The major food assistance programs in the United States—the Supplemental Nutrition Assistance Program, the National School Lunch Program, the School Breakfast Program, and the Special Supplemental Nutrition Program for Women, Infants, and Children—all share the fundamental goal of helping needy and vulnerable people obtain access to nutritious foods that they might not otherwise be able to afford, but the programs may also affect households’ well-being in other ways. In this study, we examine how the receipt of public and private food assistance is associated with regular family routines, using longitudinal data on low-income families with children from the Three City Study. Estimates from fixed-effects regression models indicate that WIC participation is positively associated with homework routines and consistent bed times. However, receipt of other assistance is not strongly associated with family routines.  相似文献

The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is a food assistance program designed to help pregnant (or postpartum) women and young children consume a nutritious diet. With WIC’s emphasis on providing healthy foods, and food being (generally) a communal commodity, age-ineligible children may benefit from living with a WIC participant. This paper used data from the third National Health and Nutrition Examination Survey to examine whether age-ineligible children who lived in WIC households were in better health than similar children who lived in households that did not participate in the program. Results suggested that older males received a health benefit as a result of living in a WIC household; however, no similar effect was found for younger males or for female children.  相似文献

Intrahousehold resource allocations have important implications for policies targeted at household resources and thus household welfare. Recent literature has shown, for single headed households, that the Supplemental Nutrition Assistance Program benefits may be inadequate to reach a nutritious diet due to a “time deficit” gap in food production. This paper first develops a simple theoretically based time adjustment multiplier to address this benefit inadequacy for single and dual headed households. A method is then developed for estimating spousal time in food production with limited data. The estimated time deficit gap and time adjustment multiplier are smaller for dual headed households than single headed households. For single headed households, the time adjusted benefits are about $107 per household per week higher than the unadjusted benefits. For dual headed households, ignoring the spousal time contribution, the time adjusted benefits are about $73 per household per week higher than the unadjusted benefits. However, by including the spousal time contribution, this benefit shortfall is reduced by about $50. These findings demonstrate the importance of taking into account intrahousehold time allocation in evaluating the adequacy of the Supplemental Nutrition Assistance Program benefits.

Whether government‐based forms of food assistance such as the Supplemental Nutrition Assistance Program (SNAP), communal efforts including food pantries, aid from friends and family, or alternative means such as gardening are the appropriate means to reduce the prevalence of household food insecurity is a continuous source of policy contention. To inform this debate, we examine the relative importance of these forms of food assistance and acquisition to a sample of U.S. older adults from the 2010 Brazos Valley Health Assessment of central Texas households that have been stratified by income eligibility for SNAP, low‐income SNAP ineligibility, and above low income status. To identify how membership in these socioeconomic groups constrains household capacity to acquire sufficient food to maintain an adequate and healthy diet, we explore the varied associations of assets received from government; communal and intimate social networks; and alternative food sources such as gardening, hunting, and fishing with household food security across socioeconomic status, while examining the importance of place of residence on the use of capital assets. SNAP participation was the only specific capital asset associated with all levels of food insecurity for both SNAP‐eligible and ineligible low‐income groups, thus emphasizing the continued importance of food assistance among poverty‐level older adults.  相似文献

In response to the dramatic rise in childhood obesity, particularly among low income individuals, federal nutrition assistance programs have come under scrutiny. However, the vast majority of this research focuses on the direct relationship between these programs and child health, while little is known about the mechanisms by which such relationships arise. Using the 2007 American Time Use Survey and the Eating and Health Module, we explore differences in time use—albeit in a non-causal framework—across families that participate in the Supplemental Nutrition Assistance Program, the School Breakfast Program, and the National School Lunch Program to better understand behavioral differences across participants and non-participants. The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is the largest supplemental food assistance program in the United States. WIC benefits include food and infant formula, nutrition counseling, health screenings, and health-care referrals to low-income, nutritionally at-risk pregnant and postpartum women, infants, and children up to age five. This research explored the associations between childhood morbidities among income- and categorically-eligible WIC participant and non-participant groups in a diverse, nationally representative sample of children. Results indicate significant differences in the maternal sociodemographic profiles of eligible child WIC participants and non-participants. After propensity score-matching methods were used to create more appropriate comparison groups among child WIC participants and non-participants, complete covariate balance was obtained for all sociodemographic characteristics. Further, no significant differences in child asthma, respiratory illness, severe gastrointestinal illness, or ear infection diagnosis, or with mothers rating their health as poor, were noted between child WIC participants and non-participants, once the matched pairs were compared. Government regulators formulating future policies around WIC would benefit from understanding the characteristics of eligible non-participants in order to offer appropriate food, health, and educational assistance beneficial to child health.  相似文献

This study uses the Survey of Program Dynamics data to examine the independent role of household assets in food security. It further examines whether assets provide a buffer for low-income households to food insecurity in the face of income losses. Results of the Two-Part Model analyses show that household assets have a significant association with food security in both the full sample and the low-income sample. In the presence of household assets, income’s effect on food security decreases. In addition, the significant interaction terms of income loss and household assets indicate that assets provide resources to smooth food consumption. The findings of this study suggest a consideration of asset building strategies in asset related provisions of current food assistance policy.  相似文献

The past decade has witnessed an interesting coupling between alternative ways to produce and consume food (farmers' markets, Consumer Supported Agriculture (CSA) shares, and urban gardens to name a few) and individual health‐seeking. While much of this activity rests on an ideological rhetoric of individual choice and “lifestyleism” strongly correlated with social class, there have also been a host of very different government and policy efforts aimed at improving poor food environments and the vulnerable populations that inhabit them in the name of public health. Efforts such as zoning against fast food franchises, placing stipulations on what benefit programs like Supplemental Nutrition Assistance Program (SNAP) can be used for, and taxing foods deemed unhealthy are sparking public debate because they cut to the heart of many American socio‐political debates: the tension between individual liberties and government intervention. Based on existing scholarship of alternative food, health, and bodies, and the author's insights gleaned from ethnographic research, this article sheds light on the potential ineffectiveness of such public health efforts despite positive – and often times class‐conscious – intentions. Such an acknowledgement raises critical questions about who benefits and who misses out in alternative food projects. While this article situates these questions squarely in the American context, it also highlights the need for other situated studies that emphasize other countries' particular political, cultural, and economic contexts that shape contemporary food systems, and their accompanying moral politics.  相似文献

We investigate associations of housing assistance with housing and food‐related hardship among low‐income single‐mother households using data from the National Survey of America’s Families (N = 5,396). Results from instrumental variables models suggest that receipt of unit‐based assistance, such as traditional public housing, is associated with a large decrease in rent burden and modest decreases in difficulty paying rent or utilities and residential crowding. Receipt of tenant‐based assistance, such as housing vouchers or certificates, is associated with a modest increase in housing stability but also with modest increases in rent burden and difficulty paying rent or utilities. We find no associations between either type of housing assistance and food related hardship.  相似文献

This study examines the effects of summertime meals provided by the National School Lunch and Summer Food Service programs on households’ food insecurity. The authors use seasonal differences in the survey schedule of the Current Population Survey Food Security supplement to overcome self-selection bias. From 1995 to 2001, the survey alternated between spring and summer. Seasonal differences—higher prevalence of food insecurity in the summer—were greater for households with school-age children than for other households. Among households with school-age children, seasonal differences were greater in states providing small numbers of Summer Food Service Program meals and summertime school lunches than in other states.  相似文献

During the recent Great Recession, US households, especially those with low incomes, faced severe financial distress. Households experiencing economic hardship may turn to receiving government assistance to alleviate the hardship or distress. Receiving government assistance may improve a household’s financial situation as it could be decreasing its reliance on debt or even improving a household’s ability to repay their current debt. We investigated how households’ financial debt obligations were affected by receiving government assistance, as has not been previously analyzed. Given the focus of this research, we included households under 185 % of poverty threshold released by the 2012 US Census Bureau. Results from the 2010 and 2013 Survey of Consumer Finances indicate that government assistance was positively related to the odds of meeting debt-to-income ratio guidelines, implying that government assistance plays an important role in financial security of low-income households. This study provides important insights for researchers and policymakers in the areas of poverty and household finance.  相似文献

In an era of increasing economic insecurity and declining welfare assistance, scholars and policy makers have increasingly recognized the Supplemental Nutrition Assistance Program (SNAP, also known as food stamps) as an important safety net for disadvantaged families facing a loss of income. Research on welfare and race has found that SNAP use is more frequent among Black families than White families. However, scholars have overlooked another potential source of race-based variation in the use of SNAP: differences in how Black and White mothers use SNAP as a safety net when facing an economic shock such as fathers' imprisonment. Analyses using difference-in-difference-in-difference methods suggest that while Black mothers generally receive a higher level of SNAP benefits than White mothers, SNAP benefit increases following fathers' imprisonment are less effective in compensating for the loss of income among Black mothers than among White mothers. Additional analyses, including a propensity score matching model, produce consistent results. The racial difference in income shock to families caused by paternal imprisonment does not account for this racial disparity. These findings highlight an important mechanism through which an income shock such as paternal imprisonment can produce particularly negative consequences for Black children.  相似文献

Participation in the Supplemental Nutrition Assistance Program (SNAP) has increased over the past decade. Although poverty and sudden financial shock faced by households via unanticipated adverse events, such as sudden loss of income, are among major contributors, the findings of our study suggest that having an adequate stock of savings and financial assets might reduce the probability of household SNAP participation. Using data from the Panel Study of Income Dynamics, we tested whether a household’s emergency savings, asset poverty, and debt burden could predict SNAP participation separately from the effects of income and program participation. Results demonstrate that a household’s lack of emergency savings and asset inadequacy increased the probability of its SNAP participation. Implications for financial practitioners and policy makers are discussed.  相似文献

Analyses of data from 600 households in the province of Lubin, Poland, five years after the economic transformation indicated the transfers of goods and services between households to be quite prevalent, with households with high levels of resources giving goods and services and those with low levels of resources receiving goods and services. The receipt of such transfers does not improve the living conditions of the receiving households relative to those who do not receive help; in fact, those receiving help report lower levels of satisfaction than those not receiving assistance.  相似文献

Cash transfer programs hold significant potential to mitigate the economic burdens resulting from the HIV epidemic and enhance the wellbeing of affected children. South Africa offers two cash transfers designed specifically to benefit children: the Child Support Grant, for low income families with children, and the Foster Child Grant, for children living outside of parental care. Given the high proportion of HIV-affected children who qualify for these grants, increasing grant access among eligible families is a natural objective for many programs targeting orphans and vulnerable children. We present results from a quasi-experimental study examining differences in grant uptake over a two year period among 1487 children enrolled in one of two types of supportive home visiting programming: volunteer-based or paraprofessional. The study also examined related outcomes including household food security and children's access to basic educational and material needs. Results show that programs staffed with trained paraprofessionals who received training, compensation and other support were significantly more effective at linking families to social grants for children. Controlling for important covariates, at follow-up participants in the paraprofessional model programs were nearly three times as likely as volunteer-based service recipients to have access to the highest grant they were eligible to receive. Grant receipt was also positively associated with household food security and children's obtainment of basic educational and material resources. Effective strategies for promoting social grant access among HIV-affected households therefore have the potential to yield significant improvements in wellbeing for orphans and vulnerable children.  相似文献

Our study examines residential variability in the prevalence of cohabiting households, the extent to which children are present, characteristics of the household head, and multiple indicators of economic well-being. Despite a lower prevalence of cohabiting households in nonmetropolitan compared to other areas, a larger proportion contain children. For all measures considered, economic well-being is lowest for cohabiting households with children in nonmetropolitan areas, and compared to their metro counterparts a larger proportion receive all forms of public assistance. The higher likelihood of poverty among nonmetropolitan cohabiting households with children is not explained by the characteristics of the household heads in multivariate models predicting household poverty. Cohabitation clearly has different family and economic implications in nonmetropolitan than in other residential areas.  相似文献

Using the 2001 Survey of Income and Program Participation, the current study examines poverty and material hardship among children living in 3‐generation (n = 486), skipped‐generation (n = 238), single‐parent (n = 2,076), and 2‐parent (n = 6,061) households. Multinomial and logistic regression models indicated that children living in grandparent‐headed households experience elevated risk of health insecurity (as measured by receipt of public insurance and uninsurance)—a disproportionate risk given rates of poverty within those households. Children living with single parents did not share this substantial risk. Risk of food and housing insecurity did not differ significantly from 2‐parent households once characteristics of the household and caregivers were taken into account.  相似文献

Experiential learning theory suggests that students increase their understanding when given the opportunity to experience a particular situation in addition to learning about it intellectually. This theory was used to construct an assignment to assist social work master’s students in better understanding food insecurity and the Supplemental Nutrition Assistance Program (SNAP). Through coding previously collected reactions to the assignment, the researchers discovered multiple reoccurring themes: increased understanding of SNAP, feelings about the program, realizations regarding individual privilege, client stigma, the social experience of eating, and empathy for those who experience food insecurity. Through this exercise, students increased their knowledge of the program and also gained a better understanding of how food insecurity personally affects individuals and families.  相似文献

Recent scholarship and public discourse highlight an apparent waning of civic engagement in the United States. Although the welfare state is generally thought to support democracy by reducing economic inequality, it may paradoxically contribute to political disempowerment of some groups. We examine the effects of state interventions on civic participation among young adults, hypothesizing that involvement with stigmatizing social programs, such as welfare, reduces political engagement, while receipt of nonstigmatizing government assistance does not dampen civic involvement. Using official voting records and survey data from the Youth Development Study (YDS), a longitudinal community sample of young adults, a series of regression models suggests that welfare recipients are less likely to vote than nonrecipients, whereas recipients of non-means-tested government assistance participate similarly to young adults who do not receive government help. These effects hold even when background factors, self-efficacy, and prior voting behavior are controlled. Welfare receipt is not associated, however, with suppressed participation in nonstate arenas such as volunteer work. Intensive interviews with YDS welfare recipients are used to illustrate and develop the analysis.  相似文献

This research assessed the implementation of strategies piloted at 10 Special Supplemental Nutrition Program for Women, Infants and Children (WIC) clinics aimed at increasing retention in the program, by enhancing participants’ shopping experiences. Under WIC Retention Promotion Study: Keep, Reconnect, Thrive (WIC RPS), clinics were recruited and assigned to implement one or a combination of strategies: a standardized Shopping Orientation (SO) curriculum, a Guided Shopping Tour (GST), and a Pictorial Foods Card (PFC) from November 2012 through August 2013. This paper presents results from the process evaluation of the retention strategies, using a mixed-methods comparative case study design employing WIC administrative data, interviews, and focus groups. Qualitative data were inductively coded, analyzed and mapped to the following implementation constructs: organizational capacity, fidelity, allowable adaptations, implementation challenges, and participant responsiveness, while quantitative data were analyzed using SAS to assess reach and dose.Several sites implemented the SO and PFC interventions with the necessary fidelity and dose needed to assess impact on participants’ shopping experiences. Sites that were assigned the GST strategy struggled to implement this strategy. However, use of the standardized SO enabled staff to use a “consistent list of shopping tips” to educate participants about the proper use of checks, while use of the PFC increased participants’ awareness of the variety of WIC-allowable foods. During follow-up telephone calls, 91 percent of participants reported the shopping tips as helpful.
