Abstract

This study utilized the spillover conceptual framework to examine the effects of structural (formal policies) and dynamic (informal supervisory support) aspects of the workplace on the financial stress, time-based problems, and role-strain of employed parents. Data was obtained by telephone interview from an availability sample of 374 employed parents in several different workplaces. Logistic regression analyses provided partial support for the hypotheses that each of four groups of different family-friendly policies would effect specific work-family outcomes. One structural component, leave time allowance policy, helped ease the time-based problems of employed parents. The other structural components such as child care assistance, alternative work arrangements or stress management programs did not effect the work-family stress variables. Several dynamic components of the work environment, particularly informal supervisory support, were associated with all three measures of work-family stress. This comprehensive model suggests that workplace support for working parents must extend beyond formal policies and practices to move workers and their families forward as the primary beneficiaries of family-friendly workplaces.  相似文献

This study investigate whether the positive relationship between the use of parental leave and job continuity of mothers exists in Korea. using a secondary dataset composed of 1,000 mothers who have already utilized maternity leave, the article finds that the relationship between the use of parental leave and job continuity of mothers is negative. To enable working mothers to reconcile paid work and family responsibility in Korea, it is therefore necessary to construct a more comprehensive policy package, including expansion of the publicly supported childcare system, the reformation of childcare responsibility between genders, and public payments for childcare provided by families.  相似文献

This article explores the recent changes in mothers’ employment, childcare policies and attitudes towards gender equality in the labour market, in the Czech Republic and Norway, how these factors interact and what impact they have on the provision of childcare. Analysis suggests that there is convergence of the Czech Republic with Norway in terms of female employment, but divergence in childcare policies. The policy feedback – the mutual interrelatedness of attitudes towards mothers’ employment and childcare policies – has shaped refamilialising policies in the Czech Republic, whereas in Norway policies that support gender equality in work and family have emerged.  相似文献

Across the OECD, public policies seek to support parents in achieving their desired work/life balance. This article introduces the background to and issues at stake in promoting equal partnerships in families in Germany. Families in Germany face considerable challenges to spending more time together and achieving a more gender‐balanced reconciliation of work and family life, as paid work hours for fathers are long on full‐time jobs and many women are in part‐time jobs. Family policy can play an important role and Germany has made substantial progress in supporting families ahead of and after the birth of a child. Important in this regard are the parental leave reforms of 2007 and 2015 and the extension of childcare supports that better enable fathers and mothers to combine work and family commitments. The article assesses recent developments in family policies in Germany while also drawing from the experiences of countries with longstanding policies to support work/life balance and strengthen gender equality.  相似文献

Multiple global trends are putting pressure on governments to develop policies and programmes that meet the needs of families with children aged 0–3. This cross-national analysis focuses on policies and programmes of parental leave and childcare in the United States, Sweden and Japan. Cross-national studies of early childhood education and care are reviewed. National profiles are provided of demographic, economic, political and socio-cultural characteristics and of parental leave and childcare policies and programmes. Policies and programmes are compared in relation to equity of coverage and support of basic parental childrearing and child-protection responsibilities. Issues raised highlight the need for unified programmes and policies, and continuing global dialogue regarding the needs of this population.  相似文献

The current study seeks to understand the nature of gender relations within a post‐Soviet welfare model in Kazakhstan, Mongolia, and Russia. On the basis of the analysis of key labour market indicators, parental leave, and childcare policies, it finds that the welfare models in the three countries are hybrid, and neither authoritarianism in Kazakhstan and Russia nor democracy in Mongolia lead to substantive gender equality outcomes. Persistent gender inequality in these countries is underpinned by the neo‐liberal approach to welfare provision, conservative social norms, and limited agency of civil society to influence the policy agenda. Nonetheless, these states have distributed to the population with an emphasis on working mothers, and this policy choice has been driven by economic, demographic, and political considerations, which ultimately serve to support, rather than transform, the patriarchal power structure in these societies.  相似文献

ABSTRACT

This qualitative study used in-depth interviews to better understand the social service experiences and identified needs of 26 demographically diverse adolescent mothers and their mothers, who resided together in three-generational households. Most dyads accessed community services, particularly parenting and emotional supports, financial and material assistance, and medical care, and desired short-term assistance related to their circumstances and newly expanded families, rather than long-term support. The most commonly identified barrier to service utilization involved income eligibility guidelines. In light of welfare reform policies and the current economic climate, this research underscores the need for transitional supports for families, including assistance with basic needs. In terms of implications for social work practice and future research, adolescent mothers may need formal supports as they pursue independence after they leave their mothers’ care. Future research could further explore, within other communities and longitudinally, whether these preliminary trends hold true.  相似文献

ABSTRACT

Little is known about racial and ethnic disparities in maternal parenting stress. Using Belsky's (1984) conceptual model, which characterizes parenting stress as a function of maternal and child characteristics and social context, we examine determinants of parenting stress among Mexican American mothers in comparison to non-Hispanic White and non-Hispanic Black mothers. Using data from the Fragile Families and Child Well-Being (FFCWB) Study, we analyze a sample of 2,898 mothers. According to our findings, patterns of parenting stress for non-Hispanic White and non-Hispanic Black mothers are fairly consistent with Belsky's model. However, for Mexican American mothers, social support, but not partner support, ameliorates parenting stress, and depression is not associated with parenting stress. Importantly, despite significant social disadvantage, parenting stress levels in Mexican American mothers do not significantly differ from those of non-Hispanic Whites. Specific recommendations are made to practitioners for culturally competent responses to parenting stress with Mexican American families.  相似文献

This paper considers the impact of recent government initiatives upon childcare provision for children under the age of five. It is based upon interviews with parents and providers from two contrasting wards in Liverpool. The aim of the research was to identify key issues and concerns with regard to childcare, and perceptions about the impact of developments within social security and education provision. Government policies have concentrated on supporting working parents who need to pay for formal childcare, and on providing an earlier start to the formal education of young children. There is a fear that this focus may be failing to recognize and support the diversity of families and their childcare needs.  相似文献

Professional mothers are more likely than professional fathers to leave workplaces—a phenomenon referred to as opting out. Previous research asserts that work–family challenges, including lack of access to supportive workplaces, are among the main reasons for this pattern. Despite revived interest in the study of opting out, little is known about factors shaping the loyalty to employer of those currently employed. Using data from the 2002 National Study of the Changing Workforce (N = 160 professional mothers; 114 professional fathers) we explore how three important forms of workplace social support – coworker support, supervisor support, and supportive workplace culture – are associated with professional mothers’ and fathers’ loyalty to their employees. Including fathers allows us to determine if gender dynamics are present in these patterns. The results suggest gendered patterns where supportive workplace culture relates to professional fathers’ employer loyalty and supervisor support relates to professional mothers’ employer loyalty.  相似文献

In this study, Sweden and China's family policies, with a specific focus on their effect on gender equality, are compared. We describe the different goals and objectives of parental/maternity leave and childcare policies. The effect of family policies on gender equality, indicated by equal employment opportunities for women and the gender division of labour in the family in the two countries, is also discussed. A systematic comparison revealed that both countries included the promotion of gender equality in their policy agendas, but they varied in design and implementation. Swedish family policies assume childcare is a public concern, and women's participation in the labour market and men's involvement in childcare are considered to be crucial to achieving gender equality. In contrast, China's family policies emphasize women's participation in the labour market, but overlook the gender division of household work and childcare at home.  相似文献

ABSTRACT

The purpose of this study was to test a model that delineated the interrelationships among parenting stress, perceived mastery (defined as the belief that one's life chances are under one's own control), maternal depression, and parent–child interaction. A secondary data analysis of the Fragile Family and Child Well-Being Study was conducted, using a sample of 2,650 mothers. Results suggest that parenting stress undermines one's sense of perceived mastery which, in turn, resulted in depression. Moreover, the results also indicated that parenting stress directly affected maternal depression and parent–child interaction. There was no support for the hypothesis that parenting stress undermines one's sense of perceived mastery which, in turn, resulted in depression, which affected one's parent–child interaction. Implications of these findings for professionals working with mothers of young children are discussed. Future research should test this model using other forms of parenting behavior.  相似文献

Few studies have examined the experiences and perceptions of servicewoman mothers and their children, even as an increasing number of them have experienced deployment and combat exposure. The present paper describes a qualitative study that explored National Guard/Reserve (NG/R) mothers' experiences with mothering and co‐parenting during reintegration and their perceived priorities, supports, challenges and needs. Interpretive phenomenological analysis of seven in‐depth qualitative interviews produced themes including reunion and loneliness, the importance of time, help seeking and gendered experiences. Notably, all participants transitioned immediately back into primary caregiver roles upon homecoming, and several described how difficult it was to readjust while privately dealing with unmet mental health needs. Findings underscore the importance of a flexible suite of service options that meet key needs, most importantly, child care, social–emotional support for children and peer‐based parenting support specific to servicewoman mothers. For NG/R mothers, who may live far from base, community‐based services are essential, but as participants described, civilian social workers and other professionals must develop specialized knowledge, skills and experience to provide appropriate support.  相似文献

European countries have increased their public childcare provision for children under age 3. However, it is unclear if and how usage patterns differ across countries. This study examined the relationship between the socio‐economic characteristics of mothers and the use of childcare for 2‐year‐old children. Using European Union Statistics on Income and Living Conditions data for the years 2005–2008, we analysed the characteristics of mothers and usage patterns in Sweden, Finland and Western Germany. To single out the effect of maternal employment, working and non‐working mothers were investigated separately. Our findings showed that, in Sweden, a country with strong support for dual‐earner families, usage was largely independent of mothers' characteristics. However, in Western Germany, where more support is given to male breadwinner families, and in Finland, a country with pluralistic family support, highly educated mothers were found to be more likely to use childcare than were mothers with lower levels of education.  相似文献

This paper examines what determines mothers' work and family reconciliation in the Republic of Korea. We conducted a survey to examine the influence of use of institutional options such as childcare leave and services, and cultural orientation towards gender roles on the probability of being employed, paid and unpaid care work time, and monthly wages. Our findings show that mothers' with high education tend to be in paid work and to have more traditional attitudes towards gender role. The use of maternity leave increases but the use of parental leave tends to decrease mothers' labor market participation. Maternity leave also is found to influence positively on working mothers' monthly wages. However, no factor is found to be relevant to reduce working mothers' time spent on unpaid care work. Issues have been put forwarded for policy considerations. Firstly, the use of maternity leave should be encouraged and job protection needs to be secured with the use of parental leave. Secondly, mothers with relatively higher education tend to prefer familial care to institutional care. Last but not least, the availability of institutional care services do not effectively reduce mothers' time spent on unpaid care work.  相似文献

Abstract

This study examines the role of perceived self‐efficacy in mediating relations between mothers’ parenting behavior and variables such as maternal employment status, depressive symptoms, parenting stress, and child behavior problems. Subjects were 93 employed and 95 nonemployed, single, black mothers of a 3–5‐year‐old child who were current and former welfare recipients. Using linear structural relations modeling (LISREL), the findings support a model whereby (a) the more behavior problems the child is perceived to have, the more depressive symptoms the mother feels; (b) the more depressive symptoms the mother feels, the more likely she is to rate herself high in parenting stress; (c) the more depressive symptoms and parenting stress the mother experiences, the lower is the mother's estimate of her self‐efficacy; and (d) the lower the mother's self‐efficacy, the less competent is her parenting. The findings for employment status are similar; i.e., maternal employment predicted a trajectory leading to somewhat better parenting. In addition, child behavior problems were associated with less competent parenting both directly and indirectly through their effect on parenting stress and self‐efficacy. These results suggest that self‐efficacy has import as a mediator of the relations between maternal parenting and other psychosocial variables. There is no evidence, based on these findings, that employment in the low‐wage market is harmful either for single black mothers or their preschool children. However, job availability and an increase in the minimum wage are important policy considerations.  相似文献

Foster children often have behavioural problems. Behavioural problems influence the level of parenting stress and can lead to a breakdown. In this study, parenting behaviour of foster mothers is mapped, and the influence of behavioural problems and parenting stress on the parenting behaviour 2 years later is examined. Data of behavioural problems, family stress and parenting were gathered from 49 foster mothers. Problem behaviour has a direct negative impact on parenting and leads to less support and more negative control. It also results in more parenting stress. Foster parents need to be trained aiming at preventing ineffective parenting. The well‐being of foster parents needs to be guarded. Higher levels of parenting stress lead to less effective parenting.  相似文献

This article compares 11 Western European countries with respect to public policies that promote the employment of mothers: maternity and parental leave, childcare provisions and family-related tax credits and allowances. The goal of this analysis is to characterise trends in the development of these policies from the mid-1980s to the present and identify the degree of policy convergence in this area of social policy. The process of convergence is analysed along two sets of criteria: the amount and forms of provisions, and the coherence of policies (eligibility, funding mechanisms, locus of regulation and quality control). The analysis is informed by theories of welfare regimes that identify distinctive patterns in which national policies shape the employment of women: general family support, dual-earner families and market-oriented families. Findings of the study reveal limited development towards harmonisation of national social policies. Such resilience of national welfare regimes can be attributed to institutional path dependence, on the one hand, and to minimal EU efforts to harmonise social policies, on the other. The article suggests that integrating markets have so far had a limited effect on social policy development, but that there are positive signs that convergence is possible in the future.  相似文献
