This paper eulogizes the life and work of Gunther Beijer (1904-1983), an international migration research supporter, who was himself a refugee from Nazi Germany. The brain drain of professional workers of other nations into such traditional receiving countries as the US, Canada, and Australia particularly interested Beijer. The creation of many independent nations after World War II changed migration trends greatly. By the 1970s the immigration policies of receiving countries had changed to favor non-Caucasian professional workers and relatives of current residents. This new migration may be classified as 1) permanent settler, 2) guest worker, 3) professional transient, 4) clandestine, and 5) refugee. Non-Caucasian immigrants increasingly find that they may not be wanted when perceived as an economic or social threat. Beijer understood guest worker migration within Europe in the early 1960s, but he could not foresee the demands that guest workers and their families would place on receiving countries. Guest worker migration gives sending countries relief from unemployment and provides remittances; it also provides needed labor to economically health countries. Guest workers such as those currently employed in the Persian Gulf may not be accepted socially or politically by the host community and may be considered undesirable employees on their return home. Nations often tolerate illegal or clandestine migration when the labor need is high, but illegals may be expelled when economic or political conditions turn against them. The problems of the estimated 10 million refugees fall increasingly on developing countries, but must be shared by all nations since their increasing numbers affect domestic and international politics.  相似文献

On the basis of the working papers presented at t conference, new information on the subject of return migration in Europe and conclusions on the effectiveness of policies to promote remigration were discussed aiming to stimulate further research on this subject. Mainly 3 findings resulted from the discussions. 1) On the subject of promoting remigration, the effects of the law to encourage voluntary return to home countries from the Federal Republic of Germany have remained far below expectations. 2) Concerning effects of the migration policies on the foreign residents in the host countries, it was stated that these prevent a clear definition of their status by the foreigners themselves, because they obscure the decision whether to stay or leave the host country. Especially regarding the increasingly critical attitude of the population of the host country towards the guest workers, a growing insecurity of the foreigners must be noted, which has led recently to overhasty emigration decisions with alarming economic and social results for those affected. 3) Concerning possibilities for international cooperation on return migration, it was stated that the indirect instruments of promoting return have shown little success. On the other hand, direct promotion by means of financial incentives is to be rejected because of its mainly negative side effects on the expectations of the labor migrants and also on those of the indigenous population. New and promising approaches to remigration policy must consider the economic and social interests of the countries of origin and improve their economic, political, and administrative capacities.  相似文献

Changes in international labor migration in the Mediterranean region since the European economic recession of the early 1970s are examined. The authors note that labor migration to the oil-producing countries of the Middle East has increased and that this migration has differed from the previous movements to Europe, in that the migrants involved have been employed by contractors from their countries of origin or by other foreign companies. The probable future decline of this migration as infrastructure projects are completed is discussed, and the consequences are examined.  相似文献

This research note briefly outlines International Labour Organization concerns about return migration in developing countries, research being done in the field, and activities in related fields. Attention is being focused on the following topics and areas of study: 1) recommendations and conventions which cover workers generally and migrant workers particularly; 2) measures to avoid the departure of skilled workers from developing countries; 3) special problems encountered in improving migrant professionals' working conditions; 4) developing a central pool of information on labor markets and employment at the international level; 5) bilateral or multilateral migration agreements to optimize the flows of health personnel, scientific workers, engineers, and high level technicians, protecting their rights, and facilitating their reintegration into the country of origin; 6) creating a compensation scheme for skill outflows and training substitutes to fill the gaps left behind by migration; 7) classifying migratory policies adopted by developing countries; 8) reattraction of needed skills to developing countries of origin; 9) transfer of know-how through expatriate nationals; 10) labor reinsertion patterns of migrants returning to Greece, Italy, Portugal, and Spain; 11) Socioeconomic reintegration of migrants returning to Pakistan and Uruguay; and 12) Sri Lanka's experience with self-employment schemes for returned migrants.  相似文献

The rise in migration for employment since the mid-1970s has had serious consequences for many Asian countries. This discussion examines the issues raised by the migration abroad of thousands of skilled workers and the efforts that sending countries have made in recent years to bring the effects of labor migration more closely into line with their development objectives. It also considers several problem areas requiring the attention of policymakers and authorities responsible for the administration of overseas employment policies. It is estimated that between 1976-81 annual labor migrant flows from the 8 major sending countries in Asia increased sevenfold, from a mere 146,400 to over 1 million. The Asian migrant workers tend to be young, male, married (with dependents in the sending country), and better educated than the average home population. Most of them come from rural areas and are predominantly employed in construction and labor. The most distinctive feature of these workers is their concentration in a few blue collar occupations--carpenters, masons, electricians, plumbers, lorry drivers, mechanics, and heavy equipment operators. These production and trnasport workers outnumber the professional and technical workers by anywhere from 3 to 1 (Philippines) to 17 to 1 (Pakistan and Sri Lanka). At the aggregate level labor emigration affects the sending country's economy through its impact on the labor market, on the financial market, and on the market for goods and services. It can be argued that the outflow of a significant proportion of the labor force should lead directly to a rise in labor projectivity in the sending country since capital per worker among those left behind will increase, yet it can also be argued that since migration sifts out the most skilled and experienced workers there will be an erosion of the country's human captial resources. Specific measures have been adopted in most labor sending Asian countries to protect the welfare of migrant workers, to regulate conditions of employment abroad, to restrict the outflow of scarce skills, and to secure new overseas markets for nationals. Despite the efforts of governments to ensure that workers have satisfactory contracts on going abroad, many cases of "contract substitution" have been reported. The present attitude of many governments toward private recruiters seems to reflect both an acknowledgement of their effectiveness in finding job placements overseas and a growing concern to regulate their activities. The present trend seems to be to allow private agencies easier access while exercising greater supervision over those permitted to operate. The impact of labor migration on the labor markets of sending countries has not been uniformly damaging, but most of the countries have adopted 1 kind of policy or another to reduce the outflow of scarce skills. The use of material and other incentives for retaining workers in the country has obvious advantages but is not very widespread.  相似文献

This paper compares the situation of second generation migrants in employing European nations with first generation migrants in the countries of origin. The study focuses on intergenerational changes in employment, unemployment, and further migration. High rates of failure, underachievement, and non-attendance are often found among migrant school children. Girls and boys show high occupational aspirations from age 10-14, but more realistic aspirations by their last year of school. Although vocational training interests many young foreigners, they usually do not get enough training to compete successfully in the labor market. Unemployment affects young foreigners more, and their employment is more unstable, unskilled, and without advancement. Indecision dominates their attitudes about return migration. The country of origin usually cannot provide employment, especially for women, and the longer young migrants have been in employing nations, the less likely they are to want to leave. Difficulty in migrating and the parental desire for superior schooling also limit return migration. On return, migrants 1) experience no continuity of employment or promotion, 2) often find that the skills they have acquired are not valued, 3) must use parallel labor market and cottage industry work to find employment, 4) find that, especially for women and young workers, the unstable employment experienced abroad also affects them on return, 5) find temporary employment or have difficulty in obtaining a job, 6) find both positive and negative views are held by employers concerning them, 7) find that family and connections are the primary means for finding jobs, and 8) discover return migration may not be an end since many second generation migrants will re-migrate for economic and social reasons. School performance, language mastery, social integration and access to training plague migrants and young nationals of similar socioeconomic background. They are unprepared to succeed in the new country and experience conflict of aspirations. First and second generation return migrants experience great frustration, since employment conditions are poor, and may be forced to migrate to a third country.  相似文献

International migration in eastern and southern Africa (ESA) is rarely addressed in population and development policies or regional organizations, and regional organizations must in the articulation of sustainable shared development identify the role of international migration. Poor quality data on international migration hampers analysis. Sustainable, shared, and human development within the region are subregional issues. Permanent migration is characterized among ESA countries as increasing demographic ethnic pluralism that may result in redrawing of territorial boundaries and further population movement. Portuguese and Arab settlement and integration in eastern areas resulted in coexistence, while European immigration to South Africa resulted in racial segregation. Modern colonial settlement and the aftermath of political conflict resulted in independent countries after the 1960s and outmigration of nonAfrican groups. Much of the labor migration in ESA is unskilled workers moving to South African mining regions. Labor migration to Zimbabwe and Zambia declined after the 1960s. The formation of the Common Market for ESA and the potential merger with the Preferential Trade Area and South African Development Community is a key approach to integration of migration into regional cooperation and shared development. Refugee movements create the most problems. Prior to 1992 ESA countries accounted for 83.4% of refugees, particularly in Mozambique, Ethiopia, and Somalia. Some countries blame poor economic performance on the deluge of refugees. Illegal migration is currently detected because of the required work permits, but the adoption of the Common Market would obscure this phenomenon. Human development is affected most by migrations related to drought, labor migration to strong economic areas, and return migration. The Inter-Governmental Authority on Drought and Development needs to become more active and establish better policies on nomadic and refugee movements and displaced populations. Movement of educated populations to countries lacking in trained and skilled human resources is a future challenge. Strategies of immigration should facilitate economic development.  相似文献

The social phenomenon of massive temporary international labor migration from the ESCAP region has emerged extremely rapidly. Within 10 years, the number of persons from ESCAP countries grew from a negligible one to 3.5 million. Related research and government policies have lagged behind this latest surge in migration. Most research conducted has been small-scale and lacks an analytical or theoretical framework. Policy formulation for temporary labor migration is difficult because most of the rapid growth in the industry has occurred as a result of private efforts, with a minimum of government intervention. It is now difficult, for the government to provide effective regulations or measures to stimulate and assist the process. Regulations on compulsory remittances or overseas minimum wages have proved to be unrealistic and, if not rescinded, are routinely circumvented. The most effective policies to assist return migrants may not be those which are intended to do so, but those which control the earlier stages of the migration process, such as recruitment, working conditions, and banking arrangements. The most valuable policies may also include those affecting education, training, employment, and general socioeconomic growth. Governments are recommended to provide social services for migrants and their families who are experiencing problems, and to institute community programs in areas with a large number of labor migrants. Governmental efforts to promote forms of labor migration beneficial to the workers would be valuable and should include measures to identify overseas labor markets for employing its nationals, government ot government labor contracts, and government participation in joint-venture projects. International migration should be analyzed in the context of theories and social change in order for governments to formulate effective measures for the reintegration of returning workers. Labor migration on the current scale has many social implications for the sending countries; relationships between employers and employees, the government and private sectors, and white and blue collar workers are affected. Social change and technological innovation will become more rapid, women's status and family roles will change markedly, and behavior is likely to become less conformist and more individualistic.  相似文献

The growing tendency in Europe and other countries to introduce return migration as an element of migration policy has provoked a number of migration studies. Some of the problems faced by returning migrants and their families have been identified and are outlined here. First generation returning migrants face problems with social and economic assimilation: 1) returnees often practice conspicuous consumption which is resented by local people as the behavior of the new rich; those without the opportunity to migrate are particularly resentful. 2) The receiving country most often views the returnee as identical to the migrant who left years ago; problems with sociocultural reintegration are not recognized and no action is taken in that direction. 3) The homeland's economic situation and employment situation may not be strong enough to introduce social programs for returnees. 4) Returnees may have trouble finding new friends and community support. 5) Returnees are often underutilized in their home countries because the economic system is unable to absorb them. The second generation's problem in remigration may be classed into problems with social adjustment, integration into the educational system, and integration into the labor market. 1) Adolescent girls are likely to encounter difficulties because they are forced more frequently than boys to conform to traditional behavior patterns. 2) Youngsters have to learn that everyday life is heavily family-oriented, and that social control is very strong. 3) Lack of compatibility between the educational systems in the 2 countries disfavors the returnees; they may be barred from the school system because of language deficiencies or because priority is given to local students. 4) Many countries receiving youngsters have extremely high unemployment rates and cannot absorb these returnees into their labor force. 5) Although girls are generally better educated than boys, they work in lower-ranking jobs. The return movement calls for cooperation between the countries of immigration and remigration. More detailed research and observation are needed, particularly in defining differences between returnees and nonreturnees, between the sexes, and among age groups.  相似文献

This study of emigration dynamics in Pakistan focuses on Pakistan's position as one of the world's leading manpower exporters. The study opens with a review of the history of international labor from the subcontinent. The second section looks at the problems with the collection of data on international migration and then considers the volume of international migration, migrant destinations, return migration, undocumented migration, and the stock of migrant workers abroad. The third section describes the economic and demographic context for overseas migration through a consideration of gross national product and the remittances of migrant workers, growth in gross domestic product, poverty and income distribution, the state of the population, labor force and employment, a profile of migrant workers, and the government's employment policy. The political and social context for overseas migration is the topic of the next section, and the discussion centers on emigration policy, institutional arrangements for manpower export and the welfare of migrants, and the economic resettlement of return migrants. Consideration of the future trends in international migration from Pakistan focuses on the cyclic nature of overseas labor migration, the existence of networks to facilitate such migration, uneven distribution of enabling resources in Pakistan, the paucity of available data, and governmental/cultural factors that promote and restrict such migration. It is concluded that both individual Pakistanis and the government consider overseas migration a positive force but that a reliance on such an ad hoc measure has costs that have not been considered by Pakistan's policy-makers.  相似文献

This paper examines the impact of post-1945 migration into Western, Middle, and Northern Europe from Southern Europe, Turkey, and Northern Africa, and migration to the traditional immigration countries by Asian and Latin American immigrants, on the social structures of receiving countries. Between 1955 and 1974, 1) traditional migration to the US and Australia became less important for European countries while traditional receiving countries accepted many immigrants from developing countries; and 2) rapid economic revival in Western and Northern Europe caused a considerable labor shortage which was filled by migrant workers especially from Southern Europe, Turkey, and Northern Africa, who stayed only until they reached their economic goals. Since 1974, job vacancies have declined and unemployment has soared. This employment crisis caused some migrants 1) to return to their countries of origin, 2) to bring the rest of their families to the receiving country, or 3) to lengthen their stay considerably. The number of refugees has also significantly increased since the mid-970s, as has the number of illegal migrants. After the mid-1970s, Europe began to experience integration problems. The different aspects of the impact of migration on social structures include 1) improvement of the housing situation for foreigners, 2) teaching migrants the language of the receiving country, 3) solving the unemployment problem of unskilled migrants, 4) improvement of educational and vocational qualifications of 2nd generation migrants, 5) development of programs to help unemployed wives of migrants to learn the language and meet indigenous women, 6) encouraging migrants to maintain their cultural identity and assisting them with reintegration if they return to their original country, 7) coping with the problems of refugees, and 8) solving the problems of illegal migration. Almost all receiving countries now severely restrict further immigration. [Those policies should result in improved development of aid policies towards sending countries. Immigration from other countries to those of the European Economic community should be limited to that for humanitarian reasons.  相似文献

The implications of Spain and Portugal joining the European Common Market are considered as they concern the free flow of labor among member countries. The author suggests that a migration potential of about 1.5 million workers exists in these two new member countries. Since these workers cannot be absorbed by the labor markets of other member countries, the author proposes that the flow of labor be controlled and regulated following the accession of Spain and Portugal. Policies on international migration since the Second World War reflect the enormous changes in economic, social and political situations around the world.
The implications of changes in the volume and composition of international migration have increasingly become an issue of major concern to governments in all countries.
Following emigration from Europe to countries of the New World as a result of war-damaged economies, reconstruction witnessed high demand for migrant labour, mainly from parts of southern Europe. But by the early 1970s, decline in economic growth, unexpected impacts of the guest-worker scheme, and an increase in refugees from Third World countries led, in due course, to an era of restriction on entry of asylum-seekers and tighter controls over undocumented migration to developed countries.
A "new era" evolved during the 1990s, characterized by growing interdependence of major economic powers. Globalization led not only to a significant demand for highly-skilled and professional workers, but also to decision-making on some aspects of the migration process being transferred from the national to the regional level, and an increase in the influence of multinational corporations.
The globalization process, and the growing influence of international trade regimes, may well represent the first steps towards a new "international migration regime" that incorporates all types of migration.  相似文献

Migration trends in Singapore are traced since 1819. Immigration has been encouraged to advance economic development. Local and international factors fuel migration to Singapore. Singapore depends upon foreign labor. Population growth has been mainly due to migration from China, India, Malaysia, and countries surrounding Singapore. Independence in 1965 led to policies aimed at controlling high population growth. Policies became pronatalist after 1987. Foreigners in 1998 were over 18% of the total population, which was six times the number in 1970. About 2000 Singaporeans per year emigrated during the 1990s. Singapore is encouraging overseas industrial development. In 1997, the Prime Minister called for recruitment of foreign talent in order to meet the challenges of an increasingly globalized world, low fertility, and an aging society. Economic planners recommend short-term migration of unskilled foreign workers who would be a revolving pool to fill jobs natives do not want. Singapore is promoting arts and culture in order to keep people in Singapore. The government has issued assurances that natives will have first priority on jobs, education, and training. Singapore's ability to absorb workers will depend upon its economic performance.  相似文献

Scholars have addressed the economic, gendered, and emotional dimensions of migration, especially as migrants move from origin to destination. However, scholarship on return migration and the subjective experiences of reintegrating to origin communities is poorly understood. In this paper, we examine the return migration of formerly unauthorized migrants who labored as roofers in the United States. We argue that the migration process redefines men’s masculinity as they attempt to balance family life in Mexico and their occupational lives in the U.S., all of which are essential for their identity but remain separated by an international border. We draw on 40 in-depth interviews with return migrant men in a small city in Guanajuato, Mexico to examine the emotional tensions men experience regarding the decision to remain in close proximity to family in Mexico and a desire to return again to their economically and emotionally fulfilling occupations in the U.S. We find that migrants’ nostalgia for prior U.S. labor market experience, in juxtaposition to reentry into the Mexican labor market, competes with current feelings of happiness and contentment obtained through family reintegration. These competing feelings, together with economic need, help explain the complex meaning of migration for return migrant men. We conclude by suggesting that once men have been exposed to U.S. life, the occupational identity becomes a “pull” that encourages future migration trips.  相似文献

The persistence and widespread nature of undocumented migration in Africa is due to 1) the absence of barriers or the arbitrariness of national frontiers, 2) the large stretch of unpoliced borders, 3) ignorance about the existence of borders, and 4) the absence or inadequacy of migration laws and regulations in both the countries of origin and destination. The free movement of persons in Africa has a long tradition. Over a large part of Africa, international migration is regarded as an extension of internal migration. The free movement of persons across frontiers in Africa historically has been facilitated by the cultural affinity of communities divided by international boundaries and the colonial policies of both the French and British. The "migration" of nomads pays little regard to international borders and is largely undocumented, even in national censuses. The frontier workers along the borders of Uganda and Kenya where members of the same extended family live on both sides of the borders and commute daily are statistically regarded as international migrants, without regard for the sociocultural realities of the African situation. Political independence substantially altered the erstwhile free movement of persons across African countries as national governments enacted immigration laws and regulations. The newly independent countries wanted to reserve employment for nationals. The Sahelian drought, internal strife in Chad, the deteriorating economic situation in Ghana, the oil-lead economic boom in Nigeria, and the treaty on the free movement of people in the community accelerate the tempo of undocumented migration in West Africa. Also, migration laws and regulations are not always rigorously enforced. Expulsion and deportation are common policy measures directed at illegal migrants resident in African countries. In Nigeria, the events leading to the expulsion of aliens were gradual, but in all cases, the actual expulsion--or decisions to expel--are usually sudden and dramatic.  相似文献

This examination of emigration dynamics focuses on 13 countries extending from Eritrea to Zimbabwe and Mozambique on the eastern African mainland and on 5 Indian Ocean island nations. The first part of the study looks at the temporal, spatial, and structural perspectives of emigration dynamics. Part 2 considers international migration in the region according to Appleyard's typology (permanent settlers, labor migration, refugees, and illegal migrants) with the additional category of return migration. Measurement issues in emigration dynamics are discussed in part 3, and the demographic/economic setting is the topic of part 4. The demographic factors emphasized include spatial distribution, population density, population structure, population dynamics, demographic transition, and the relationship between internal and international migration. Other major topics of this section of the study are the economic base, the human resource base, population and natural resources, the sociocultural context (emigration, chain migration, return migration, and migration linkages and networks), political factors (including human rights, minority rights and security, regional integration and economic cooperation, and the impact of structural adjustment programs), and a prediction of future emigration dynamics. It is concluded that refugee flows remain a major factor in eastern African countries but the development of human resources in the northern portion of the region indicates development of potential labor migration from this area. Data constraints have limited measurement of emigration in this region and may contribute to the seeming indifference of most eastern African countries to emigration policies. Emigration in this region has been triggered by deteriorating economic and political conditions and is expected to increase.  相似文献

This review of current knowledge about emigration dynamics from and within South Asia (Bangladesh, India, Pakistan, and Sri Lanka) opens with a brief history of the three phases of emigration from the area since the 1830s (plantation labor; postindependence to the UK, US, Canada, and Australia; and labor migration to the oil-exporting countries). The influence of the creation of Pakistan and Bangladesh is also covered as are British colonial and commonwealth policies. It is noted that migration data are incomplete and that India exhibits an ambivalence about collecting such information. The discussion then turns to emigration since 1970 and considers permanent migration from South Asia to the traditional receivers; South Asian asylum seekers in Europe; South Asian refugees, illegal migrants, migrant workers (flows and destinations), the stock of contract migrant workers (and their characteristics); returnee migrant workers; and skill levels. Analysis is provided of macro level determinants of emigrations such as gross national product (level and growth), the general demographic and social situation, labor force growth and structure, poverty and inequality, and internal and international migration. Environmental factors causing displacement in Southern Asia include floods, cyclones, river bank erosion, drought, and desertification. Global warming could displace millions of people in the region, and development projects have contributed to displacement. The remainder of the report covers political and ethnic factors, micro-factors influencing migration decision-making, the policies of sending and receiving countries, the consequences of emigration, and the potential for migration in the future.  相似文献

The dominant mode of international migration in Asia and the Pacific is temporary contract migration of low‐skilled workers. The potential for such migration to deliver significant development dividends to origin communities is substantial because of its large scale and the fact that most migrant workers return to their home community. However, there are a number of barriers that are intervening to dampen these potential positive effects, such as high transaction costs, high costs of sending remittances, and the fact that some areas of origin lack the infrastructure and potential for productive investment. Moreover, destination countries have been very welcoming of high skill temporary migrants but highly restrictive in their attitudes toward their low skill counterparts. This paper discusses the lessons of best practice in temporary labour migration programmes in the region, which can help to overcome these obstacles reducing the positive development impacts of migration. It assesses, in turn, best practice separately for each stage of the labour migration process ‐‐ recruitment and selection, and pre‐departure preparation ‐‐ at the destination and on return. In conclusion, a number of the barriers which impinge on Asian Pacific countries’ ability to introduce and sustain best practice are discussed. These include the need for capacity building, lack of cooperation between origin and destination countries, lack of data, poor governance of labour migration a failure among governments to recognise the significance of migration and the need for more “development friendly” migration policies in destinations.  相似文献

Bilateral and multilateral measures implemented to assist migrants who return to their country of origin have been designed to respond to a number of different but specific situations. 2 bilateral agreements are briefly described: 1) an agreement between the Federal Republic of Germany and the Republic of Turkey signed in the early 1970s, and 2) an agreement between France and Algeria signed in 1980. 3 different types of multilateral activities are described: 1) the operation of the so-called Return of Talent program by the Intergovernmental Committee for Migration, 2) the Transfer of KNow-how Through Expatriate Nationals program of the UN Development Programme, and 3) the elaboration of a model machinery on return migration by the Organization for Economic Cooperation and Development. While the 1st 2 activities are operational programs, by which annually between 1000-2000 professionals are assisted in their permanent return to or temporary sojourn in their developing countries of origin, with the financial support of both the developed and the developing countries concerned, the 3rd initiative is a conceptual effort aimed at assisting governments to implement policy measures designed to make return migration commensurate with national development goals. 3 recent proposals include 1) the proposal for an international labor compensatory facility, 2) an international fund for vocational training, and 3) an international fund for manpower resources. A common factor shared by all these programs is that they have all involved on 1 side industrial receiving countries which feel themselves obliged to observe a number of principles guaranteed by law and which govern employment conditions and working relations. The reintegration measures implemented or proposed in cooperation with them have been adopted in full consideration of the prevailing standards of these countries, as different as they may be from 1 country to another. A common consideration has been that the returning migrant should reintegrate in his country of origin as far as possible in conditions allowing the returnee to attain self-sufficiency and social security coverage. However, this underlying context does not necessarily prevail in all world regions where different forms of labor migration take place. Therefore the measures experienced in the relationship of specific countries cannot be easily copied for implementation in other countries. Multilateral measures benefited a rather limited number of individuals only, in many instances skilled and highly skilled migrants.  相似文献
