ABSTRACT

This article focuses on the challenges to social work evolving from two major discourses contributing to the common sense contextualising social work within the new spirit of capitalism and the governing of the soul. Beside neo-liberal ideas and values challenging social work values and the welfare state, the question is also about managerialism. To what extent is the social worker able to contribute to liberating, reflexive critique, or exert pastoral power? I have chosen to see how the idea of the social investment state may be linked to Rose’s and Foucault’s ideas about expanding governmentality and end my discussion by relating to some of the early writing on social work’s challenges in confronting ideas and practices interpreted as neoliberalisation moves.  相似文献

Summary

The Asian financial crisis (1997) has created a social care crisis resulting in rising unemployment, poverty, income inequalities and homelessness. Although faced with dwindling public finances, the Hong Kong Special Administrative Region (SAR) government had been compelled to tackle these problems. However, it has been attracted to the neo-liberal recipe: changing the subvention system to a block grant, curbing social spending, and tightening eligibility for social assistance. Notably, the introduction of the Intensive Employment Assistance Projects (IEAPs), which are the first welfare to work programs in East Asia, has become a major policy tool. This paper reports on a study of the impact of the projects, one of the key pillars for welfare to work programs. The IEAPs were found to have brought about positive changes in welfare clients' motivation to work and sense of self-reliance. Social workers from both traditional and progressive NGOs have etched, in various ways, their place in the welfare to work programs and contributed to the debate on welfare reform in Hong Kong.  相似文献

ABSTRACT

The disparity of African American families in the foster care system is a concern in the field of child welfare services and the social work profession. African American families experience unique challenges related to discriminatory practices and implicit biases in the child welfare system and by mandated reporters. To address these inequalities, state and local agencies have implemented prevention and intervention services to support minority families. Additionally, child welfare agencies have invested in professional development training for their workers to alleviate possible intolerant practices. This article describes implicit biases and considers how they could contribute to the disparity of African American families involved in the child welfare system. Furthermore, the article presents approaches to help social work students to identify and challenge their implicit biases to support culturally sensitive practices while working with African American families. Abstract

As the conservative tidal wave sweeps away the remaining vestiges of our national welfare state, another social movement of the 1990s, known as communitarianism, is gaining the moral attention of those who work for the rejuvenation of families and communities in our society. This paper explains the social philosophy of the communitarian movement and shows how this philosophy, when applied to social programs, can lead to a revitalization of American families, however those social, economic and nurturing units may be defined in a pluralistic society. The intention is to link communitarianism with social work values so that social workers may find additional professional sanction both to join in the movement and to apply a communitarian philosophy to their work with families and communities.  相似文献

Abstract

Developing new scholarship on women is a recognized need in social work education. It can be furthered by applying a “gender lens” to the knowledge of the relationship between women and the welfare state. Reflecting historical concerns about providing public aid to the able-bodied male pauper and the impact of relief on the work ethic, social welfare literature has focused on male recipients while generalizing its findings to women. As a result, the story of the female pauper remains largely untold. This paper suggests that the relationship between women and the welfare state is shaped by a “family ethic” that in many ways parallels the work ethic known to shape the relationship between the welfare state and men. The family ethic is defined and applied to major income maintenance programs: public aid and social security. This article suggests foci for change.  相似文献

ABSTRACT

The Criminal Justice System (CJS) has historically been a key site of social work intervention. Wacquant argues that the growth of social insecurity and the expansion of the penal state are endogenous features of the neo-liberal political project. The key premises of neo-liberalism have been accepted by parties of both the left and the right. This shift alongside an increase in inequality had led to increasing social anxiety and mistrust. One manifestation of these trends is a decline in the belief that the rehabilitation of offenders is a realisable goal of social and penal policy. The expansion of the penal state: the increasing numbers, poor conditions and the over-representation of minority groups mean that it should be a core social work concern. The paper outlines the ways, in which, risk and managerialism have side lined core social work values in the CJS. It concludes penal policy and conditions can only be reformed if the inherent dignity of offenders is rediscovered and placed at its centre.  相似文献

This paper presents a critical review of globalization as explicated in the social work literature. It argues that writers about globalization and social work have so far accepted an unprolematized and undifferentiated construction of the theory of globalization which does not engage with the significant differences that exist between different accounts of globalization. In doing so they implicitly reproduce neo-liberal assumptions about the role of the state and its relationship to global forces. This results in a reductionist and pessimistic analysis of the fragmentation and deprofessionalization of welfare and social work which is often at variance with empirical evidence. Specifically, the acceptance of a narrow and economically over-deterministic reading of globalization unwittingly depoliticizes debates about social work and undermines resistance to the challenges to welfare.  相似文献

Abstract

Sex work has been identified as an important dimension of the ‘survival circuits’ which have developed in the majority world in the context of neo-liberalisation, as a response to the deepening misery of the Global South. Yet while much research has explored the role of sex work in contexts of ‘neo-liberal’ regimes of capital accumulation, few have paid sustained attention to sex work in regimes which are not purely ‘neo-liberal’. Drawing on data with sex workers across 10 cities in Argentina gathered between 2007 and 2014, this article examines multiple spaces of sex workers' lives, including the workplace, the home, and the state in a context of what has been dubbed ‘neo-developmentalism’. It argues that sex work contributes multiple forms of value and subsidies for the state and capital. First, sex work provides a subsidy in the form of the provision of ‘employment’; second, female sex workers provide unwaged reproductive labour in the family; and third, in the labour movement. Yet despite these three contributions to the reproduction of the working class and therefore of capital, the state undermines sex workers' capacities through violence and sustained repression. The article concludes that the neo-developmentalism has led to ‘uneven divestment of the state’ in the reproduction of particular sections of the working class, namely those outside the formal and ‘productive’ sectors.  相似文献

Abstract

Romania is situated in the southeast of Central Europe with more than two millennia of agitated history. The main dimensions of the Romanian cultural model are represented by Latinity and Christianity and have involved very consistent principles. This article is focused on the specific aspects of the Romanian family and its present transformation under major structural changes in the socio-cultural context. In Romanian contemporary society there are two main types of effects that were generated by communism in the middle of the 20th century and by the rediscovery of democracy in 1989. The Romanian family has supported the consequences of these events, first by the abusive insertion of state control into the domestic sphere and second by the necessity of redeveloping self-reliant capacities for family survival. Under the pressure of continuous change in the social context, the contemporary family has valuable resources inherent in traditional Romanian culture and in the family's internal strengths.  相似文献

Abstract

Child welfare work is a key field of practice for social work graduates and for graduates of a growing range of disciplines. In the present paper, the authors drew on a survey of 208 child welfare workers and interviews with 28 senior personnel in child and family welfare agencies to analyse perceptions of the educational preparation of social workers and other human science graduates for this field of practice. The findings indicated that child welfare workers and employers are ambivalent about the value of social work and other generic social science and human services programmes as preparation for tertiary or statutory child protection practice, which involves investigation, assessment, and intervention in child abuse and neglect. The authors argue that the social work profession must better balance generic and specialist aspects to prepare graduates for practice in specialist fields of high social work involvement, particularly in tertiary child protection work.  相似文献

This study compares representative samples from a mid-Atlantic state of people who left the TANF (Temporary Assistance to Needy Families Program) rolls in 2002 and people who returned to TANF in this same year, after being off the rolls. Previous studies showed that the work lives of the welfare poor are more stressful than those in the primary job market. Findings of this study show the quality of life of respondents was particularly related to resource deprivations, and neighborhood conditions, while suggesting relationships to employment barriers and child well-being. Returners report more barriers to employment and neighborhood issues than leavers.  相似文献

This article examined the application of the Transtheoretical model of behavioral change to the welfare to work transition with public housing residents. Both quantitative and qualitative data were gathered and analyzed to demonstrate that the welfare to work process may indeed be considered a change process. These findings have implications for social policy development and public worker training in both the public housing and publicwelfare systems.  相似文献

Disabled people of working age have been at the heart of recent welfare restructuring in the United Kingdom, but this has received little attention from mainstream social policy analysis. Both Conservative and Labour governments have introduced measures to promote labour force participation among disabled people, whilst discouraging dependence on welfare benefits. Whilst this new approach has been justified in terms of reducing poverty, its underlying imperatives are essentially inegalitarian. The welfare reform process has been driven by a number of official concerns including a perception of unsustainable fiscal pressures and a belief that perverse incentives in the social security benefit system have undermined economic efficiency. Moreover, it has been legitimated by an ideology of citizenship, which has shifted the moral responsibility for needs satisfaction away from the state to the individual. The paper concludes by identifying a better approach to welfare reform for disabled people of working age.  相似文献

The primary goal of welfare reform is to move recipients from welfare to work. Several factors influence the employment of welfare recipients. The purpose of this content analysis is to offer a comprehensive understanding of employment characteristics and important personal, family, and employment characteristics that either promote or deter employment among current and former welfare recipients. Social workers need a comprehensive understanding of these factors in order to design policy and social work interventions. This article is a content analysis of the results of empirical research studies. Implications and recommendations are offered based on the review of empirical research on current and former welfare recipients.  相似文献

Summary

This paper reports findings from program evaluations of two demonstrations designed to (1) test self-employment as a social and economic development strategy for recipients of AFDC, and (2) identify policy barriers to improving the economic well-being of this population. The authors collected data through interviews with program participants and program operators and used secondary data contained in operators' management information systems and state Department of Human Services electronic files. Program results showed that self-employment is a viable social and economic development strategy for self-selected welfare recipients who receive business training and assistance in locating operating capital. “New” social welfare policies are often actually policies borrowed from other states or nations. This paper reviews the recent theoretical developments in understanding the processes of policy transfer and presents a “policy transfer” model that can be a useful heuristic tool for social workers engaged in policy making. It discusses how the field of social work can benefit from understanding the factors underlying successful and unsuccessful policy transfer, and argues for the inclusion of the study of policy transfer in social welfare policy courses.  相似文献

A comprehensive body of comparitive material has been produced which looks at the similarities and differences betwen welfare regimes whether along continuums measuring degrees of commodification, service structure or social care models employed. However there has been a concentration on structural and institutional factors and a lack of recognition of the important consequences for the practice of welfare professionals within these welfare states of the values and ethics they bring to their work. This article seeks to explore the commonalities and differences between the value bases underpinning the work of welfare professionals in Denmark and Britain. Through an examination of the writings of Freire, Kierkegaard and Grundvitg in Denmark and the work of those espousing a framework for anti-discriminatory and anti-oppressive practice in Britain. The article examines the similarities in values bases expressed around key issues such as human nature, power/oppression, liberation/empowerment and praxis. It concludes by suggesting that it is around the notions of equality and difference that the most obvious discontinuities occur. It concludes by calling for a recognition of the way in which an appreciation of our differences can lead to increased understanding and improved practice.  相似文献

Abstract

This study compared two different approaches to assessing the level of public support for social welfare spending at the state government level. The first approach focuses on the degree to which the public supports state government's involvement in public welfare spending. The second approach identifies the importance the public places on social welfare spending when compared to other possible functions of state government. Using Alabama data, the paper examined changes in general and comparative public support for state budget expenditures from 1980 to 2000 in Alabama. In addition, we examined the effectiveness of sociodemographic and attitudinal characteristics of respondents as predictors of both general and comparative support for three social welfare functions of state government. Support for “benefits for poor people” grew both generally and comparatively in the 20-year period; support for programs for older people remained steady; and support for mental health services declined. ABSTRACT

This article investigates the role of the welfare state in maintaining state authority by testing the relationship between participation in state social programs and the espousal of ideals that reject the sovereignty of the existing state. We use the case of Puerto Rico, drawing on surveys of residents of Puerto Rico regarding their participation in social welfare programs and their views on the legitimacy of the U.S. state, distinguishing between means-tested and universal social programs. The research demonstrates that the form and extent of social citizenship programs affect the continued acceptance of authority of the U.S. federal government over the island’s territory and population. Specifically, the use of means-tested social benefits predicts a greater acceptance of the authority of the sovereign state. These findings may be considered broadly informative to the power of social welfare programs in garnering quiescence among minority populations, expanding the existing literature to illustrate differences in opinion of state legitimacy based on the type of social benefits one receives.  相似文献
