ABSTRACT

In this article, we examine the different licensing and payment policies in the United States for kinship foster care and assess the potential impact of licensing policies on the likelihood that grandparents or other kin will become licensed as formal kinship foster care providers. With this information, discussion is presented that outlines possible barriers to formalized foster kinship care placement and identifies the need for changes in public policy that could lead to increased program access for kinship foster caregivers.  相似文献

Families who care for patients with Alzheimer's disease face severe psychosocial problems. This paper presents a comprehensive approach for social work practice with such families. The use of both clinical and social interventions is recommended to assist families in managing daily activities, alleviating stress, planning for long term care and coping with the emotional sequelae of the disease. Information-giving, teaching, and advocacy are stressed as a way of providing families with the tools they need to cope with the problems of caring for someone with a chronic, degenerative condition.  相似文献

While the mental health needs of looked‐after young people have been described in a number of clinical studies, the views of looked‐after adolescents themselves concerning their mental health needs have only rarely been reported. This study used focus groups to elicit the ideas and experiences of looked‐after young people in two local authorities in England. Front‐line carers in the region were also surveyed. Young people and carers were agreed in highlighting the damaging effects of the discontinuity and change experienced in the looked‐after system. Young people emphasized the importance of exercising choice and control when seeking and receiving support and identified the value of positive role models provided by ‘survivors’ of the care system. Carers reported high levels of risk behaviour, particularly self‐harm, among young people in children's homes. These differing perspectives need to be openly acknowledged and negotiated within care settings in order that relevant and accessible therapeutic and support services can be offered to looked‐after adolescents.  相似文献

ABSTRACT

This study focuses on grandchildren (Generation 3 or G3) caring for grandparents (Generation 1 or G1) and uses agent-based modeling to conceptualize and test a model of two factors—capability and motivation—that may affect a G3's decision to provide care for a G1. We tested our conceptual model and found that the simulated proportion of G3 caregivers has concurrent validity with existing empirical data. In experiments conducted with the validated model, we investigated universal- and targeted-policy changes (tax credit for caregivers) and found that although the universal-policy change increased G3 caregiving overall, a policy change targeting low- and middle-income caregivers was even more successful.  相似文献

Based on qualitative research of the experiences of 23 kin caregivers and five school personnel, this article explores the role of informal kinship care in addressing the needs of school-age children left behind in rural China. The findings of this study suggest that kin caregivers' child-rearing capacity is limited in the rural context, and they are often overwhelmed by children's diverse and complex needs, particularly their emotional ones. In view of the huge population and their vulnerability, it is imperative for the state to take up its responsibilities and develop specific social work services and other support for children left behind and their families.  相似文献

Currently, there is no one uniform accepted or acceptable definition of elder maltreatment. As an important first step in the continued understanding of elder maltreatment, a differentiation is made between legal and social work definitions and a classification system for defining elder maltreatment from a social work orientation is suggested as a guide for assessment and intervention. Distinctions within each of three major categories of elder maltreatment (elder neglect, elder abuse and violation of the elder's rights) is presented.  相似文献

A non‐comparative design and mixed‐methods approach was used to examine the resilience and wellbeing of 20 children in the full‐time care of their grandparents. A self‐report measure of self‐concept and emotional wellbeing, and a semi‐structured interview were used to explore the personal experiences and impact of children living with their grandparents. Scores derived from the self‐report measure indicated that the children's self‐worth and emotional health were within the range expected of children of comparative age and sex. Qualitative data, however, suggested a complex emotional environment and a continuum of responses. Analysis revealed three themes that captured broad issues around Emotional health, Material factors, Current issues and Past experiences and Coping strategies. The results of the study reveal the ongoing concerns associated with the children's family circumstances, as well as the notable adaptation and resilience of the children in managing their life experiences.  相似文献

Youth in foster care may be separated from their sibling(s) for a myriad of reasons. Although empirical attention to sibling relationships has grown, an examination of what sibling(s) mean to children currently in foster care has not occurred. This study used open‐ended survey responses of campers who attended Camp To Belong, a summer camp that reunites children who are separated from their sibling because of their placement in foster care. Six different member camps across the United States of America administered camper surveys. Thematic analysis was used to examine 178 responses from campers. Five major themes were identified of what siblings mean to youth in foster care: bond, dependable, fulfillment, despair and impact of separation. Youth shared the positive and protective influence their sibling(s) have in their life as well as the challenges that are associated with being separated from their sibling while in foster care. Implications of the results of the study are provided for clinicians, foster parents, researchers and sibling policy.  相似文献

A primary task for youth aging out of foster care is finding and maintaining a job. In recognition of the challenges that foster youth face, employment assistance has become an important part of child welfare agencies' efforts to prepare youth for emancipation. The current study uses random assignment to evaluate the impact of an employment assistance programme for foster youth on the rate of employment, income and other self‐sufficiency outcomes among a group of adolescents in substitute care in Kern County, California. Data were collected via multi‐wave, in‐person interviews of 254 foster youth. At the second follow‐up interview, only two‐fifths of the sample report being employed. However, three‐quarters of the sample are either working or attending school, and a quarter reports both working and attending school. Nevertheless, significant minorities report experiencing financial hardships and receiving financial assistance. No statistically significant impacts of the evaluated programme are found on any measured employment or self‐sufficiency outcome. Implications for child welfare policy are discussed.  相似文献

For some youth in foster care, the closest family or family‐like relationships are with the foster parents with whom they have lived for extended periods of time. Nonetheless, child welfare agencies often do not explore these relationships and the potential they may hold for youth for legal permanence through adoption or guardianship. Recognizing that social workers often lack resources to help them initiate permanency conversations, Casey Family Services, a direct service child welfare agency in the USA, developed a tool that social workers can use to explore youth's sense of emotional security with their foster parents and foster parents' sense of claiming and attachment with youth in their care. The research literature that suggests that emotional security is a critical component of successful permanence provided the foundation for the development of the Belonging and Emotional Security Tool (BEST). When used with youth and foster parents, the BEST was found to advance meaningful permanency conversations. The authors provide case examples of its use and discuss future directions for using the BEST and broadening its application.  相似文献

Women and the households that they head are over‐represented among the most economically and socially disadvantaged households in Australia. Recent changes in the provision of housing assistance for low income households in Australia have distinct implications for women and this paper examines the implications of these changes. Shifting the emphasis in housing assistance away from publicly provided and rent‐controlled housing to direct subsidisation of rents for private tenants has important, largely negative, consequences for the health, affordability and security of housing for many women. This situation is made worse given the current housing affordability crisis in Australia; a crisis that extends across all private housing tenures.  相似文献

A large proportion of youth who become street‐involved have experience in foster care, and our sample of 92 street‐involved youth, aged 14–18 years, all had foster care experience. We report on (i) instability of guardians and home from birth to street involvement; (ii) the connection between perceptions about foster care and measures of well‐being; and (iii) the implications of these findings for understanding street‐involved youth and the role of foster care in their life. The average number of transitions per youth from birth to mid‐teens was nine. Youth with experience in permanent care first lived away from biological parents at age 8.5 years, and for those with temporary care experience, it was age 10 years. Foster care was one of many living situations and one of several sources of caregivers. If participants were satisfied with foster care, they were more likely to be currently hopeful and happy. Participants who experienced positive influences from at least one long‐term caregiver tended to have other positive caregiver experiences, and those with negative influences were more likely to also have a positive relationship with a female caregiver. Foster care was one of several ‘way stations’ in their lives, one whose meaning needs further study.  相似文献

Housing policy in Australia historically has focused on facilitating homeownership and creating some buffer for those households that are not homeowners. This paper explores the implications of this policy for older Australians. What is argued is that housing tenure has become a crucial divide and that older Australians who have not had the good fortune to access homeownership or public / community housing and who are dependent on the private rental sector as a result, often find themselves in desperate circumstances. The argument is developed that the failure to put in place a housing policy which would give all citizens the ability to access adequate and affordable housing, has led to a situation where a substantial and increasing number of older Australians have untenable housing costs and minimal disposal income. The article concludes that the present policy initiatives aimed at addressing the housing affordability crisis will have little impact on the situation of older people who are currently in housing stress.  相似文献

The task of fostering adolescents is unique, requiring skills, qualities, and information that acknowledge each young person's particular needs. This editorial summarises a range of research in this special issue covering parenting styles, transitions out of care, child sexual exploitation, and the needs of LGBTQ and separated teenagers. Three themes emerging from the papers are discussed: autonomy and control; risk, resilience, and trauma; and relationships, identity, and stigma.  相似文献

The rates of suicidal behaviours in youth with out‐of‐home care experience, particularly those who are on the verge of emancipation, appear to be alarmingly high. The purpose of the current study is to highlight the rates of suicidal ideation and behaviour in these youth, illuminating the empirical risk factors that may increase their vulnerability. We offer a review of screening measures and suicide interventions that may hold promise for administrators, practitioners, and researchers who wish to provide comprehensive assessment for transition‐aged youth with out‐of‐home care experiences and effectively treat those who may be at the highest risk.  相似文献

Among older youth transitioning from the foster care system, this longitudinal study examined the association of religious and spiritual capital to substance use in the past year at age 19. Participants consisted of African American (N = 179) and White non‐Hispanic (N = 133) older youth in foster care. Drawing from social capital theory, it was posited that religious service attendance (a proxy for religious capital) and belief in a spiritual force (a proxy for spiritual capital) would be inversely associated with substance use. Multiple logistic regression results indicated support for the first and second hypothesis for White foster youth only. Among White foster youth, more frequent religious service attendance and greater belief in a spiritual force were associated with a lower likelihood of illegal substance and polysubstance use. No association between religious or spiritual capital and substance use was found among African American foster youth. The findings underscore the importance of conducting spiritual assessments to help ensure older foster youth who have strong religious or spiritual orientations are in environments where they are accommodated and supported.  相似文献

This article charts the changing conceptualization of Travellers in relevant Irish central government policy statements since the 1960s, together with the accommodation policy initiatives devised on this basis. It interprets developments in this regard as a movement from assimilationism to integrationism to (weak) multiculturalism. The article also reveals a significant “policy implementation deficit”, which is manifested in two ways. Firstly, accommodation output has generally failed to meet central government targets and has consistently failed to reduce the numbers of Travellers living in unofficial encampments. Secondly, the type of accommodation provided has often been at variance with central government recommendations. Thus, an assimilationist policy statement has effected multicultural policy outcomes, while a multiculturalist policy statement has effected assimilationist policy outcomes. These patterns of accommodation output are related to various implementation variables—some long‐standing, others new—which have impeded the implementation of national policy by actors on the ground.  相似文献

Over the last 50 years, increasingly complex care (such as tracheostomy management, dialysis or enteral feeding) has shifted from hospital to home, with a concomitant rise in patient self-management and care given by family members. Recognition of the importance of the contribution of family care to the health system is also growing. This article reports the findings of a New Zealand study which explored the experiences of family carers who manage technical health procedures at home. It then draws attention to some broader issues raised by shifting complex care from professional management in hospital settings to family care at home, namely the ways in which complex home care blurs the boundaries between professional and family care (creating the ambiguous position of the expert carer) and questions of safety and responsibility in family care. We also discuss the implications for policy around family caregiving in New Zealand. Given the potential physical and mental health impacts of caring, it is time for renewed consideration of what family carers should be expected or allowed to manage and how the health system can support them in their important role.  相似文献
