Through a case study of a leading service provider organization in Philadelphia, this paper explores the advocacy work of a publicly funded, professionalized, institutionalized nonprofit organization. In this article I relate how in the spring of 2002, staff at the organization responded to a recurring political issue: local business groups were again calling for official action against “aggressive panhandlers” in the downtown district. I use ethnographic and historical data to show that the organization’s institutionalization and ties to the public sector have allowed staff to develop resources and skills for being both contentious claim-makers and influential actors in the institutional political arena.

Our critique focuses on the poorly defined key concepts, methodological inconsistencies, circular research design, and over-reaching substantive claims made by Young and Wolf. We suggest that Young and Wolf have provided an assessment of the Urban Ecosystems journal, not of urban ecology as a field. We conclude by identifying questions to guide a bibliometric analysis that focuses on a collaborative and interdisciplinary future of urban ecology (how are participating disciplines contributing to urban ecological research and scholarship; what theories and conceptual frameworks are being used, and how are these theories being tested and modified; and what mixed methodologies are being developed to collect data to address complex urban issues that are inherently interdisciplinary). We take seriously Young and Wolf’s call for a “fundamental discussion as to if and how the intentions of the field have been or need to be updated” and argue that such a discussion requires a more inclusive, rigorous, and meaningful identification of the “core” of urban ecology literature than provided.  相似文献

Although urbanization is increasing worldwide, relatively few studies have investigated patterns of urban biodiversity outside of city parks and reserves, in urban neighborhoods where people live and work. We evaluated models including local and landscape factors that might influence the bee and butterfly richness of community gardens located within densely populated neighborhoods of the Bronx and East Harlem in New York City (>10,000 people/km2). The gardens were surrounded by buildings and limited amounts of green space (3,600–17,400 building units and 10–32% green space within a 500 m radius). Contrary to our initial prediction that landscape green space might be especially influential in this heavily urbanized setting, the most highly supported models for both bee and butterfly richness (based on Akaike Information Criterion) included just the local, within-garden variables of garden floral area and sunlight availability. There was marginal support for models of bee richness including the number of building units surrounding gardens within a 500 m radius (which exhibited a negative association with bee richness). In addition, perhaps because bees are central place foragers that may nest within or near gardens, supported models of bee species richness also included total garden area, canopy cover, and the presence of wild/unmanaged area in the garden. Generally, our findings indicate that sunlight and floral abundance are the major factors limiting local pollinator diversity in this setting. This suggests that rooftop and other “open” urban habitats might be managed to increase local pollinator diversity, even if seemingly “isolated” within heavily developed neighborhoods.  相似文献

This article analyzes how China’s increasing engagement in the global market induced significant institution-building in China’s tobacco industry and enabled a power shift from the local authorities to the central authority in controlling this market. During this process of “getting onto the international track,” the central government reorganized the industrial tobacco system and broke up the “monopolies” set up by local governments in order to enhance the competitive capacities of China’s tobacco industry in the global market. Given such a concrete institutional change in China’s tobacco industry, I propose the theory of “global-market building as state building” to explain the interactions among the global market, the nation-states, and the domestic market-building projects. I suggest that nation-states strategically seek to engage themselves in the global market and that, under certain circumstances by taking advantage of their global market engagement, the nation-states can enhance their abilities to govern the domestic market.

In September 2005, six unions representing 5.4 million workers held their founding convention as a new federation independent of the AFL-CIO. Infelicitously named “Change to Win Federation” (CTWF), the new alliance has called for a rededication of union resources and energies towards organizing the unorganized. Although CTWF has occasioned considerable interest and speculation among labor supporters and observers, it is difficult to determine why the break occurred, other than, perhaps, the personal agenda of some of its leaders. An unstated, significant reason may be a desire on the rebels’ part to operate relatively free of “noraiding” strictures of the AFL-CIO, even though the group disclaims any interest in challenging existing bargaining relationships and has penned “solidarity pacts” with some of its principal AFL-CIO competitors and with state and local units of the federation. Competitive forces are missing in the market for workplace representation services. The new group may reignite the rival unionism that spurred organized labor’s marked growth from 1935–1954, but early returns suggest an emphasis on militant posturing and on trendy, implausible themes such as “global unionism” and “subcontracting out strikes.”  相似文献

In the past 10–15 years, several discussions and/or paradigmatic hypotheses have stemmed from the more relevant economic and territorial international scientific theories of the 90s, EU political reports, declarations and directives with regard to both competitiveness and sustainability. Recently, their critical revision has permitted a definition of the question of the discussion about the Lisbon and Gothenburg Strategy in Europe: how to be competitive in sustainability and review the concepts of sustainability and competitiveness in the European territorial dimension by new criteria and indicators of measure. This paper wishes also to evidence, as in order to apply the updated Lisbon and Gothenburg Strategy goals it should be, to introduce a real territorial dimension into assessment processes, developing them by the new Structural Funds 2007–2013. An ex ante analysis of the impacts of these strategies 2000–2006 and a new methodological approach was useful for both these scopes. These ambitious goals were developed into the ESPON Programme, developing four key “determinants” or composite indicators as very significant expression of the two strategies.  相似文献

The twelve-hour shift is now widely practiced in the chemical and petroleum industries but has not spread to many other continuous operations, in part because of the belief that the stress and heat in heavy metals precluded its use there. The innovators who created the mini-steel industry, however, have adopted this shift widely. This article, based principally upon a 1988–89 survey, supplemented in 1990 by a survey of additional Canadian plants, examines the experience of the mini-steel industry with the twelve-hour shift and finds that managements consider it a “definite plus,” particularly in terms of employee relations. The posture of the United Steelworkers, is, however, ambivalent, with reservations about the shift by national and some local officials, and support by other local officials. Much recent literature plumbs the question of the origins and trajectories of “place,” or the cultural development of space-specific repertoires of action and meaning. This article examines divergence in two “places” that were once quite similar but are now quite far apart, culturally and politically speaking. Vermont, once considered the “most Republican” state in the United States, is now generally considered one of its most politically and culturally liberal. New Hampshire, by contrast, has remained politically and socially quite conservative. Contrasting legacies of tourist promotion, political mobilization, and public policy help explain the divergence between states. We hypothesize that emerging stereotypes about a “place” serve to draw sympathetic residents and visitors to that place, thus reinforcing the salience of those stereotypes and contributing to their reality over time. We term this latter process idio-cultural migration and argue its centrality to ongoing debates about the accomplishment of place. We also elaborate on several means by which such place “reputations” are created, transmitted, and maintained.  相似文献

The past two decades have seen a global convergence from gambling prohibition to legalization, but also a divergence regarding how new gambling industries are structured and regulated. This article compares two cases of casino legalization exhibiting different and, given conventional understandings of the two countries, unexpected outcomes. In the United States, ethnic entrepreneurs (Indian tribes) were granted a monopoly on casinos in California; in South Africa, the new ANC government legalized a competitive, corporate casino industry. Through explaining these disparate industry structurings, two arguments are advanced. First, Bourdieu's field theory best describes the interests and strategies of industry “players” as they attempted to shape policy. Second, Bourdieu neglects the independent role of institutions in mediating between field-level dynamics and concrete regulatory outcomes. In California, Tribes converted economic into political capital through a public election. In South Africa, the ANC used a centralized commission to implement corporate gambling over public opposition, in essence converting political into economic capital. By viewing policy domains as “dramaturgical prisms” whose sign–production tools and audiences facilitate certain but not other capital conversion projects, I both explain unexpected regulatory outcomes and synthesize field and political process theories. Jeffrey J. Sallaz received his Ph.D. from the University of California-Berkeley and is currently Assistant Professor of Sociology at the University of Arizona. In addition to examining the struggles surrounding gambling legalization, he has studied ethnographically the experience of service work in the global casino industry and the politics of deindustrialization in the US rust belt. He is currently conducting research for a project analyzing the uneven diffusion of Pierre Bourdieu’s ideas into the field of American sociology over the past three decades.  相似文献

In recent years, the concept of social capital – broadly defined as co-operative networks based on regular, personal contact and trust – has been widely applied within cross-disciplinary human science research, primarily by economists, political scientists and sociologists. In this article, I argue why and how fieldwork anthropologists should fill a gap in the social capital literature by highlighting how social capital is being built in situ. I suggest that the recent inventions of “bridging” and “bonding” social capital, e.g., inclusive and exclusive types of social capital, are fruitful concepts to apply in an anthropological fieldwork setting. Thus, my case study on the relationship between local people and newcomers in the rural Danish marginal municipality of Ravnsborg seeks to reveal processes of bridging/bonding social capital building. Such a case study at the micro level has general policy implications for a cultural clash between two different groups by demonstrating the complexity of a social capital mix where bonding social capital strongly prevails. This ultimately leads to a “social trap” (Rothstein 2005), implying widespread distrust and serious social and economic costs for a whole population. This paper considers three different conceptualizations – three politico-ideological perspectives within civil society – on global-scale economics and geopolitics. The standpoints can be termed “Global justice movements,” “Third World nationalism,” and the “Post-Washington Consensus.” These three perspectives stand in contrast to the fusion of neoliberal economics and neoconservative politics that dominates the contemporary world. The three approaches sometimes converge, but more often than not they are in conflict; as are the civil society institutions that cohere to the three different political ideologies. From the three different analyses flow different strategies, concrete campaigning tactics, and varying choices of allies. The World Social Forum provides hints of a potentially unifying approach within the global justice movements based upon the practical themes of “decommodification” and “deglobalization” (of capital). It is, however, only by facing up to the ideological divergences that the global justice movement can enhance its presence.

In this paper, we present a generalization of power indices which includes the preferences of the voters. Using a Multilinear Extension perspective (Owen in Manage Sci 18:p64–p72, 1972a) we measure the probability of the players’ voting “yes” for a particular political issue. Further, we randomize the issues and show the influence that the Agenda Setter can have on a player’s power. We demonstrate these results using data from the European Union to show how the power distribution may shift after enlargement and under the new Constitutional Treaty.  相似文献

X-consumers are the extremely frequent (top 2–3%) users who typically consume 25% of a product category. This article shows how to use fuzzy-set qualitative comparative analysis (QCA) to provide “causal recipes” sufficient for profiling X-consumers accurately. The study extends Dik Twedt’s “heavy-half” product users for building theory and strategies to nurture or control X-behavior. The study here applies QCA to offer configurations that are sufficient in identifying “whales” and “jumbo shrimps” among X-casino gamblers. The findings support the principle that not all X-consumers are alike. The theory and method are applicable for identifying the degree of consistency and coverage of alternative X-consumers among users of all product-service category and brands.  相似文献

This article takes the “public intellectual” trope as a theoretical case study, and traces how it has been used in the elite public sphere of the contemporary United States since its coining in 1987. The analysis challenges the notion that the “public intellectual” is primarily about broad democratic publics. It documents instead how the trope is used to frame meaning and practice within specific intellectual publics, namely science, higher education, and journalism. By focusing on the play of tropes around the “public intellectual” and examining the authoritative cultural members who use the trope, the trope analysis identifies principles and strategies under contest in the journalistic, academic, and political fields of the contemporary United States.  相似文献

Juvenile delinquency and high risk behaviors have been linked to disturbances in attachment. The present study examined parent and peer attachment in 67 African American males and 97 Latinos (ages 12–17, M = 14.7 ± 1.3) attending an alternative school. The Inventory of Parent and Peer Attachment was used to identify 3 attachment style groups: “Isolated,” “Disconnected,” and “Connected.” Controlling for age, attachment group membership predicted differences in delinquent behaviors, as did ethnicity. Further, on the Youth Self-Report of the Child Behavior Checklist, attachment group membership predicted differences in both the Internalizing and Externalizing Scales. Implications for interventions with each identified attachment group are discussed.  相似文献

Urban development has profound impacts on ecological patterns and processes making the scientific information required for developing environmental ordinances central for mitigating these negative ecological impacts. Washington State requires that planners use the best available science (BAS) to formulate land use ordinances as part of the state’s Growth Management Act (GMA). We present empirical findings describing challenges to planners in defining “best available science” and using BAS to create local ordinances that balance development needs with natural resource protection. We interviewed city and county planners (and their consultants) in western Washington to determine what they find useful about BAS, whether or not BAS is applicable to their jurisdictions, and what constraints they experience in reviewing and using BAS to create or update their land use ordinances. Our results suggest that applying the BAS requirement is particularly difficult in urban areas. Specifically, planners had difficulty applying results from research conducted in systems dissimilar to their urban landscapes. These challenges to planners were exacerbated by (1) a lack of resources and (2) political tensions among stakeholders with competing values in urban settings. We conclude with recommendations for improving the consideration of science in statewide land-use planning.  相似文献

We study the core of “(j, k) simple games”, where voters choose one level of approval from among j possible levels, partitioning the society into j coalitions, and each possible partition facing k levels of approval in the output (Freixas and Zwicker in Soc Choice Welf 21:399–431, 2003). We consider the case of (j, 2) simple games, including voting games in which each voter may cast a “yes” or “no” vote, or abstain (j = 3). A necessary and sufficient condition for the non-emptiness of the core of such games is provided, with an important application to weighted symmetric (j, 2) simple games. These results generalize the literature, and provide a characterization of constitutions under which a society would allow a given number of candidates to compete for leadership without running the risk of political instability. We apply these results to well-known voting systems and social choice institutions including the relative majority rule, the two-thirds relative majority rule, the United States Senate, and the United Nations Security Council.  相似文献
