In the last decades it has been necessary to face emergencies due to big crisis events caused by anthropic and natural events. In particular modern technological systems have reached such a high level of complexity that even a simple event can influence correct behavior with potential catastrophic consequences. The security and economy of technologically developed countries depends on the correct behavior of this infrastructure and on the continuity of the services that they grant. In this framework, risk management assumes an important role focusing on policies for vulnerability reduction and after-crisis management. It imposes a multidisciplinary and transnational approach in order to establish a common strategy between different countries, studying how to be prepared for disasters and prevent disaster damage. In this paper a preliminary analysis of risk categories is presented, suggesting a number of tentative proposals for risk reduction.  相似文献

When considering how to allocate scarce resources for the development of public infrastructure, many countries have a tendency to neglect maintenance in favor of new infrastructure investment projects. We examine the role of maintenance expenditures on output and on the distribution of wealth in a heterogeneous agents model. In our model, maintenance affects the quality of existing infrastructure and thus the flow of services derived from it. Furthermore, maintenance expenditures also affect the depreciation rates of both public infrastructure and private capital. We calibrate our model to Mexico and consider several policies that increase the flow of resources to infrastructure and find that a policy that allocates all additional resources to new investment is dominated by policies that allocate at least some of the additional resources to maintenance. Specifically, focusing all additional resources on maintenance is shown to generate the largest reduction in inequality, while a more balanced policy that increases both investment and maintenance maximizes output growth. This article examines the effects of public spending reallocations on economic growth. Assembling a disaggregated public spending dataset of 83 countries over the 1970–2011 period, we show that spending reallocations toward education, from health and social protection, have significant growth‐promoting effects across a wide range of countries' income levels. However, income heterogeneity matters, particularly when reallocations involve infrastructure spending. Specifically, a reallocation from this spending to education also promotes growth, albeit primarily when a country's income level is low. This occurs because the effects of infrastructure spending are particularly weak in low‐income countries, possibly due to the low quality of governance. (JEL O43, H50, O11)  相似文献

This paper investigates the relationship between changing community context and out-migration in one of today's poor countries, seeking to document the various mechanisms by which infrastructure affects the migratory behavior. We focus on the expansion of social and physical facilities and services near to rural people's homes, including transportation, new markets, employment, schools, health clinics, and mass media outlets such as movie halls. We draw upon detailed data from Nepal to estimate the hypothesized effects. The direct effects of expanding economic and human capital infrastructure are clearly negative, reducing out-migration. However, increased economic infrastructure is associated with a greater accumulation of human and social capital among respondents and their parents. Through these intervening mechanisms, economic and social infrastructure increased the odds of migrating out. These results reveal the often countervailing nature of short- and long-term effects of economic and social change and the complex pathways influencing migration outcomes.  相似文献

Governments in developing countries have encouraged private sector investment to meet the growing demand for infrastructure. According to institutional theory, the role of institutions is paramount in private sector development. A longitudinal dataset of 40 developing economies between 1990 and 2000 is used to test empirically how different institutional structures affect private investment in infrastructure, in particular its volume and frequency. The results indicate that property rights and bureaucratic quality play a significant role in promoting private infrastructure investment. Interestingly, they also suggest that countries with higher levels of corruption attract greater private participation in infrastructure.  相似文献

This article analyses demand constraints on agricultural growth in seven countries of East and Southern Africa using an applied general equilibrium framework. It finds that both traditional and non‐traditional export crops have limited potential to raise incomes because of demand constraints (for traditional exports) or a relatively small base (for non‐traditional exports). The best prospects for agriculture‐led growth remain in the food sector, where domestic demand represents a large and growing market. Improvements in market efficiency and simultaneous growth in the livestock sectors can help spur demand further and avert falls in prices. Achieving rapid gains in farm incomes, however, also requires investment in rural infrastructure to reduce marketing costs, and demand‐ enhancing growth in the non‐agricultural sector to spur demand.  相似文献

We provide evidence on the existence of short-run trade diversion effects towards third countries as a consequence of tariff shocks. We exploit sudden policy changes in the context of the trade dispute between the United States and China in 2018. Based on a data set covering monthly product-level information on US imports from 30 countries for the period 2016 until May 2019, we employ a difference-in-differences estimation framework. Doing so, we can show a strong negative direct effect of US tariffs on US imports from China, but do not find evidence for significant short-run trade diversion effects towards third countries.  相似文献

Despite improvements in the policy environment, sub‐Saharan Africa's share of foreign direct investment (FDI) in developing countries continues to decline. This article provides an explanation for the deterioration in SSA's FDI global position. It argues that, although SSA has reformed its institutions, improved its infrastructure and liberalised its FDI regulatory framework, the degree of reform has been mediocre compared with the reform implemented in other developing countries. As a consequence, relative to other regions, SSA has become less attractive for FDI. An important implication of these results is that in a competitive global economy, it is not enough just to improve one's policy environment: improvements need to be made both in absolute and relative terms.  相似文献

In the world’s largest free trade area, the Regional Comprehensive Economic Partnership (RCEP) agreement will gradually eliminate tariffs on over 90% of member countries’ goods over the next 36 years. We construct a tariff policy effects evaluation framework based on the complex network theory. In this framework, the standard Global Trade Analysis Project (GTAP) model is recursively extended to generate forecasted data of bilateral trade. Based on this, we model the RCEP manufacturing trade networks and analyze the response of its core–periphery structure to the tariff concessions. Then, we evaluate policy effects on the evolution of trade patterns based on motif analysis. Finally, we construct separable temporal exponential family random graph models (STERGM) to explore the influence path and degree of the new tariff agreement on the evolutionary mechanisms of trade networks.  相似文献

This article reviews the arguments for promoting private investment in infrastructure as a basis for poverty reduction in developing countries. It describes the experience leading to the development of international ‘facilities’ intended to address impediments to private investment. It then explores three ‘levels’ of literature: that of the facilities themselves, of donor organisations, and of academic authors. At each, it investigates the rationale and causal pathways leading from support for private investment to pro‐poor outcomes. It finds there is a possible but not necessary association between private investment, economic growth and poverty reduction, but the causal chain is poorly understood. Maximum residue level (MRL) regulations in plant products can create unnecessary trade barriers on one hand and enhance demand via risk mitigation or quality assurance on the other. We stipulate a generalized gravity equation model to disentangle the effects of MRLs on the import demand and foreign exporters' supply. Applying the framework to the MRLs on pesticides imposed by high‐income Organization for Economic Co‐operation and Development countries, we find that the MRLs jointly enhance the import demand and hinder foreign exporters' supply. In addition, exporters from the less and least developed countries are more constrained by the MRLs than their competitors from the developed world. (JEL F14, Q17)  相似文献

Managing stormwater and wastewater has been a priority for cities for millennia, but has become increasingly complicated as urban areas grow and develop. Since the mid-1800s, cites often relied on an integrated system of underground pipes, pumps, and other built infrastructure (termed gray infrastructure) to convey stormwater away from developed areas. Unfortunately, this gray infrastructure is aging and often exceeds its designed capacity. In an effort to alleviate issues related to excess stormwater, many urban areas across the United States are interested in using green infrastructure as a stopgap or supplement to inadequate gray infrastructure. Green infrastructure and other greenspace promote interception and/or infiltration of stormwater by using the natural hydrologic properties of soil and vegetation. Furthermore, there are numerous ancillary benefits, in addition to stormwater benefits, that make the use of greenspace desirable. Collectively, these ecosystem services can benefit multiple aspects of a community by providing benefits in a targeted manner. In this paper, we present a framework for balancing stormwater management against ancillary benefits of urban greenspace. The framework is structured around the Millennium Ecosystem Assessment ecosystem service categories: provisioning, cultural, regulatory, and supporting services. The purpose is to help communities better manage their systems by 1) allowing stakeholders to prioritize and address their needs and concerns within a community, and 2) maximize the ecosystem service benefits received from urban greenspace.

This article contains two distinct messages. First, when jurisdictions compete in two independent strategic variables, the decision to coordinate on one variable (a tax rate) induces a carry‐over effect on the unconstrained instrument (infrastructure expenditures). Consequently, classical results of the tax coordination literature may be qualified. A second message is that the relative flexibility of the strategic instruments, which may depend on the time horizon of the decision making, does matter. In particular, tax coordination is more likely to be detrimental (in terms of revenue and/or welfare) when countries can compete simultaneously in taxes and infrastructure, rather than sequentially. Infrastructure privatisation aimed to finance capital investment and improve efficiency, but the results have been disappointing because of the mismatch between privatisation theory and the characteristics of infrastructure and utility projects in developing countries. This article reviews the evidence and seeks to explain the results in terms of the high capital costs and low revenues that have necessitated public financing and risk‐sharing, diluting private incentives and requiring regulation. However, it argues that the emphasis on strengthening weak regulatory capacities in poor countries is misplaced, because these are the outcome of the development process, and are constrained by technical capacities, informational problems and the resources available. In this context, infrastructure privatisation is argued to be inappropriate for developing countries.  相似文献

Since the early 1980s, international migration has moved beyond humanitarian, economic development, labour market and societal integration concerns, raising complex interactive security implications for governments of migrant sending, receiving and transit countries, as well as for multilateral bodies. This article examines the effects of international migration on varied understandings and perceptions of international security. It discusses why international migration has come to be perceived as a security issue, both in industrialized and developing countries. Questions are raised on the migration-security nexus and the way in which the concepts 'security' and 'migration' are used. The real and perceived impacts of international migration upon national and regional security, both in industrialized and developing countries, are analysed. The policies developed by governments and multilateral agencies since the mid-1980s to mitigate the destabilizing effects of certain kinds of international population movement and human displacement are examined. The conclusions stress the need for the establishment of a comprehensive framework of international cooperation among origin and receiving countries and international organizations to address the destabilizing implications of international migration.  相似文献

This paper seeks to address the relationship between acceptance of land use policies and differing understandings of place. Drawing on literature about technologies of the imagination and literature about infrastructure, it suggests that a synthesis of certain aspects of these two theoretical orientations produces a model that can be used to conceptually as well as practically explain the acceptance or rejection of policies. Technologies of the imagination here refer to phenomenon whose outcomes are not fully conditioned, and infrastructure acts as the underlying framework on which these technologies operate. This paper explores this relationship via a comparative case study: former Canadian federal government policy speeches; historical and contemporary popular portrayals of the ‘North’; and contemporary lived Inuit experiences at a Canadian mine site. The imaginings of space are very different between the two publics that are exposed to them: the Canadian southern audience and the Inuit northern audience. This paper proposes that this disparity and policy complex is best understood as a system that works on technologies and infrastructures as creating and being constituted by imagination. This framework explains how the gap between southern policies and northern priorities persists, and why it will continue to persist in the current political system.  相似文献

Feminist economists and heterodox macroeconomists have contributed substantively to the body of research that explores the distributional effects of macro policies. This work explicitly addresses the livelihood problems created by neoliberalism and, in addition, it provides a pathway for identifying financing mechanisms. Building on earlier work by Seguino and Grown (2006), this article synthesizes and elaborates the major contributions of this body of gender and macro research and, from this, extrapolates macro‐level policies and tools that support gender equality. Among the tools identified is targeted government spending on physical and social infrastructure, the latter a relatively new conceptual tool that is discussed in detail. A key argument is that financing for gender equality that raises economy‐wide productivity can be self‐sustaining. As a result, both physical and social infrastructure spending have the ability to create fiscal space. This possibility offers a financing framework for gender equality expenditures. A contribution of this article is to critique mainstream monetary policies and identify alternative approaches that expand the toolkit to achieve gender equality goals.  相似文献

It is widely recognized that the coordinated development between urban and rural areas can not only narrow gaps in infrastructure between urban and rural areas, promote balanced development in rural areas in terms of society, economy and environment, but is also an effective way to address issues facing agriculture, rural areas and farmers. In line with this, development of infrastructure projects has been an important means for promoting coordinated urban-rural development in developing countries (such as China). However, there is a lack of indicators that can be used to assess the contribution of infrastructure projects to coordinated urban-rural development. This paper thus attempts to present a set of critical indicators for evaluating the contribution of infrastructure projects to coordinated urban-rural development in the particular context of Chongqing, Western China.First, a list of optional indicators that are with potential for assessing the contribution of infrastructure projects to coordinated urban-rural development is presented based on examination on related project feasibility reports, official reports and literature. Then 42 indicators are identified from the optional list through a questionnaire survey. By using the data collected, the relative level of significance of each indicator is derived. Finally, an indicator system consisting of 19 critical indicators is established based on results of principle component analysis. The applicability and significance of the identified indicators for assessing the contribution of infrastructure projects to coordinated urban-rural development are discussed as well.  相似文献
