Women's empowerment has been one of the declared goals of Bangladesh's national development program, and microfinance is playing a leading role in bringing about the realization of this program. Since one of the intended goals of microfinance is to empower women, this concept paper attempts to investigate the success rate — does microfinance truly empower or is it a case of disempowering through “empowerment”? The effectiveness of microfinance today has been a debatable subject in the economic and social work realms, in which it is considered a viable tool for women's empowerment. Although there are scores of studies that demonstrate that microfinance has a significant impact on livelihood and improves the living standards of women by reducing poverty, this paper contests those claims.

ABSTRACT

This study draws from bargaining theory to examine whether microfinance, a range of financial instruments such as micro-loans to support micro-enterprises, affects women's participation in household decision-making operationalized by whether women play a role in household decisions about large purchases, small purchases, going out to meet friends and family, and health care among a nationally representative sample of 6,150 women between the ages of 15 and 49 years in Bangladesh. Bargaining theory suggests that decision-making in households is conflictual but conflict can be mitigated through bargaining. Central to bargaining power of women is control over resources, assuming that household decision-making involves making economic decisions. Logistic regression analysis was used to test the interaction effect of microfinance and control over resources on decision-making power in the household utilizing the nationally representative Bangladesh Demographic and Health Survey 2011. Results revealed that microfinance participants with control over resources reported higher odds of decision-making power (OR = 4.3, p < 0.05) when compared to microfinance participants without control over resources (OR = 1.22, p < 0.05) but less than women who did not participate in microfinance but had control over resources (OR = 5.2; p < 0.05). In conclusion, control over resources play an important role in bargaining that increases odds of having decision-making power in the household, even for women who do not participate in microfinance. The study findings contribute to both social work practice and research on low-income populations as it allows an understanding of the importance financial access and financial know-how while it sheds light on how precarious women's lives can be as they navigate income-generating financial systems that interfere with gender norms, which may have negative consequences. These findings are particularly important for practitioners working in the area of women's empowerment who would do well to emphasize the need for building financial capability so that women are able to garner control over their own and familial resources, whether or not they participate in empowerment programs like microfinance, which in turn gives women voice and agency. Meanwhile, future researchers are well positioned to examine the kinds of specific skills that best predict increases in women's decision-making power in the household as well how gender dynamics play into the decision-making process.

This paper exposed the major challenges that the non‐governmental organizations (NGOs) face in improving development ownership among vulnerable people in community empowerment projects in Bangladesh. The finding, based on a qualitative research approach, used multi‐method data collection procedures. Data were collected from two NGOs, Proshika and Practical Action Bangladesh (PAB), working with two vulnerable communities—blacksmiths and goldsmiths. The results showed that NGOs faced a number of challenges, including lack of understanding about the local context, initiatives to localize global development tools, developing partnership, and space for local people in the development processes. The paper argued that, without securing development ownership, the NGOs’ activities toward community empowerment of vulnerable people would not be possible. The findings of the paper would be valuable guidelines for policy makers, development practitioners, NGO workers, and academicians.

Poverty is multidimensional in nature and exists in every part of the world. Microfinance is considered one of the most important programs to achieve poverty reduction, particularly in Bangladesh. It has been estimated that nearly 45% of Bangladesh's population lives below the poverty line. This qualitative research study was conducted in order to determine the effectiveness of microfinance programs and the contributing factors to the high‐level of poverty among microfinance beneficiaries in the district of Bogra, Bangladesh. Study findings indicated that microfinance programs were ineffective as a result of high interest rates; insufficient loans; unproductive use of loans; corruption and poor skills of microfinance institution staff; weekly repayment schedules; and physical and mental harassment of poor women. Additionally, the lack of employment opportunities, education, healthcare facilities and social safety nets; natural disasters; the dowry system; and the rising cost of basic daily needs have also contributed to chronic poverty.

ABSTRACT

Microfinance institutions (MFIs) typically offer small credit services with no collateral to low-income clients, particularly women microentrepreneurs. Evidence suggests that microcredit services are an effective tool for the social and financial empowerment of women and have a significant impact on maternal health, children's education, and sustainable economic growth. With multiple financial institutions offering various microfinance services, women's participation as borrowers has changed. We examine the variation in women borrowers’ participation rates in 105 developing countries by analyzing participation rates using selected determinants such as legal status, outreach, external control, and target clients. Results indicate a preference for unregulated MFIs, particularly nongovernmental organizations (NGOs), which suggests that in spite of the advent of formal financial institutions, women in developing countries are more likely to seek loans from grassroots MFIs. However, with more commercial banks offering microcredit and microsavings with a preference for borrowers with assets, women could be left behind. This raises important questions regarding the objectives of microfinance services and empowerment of women. Future studies should examine the impact of transformations of NGO MFIs on low-income women clients.

Individuals living in long-term care facilities and the professionals working with them are seeking methods to enhance resident choice and self-direction in personal care and internal community planning. This article presents findings from a study examining the incidence of empowerment opportunities in two resident council groups in assisted living facilities; one group used a resident leadership model and the other used an administrative leadership model by residents' choice. Results indicate that even with health and mental health challenges, residents were able to exercise choice in complicated situations under both leadership models, suggesting that resident council groups are a beneficial empowerment strategy.

People labelled with disabilities in Chuadanga, Bangladesh, are denied equitable access to social networks and formal services. In terms both of funding future formal service programmes and of designing community‐based outreach programmes, this lack of access is not a simple reflection of one's impairment but a facet of the social exclusion and stigma that is culturally ascribed to disability in Chuadanga. We utilize a social model to focus on the cultural processes initiated by the onset of illness or impairment. Our participants are drawn from four types of diagnosed disability: blindness, orthopaedic impairment, hearing impairment and mental disorder. Although this inquiry is in line with Daly's focus on how future spending on formal services to promote care and equity in Europe can be helped by searching out information that is often ignored, the particular focus of this study is Chuadanga and the research questions incorporate a disability studies perspective. The authors consider care as a social good and an expenditure of social capital, in reviewing findings from a recent empirical study of disability and employment in the Bangladesh district of Chuadanga. Regardless of disability, poverty can be a morally and socially devastating ordeal. However, the authors conclude that the added loss of social solidarity and equitable access, due to the social exclusion and stigma of disability for the families concerned, make it statistically far less likely that they will access formal services or be able to escape poverty.

This paper presents results of two contingent valuation surveys conducted in Bangkok measuring individuals’ willingness to pay (WTP) to reduce mortality risk arising from two risk contexts: air pollution traffic accidents Results from the risk perception survey disclose that respondents view the two risks differently. WTP to reduce air pollution risk is influenced by degrees of dread, severity, controllability and personal exposure, while WTP to reduce traffic accident risk is influenced by perceived immediate occurrence. Nevertheless, the value of a statistical life (VSL) for both air pollution and traffic accidents are comparable (US$0.74 to $1.32 million and US$0.87 to $1.48 million, respectively). This indicates that the risk perception factor alone has little impact on the VSL, a finding similar to previous studies using program choice indifferences.JEL Classification: I18, D61, J17, J28  相似文献
