Chilean governments since 1990 have relied on economic growth to generate employment, higher wages and better conditions of employment. But the results of this policy have been mixed: quantitative improvements in employment and wages have not been matched by improvements in job quality. Contrasting Chile's seemingly rigid regulatory framework with its actual labour market flexibility, the authors stress the importance of employment conditions in assessing labour market performance. They empirically explore the effects of individual and job characteristics on employment and income‐generating capabilities, whose most powerful determinant, they find, is employment under an open‐ended contract. They conclude with a discussion of policy implications.  相似文献

This article assesses the effects of combining fiscal austerity with policies aimed at reducing labour costs and, in doing so, sheds new light on current policy debates. Taking a global perspective, the authors explore the aggregation problem by proposing a stylized analytical macro‐model with explicit distribution dynamics. In this framework, flexibilization policies that suppress the labour share trigger global feedbacks that result in a downward spiral, with contraction even in export‐led economies. The initial gains of more competitive economies are shown to be ephemeral. In the long term, the world economy is essentially wage‐led and responds positively to coordinated Keynesian stimuli.  相似文献

A major focus of India's ongoing policy debate over labour market flexibilization has been the statutory requirement that firms employing 100 or more workers cannot dismiss employees without prior government permission. The case for repealing that requirement (or greatly increasing the workforce threshold) is notably underpinned by Basu, Fields and Debgupta (2009). Here, the author challenges their particular theoretical argument for hiring and firing at will based on the voluntary signing of contracts, demonstrating that their general policy conclusion is logically unsustainable even within the framework of that model. The case for labour market flexibilization through voluntary contracting thus remains unfounded.  相似文献

In Europe, there are four main active labour market programs: training, job search assistance, wage subsidies and subsidized public sector employment. Literature indicates that among all four, job search assistance, which includes mentoring, is the active employment policy with the most positive results. This paper, an output of an European funded project work package, is aimed to answer the question ‘What is there that says that mentoring is effective in job place retention?’ In order to answer this question, we conducted a literature review. In terms of content, our literature review’s results could be categorized into 14 main topics: Retention, Employee, Supervisor, Leadership, Education, Health Care, Management &; Marketing, ICT &; IT, Finance, Programme, Benefits, Mentee, Mentor, Less positive about mentoring. In addition to the academic literature review, we conducted a review in four different EU countries: Cyprus, Romania, Hungary and Portugal. Based on these reviews we will discuss the recommendations considering the three types of actors present in an effective mentoring process: mentoring coordinator, mentor and mentee.  相似文献

This note provides an update on the ongoing debate over the World Bank's Doing Business project with a particular focus on its “Employing Workers” index, which is intended to measure difficulty of hiring, rigidity of working hours and difficulty of firing. The authors review the findings of studies that have used this index or been influenced by it and of those that inspired its construction. They go on to examine criticisms of this instrument, highlighting both conceptual and empirical problems. The elements that we usually include under the concept of “labour market institutions” exert a clear influence on the workings of the labour market. However, the assessment of labour market policies and institutions remains mostly focused on their impact on the quantity of jobs, while people’s well-being depends crucially on how good their jobs are. This paper is a modest attempt to contribute some evidence and insight to the debate on the effects that particular institutional configurations have on the generation of high-quality employment.  相似文献

What is the long‐term effect of the emerging predominance of the dual‐earner family? This study uses data from 3 national household panel surveys—the British Household Panel Survey (N= 16,044), the German Socioeconomic Panel (N= 14,164), and the U.S. Panel Study of Income Dynamics (N = 7,423)—which provide, for the first time, clear and direct longitudinal evidence of change in the balance of domestic labor within couples: evidence that women make large adjustments in their domestic work time immediately upon entering full‐time paid work and that men exhibit a less obvious pattern of lagged adaptation, showing larger increases in domestic work in successive years.  相似文献

Historically, the development literature concerned with Latin American labour markets has focused on job numbers and productivity. But given the persistence of large shares of informal and now otherwise precarious employment, the authors argue that meaningful analysis also requires consideration of the implications of occupational status for the quality of employment. Based on empirical evidence from recent decades, they conclude that most dimensions of this concept – including social protection – depend on the conclusion of a written contract of employment. This finding leads them to outline policy options for stabilizing formal employment and securing adequate funding for social protection.  相似文献

Over the period 2002–11, the Colombian labour market saw a marked improvement in employment opportunities, accompanied by an increase in nonstandard forms of employment. The authors look at how this affected employment quality, using a composite index based on Categorical Principal Components Analysis (CATPCA). They observe a small but widespread improvement in employment quality – mainly for self‐employed women – brought about by higher earnings, increased social protection and less time‐related underemployment. However, a considerable “quality deficit” remains, which calls for policies to strengthen labour market institutions and stimulate productivity and investment.  相似文献

Employment patterns are gender‐driven, yet analyses of women's employment have yet to explain this diversity across time. This article examines the variation in women's employment patterns across time and across countries. It focuses on the effects of individual differences in educational level, marital status and motherhood in The Netherlands, Germany and the UK across four birth cohorts for the period 1992–2002. The results from a quantitative study using panel data confirm the diversity in women's employment. At the same time, cross‐country variation is evident. While the results of this study confirm the diversity evident in women's employment patterns, they also attempt to explain the nature of this diversity. The analyses presented in this article demonstrate that the diversity in women's employment is persistent, yet dynamic. Furthermore, the diversity in employment is clearly marked by the division between parental and non‐parental employment, which has important implications for our theoretical understanding of women's employment.  相似文献

The purpose of this study was to construct a conceptual understanding of the motivations of grandmothers and mothers to provide and utilize child care by grandmothers in Korea. Grounded theory methods were used to collect and analyze interview data with 21 matched pairs of caregiving grandmothers and employed mothers. The grandmothers' motivations were concern for their adult children's well‐being and a feeling of responsibility to fulfill their parental responsibility for support. The mothers' motivations were the benefits they received as employed mothers and their trust of family care with prior expectations of the grandmothers' support. The core category integrating the findings was bilateral familism supporting traditional gender role ideology. The results suggest that changes from patrilineal to bilateral kinship interactions have been largely based on the influence of familism, which has created a cultural setting of expectations for downstream intergenerational support to maintain traditional gender roles despite increased maternal employment.  相似文献

This register-based study examined the importance of education on labour market participation among young refugees in Sweden. The study population consisted of unaccompanied (n?=?1606) and accompanied refuges (n?=?4142), aged 23–26 years in 2006–2010, after 7 years of residence in Sweden. Native Swedish, aged 24 years (n?=?347,255) constituted the comparison population, with intercountry adoptees (n?=?6689) as an alternative reference group. Gender-stratified multinomial regression models indicated that unaccompanied and accompanied male and female young refugees had higher risks of being in insecure work force and NEET compared to native Swedes with comparable levels of education. However, young refugees and intercountry adoptees with primary education had similar risks of poor labour market outcomes. The educational differences within each group concerning the risk of being in insecure work force were comparable. With the exception of unaccompanied females, secondary education seemed to be less protective against being in NEET among young refugees compared to native Swedes and intercountry adoptees. We conclude that while young refugees face employment disadvantages, education has the potential of mitigating poor labour market outcomes in this group.  相似文献

The authors use time series econometric analysis applying non‐stationary panel data methods to estimate the relationships between employment protection legislation and legal protection of different forms of employment (part‐time, fixed‐term and agency work), and economic outcomes, with a data set based on the Centre for Business Research Labour Regulation Index (CBR–LRI), covering 117 countries from 1970 to 2013. Findings suggest that these laws have become significantly more protective over time and that strengthening worker protection is associated with an increase in labour's share of national income, rising labour force participation, rising employment, and falling unemployment, although the observed magnitudes are small when set against wider economic trends.  相似文献

This study explores the impact of adolescent part‐time work experience on problem behaviors in the South Korean context. To achieve this, propensity score matching (PSM) analyses were employed based on data from the Korean Education Employment Panel (KEEP). Results indicate that adolescents' part‐time employment during their secondary school years had significantly undesirable effects on drinking and smoking, even after preexisting differences between the two groups (i.e., those adolescents who participated in part‐time work and those who did not) were controlled by PSM. However, an insignificant difference was detected in the likelihood of running away from home. Implications of the results are discussed in terms of changes in the meanings of adolescence and of participating in part‐time work in South Korea.  相似文献
