Sheltered and supported employment are important areas of social policy provision for disabled people in the UK, but they have received little attention in the sociological literature on disability. This omission is addressed by developing a framework for understanding the state's employment policy for disabled people. It is argued that recent changes in sheltered and supported employment provision must be understood in the context of broader labour market restructuring. This argument is illustrated by an exploratory survey of workers in both programmes. The findings suggest that sheltered and supported employment tend to prioritise the needs of employers over those of disabled workers. In concluding, it is argued that an adequate approach to the employment needs of disabled people needs to go beyond micro-policy debates on the relative merits of existing employment programmes and, instead, engage at a broader level of societal change.  相似文献

Supported employment is now regarded as a major vehicle for enabling people with 'learning difficulties' to enter employment. The purpose of this paper is to use the evidence provided by three case studies of people with 'learning difficulties' who have participated in supported employment to critically examine its fundamental premises. The paper argues that the influences of normalisation theory and the US model of supported employment have combined in the UK to form a variant of supported employment which, in pursuing the concept of 'real job', fails to adequately address the consequences of impairment.  相似文献

Mental health service users' experiences of returning to paid employment   总被引:1,自引:1,他引:0  
Research into mental health and employment has focused largely on people who are unemployed. This paper reports the experiences of 20 clients of employment support agencies who had succeeded in returning to work. A number of barriers to getting back to work were identified, but receiving employment support could enable people to overcome them. There was consistency with previous studies of factors associated with high and low levels of job satisfaction. Even those participants who were less satisfied with their jobs identified benefits and none described any negative effects. The quality of the employment support provided was important, including advice and counselling during the job search, enabling informed choice about disclosure and support in work. Job retention targets are required for funding programmes in addition to placement targets. Further research into the timing and processes of disclosure and into occupational health screening processes would be helpful.  相似文献

This article aims to examine in depth the work trajectories of individuals over time, in order to provide a wider perspective of the employment history of immigrants compared to native people, by gender and for more than one decade (2005–2017) in Spain. We use microdata (cohort and multivariate analysis) from the Labour Force Survey and carry out a comparison for three groups: the Spanish born in Spain, the Spanish born abroad, and the non-Spanish born abroad. The results confirm that the non-Spanish born-abroad group is characterized by the existence of segmented assimilation. All foreigners suffered a loss in their work trajectories, since their employment rate in 2017 has as yet neither reached the level of the last years of the previous economic expansion nor the level of the previous cohorts at the same age.  相似文献

Public policies stress greater inclusion of disabled people in the labour market and suggest ways to implement accommodative measures to these ends. Often missing from this literature is the experiences of disabled people in labour markets. This article reports results from a qualitative study conducted in 2005 and 2006 consisting of one‐to‐one and focus group interviews with 56 disabled individuals participating in employment training programmes in Calgary and Regina, Canada. Findings suggest the presence of workplace and employer discrimination and labelling as primary factors impeding respondents’ success in securing and maintaining employment in the labour market. The 56 respondents provide strong evidence that perceptions of disability have a greater impact on their inability to maintain and secure employment than does the lack of accommodative practices and measures in the workplace.  相似文献

Abstract

The academy should be a welcoming environment for people with disability. Across Australia, however, there is a current shortage of programmes supporting people with disability to develop their careers as researchers. This article critically investigates current practice and experiences concerning universities and the employment and career development of people with disability as advised by the literature, and how this practice aligns with the lived experiences of several of our authors. Our review of the literature utilising Scopus, PsycINFO and ProQuest databases found a deficiency of research attention on this topic, with only 16 relevant articles identified. This paucity of literary evidence has been augmented in the article by personal stories shared by four of its authors. By focusing on evidence-based measures with potential to support disability employment and career pathways throughout universities in Australia and elsewhere, this article challenges leaders to address ableism and to advance a more inclusive academy.  相似文献

The school-to-work transition in Spain has become much more difficult and extended than before, with many young people today experiencing long periods of temporary employment, unemployment or inactivity. This article investigates the main socio-demographic characteristics of Spanish young people not in education, employment or training (NEETs). It also aims to compare them with their non-NEET counterparts in terms of social capital and family background. Analyses were based on a representative sample, corresponding to the year 2016, of Spanish young individuals ages 18–35 years (n?=?1.826). All analyses were stratified by gender and age group. Overall, the Spanish NEETs had lower educational levels, were mainly unemployed and married, except for NEETs between 18 and 24 years, who were rather inactive and single. They also experienced previous unemployment, had more unemployed friends, and were coming from poorer family backgrounds in comparison with their non-NEET counterparts.  相似文献

An historical and conceptual overview of psychiatric rehabilitation services is presented as a challenge to the appropriateness of traditional community based psychiatric services which isolate people from the community. The position is taken that the goal of psychiatric rehabilitation services should be to link people to normal community services and support systems. The problems which can arise from treating people in a separate psychiatric system are illustrated by tracing the development of a supported employment program through periods of high employment and high unemployment.  相似文献

North Korean defectors have faced significant challenges in finding and keeping jobs in the South Korean labour market due to their many differences from South Korean workers. As the number of defectors has increased, South Korea has experienced an increased need for employment support to assist defectors in overcoming challenges in their employment and leading them to stable economic status. This study aims to develop a needs‐centred educational support model for defectors' career transitions, compare the content of suggested support programmes with the content of currently provided support programmes, and suggest relevant policy implications. Based on this study's findings, the authors argue that defectors' employment needs differ from those of other groups of job seekers in Korea; thus, this population should be served differently with consistent educational support. Each stage of the developed model provides appropriate support programmes that reflect the unique employment needs of defectors.  相似文献

In recent years sport-based interventions have been implemented as a mechanism via which to target marginalised youth in relation to the development of social inclusion. Much of the political rhetoric surrounding social inclusion programmes highlights engagement with education, employment, or training, as key metrics. This has led some scholars to observe that conceptualising social inclusion in this way can act to further marginalise young people who fail to engage with these metrics. In contrast, this paper seeks to employ an alternative understanding of social inclusion, which uses the concepts of recognition and acceptance, to infer how participation in sports-based programmes may enable marginalised youth to meet mainstream societal expectations and aid with social assimilation. Drawing upon findings from two small-scale studies of sport-based interventions located in three UK cities, this paper places participant accounts at the centre of the analysis to explore broader notions of pro-social development in relation to recognition and interpersonal acceptance. The paper concludes by suggesting that within contexts in which young people are able to generate strong interpersonal relationships with key personnel (such as coaches), and which are built upon trust, recognition and developing self-worth, there is clear potential for sport-based programmes to incubate social assimilation.  相似文献

Supported employment in its original form represents a new service paradigm, where services are organised as individualised supports aimed at securing the presence of disabled people in their local communities. Using Finland as an example, this article analyses difficulties that arise when a new service paradigm is introduced that is incompatible with the old forms of service. In this case, the accession of Finland to the European Union brought with it an active employment policy of a marginalised workforce. Along with this development, funding for supported employment projects threatened to produce a legitimation crisis in old service organisations. The crisis was managed in two ways. First, the concept of supported employment was redefined to more accurately fit into old forms of service. Secondly the project activity was ceremonialised and its goals were made ambiguous.  相似文献

In western societies, there is a general tendency towards a protracted transition to adulthood for young people, who thereby may become increasingly dependent on support from family. Young people leaving a placement in out-of-home care often lack such support, and will thus have a disadvantageous position compared to their peers. With the purpose of looking into the procedures when young people leave a placement in out-of-home care, telephone interviews were performed with 111 managers of social service units in two Swedish regions (West Sweden, and Stockholm Region), using a structured interview schedule. Answering rate was 99.1%.Only 6% of the managers had information of the young people's whereabouts once they had left care. 86-88% had general support programmes for all young people concerning housing, employment etc. but only 2-4% had specific programmes for young people leaving care. A majority of the managers were attentive of the difficulties the young people leaving care may encounter, but displayed little awareness of the consequences of a prolonged transition to adulthood, and the need for continued support after leaving care. Several managers referred to the general support of the Swedish welfare state, meaning that young people leaving care had the same access to support as all other young people in Sweden. Consequently, young people leaving care are at risk of being invisible in the welfare system and facing a compressed transition to adulthood.  相似文献

UK governments since 1997 have introduced significant changes to move disabled people off benefits and into employment. Commentators have criticised the adoption of the ‘medical model’ of disability implicit in many of these policies, with its focus on individual rather than institutional change. This paper reports empirical data about participants’ experiences of one national supported employment programme. Participants of WORKSTEP were overwhelmingly positive about their experiences both of work and the support to find work. The rare reports of negative experiences reflect the focus on intervening at the level of individual workers, rather than the workplace or organisation of work. Analysis of their views is valuable in the light of ongoing welfare reform as well as recessionary pressures on labour markets and employment services, which, in emphasising individual solutions to employment problems, may overlook the need for more broad-based, social interventions.  相似文献

This article explores the digital divide among young people in Spain by examining four traditional socio-demographic variables (gender, age, education and employment situation). It proposes the concept of ‘technological capital’ as a means to put people’s socioeconomic conditions of existence into relation with the different forms of accessing and using Information and Communication Technologies (ICT). Methodologically, a quantitative approach is taken, based on the National Statistics Institute’s survey of ICT Equipment in households, which makes use of both bivariate and multivariate analysis. Finally, a typology of young users of the Internet is proposed (1 – Digitally Excluded; 2 – Basic Users; 3 – Users in Mobility; 4 – Cyber Consumers; 5 – Cyber Experts) which takes into account the importance of technological capital, the socio-economic position and cultural resources of subjects in their incorporation of ICTs into their daily life.  相似文献

The 'accessible' job market of the 1990's has given way to a challenging job market in a climate of economic uncertainty in the early Twenty-First Century. For vocational rehabilitation professionals this change requires the strategic use of workplace supports to increase the value and sustainability of work performed by people with disabilities in competitive jobs. An analytical framework for leveraging the natural supports of the workplace is provided by the workplace ecology as a bounded environment in which relationships between workers and supervisors promote learning and enhanced performance. The dynamics of the workplace ecology are explored with particular reference to workers with disabilities receiving supported employment services. Recommendations are made for leveraging the workplace ecology to the benefit of the supported worker. Implications for supported employment services in the new millennium are discussed.  相似文献

The aim of this paper is to analyse impact of human capital on employment decisions (namely, entry and exit from employment) of first-time mothers in Spain. To carry out the analysis, we use the Fertility, Family and Values Survey of 2006. Transitions are studied via discrete-time duration models with control for frailty. The results indicate that education, previous work experience and living without a partner increase the likelihood of (re-)entering employment and decrease the likelihood of leaving employment after the first child than their low-educated, non-experienced and partnered counterparts. Women in recent cohorts register more (re-)employment transitions than the rest. However, no differences were observed in the transits out of employment across cohorts, which prove small progress in the work-life balance in Spain over the last decades. Finally, the circumstances around childbirth do not seem to influence employment decisions of first-time mothers.  相似文献

This article reports on a study conducted in Lebanon by four non-governmental organizations, primarily on the topic of inclusion of people with disabilities in education, with a secondary focus on inclusion in employment. This article reports on some of the findings of the assessment process that was four months in duration and aimed, through interviews and focus groups, to identify available information, current policies and legislation, main stakeholders and existing programmes. Findings of the assessment generated themes that are unique to each of the two groups: parents and children, and educators. However, there are some common themes, such as a perceived need for raising awareness on disability issues and a perceived lack of adequate teacher training. The article concludes by arguing for change efforts on various levels to support inclusion: awareness-raising; policy change; capacity-building; and community-building.  相似文献

Before the 1960s in Hong Kong, specialized vocational services for people with mental illness were very limited, and sheltered workshop seemed to be the only option for their future vocational placement at that time. As discussed in the literature, there are still many shortcomings of the sheltered workshop model, that brings us to the emergence of another community-based vocational service: Supported Employment. Unlike traditional vocational services, the concept of supported employment emphasizes the placing of the clients into integrated work environments and then providing on-going support and work-related skills training in the job post. Though supported employment services help many clients to sustain a job in the competitive market, many service barriers and problems still remain unsolved. These service barriers and problems will be discussed in this article, and suggestions will be made.  相似文献

The activity of volunteering is readily available to, and undertaken by, able-bodied people in Australia and is recognized as a valuable social pursuit, particularly among citizens of retirement age. Despite the known benefits of volunteering, however, there are few reports of disabled people participating as volunteers and little is understood of their experiences or perceptions of volunteering. The aim of this study was to explore how older workers within supported employment settings perceived the opportunities for and barriers to volunteering. Fourteen people with long-standing impairments participated in this small qualitative study. Overall the participants were positive about volunteering, but noted they might require support to volunteer successfully. Drawing upon the participants' views, recommendations are made for developing training. Disabled workers facing retirement need to be supported to have opportunities for active participation in the community as volunteers if so desired.  相似文献

One of the major problems facing education systems in Sub-Saharan Africa is the phenomenon of young people who leave school before completion. Research has shown that this phenomenon disadvantages young people and exposes them to various forms of social exclusion. Accordingly, there have been increasing calls for the scaling up of support intervention programmes for young people who leave school early. This paper analyses literature on support intervention programmes for early school leavers (ESLs) to identify enabling factors that can be promoted in future or in current less effective interventions. The review revealed that programmes that address the multiple disadvantages and needs of young people through flexible, holistic and intensive support approaches tend to be more attractive and beneficial to the participants. The findings from this review are crucial to policy makers and teachers working in support intervention programmes for ESLs.  相似文献
