This paper studies how the school choice policies that subsidize private school attendance using public funds affect the spatial distribution of private schools in the United States. Private school choice programs enacted between 1997 and 2010 are examined and linked to private school provision 2 years later. The paper finds that school choice policies lead to more private schools where the input to public schools is lower and the pool of students with special needs is larger. Yet the introduction of means‐tested school choice programs does not necessarily lead private schools to locate in low‐income neighborhoods. (JEL I2, H4, R3)  相似文献

While a substantial literature has established returns to college major and to school quality, we offer the first such estimates for Master's of Business Administration (MBAs). To control for their nonrandom selection of fields, we estimate the returns to MBA concentrations using both ordinary least squares (OLS) with detailed control variables and including individual fixed effects. We find approximately 7% returns for most MBAs but roughly double that for finance and management information systems (MIS). Thus, MBA area of study can matter as much or more than program quality: only attending a top 10, but not 11‐25, MBA program trumped studying finance and MIS at a nontop 25 program. This paper uses laboratory evidence from public goods games to examine how in payoff-equivalent situations, decision makers contribute toward private or public goods when they are exposed to different kinds of risks and uncertainties in the provision of these goods. We find that location matters with subjects moving away from the environmental uncertainty in favor of strategic uncertainty when that uncertainty is located on the private good. When the uncertainty relates to the public good, subjects face both kinds of uncertainties on the same good, leading to a significant drop in contributions. An opportunity to reduce uncertainty increases cooperation. ( JEL C90, D81, H41)  相似文献

This analysis explores whether propositions and empirical findings of contemporary theories of organizations directly apply to both private product producing organizations (PPOs) and public human service organizations (PSOs). Eight central characteristics are compared: organizational values and goals, incentives, organizational structure, raw materials, power-dependency relationships, technology, revenues and accountability, and environmental constraints. Major differences between PPOs and PSOs suggest that organization theories developed from findings about PPOs inadequately describe PSOs. Comparative research would demonstrate the need for new models of these organizational types. Since these types derive from contradictory assumptions and have differing characteristics, each should be sampled to the other's exclusion and generalizations made only to that type. The findings refute the popular assumption that all PSOs can privatize with equal success This is not a failure by PSOs to achieve PPOs' standards; rather the types pursue different values and accomplish different goals.  相似文献

Innovators may have incentives to incur the expense of the search for new knowledge even if others can use the results without contributing to the costs of the search for them. Why? Assume firms choose their actions independently. Assume new knowledge is a free public good: a firm can make the product at lower cost even if it spends nothing on research, if another does the research. The most plausible noncooperative equilibrium in this situation is stochastic: firms will decide what to do on the basis of a random device. The theory determines the probability that the firm spends nothing, or something, on research. In consequence, no firm can be certain that a rival will do the research; no firm can be certain of becoming a free rider. In consequence, there will be no relation on average between returns on research-outlays and size of outlays; but the yield on research always will be positive. Innovation can lead to differences among firms, but these differences should not persist, as firms can gain by eliminating them. In a non-cooperative equilibrium, where firms have different cost conditions, the allocation of output among them is inefficient. Such inefficiency can be eliminated if information about methods of production is sold, say by way of licensing. But royalty receipts are a very small fraction of total revenues, even in research and development intensive industries such as chemicals and scientific instruments. Merger is another avenue of cooperation. The theory which assumes research results are private predicts a positive relation between merger activity and technical change. Empirical evidence for the 1879–1930 inverval supports this prediction.  相似文献

We study the minimal contributing set (MCS) game, a three‐person sequential step‐level public goods game. The behavior of critical third players changes with experience in this game even though they face no strategic or payoff uncertainty. We explore why these changes occur by manipulating subjects' experience in the first half of the experiment. The treatments give subjects very different initial experiences, but all treatments move subjects' choices toward experienced subjects' play in the control sessions. Long‐run play is indistinguishable across treatments. Our results are more consistent with the “discovered preferences” hypothesis ( Plott 1996 ) than either the “constructed preference” or “reference point” hypotheses. (JEL H41, C72, C92)  相似文献

This paper reports on a series of laboratory experiments designed to evaluate a mechanism for the voluntary provision of public good. The public good is provided if the total contributions meet or exceed a threshold and all contributions are returned if the public good is not provided. The members of the group all know the threshold, the incomes, and the valuations assigned the public good by all other members. The results support the prediction that this mechanism will yield Pareto efficient outcomes and suggest that economic agents adopt strategies which form equilibria satisfying certain refinements to the Nash equilibrium.  相似文献

When explaining risk taking, intertemporal allocation, and distributing behavior, economists rely on risk, time, and other-regarding preferences but offer no guidance on how these three crucial aspects are interrelated. We report on an experiment exploring such interrelation. For this sake, we compare evaluations of several prospects, each of which allocates certain or risky and immediate or delayed payoffs to the actor and to another participant. We find that individuals are self-oriented as to social allocation of risk and delay and other-regarding with respect to expected payoffs . ( JEL C91, D63, D81)  相似文献

A self-administered questionnaire concerning child sex preferences and attitudes toward the exercise of pre- and post-conception sex predetermination was distributed and retrieved from an urbanized area sample of 209 adults aged 18 to 50. A modified (i.e., truncated) version of McClelland's (1979) "stopping rule" measure method was used to assess child sex preferences. It confirmed and extended findings from earlier research in that male first children, but sex-balanced completed families, were preferred by the respondents. The use of either pre- or post-conception techniques of sex predetermination was favored by only a minority of the respondents, a very small minority when by the postconception method. Finally, it was evident that child sex preferences did not have a significant influence upon fertility intentions or upon attitudes toward the personal exercise of sex predetermination by either method.  相似文献

This paper analyzes the incentives and responses of public schools in the context of an educational reform. Much of the literature studying the effect of voucher programs on public schools has looked at the effect on student and mean school scores. This paper tries to go inside the black box to investigate some of the ways in which schools facing the Florida accountability‐tied voucher program behaved. Schools getting an “F” grade for the first time were exposed to the threat of vouchers, but did not face vouchers unless and until they got a second “F” within the next 3 years. In addition, “F,” being the lowest grade, exposed the threatened schools to stigma. Exploiting the institutional details of this program, I analyze the incentives built into the system and investigate the behavior of the threatened public schools facing these incentives. There is strong evidence that they did respond to incentives. Using highly disaggregated school‐level data, a difference‐in‐differences estimation strategy as well as a regression discontinuity (RD) analysis, I find that the threatened schools tended to focus more on students below the minimum criteria cutoffs rather than equally on all. Second, consistent with incentives, the threatened school improvements were, by far, the largest in writing. These results are robust to controlling for differential preprogram trends, changes in demographic compositions, mean reversion, and sorting. These findings have important policy implications. In this paper twelve recent studies regarding private rates of return for graduate education are reviewed and evaluated. Possible sources of error due to data base, methodology and interpretation of results are examined and compared. After this has been done, the authors calculate returns to graduate education with spatial distribution problems and job security incorporated in the model. The article concludes that the typical rate of return method has been pushed about as far as it can go and now is the time for the economic profession to develop more meaningful techniques which will allow us to come to grips with the policy issues regarding the level of support for education.  相似文献

Effective social work education that promotes social justice requires expanded curricular models and creative pedagogical approaches. This article presents a curricular case study demonstrating the use of current events to enhance both implicit and explicit curricula. How the cultural crisis of Hurricane Katrina was used to engender transformative learning for both students and teachers is described. Practical tools and resources that can be adapted by educators to incorporate other current events into their teaching-learning are provided. A critique of the process and suggestions for future implementation are discussed. Student perspectives illustrate the effectiveness of this pedagogical approach to provide transformative learning that promotes social justice.  相似文献

As early as the 1920s, studies at various elite colleges revealed that public school graduates outperformed private school graduates academically, and more recent research indicates various differences in life patterns between these two groups 25 years after graduation. The two new studies presented here, which look at attendance at college reunions and donations to one's college, extend that earlier work. At a New England college, public school graduates were more likely than the private school graduates to attend their 30th, 35th, and 40th year college reunions. Donations to the school showed that public school graduates were somewhat more likely to make contributions than private school graduates, and graduates of the most socially elite boarding schools were especially unlikely to have made contributions. These findings are discussed in terms of the varying roles that prep schools and colleges play in one's identity.  相似文献

Previous empirical studies have demonstrated the positive incentive effects of private performance feedback as well as public recognition on work performance. In our laboratory experiments, we directly compare these two feedback schemes. Moreover, we compare their incentive effects across two real‐effort tasks that differ in regard to how interesting the subjects perceive working on them. We find that both feedback schemes lead to performance increases compared to the tasks' respective control treatments. In particular subjects' ability and a positive interim feedback enhance performance. Competitive preferences significantly affect performance only in the less enjoyable and challenging task. This paper discusses the reproduction of hegemony and social hierarchy through education. It brings together two case studies of marginal groups at a university—Russian Jewish immigrants and Palestinian Israeli women—who make sense of their position in social hierarchies and power relations through constant interpretative work on the various dimensions of university knowledge. The article reveals how marginal actors’ interpretations of knowledge simultaneously are guided by students’ positioning vis-à-vis the dominant collective and also articulate and redesign positioning. The two groups redesign their marginalities vis-à-vis the Israeli-Jewish collective by transforming knowledge to identity. In so doing, these groups reproduce national borders of Israeli social hierarchy, while working to change the meaning of these borders for their group's positioning.  相似文献

We theoretically develop and empirically estimate a preference model determining foreign aid donor behavior. Aid access and levels are separately determined by endogenous budgetary allocations, the international economic environment, the distribution of income between countries, basic human needs, the small country effect, and regional bias. We find fungibility of aid in recipient budgets is due to donor and recipient preferences. Despite the importance of other economic influences, we find a significant pro-poor country bias in aid allocations, although little aggregate influence of basic human needs or regional bias. For the period 1981 to 1993 women represented 21 to 26 percent of homicide victims in the United States annually (Smith and Kuchta 1993 Smith , M. Dwayne and Ellen S. Kuchta . 1993 . “Trends in Violent Crime Against Women, 1973–89.” Social Science Quarterly 74 : 2845 . [CSA]  [Google Scholar]). During this same time period sex-specific homicide rates have been among the forms of disaggregation researchers have used to test the utility of traditional correlates of homicide in predicting rates across various population subgroups and units of analysis. Based upon earlier research of the effects of gender inequality upon rates of lethal violence against women, and by applying a feminist theoretical perspective, it is hypothesized that the effect of general social structural characteristics of cities upon women's risk of homicide is mediated by levels of gender inequality. Specifically, this study examines the effects of gender, socioeconomic, legislative, political and extra-legal inequality upon female homicide victimization among 217 U.S. central cities for the period of 1989–1991. Using structural equation modeling results indicate that, among traditional social structural factors, economic deprivation, population size, divorce rate, and the sex ratio all have significant, positive effects on female homicide rates. However, in subsequent models testing the mediating effects of measures of gender inequality on the association between social structural variables and female homicide rates the divorce rate is the only social structural factor that continues to have a significant, positive effect upon homicide rates. Among the four measures of gender inequality, and in support of an ameliorative feminist argument, socioeconomic inequality has a significant, positive influence on rates of female homicide victimizaton. There is also a significant, negative effect of gender legislative inequality upon these rates. That is, the more laws or acts favorable to women, the lower their rates of homicide victimization. This paper examines the question of why the composition of government expenditure differs among democratic countries and to what extent it may be explained by differences in economic conditions or preferences. A simple overlapping generations model, which allows for a range of relevant factors, is constructed to examine the division of expenditure on public goods and a transfer payment under majority voting. The model yields a closed‐form solution for the majority choice of the expenditure ratio. An empirical examination suggests that income inequalities play a minor role while different preferences for public goods reflecting cultural differences across countries may play an important role in accounting for the substantial variations in expenditure patterns. La recherche antérieure sur les étudiants indiens canadiens suggère la formation d'images de soi et d'attitudes négatives en conséquence de leur position dans la société et de la discrimination rencontrée dans la société et dans l'école. La plus grande partie de cette recherche a cependent négligé de comparer les attitudes de ces étudiants avec celles des étudiants non-indiens qui, on présume, n'ont pas à faire face aux mêmes pressions et situations sociales. La présente étude a été construite de façon à pouvoir examiner les états affectifs des étudiants indiens et non-indiens en contrôlant un nombre de variables importantes. Les résultats ne confirme pas l'affirmation faite par la recherche antérieure. Previous research on Canadian Indian students suggests that they develop negative self-concepts and attitudes as a result of their position in society and the discrimination they face in society and school. However, most of this research has failed to compare the attitudes of these students with the attitudes of non-Indian students who, presumably, have not faced the same social pressures and situations. The present study was designed to examine the affective states of both Indian and non-Indian students when a number of important variables were controlled. The findings do not support the contention that Indian students have negative self-concepts and attitudes.  相似文献
