Following its election victory, the Labour government embarked on a programme to reform fundamentally the United Kingdom's post-war welfare state. The reforms are outlined in a number of government policy consultation papers and are intended to address neo-liberal concerns about the welfare state, although neo-liberal panaceas have been rejected in favour of a "third way". Strongly influenced by Mead, Layard, Giddens and Field, the government's welfare reform package is premised on a conception of citizenship that emphasizes equally the importance of "entitlements" and "obligations", especially the obligation to work. We argue that this reform approach is inherently flawed: it presumes that the poor are without work because they lack appropriate incentives, not because they lack jobs that will lift and keep them out of poverty. We argue that the government's welfare reform strategy is contradictory: while it aims to ameliorate poverty, the emphasis on obligations and compulsion may have the effect of reinforcing existing economic and social divisions. In approaching the second millennium, there is a clear need for a robust interventionist approach to welfare which emphasizes the right to a satisfactory standard of living.  相似文献

One result of the complex economic and social changes currently impacting on state welfare is the emergence of what may be termed "new social risks" as part of the shift to a postindustrial society. These concern access to adequately paid employment, particularly for lower-skilled young people, in an increasingly flexible labour market, and managing work-life balance for women with family responsibilities engaged in full-time careers. They coexist with the old social risks that traditional welfare states developed to meet, which typically concern retirement from or interruption to paid work, in most cases for a male "breadwinner". New social risks offer policymakers the opportunity to transform vice into virtue by replacing costly passive benefits with policies which mobilize the workforce, arguably enhancing economic competitiveness, and reduce poverty among vulnerable groups. However, the political constituencies to support such policies are weak, since the risks affect people most strongly at particular life stages and among specific groups. This paper examines attitudes to new social risk labour market policies in four contrasting European countries. It shows that attitudes in this area are strongly embedded in overall beliefs about the appropriate scale, direction and role of state welfare interventions, so that the weakness of new social risk constituencies does not necessarily undermine the possibility of attracting support for such policies, provided they are developed in ways that do not contradict national traditions of welfare state values.  相似文献

My aim in this paper is to show how differences in the programmatic design of two otherwise "liberal" welfare regimes have generated substantially different patterns of welfare state retrenchment and distributive outcomes since the 1970s. Welfare regimes are distinguished by the principles and rules that regulate transactions between the three institutional nuclei from which individuals derive their "welfare" in modern capitalist societies—the state, the market, and the family. Liberal regimes are characterized by a preference for market solutions to welfare problems. While Canada and the United States both represent paradigmatic instances of the liberal regime type, there are long-standing differences in methods both of financing and distributing benefits. Differences in programme design led to substantially different retrenchment strategies from the end of the 1970s, which in turn produced dramatically different distributive outcomes: rising inequality and poverty rates in the United States compared to relative stability in the distribution of income among Canadian families.  相似文献

Commonwealth countries share their British social policy legacy in a variety of ways. Autstralia attempted to adopt the postwar "new Fabian" welfare state model at the very time when international economic circumstances undermined its Keynesian foundation. With Labor governments in power from 1983 to 1996, Australia diverged significantly from the neo-liberal reform path adopted in the United Kingdom. Australian governments looked increasingly to European social democracies for alternative social policy models. In a manner anticipating the "Third Way", the tendency was towards mixing neo-liberal economics with social democratic welfare. The Australian "Third Way" which resulted proved unstable. Current social reformers, the paper proposes, ought to revisit a neglected but characteristically British emphasis on the need for a measure of "socialization of investment" to underpin redistributive strategies.  相似文献

This paper is concerned with ordinal comparisons of welfare inequality and its use in social welfare judgements, especially in the context of Rawls' difference principle. In Section 1 the concept of ordinal inequality comparisons is developed and a theorem on ordinal comparisons of welfare inequality for distributional problems is noted. Section 2 is devoted to Harsanyi's (1955) argument that a concern for reducing welfare inequalities among persons must not enter social welfare judgements. In Section 3 an axiomatic derivation of Rawls' lexicographic maximim rule is presented; this relates closely to results established by Hammond (1975), d'Aspremont and Gevers (1975) and Strasnick (1975). In the last section the axioms used are examined and some alternative axioms are analysed with the aim of a discriminating evaluation of the Rawlsian approach to judgements on social welfare.Based on the text of a lecture delivered at the International Congress of Logic, Methodology and Philosophy of Science in London, Ontario, Canada, on August 29th, 1975. In honor of the 60th anniversary of SPSSI's founding, this issue examines the ascendence of psychological expertise in American society. After World War II, psychology grew as the public accepted the illuminating power and social benefits of psychologists' expert knowledge. In that period, four problems confronted psychological experts as their numbers and influence grew. First, they needed ideas and methods that were new and superior to common sense. Second, experts needed to appear both relevant and objective. Third, psychologists needed to forge alliances with those who held social power in the settings in which they wished to operate. The aim of this paper is to investigate the relations between fiscal soundness and public social expenditure in advanced welfare states so as to reconsider the conventional wisdom that welfare expenditure aggravates national finances. Through this, I propose the clues of building the sustainable Korean welfare state. I focus on the interdependent relationship between fiscal soundness and public social expenditure based on fiscal sociology. Considering this interaction, I form two sets of simultaneous equations models and employ a special statistical method, three‐stage least squares (3SLS). The results regarding the causal relationship between fiscal soundness and public social spending indicate that, if public welfare spending is increased, fiscal health is damaged. However, as many comparative social policy researchers have pointed out, outcomes of welfare states differ from country to country according to the composition of public welfare spending. Specifically, some welfare states with priority given to social services such as vocational training or childcare services have maintained the stability of public finance. By extension, we can say that public social expenditures have a positive influence on fiscal soundness based on the composition of social expenditures. Finally, it is possible to create financially sustainable welfare states.  相似文献

The paper attempts the difficult task of identifying and exploring key resource factors which may influence social policy in the next millennium. It begins by critically examining the impact of demographic trends upon finance and demand for welfare in Europe. The possible impact of this is then examined in relation to the role of the family as a primary welfare resource and upon the supply of professional services. The implications of diminishing environmental resources are then examined and green social policy proposals are briefly outlined. However, the paper argues that the key resource is public goodwill and support for a range of social policy interventions. "The public" has been regarded as homogeneous in many surveys, but this paper argues that trends in middle-class welfare support and welfare activity pose concerns for the future of welfare provision.  相似文献

This article presents a position paper on Israel's benefits system. It was produced in the framework of a participatory action research with the collaboration of welfare services users and social welfare policy practitioners, academics, social practitioners, and social activists. Some 78 persons living in poverty, from various population groups, were asked, in group settings, to describe their experiences with the benefit system and services, their coping strategies, their perceptions and attitudes towards these services, and their recommendations for ways to improve them. The position paper which emerged from this process served as the basis for discussions between service users, social welfare policy practitioners, researchers, social activists and social practitioners at an academic conference. Issues such as benefits cuts, eligibility, and definitions of poverty are discussed and recommendations are presented.  相似文献

Not least of the forces inimical to change have been the bureaucratic organization and professional self-preoccupation of social welfare agencies and their personnel. 基于“网络与文化”和关系社会学的理论,本文指出网络场域与所沟通的文化内容之间存在互构关系。本文使用话题模型分析了关注劳工议题的用户所发布的51 288条博文,结果显示,劳工话题大致涉及以下几方面:文化与公益、工人的困境与问题、维权行动与工人组织、制度与劳工权。对用户间互动模式的社群侦测揭示了5个主要社群,结合社群关注的议题,作者将其称为:工人家园社群、工人维权社群、工人文化社群、劳工制度关注社群、工人权益关注社群。本文进一步指出劳工研究领域的两个新趋势:(1)随着新生代工人群体的壮大,工人文化与城市融入等议题受到较多关注;(2)微博促进研究者与劳工组织的互动,在一定程度上有助于后者从制度层面反思工人的境况。最后,本文讨论了大数据分析在网络文化与社会心态研究中的应用。  相似文献

The principal features of Spanish social policy are examined since the transition to democracy in the mid-1970s. The period has been dominated by the four governments of the Socialists under Felipe Gonzalez. It will be argued that in terms of the reform of welfare goals and institutional arrangements, as well as welfare inputs and outputs, a significant degree of “Europeanization” has been achieved. This is especially true of the later period of Gonzalez's premiership in which this process, initiated during the Transition, was accelerated.  相似文献

This paper critically examines claims of a new consensus on welfare and the end of the welfare state. We first review the concept of welfare consensus, concentrating on the idea of welfare pluralism, in particular the relatively neglected distinction between national minimum (base) and extension ladder (superstructure). We then examine these concepts in the 1990s under Conservative and New Labour governments. Important changes to welfare pluralism are noted. There have been changes in the character of means-tests, with the national minimum replaced by a series of residual minima, which represent fundamental changes to structural incentives governing the social division of welfare and work. The line between state and non-state provision has been blurred and there have been moves to achieve universalism in the private sector. It is possible to tentatively classify Labour's principles and fledgling policies into three categories: essential continuity with the Conservatives, reversing Conservative policies and extending Conservative policies. However, it is difficult to detect the degree of consensus because a new flexible language is beginning to pervade social policy, with the result that the welfare state is being redefined, notably in areas of full employment, citizenship and conditionality. It is possible to detect, in our terms, moves towards turning Beveridge inside out and from the "Marshall" towards the "Beveridge" welfare state. It is clear that the welfare state is being redefined, but reports of its death have been much exaggerated.  相似文献

The setting of specific objectives for children's services and the identification of key outcome indicators, together with the development of a core information specification for children's services with its practical application in the implementation of the Integrated Children's System, all mean that substantially more data are now available to child welfare agencies. Not so long ago in the UK it was the role of research teams to collect and analyse such data. Now that so much of it is already available to agencies, are researchers who work in this area of applied social policy research becoming redundant? Using data from the cohorts of looked after children being studied at the Centre for Child and Family Research, Loughborough University, the paper demonstrates how researchers can work in consultation with the managers of child welfare agencies to make better sense of the data at their disposal. It considers three issues: what additional variables need to be explored to help agencies better understand their performance; how groups of children could be identified who follow predictable pathways through social care; and how qualitative information is necessary to gain a true picture of what is happening. All of these examples demonstrate a fundamental role for researchers in working with social services personnel to identify how services can be improved.  相似文献

Identifying, locating and interpreting both what is present and what is not present in theory and data lies at the core of scientific practice. Most experienced researchers know that social reality and psychological phenomena cannot always be apprehended directly, and that the forces that shape them must often be inferred rather than positively demonstrated. Yet, the important analytical problems raised by "absence" have rarely occupied the centre stage in professional journals. The aim of this paper is to sensitise researchers to the problem of absence. It considers the various guises in which absences may appear, their repercussions in the research process, and the solutions that researchers have used to render absences visible. The paper focuses on the issue of absence as it appears in theory and research on social representations. A typology of absence, structured in terms of the research process, is proposed. The typology is intended purely as a heuristic tool. It identifies and discusses forms of theoretical, methodological, empirical and analytical/interpretive absences. This typology is used to explore forms of absence and their interrelationships throughout the research process in three studies on social representations. The discussion as a whole contributes to reaffirming the radical character of the theory of social representations by stressing how the latter locates the space of explanation at the interface between individual and collective representations, between social and cognitive processes, between intentional and non-conscious dynamics, and between material and symbolic realities.  相似文献

Electronic information systems (IS) have been implemented quite extensively in social welfare agencies the North America, Europe and Australasia and the problems that have arisen have been well documented by researchers. In the Asia Pacific region, IS are less common in social welfare agencies, though many agencies are increasingly expected to implement one. This paper reports on an ethnographic study of an agency in Australia during the initial phases of developing and designing an IS and provides timely insights which may assist in avoiding the costly mistakes and unintended consequences that have arisen elsewhere.  相似文献

Objective . This article critically examines contradictions within the Israeli welfare system, and asks how welfare transfers affect poverty for different social groups. Methods . Using data from Israel's 1996 Income Survey conducted by the Central Bureau of Statistics, the analysis focuses on households with working-age heads, and compares poverty rates, before and after transfers among three groups: (1) recent immigrants; (2) Arabs; and (3) ultra-orthodox Jews ( Haredim ), distinguishing between couple- and female-headed households. Results . The results show that social welfare policy is more effective in aiding recent immigrants, who are entitled to special benefits, than aiding Arabs. The findings also show that transfers have a stronger effect in reducing poverty among female-headed families than among couple-headed families, thus reducing the gap between these two types of households. Conclusions . Israeli welfare policy reduces poverty, but this effect differs substantially by social group. While formally Israel is considered a universalistic welfare state, for historical and ideological reasons certain social groups, such as Jewish immigrants, have been favored and granted extra benefits, while others, such as Arabs, were neglected.  相似文献

This paper critically examines the ways in which social policy is said to be affected by globalization. The prevailing approach has been framed in terms of the impact of "external" economic forces on national welfare states. Globalization is said to undermine the economic and political conditions on which welfare states were built, erode national policy autonomy and force the marketization and residualization of welfare states. These predictions are found wanting on the grounds that they share many of the assumptions, and therefore also the faults, of "strong" globalization theory. A more nuanced account of the way in which social politics and social policy are affected by globalization is needed and a global governance perspective is outlined. This, it is argued, better captures the political and institutional environment in which social policy is formulated and implemented. It also recognizes the importance of "local" factors and their interaction with global ones in shaping political responses, including social policy, to globalization. The discussion highlights the enduring power of "local" forces—those which are at the level of and internal to states—and of politics and ideology in shaping the process of globalization and ultimately its implications for welfare states and social policies.  相似文献
