Group-based interventions that involve peer mentors and caregiver and caseworker components may be especially acceptable and effective for teens in foster and/or kinship care.  相似文献

This study used a mixed methods approach to assess the independent living services needs of emancipating foster youth in Lucas County (Toledo), Ohio. It included (a) an examination of administrative client data from the Lucas County Department of Children Services (LCCS) Independent Living Program; (b) focus groups with current and former foster youth; and, (c) a self-administered survey of public and private agency transitional and independent living service providers. Both the focus group participants and the service providers identified what they perceived to be the needs of emancipating foster youth. Focus group members also displayed a lack of awareness of existing independent living resources in the community, and limited interest in post-emancipation support services. The results were used to generate ten recommendations for LCCS, community service providers, and philanthropic funders.  相似文献
