The Expert Group Meeting to Develop a Guide for Establishing a National Population Information Clearing-house and Network System met at Bangkok in September 1979 to discuss a guide to facilitate the establishing of national population information clearing-houses and network systems in the region. It was envisaged that the prototype guide would facilitate in harmonizing the efforts of international agencies called upon by government to help insdetting up information systems. The contents of the guide were to be developed under the following chapter headings: 1) introduction; 2) conceptual framework of a clearing-house; 3) setting up a clearing-house, institutional framework; 4) networking in a national population information system; 5) program development; 6) evaluation; 7) technical assistance and funding; and, 8) various approaches to developing a national population information system. Follow-up action called for a wider circulation of the draft guide, pre-testing in selected countries, and stepped-up organization of national population information systems.  相似文献

In the Philippines several steps have been taken to meet the challenge of increasing population growth. Commencing with the Republic Act 6365, known as the Population Act (1971) program directives focus on achieving and maintaining population levels most conducive to the national welfare. In 1978 a Special Committee was constituted by the President to review the population program. Pursuant to the Committee's findings certain changes were adopted. The thrust is now towards longterm planning to ensure a more significant and perceptible demographic impact of development programs and policies. Increasing attention is paid to regional development and spatial distribution in the country. The 1978-82 Development Plan states more clearly the interaction between population and development. The National Economic and Development Authority, the central policy and planning agency of the government, takes charge of formulation and coordinating the broader aspects of population policy and integrating population with socioeconomic plans and policies. At present the National Economic and Development Authority (NEDA) is implementing a project known as the Population/Development Planning and Research (PDPR) project with financial support from the UN Fund for Population Activities (UNFPA). This project promotes and facilitates the integration of the population dimension in the planning process. It does this by maintaining linkages and instituting collaborative mechanisms with the different NEDA regional offices and sectoral ministries. It also trains government planners in ways of integrating population concerns into the development plan. PDPR promotes the use of population and development research for planning purposes and policy formation. The Philippine Development Plan, 1978-82, recognized that an improvement in the level of 1 sector reinforces the performance of the other sectors. Since the establishment of the National Population Program 12 years ago, population and family planning have been successfully integrated with various development sectors, notably, labor, health, and education. Through the policies of integration, multiagency participation, and partnership of the public and private sectors, the Commission on Population uses existing development programs of government and private organizations as vehicles for family planning information and services and shares the responsibility of implementing all facets of the population program with various participating agencies in the government and private sector.  相似文献

This is a compilation of 42 agencies, both government and private, participating in the Philippine population program. Each listing includes: the purpose of the organization; a summary of its activities for fiscal year 1974-1975; the name of the project director; and the address. A large number of these agencies are engaged primarily in population or family planning work. Others, such as the medical schools at the University of the Philippines and the University of Santo Tomas, have family planning programs as part of a broader effort.  相似文献

As a step toward development of a national information, education, and communication (IEC) plan, a reassessment of such efforts practiced by the agencies involved was undertaken. A paper published in 1978 by the Research Utilization Unit of the Population Information Division, Population Center Foundation, reviewed materials used and accounts of experience in conceptualizing and communicating family planning messages by 12 private and public sector agencies. The most common concepts employed by the agencies were small family size, responsible parenthood, family welfare, community and national development, birth spacing, delayed marriage, contraceptive use-effectiveness, "manliness," delayed 1st pregnancy, value and rights of children, human behavior and social environment, and population dynamics. Most of the messages were conceptualized and developed through formal and informal consultation with field staff. The need to consider the specific needs of target audiences was considered crucial, and thus decentralization of IEC production was recommended. Such decentralization has been a goal of the Philippine program since 1976, but the effort has been hampered by lack of local training and resources, and of studies to support successful implementation. Mass and mixed media approaches were found to be used by most of the agencies, although a reliance on interpersonal approaches was found to be most prevalent in rural areas. Among recommendations for policy makers were development of a systematized data base for IEC materials, regional capabilities in research and development, and studies of funding and existing resources.  相似文献

The National Population Council of Bangladesh set a policy to reduce the national growth rate from 2.8 to 2% by 1980, and increase the frequency of family planning use by eligible couples from 4.7 to 12% in 1978 and 20% in 1980. If the replacement level can be reached by 1985, then the population of Bangladesh will stabilize at 121 million. The orientation of family planning programs will be switched from clinics to a national mobilization of programs. In its 2nd year after achieving political independence, Papua New Guinea declared a general population policy in October 1976, and inaugurated a population research program to guide policy formulation. Population affairs of the country, which has a population of 2.75 million, have been vested with the Ministry of Environment and Conservation. The research program will be implemented in cooperation primarily with the Institute of Applied Social and Economic Research (IASER) and the University of Papua New Guinea, as well as the Central Planning Office, Department of Public Health, Bureau of Statistics, and Office of Information, among other agencies. The priorities for research will initially fall under 5 main concerns: 1) fertility and population growth, and the causes of local differentials; 2) socioeconomic influences on growth trends; 3) interrelation between population and land resources; 4) internal migration; and 5) individual attitudes regarding family planning practice. The research program is designed to become an integral part of national development planning. However, the Government has declared that both policy and research programs must concur with the needs and desires of the people, to pave the way for successful implementation of development plans.  相似文献

The outreach officials of the National Population Program of the Philippines, with its 4 basic functions of research, training, information-education-communication, and clinic services, are trying to solve pressing problems which have been an outgrowth of developments of the early 1970s when population and family planning concepts were integrated into other government programs. Given the task of attacking these problems and coordinating the whole program was the newly organized Commission on Population (Popcom). The organizations which had their own programs cooperated with the government agencies. Initially thought of as workable, the early strategy was soon found to be inadequate, and in July 1975, Popcom implemented an integrated development approach in population work. The strategy is complex, and as it undergoes refinement, the program may well profit from the experiences or lessions gained by a number of agencies in carrying out population/development activities. The approach used by the Office of Nonformal Education of the Philippines Rural Reconstruction Movement is seen as potentially helpful to the outreach project in developing 3 types of leadership in order to properly integrate or link private and public agencies, and ensure a continuing development program: political, educational, and technical. It is stressed that outsiders can help, but it is the community which must basically do the job themselves. So different government technicians are trained so that they can effectively train other people from the community, and do it in such a way that the program will be continuing and self-releasing.  相似文献

This statement, prepared for the 1984 International Conference on Population, summarizes the demographic situation in the Philippines, the Philippine position regarding implementation of the World Population Plan of Action, and current population policies. In 1980, the population of the Philippines stood at 48.1 million. The country's current population growth rate reflects the interplay between decreasing mortality and still high but declining fertility. The 1984-87 Philippine Development Plan aims to achieve sustainable economic growth, equitable distribution of the gains of development, and personal development. A net reproduction rate of unity by the year 2000 is sought, and preschool-age children, youth, premarriage-age groups, and married couples of reproductive age have been targeted for special outreach efforts. The national population program will concentrate on developing a network of public and private community-based organizations, strengthening the capacity of local government and community organizations to plan and manage the population program, developing community capacity to finance family planning services, upgrading the quality of natural family planning practice, continuing the promotion of effective contraceptive methods, developing a population data bank, and upgrading the technical and management capabilities of population program personnel. Increasing attention is being paid to regional development and spatial distribution. The average annual population growth rate is expected to decline from 2.8% in 1970-75 to 2.2% by 1987. The crude birth rate is expected to drop from 34/1000 in 1980 to 31/1000 in 1987. To help achieve this goal, the contraceptive prevalence rate should increase from 34% in 1983 to 41% in 1987 and 50% by 1993. In addition, attempts will be made to reduce the proportion of women marrying below the age of 20 years and to improve women's access to educational and employment opportunities.  相似文献

The editor's comment in this issue of the journal cites 5 overlapping phases in the evolution of population and family planning programs in the United States. The phases are 1) collecting census data and vital statistics, 1790-, 2) family planning assistance to developing nations, 1963, 3) family planning assistance to the U.S. "disadvantaged," 1964-, 4) overpopulation as a national concern, 1969-, and 5) the multiple action phase, 197? (phase including diverse steps to limit population growth and occurring after basic attitudes toward human reproduction have changed). The issue of the journal focuses on total population size and rates of population increase rather than on the distribution of population, and on federal action rather than on the activities of state and local governments. The editor's comment is followed by an extensive discussion of population activities of the United States government, especially since 1963. Topics discussed include demographic data, international programs, research, federally subsidized family planning services, medical care programs, educational and international programs, national growth policy, and the roles of the legislative and executive branches of government. Population development planning is an effort to reconcile numbers with individual, national, and global needs. The emphasis is on the integral linkage that exists between development planning and people's needs, which is best identified through demographic characteristics. Population development planning should focus on the 40% of those living below the poverty level and the 50% at the subsistence level. Limiting a country's population, or family planning, is not an end in itself; it should be complemented by long-term development. Planners and programmers in education, rural development, trade, social welfare; health, labor, agriculture, or local government should ensure a consonance between the people's aspirations and the nation's needs. Family planning must be joined with efforts to change standards of living. Individual behavior is affected by intermediary areas of association and authority, the extended family, the neighborhoods, and the local community. Government programs will fail if they do not consider the grass-roots, individual, and community needs.  相似文献

At least 50 of the 105 agencies in the Philippines listed in the "Directory of Agencies with Population Activities" are actively participating in the promotion of natural family planning (NFP). Of these, 40 offer instruction on its use, 22 provide training to clinic personnel or field workers, 19 conduct information/education/communication (IEC) activities, and 6 undertake research. The Population Center Foundation's (PCF's) Information Support to Population Projects (ISP) has prepared a preliminary inventory of programs and projects on NFP, covering some of those that were done in recent years, are being implemented, or have been proposed. Some projects described in the inventory are reviewed. Recent research or research proposals are showhow related, all leading to how the method can be effectively promoted and how couples can be taught its proper use. Instruction on NFP appears in all training activities of Popcom's regional offices, particularly in their refresher courses. Program managers are being trained in managing and monitoring activities to promote the method. In 1980 outreach workers, doctors, nurses, and midwives were trained by Popcom to motivate couples to practice the method and to teach them how to use it correctly. That same year, Popcom's office in the Ilocos region introduced the rhythm dial calendar, a simplified version of the rhythm slide rule. The Ministry of Health National Family Planning Office incorporates natural family planning instruction in its training seminars for the Ministry's health personnel in the regions. As in training, all regional offices of Popcom promote NFP along with other methods that they make available to prospective acceptors. This is in keeping with the program's "cafeteria approach" to family planning. In 1982 Popcom began intensifying the provision of services in NFP, allocating around 4 million pesos to preparations for its effective promotion. In support of service delivery efforts are IEC activities such as the development, production, and distribution of brochures and other reading material on NFP, schoolroom instruction, and lectures. The intensification of IEC efforts in the private sector to promote the modern and scientific techniques of NFP is most clearly evident in a fairly recent seminar sponsored by the Communication Foundation for Asia. The efforts of the Center for Population Studies at the Administrative Staff College of India offer an excellent example of the way in which resources available in the public and private sectors can be brought together to strengthen national population programs. Since the late 1960s the Administrative Staff College of India has been involved in population programs, and these activities coalesced into the Center for Population Studies which was formally established in 1972. The 1st task of the Center for Population Studies was to provide management inputs into the State of Karnataka for the India Population Project. The attempt was made to build up expertise through research and to subsequently transfer this to operating programs through management training and management consultancy. The delivery of services was identified as the priority area for the Center. The Primary Health Center (PHC) is the biggest component of the delivery system, yet there was little understanding of the working of the PHCs and their problems. Studies were launched to correct this deficiency and this led to a series of training programs for PHC doctors. Along with studying PHCs, the Center was asked to look into the program at higher levels, and this led to a study of the Health Department of the State of Karnataka and its subsequent reorganization. Similar efforts are now underway in several other States of India. The 3rd area of the Center's efforts is hospital administration, and studies have been conducted concerning the management fo hospital systems and training programs offered.  相似文献

The Development and Population Redistribution in South Asia symposium, held in Pakistan during January 1980, was organized around 4 major themes: 1) national, regional and local policies of population redistribution; 2) population redistribution aspects of national development plans; 3) development projects and population redistribution; and 4) settlement of refugees. A principal concern was the ecological impact of programs of resettlement, particularly in the tarai zone of India and Nepal and in the dry zone of Sri Lanka. A 2nd major concern fo the symposium was the spatial pattern of urbanization in each country. The final symposium under the term of office of the present International Geographical Union Population Commission will deal with migration and population redistribution in the Asia and Pacific region.  相似文献

The Population Awareness Campaign in Papua New Guinea has been launched as a nationwide population education effort. Provinical workshops will be held for local leaders and community groups to create an awareness of the ways in which rapid population growth interferes with development efforts. Other activities involving more specific family planning-related messages will be films, radio programs, and plays in the Pidgin language. These are all designed to air in rural areas.  相似文献

Every country should recognize the need to fully involve media leaders in the planning and implementation of population and family planning programs. Broadcasters are the best equipped to understand the "mind-set" of the mass audience and what is needed to bring about changes therein. If there is to be involvement of the media, particularly radio professionals, in the design, development and implementation of population and family planning programs, attention must be given to the inmplications of this in terms of implementing the World Population Plan of Action. Strategies for population communication using radio as the central medium include the following: 1) development of an adequate in-country support structure; 2) development of a sound, well-researched population communication program; 3) on-air programming in the form of instruction rather than entertainment; 4) provision for substantial and continuous feedback from the audience; 5) frequent broadcasts at a prime time of day; and 6) a program commitment of from 5 to 6 years. Radio needs to be recognized as a strategic tool for development; it should be used professionally and should receive sufficient priority by funding agencies.  相似文献

Summarizes findings of the Special Committee to Review the Philippine Population Program, created by the Commission on Population to evaluate population related programs and recommend program directions for the future. The Committee conducted a 2 part study: an indepth review and analysis of existing policies and programs, evaluation of their effectiveness, and identification of organizational, statistical and policy or program related gaps and bottlenecks; and recommendations on policy and program thrusts for the next 5 years. Along with specific recommendations on program operations, service delivery, and research, the Committee made a number of important policy recommendations. Chief among these were a call for the development of a broader popultion policy, not focused only on growth but encompassing demographic, manpower, and welfare components; recognition of the need for the program to advocate an ideal family size and a desirable age for marriage; and redesign of the program on a broad scale to integrate it fully with national development plans.  相似文献

The ASEAN Population Expert Group met in Manila and was followed by a meeting of the ASEAN heads of population programs, during the period November 5-10, 1979. Heads of population programs from Indonesia, Malaysia, Singapore, Thailand, and the Philippines attended. The meetings were held to review progress-to-date on phase 1 projects and to consider the development of an expanded population program. 5 projects funded by UNFPA are reviewed in tabular form with the project, the sponsoring country, date of implementation, data analysis, and date of completion. Suggestions were made for improving and extending these projects and it was also suggested that all projects being developed and proposed should include a section on use of research. 7 new projects were proposed as phase 2 projects. The 1st, sponsored by Malaysia, deals with women in development; project 2, lead by Thailand, will investigate population movement and its effect on development; project 3, led by the Philippines, will develop and strengthen national population information systems and networks in ASEAN countries; project 4, led by Indonesia, is directed towards institutional development and exchanges of personnel; project 5, led by the Philippines, will examine population and development dynamics and the man/resources balance; project 6, led by Thailand, will develop ASEAN social indicators; and project 7, led by Indonesia and Malaysia, will make a comprehensive analysis of existing medical/health care and family planning systems. It was recommended that an executive director of the proposed ASEAN population coordination unit should be appointed to expedite the recommendations of the meeting related to preparation and submission of phase 2 project proposals.  相似文献

Association of Southeast Asian Nations (ASEAN) experts and heads of national population programs held their 4th meeting in Singapore from November 24-28, 1980. Program heads resolved to take steps to link their national activities in the population field with those of the ASEAN Population Program and carry out studies and a joint programming exercise in 1981. Progress reports on the following Phase 1 projects were given: 1) integration of population and rural development policies and programs in ASEAN countries including Indonesia, Malaysia, Philippines, Singapore, and Thailand; 2) development of an inter-country modular training program for personnel in population and rural development; 3) multi-media support for population programs in the context of rural development in ASEAN countries; 4) utilization of research findings in population and family planning for policy formulation and program management in ASEAN countries; and 5) migration in relation to rural development. Phase 2 projects approved by ASEAN country participants were also discussed: 1) institutional development and exchange of personnel, 2) women in development, 3) developing and strengthening national population information systems and networks in ASEAN countries, 4) population and development dynamics and the man/resource balance, 5) studies on health and family planning in ASEAN countries, 6) population migration movement and development, and 7) development of ASEAN social indicators.  相似文献

Population education research will now be conducted at the regional, division, and local levels. It is expected that this decentralization will solve problems faced by population education teachers and supervisors in the field and help to formulate curricula suitable to local needs. It will also mean changes in the implementation of the research activities of the Department of Education and Culture-Population Education Program. Since its creation in 1972 the Population Education Program of the Research Unit has been conducting research studies on a centralized basis, seeking out research leads, conducting studies to determine the content and methodology of program curriculum, and assessing the effectiveness of training programs. During the past 3 years the Research Unit has also made significant progress in monitoring the program's activities - determining problems and needs, making recommendations on the basis of findings, and initiating action on such recommendations. 1 recommendation is to establish regional centers for research activities. If approved by the Commission on Population, the proposal will bring about major changes in the research program, the most significant of which will be the establishment of research centers in 12 teacher-training institutions all over the country. Additionally, these institutions will offer consultative services to researchers in the field. The reorganization of the research program, as well as the eventual restructuring of the Training and Curriculum Units, anticipates the withdrawal of foreign financial assistance by 1977. In the decentralized setup, basic results gathered by regional research centers can be immediately consumed by the training or curriculum staff based in these institutions. With decentralization and the related activities, the Population Education Program shows itself capable of responding to emerging research needs.  相似文献
