In this study the authors discuss the manner in which the Romanian educational system deals with (or fails to deal with) the integration of Roma children in public education. Various educational strategies are discussed that have been attempted in Romania and that could potentially assist the Roma in facing the challenges of the twenty-first century in Romania. We also present a case study focusing on one community that sheds light on the various issues that affect the integration process of Roma children. Our research into a local school shows for instance that there is much willingness on the part of Roma children to participate in mixed schools (Roma and non-Roma) but that there is much reluctance on the part of the majority children and their parents to accept the Roma as their equals.  相似文献

Gaining legitimacy in their host country environment is a key priority for multinational corporations’ public relations efforts since it secures their local social license to operate. By applying neo-institutional public relations to corporate diplomacy, this paper argued that institutional linkages between corporations and local government could enhance the building of legitimacy. The study sought to determine whether institutional relations affect the perception of organizational legitimacy, focusing on the United Arab Emirates. In non-democratic countries, public relations tends to be perceived as less sophisticated, and legitimacy becomes even more critical for foreign corporations. Therefore, a one-factorial (corporate diplomacy with/ without governmental involvement) between-subjects experimental design study surveying a representative sample of residents in the United Arab Emirates (N = 199) was conducted. The results imply that corporate diplomacy with governmental linkages leads to a higher perception of moral, pragmatic, and regulative organizational legitimacy, partially mediated by media credibility, governmental legitimacy, and issue legitimacy.  相似文献

This paper evaluates a programme called FOCUS in Zimbabwe: Families, Orphans, and Children under Stress. The programme was initiated in 1993 and works with seven community groups, providing support to around 6500 children in 2000 households. The programme succeeds through committed community volunteers, who made over 93,000 visits to households in 1999. Communities are mobilised by building on existing practices, using natural entry points, and careful selection of local volunteers and supervisors. There is good community ownership, extremely low volunteer turnover, and reporting systems verify that aims and objectives are met. The programme maintains good ethics, addresses a range of children's rights, and is sustainable through a mixture of donor funds, FACT (sponsoring organisation) support and community support. Issues of concern include better recognition of psycho-social needs, prevention and protection from sexual abuse, reducing stigma and discrimination, increasing child-centred approaches and participation, and reducing gender imbalance among volunteers.  相似文献

As the population of older adults in India grows, research is needed to plan a sustainable future for India’s older adults. This article reports results from a Global Positioning System (GPS)–based pilot study that examined the mobility of middle-class, older adults living in Ahmedabad, Gujarat, India. Using mobility as a lens through which to examine the lives of older adults, we map potential research and identify policy areas of interest considering older adults in urban India. The study explores the role of life stage in mobility as well as the effects of gender and urban environment on mobility. Using this distinctive perspective on day-to-day life, we propose themes through which, using policy and planning tools, the living environments of older adults in Indian cities can be improved. These policy measures include focusing on walkability and pedestrian safety in residential areas and building on existing mixed land use to create high accessibility to goods and services in urban environments.  相似文献

This article presents an exploratory study—based on the emerging economy context of India—which examines the relationships among citizens’ perceptions of economic globalization, their country's “emerging influence”, other key nations, and large international organizations. Demographic and socioeconomic factors influenced respondents’ perceptions of economic globalization and emerging influence. Perceptions of economic globalization influenced emerging influence. Perceptions of international organizations were influenced by views of emerging influence, key nations, and economic globalization. Perceptions of key nations were influenced by views of emerging influence and international organizations. The findings are relevant for extended engagement in global public relations and public diplomacy.  相似文献

The heavy reliance on foreign labour in the care sector by Western countries (particularly those in southern Europe) is fuelling a growing feminization of migration in many emigration countries. This migration has a new impact on the countries of origin: it adds the problem of “care drain” to the better known “skill drain” problem ‐‐ which has already been extensively examined in the literature. In this article, we investigate how this phenomenon is taking place in Romania. In particular, the article explores the compensatory strategies put in place by Romanian families and local welfare states to limit the impact of care drain. Furthermore, it considers the persistence of a “care shortage” problem, which constrains both individuals and local institutions in Romania and requires the establishment of new social and cooperation policies. The research is based on the results of qualitative interviews conducted between the winter and spring of 2006 with 30 Romanian female care‐workers living in Turin and Rome, and with 40 family members of female care‐workers (often belonging to the same family units as the women interviewed in Italy) in Romania. With a view to gaining a more comprehensive overview of the phenomenon, more than 35 privileged observers were also interviewed in both countries in which the field work was carried out.  相似文献

Culturally effective practice remains elusive within child welfare agencies. Recognizing the hierarchical nature of becoming culturally competent, this article presents specific strategies that enhance cultural effectiveness at the individual, interprofessional, middle management, and upper management levels. The approaches evolve from a five-stage model of change: precontemplation, contemplation, preparation, action, and maintenance. Becoming culturally competent requires a clear assessment of where the individual practitioner and agency are on the change continuum. The article also explores barriers to culturally competent practice, with a focus on multilevel strategies that work within child welfare agencies.  相似文献

Policymakers’ demand for increased accountability has compelled organizations to pay more attention to internal evaluation capacity building (ECB). The existing literature about ECB has focused on capacity building experiences and organizational research, with limited attention on challenges that internal evaluation specialists face in building organizational evaluative capacity. To address this knowledge gap, we conducted a Delphi study with evaluation specialists in the United States’ Cooperative Extension Service and developed a consensus on the most pervasive ECB challenges as well as the most useful strategies for overcoming ECB challenges. Challenges identified in this study include limited time and resources, limited understanding of the value of evaluation, evaluation considered as an afterthought, and limited support and buy-in from administrators. Alternatively, strategies found in the study include a shift in an organizational culture where evaluation is appreciated, buy-in and support from administration, clarifying the importance of quality than quantity of evaluations, and a strategic approach to ECB. The challenges identified in this study have persisted for decades, meaning administrators must understand the persistence of these issues and make an earnest investment (financial and human resource) to make noticeable progress. The Delphi approach can be used more often to prioritize ECB efforts.  相似文献

This case study explores women's awareness of health and environmental dangers associated with employment in electronics factories in export processing zones (EPZs) in Thailand. The author illustrates with two examples of alliances between women and two nongovernmental organizations (NGOs) the constraints of formal alliances. Data are obtained from participatory research conducted among women employed in the electronics industry in 1995 in the Northern Regional Industrial Estate (NRIE) in Lamphun in rural northern Thailand. This article discusses whether the emphasis on women's employment in EPZs really results in the greater good for women or whether it is exploitation. Women working in the NRIE were aware of the environmental hazards of their jobs. Many women workers migrated to EPZs from rural areas in order to create income to support a family or pay educational expenses. Another reason for seeking work at NRIE was to earn high wages for a limited period that could be used as capital to start their own business. Although women expressed interest in reducing the environmental hazards of their jobs, women put a stronger priority on not jeopardizing their employment status. Labor is in great supply, and women trouble-makers are likely to lose their jobs. The Center for the Advancement of Lanna Women (CALW) is an NGO that was set up by academics from Chiangmai University. CALW encourages women to speak out about health and working conditions, but workers did not know how far to go in protests before losing their jobs, and this undermined the alliance building and potential for change. It is urged that the Thai government acknowledge NGOs legally and open up dialogue. Civil participation can only be actualized, if there is formal recognition of the role of the state and its relationship to industry and industry's goals of profit.  相似文献

3 groups of women are compared in this study of the effect of migration on fertility in a less developed country: 1) rural sedentary; 2) rural to rural migrants; and 3) rural to urban migrants. The data are from a 1970 household interview study conducted by the Institute of Behavioral Science, University of Colorado in Magsayay and Matanao, Davao Province, Mindanao, the Philippines. Social, economic, and mortality data were gathered from the household head and/or spouse for each household member and each child living elsewhere. Reproductive histories were obtained only from women for all women 15 years of age and older living in the 2 rural communities and living elsewhere. Age specific fertility rates and child woman ratios showed a declining gradient of fertility with social distance from the rural home communities. Age at marriage and education were positively associated with distance from the home communities and negatively associated with fertility. The data provide support for the hypothesis that recent migration is innovative, engaged in by more modernized persons who are motivated by aspiration to new goals, thus migration has a negative effect on fertility. Urbanization had its major impact after peak fertility years, 20-29, influencing urban migrants to bring their fertility under voluntary control. No such curtailment appeared in the late reproductive behavior of rural sedentary or migrant women. Urbanization seems to have a negative effect on fertility independent of migration. Young migrant women, in their teens, particularly those migrating to urban areas, did not fit the social mobility model; they tended to complete fewer years of school and married at an earlier age. These young urban migrants also had higher fertility than both rural sedentary and rural migrant females while in their teen years.  相似文献

ABSTRACT

New capacity laws have been introduced to many jurisdictions over the last decade. These laws have substantially changed the way in which mental health social workers and other professionals approach decisions about, and for, clients. Most notably, there is now an expectation that mental health social workers engage more in supported decision-making to prevent the need for substitute decision-making. This article describes the legal and policy drivers that have led to these changes in practice, with a particular emphasis on the significance of the United Nations Convention on the Rights of Persons with Disabilities (the UNCRPD) and the importance of recovery approaches in mental health services. It then uses selected literature to explore the efficacy of the laws and decision-making in this area. The second part of the article identifies the role that mental health social workers can play in supporting legal capacity, drawing from the authors’ experience and knowledge of mental health social work and law in four jurisdictions: Victoria, Australia; Ontario, Canada; England and Wales; and Northern Ireland. It is concluded that mental health and other social workers need to refine skills, knowledge and values to accommodate this paradigm shift in law, policy and practice.  相似文献

This paper offers reflections on the challenges of refocusing child and family social work services towards family support in Romania and the UK. It analyses the major reforms to Romania's child care legislation introduced in 1997, identifying political, economic and social factors which create both opportunities and obstacles for changing policy and practice in that country. Ways in which intercountry adoption undermines the development of family support services are given particular attention. The insights generated by the discussion are doubled back to shed new light on the continuing difficulties of refocusing services from child protection to family support in the UK. ABSTRACT

The main objective of the paper is to critically examine and document the living conditions of the Internally Displaced Persons (IDPs) from Marawi City. Forcibly displaced more than a year ago due to armed conflict, these IDPs managed to find their way to an unoccupied building in the outskirt of Iligan City, Lanao del Norte Province, Philippines. Results show their range of main concerns such as the supply of electricity and water, health services and medicines and more importantly, food. Disruptions on children’s schooling and most especially the discontinuation of their parents’ livelihood were also documented. The community is waiting for their “turn” to access better temporary shelters provided by the government. The study utilized key informant interview (KII) among 10 household heads (from among the 75 families living in the building). Their narratives reveal several coping strategies amidst insufficient government assistance and community feeling of isolation, the most glaring of those, is the dependency to social network, capitalizing on the social ties with relatives and friends for assistance. The IDPs admitted however that the same assistance is not enough. Additionally, the reduction of food consumption and selling of food relief packs remain unsustainable in coping with their destitute condition. Moreover, the article also touches on the consequence of their displacement context on socio-familial dynamics.  相似文献

This paper examines the notions of "home,""nation" and "the world" among the Bengali-speaking families in Singapore. The forces of globalization have played a significant role in making the Bengali-speaking families transnational, first by uprooting them from Bengal, a territory now shared between Bangladesh and the Indian state of West Bengal, and then re-linking them to a complex web of relationships redefining the contours of community. The Bengali-speaking families in Singapore belong to two distinct "communities": Bengalis from West Bengal, India who are predominantly Hindus, and Bengalis from Bangladesh who are predominantly Muslims. They formed two different "communities" not simply on the basis of differences in religion but also in terms of social networks and ties. Common language, similar food habits and love for certain cultural practices like cricket and adda, are not enough to bring them into the fold of a common Bengali community. The division in the Bengali-speaking community is influenced not so much by religion but nationalism. Nationalism, however imagined, continues to play a powerful role in the globalized world, especially among transnational communities. Yet, the two "communities," one from Bangladesh and the other from West Bengal, are not antagonistic to one another by any means; their relationship is an ambivalent one based on a tacit principle of "civil inattention." The situation changed in the 1990s when Bengali was introduced as a second language in Singapore, and a Bengali language school was set up thereafter. The two communities were drawn into a common physical space and a new set of social ties and networks began to emerge, opening and redrawing the boundaries of community. The paper demonstrates how nations separate a people who share a common notion of home, as well as how cosmopolitan world-views redraw the contours of community.  相似文献

"This article explores gender differences in the intentions to move among a sample of young adults in rural northeastern Thailand. Based on the value-expectancy framework of migration decisionmaking, an explanatory model is tested which includes migration-related value measures along with individual, household and community-level determinants of both intentions to move and change in intentions to move. Multinomial logistic regression results based on data from the 1992 Thailand National Migration Survey provide some support for the hypothesis of gender-specific determinants of both intentions to move and the reconsideration of migration intentions. For men, value measures of affiliation and comfort, social networks, the presence of young children in the family, and land holdings are significant determinants of migration decisionmaking; for women income and comfort values, the presence of elderly persons in the household, community size, and crop losses are the salient factors."  相似文献
