ABSTRACT

“Big data” initiatives that aim to bring together and mine data from multiple databases across government and non-government agencies promise new insights into the delivery of social services. However, as debates in other disciplines have shown, big data poses challenges as well as opportunities. This article provides an overview of the ethical issues in relation to big data, which extends into an examination of the practice issues for big data applied to the social welfare sector. In particular, the claims for objectivity made for big data are problematised through an exploration of what data are available in social welfare and the processes of big data collection and analysis, which are different from, but related to, data integrity. The aim is to stimulate debate within the sector in order to contribute to the development of a critical, cautious, but open approach to social work's latest “electronic turn”.  相似文献

The rise of supermarkets in Africa since the mid‐1990s is transforming the food retail sector. Supermarkets have spread fast in Southern and Eastern Africa, already proliferating beyond middle‐class big‐city markets into smaller towns and poorer areas. Supplying supermarkets presents both potentially large opportunities and big challenges for producers. Supermarkets' procurement systems involve purchase consolidation, a shift to specialised wholesalers, and tough quality and safety standards. To meet these requirements, producers have to make investments and adopt new practices. This is hardest for small producers, who risk exclusion from dynamic urban markets increasingly dominated by supermarkets. There is thus an urgent need for development programmes and policies to assist them in adopting the new practices that these procurement systems demand.  相似文献

It is now widely understood that the needs of women workers in the informal sector are not met by the conservative practices of labour organizations and trade unions. While the contribution of women to the economies of developing countries is critical, women rarely find employment in the regulated unionized sectors of these countries, and are found instead in overwhelming numbers in the sector that is variously termed ‘unorganized’, ‘unprotected’, ‘unregistered’ or ‘informal.’ This article addresses the situation of women in the informal economy in South Asia. The author explores the major challenges and opportunities facing women in their efforts to organize and mobilize for change. She also provides a critical analysis of the different types of interventions adopted by the state and civil society organizations in South Asia to empower women in the informal sector. The author concludes with an attempt to identify the mix of interventions and strategies most needed for different social, political and economic circumstances.  相似文献

The influence of the state policy agenda though a neo-liberal contracted funding environment is redefining the boundaries of the third sector through a process of hybridisation. Hybridised organisations adapt to possess characteristics and logics of multiple sectors (public, private or community). Increasing hybridity within the New Zealand community and voluntary sector has resulted in a perceived dichotomy separating organisations that adapt to these challenges from those that resist. In this paper, we apply a hybridity lens to seven community development organisations, who have predominantly resisted marketisation and alignment with the state policy agenda, to assess the extent of their hybridity and how this has impacted on their place in the community and voluntary sector and access to funding opportunities available from the state.  相似文献

Drawing upon evidence collected during a study of female technical professionals in the electronics sector, this paper argues that organizational policies and practices in respect of this group continue to be underpinned by the ‘norm’ of the typical male employee whose family commitments impinge marginally, if at all, on work responsibilities. Women, as actual or potential mothers, continue to be seen as deviants from this norm, whose family commitments are likely to adversely affect work performance or commitment. Not only do these assumptions condition the general treatment of women technical professionals, but they are embodied in those policies and practices designed to facilitate the combination of motherhood and paid work. Both the assumptions around which policies are framed and their implementation in practice reinforce as unproblematic the prevailing domestic division of labour. Such policies and practices therefore continue to function essentially as a concession to the deviant status of women in general and mothers in particular, rather than as tools of a broader equal opportunities policy.  相似文献

Faced with possibilities and challenges of doing business under different regulatory regimes, transnational corporations have developed a number of transfer mechanisms to take advantage of profit maximization opportunities. Transfer pricing is a transfer mechanism widely used by transnational corporations. Implications of transfer pricing for profitability and the need for transfer pricing regulation are well understood by national governments, which is reflected in the fact that more than 60 governments have introduced some form of transfer pricing controls. Transfer pricing is a challenging issue for transition economies as their transfer pricing regulatory systems are less mature than those of developed countries. The authors have initiated an empirical study on transfer pricing strategies in the Ukrainian market. In addition, the national regulatory regime for transfer pricing was evaluated compared to international best practices. This article is an attempt to draw attention of the research community and Ukrainian policy-makers to transfer pricing issues in Ukraine.   相似文献

Much has been written since the first appearance of HIV/AIDS in 1981 about its effects on the Canadian health care and social services systems. However, researchers have given limited attention to issues of entry or re-entry to the competitive job market for HIV positive individuals. The emergence of highly active antiretroviral therapies (HAART) has allowed a significant number of persons who are HIV positive to experience a major recovery in health and energy. This increase in physical health has in turn led to a re-examination of the possibility of returning to former types and levels of activity, including the prospect of going back to work or entering the competitive workforce for the first time. The purpose of this paper is to outline some of the issues and concerns that impact HIV positive individuals' attempts to return to or enter the competitive workforce, particularly those relating to disability policies and public insurance. Data from in-depth interviews with a sample of people living with HIV/AIDS (PHAs) are used to help illustrate the disconnect between these policies and the lived experiences of PHAs. Also discussed are the opportunities for Canadian policies and practices to employ a functional definition of disability and a philosophy of early intervention in vocational rehabilitation.  相似文献

This study investigates several issues pertaining to the urban informal sector and cityward migration in Philippine cities. The analysis of cross-sectional national demographic data reveals the four major patterns. First, the pattern of migrants' participation in the urban labor market varies greatly between male and female migrants. The widely held notion that migrants tend to enter the urban occupational structure through the informal sector seems to apply mainly to female migrants. Second, the informal sector must not be identified with urban poverty. Our data suggest that informal economies provide a wide range of income opportunities and that there is a great deal of overlap between formal- and informal-sector workers' incomes. Third, the effects of rural background and informal sector involvement seem to vary between Manila and the secondary cities. Fourth, sectoral boundaries do not seem to constitute a significant mobility barrier, but, due to the general lack of occupational mobility opportunities in Philippine cities, only a small proportion of those working in the informal sector are likely, to move out of it.  相似文献

Malaysia is one of the fastest developing countries in the world and by the year 2020 it will become an industrialised nation according to the Malaysian government's strategic plans. This dynamic situation poses numerous opportunities and challenges for disabled people in Malaysia. Two positive outcomes are opportunities in the employment sector as well as infrastructure developments. However, there are new challenges especially with regards to mainstreaming of educational and vocational training along with the need for a dynamic placement service. The rise in industrial accidents creates a new challenge, along with the changing demographic trends which could have a negative impact on disabled people. What is striking is that disabled people and their organisations are beginning to articulate these changes and making a claim for inclusion in Malaysian society.  相似文献

Climate change and environmental issues have been increasingly in the forefront of the media and government agendas. However, despite much discussion and fanfare, little has been done in the way of serious commitment and clear course of actions since the adoption of the UN Framework Convention on Climate Change in 1992 to bring carbon emissions to sustainable levels. To tackle the immensity of the climate change challenge, a paradigm shift in understanding is necessary to balance the course of global human development with energy demand and consumption patterns. Accounting for over 40% of global energy demand and more than 30% of greenhouse gas emissions, the building sector offers the greatest mitigation potential for reducing carbon emissions in both the short and long term, with positive implications for a range of associated sectors and industries. Promoting behavioral change among end-users for reduced energy consumption as well as encouraging the building industry to embrace sustainable design, low-carbon construction practices and materials, and renewable technologies, is fundamental to mitigating the impact of the built environment on planetary biospheres and preserving quality of life for generations to come. This paper starts by drawing attention to the building sector and related EU policy, outlining the challenges and opportunities for reducing energy consumption and carbon emission levels. Such policy provides the essential framework to engage stakeholders and allow supporting factors to foster progress in the sector. The paper contends that information on climate change has not led to significant improvements in meeting global targets and that what is needed is behavioral change among individuals and society as a whole. On the basis of research project experiences and literature review, it puts forth and explores five key elements contributing to behavioral change for reduced energy consumption and lower carbon emissions in the building sector, focused on: information and education; financial incentives and energy services; modern technologies and sustainable design; social and community norms; and biophilia (contact with the natural environment). The paper suggests opportunities for further research and concludes with recommendations for policy-makers and related stakeholders.  相似文献

Neurodiversity and neurological disabilities reflect rising public sector challenges. Both refer to the same set of medical conditions, but speak to different aspects of diversity affecting the public sector. Neurodiversity describes features of neurological difference associated with individual or community identity that is a more or less elective choice of those experiencing neurological difference. Neurological disability refers to impairment of socially determined major life functions caused by observable, diagnosable difference in an individual's brain. Both neurodiversity and neurological disability produce challenges and opportunities for public programs and societies. This article employs findings from a survey of families with children with autism to examine administrative implications of neurodiversity and neurological disability. The findings suggest that in managing new (and rising) kinds of diversity, public administrators must navigate sharpening divides between interests related to inclusion and those related to identity.  相似文献

Much of the women in management literature has, quite rightly, problematized women's relationship to dominant masculinist organizational practices and cultures, these debates being underpinned by extensive data revealing women's extreme numerical marginalization at senior management level across both public and private sectors. One such site where women have long been under‐represented is education management. Recent research, however, indicates some significant shifts in this regard, specifically in the UK further education sector where the number of women principals has increased sixfold in the past six years. In one sense then, equal opportunity as a political objective might be seen as ‘working’ in one public sector site, with education management no longer a ‘gender exclusive zone’. Drawing on poststructuralist understandings of identity, this article examines this phenomenon with respect to the seductive aspects of management and the issues of ontological security which surround women and men's investment in ‘frantic organizational cultures’. The article discusses some of the tensions, ambiguities and opportunities which might exist for many women managers as they ontologically invest in the ‘secure systems’ of a masculinist organizational culture.  相似文献

In this paper, we look at repair as an emergent focus of recent activism in affluent societies, where a number of groups are reclaiming practices of repair as a form of political and ecological action. Ranging from those that fight for legislative change to those groups who are trying to support ecological and social change through everyday life practices, repair is beginning to surface tensions in everyday life and as such poses opportunities for its transformation. We survey a few of the practices that make up this movement in its various articulations, to take stock of their current political import. While we suggest that these practices can be seen as an emergent lifestyle movement, they should not be seen as presenting a unified statement. Rather, we aim to show that they articulate a spectrum of political positions, particularly in relation to the three specific issues of property, pedagogy and sociality. These three dimensions are all facets of current internal discrepancies of repair practices and moreover express potential bifurcations as this movement evolves. Drawing on a diverse methodology that includes discourse analysis and participant observation, we suggest some of the ways in which this growing area of activity could play a significant role in resisting the commodification of the everyday and inventing postwork alternatives.  相似文献

This research note addresses issues, concerns, and opportunities for teachers and researchers of the third sector in Central and Eastern Europe, drawing on experiences in Bulgaria, Croatia, Estonia, and Hungary. The paper briefly outlines the development of the third sector in the aforementioned countries, and describes the current state of third sector teaching and research there. It then frames the challenges for the region's teachers and researchers, and proposes an appropriate role for the West, commenting upon the West's relevance within Central and Eastern Europe.  相似文献

ABSTRACT

In this paper I explore economic and inclusion opportunities for people with disabilities and mental health issues afforded by ‘live streaming’ ? the live broadcast of one’s activities over the internet to a globally dispersed audience. In both 2016 and 2017, the leading live streaming platform Twitch.tv broadcast over 500,000 years of video, which were produced by over two million regular broadcasters (‘streamers’), and consumed by an audience of several hundred million viewers. Streamers can profit, up to and including a full-time living ‘wage’ for those at the highest levels. Numerous successful streamers with chronic health issues have discussed the personal and professional benefits streaming brings them. Utilising data from a research project with 100 interviews, alongside approximately 500 hours of ethnographic observation, this paper examines the experiences of live streaming for broadcasters with disabilities, mental health issues, or physical health issues. Firstly, I explore the positive elements of streaming for these broadcasters, focusing on the many conditions represented in this demographic, and the benefits streaming gives for inclusion and community. Secondly, I consider the negative experiences of these streamers, focused on entanglements of health and technology that make their streaming lives potentially more challenging than their colleagues. Thirdly, I focus on the economic opportunities, and the potential for entrepreneurial activity, the platform affords. I conclude the analysis by exploring how these aspects make live streaming a potentially exemplary emancipatory and entrepreneurial space for these individuals, but not one without challenges.  相似文献

Abstract

Lesbian mothers face unique challenges to parenting based on their status as lesbians. They face not only the challenges of discrimination based on sexism and homophobia, but the challenges of parenting. This article explores these challenges and offers practice recommendations to be supportive of good parenting and resources for parenting enrichment.

Lesbians who are parenting either alone or as part of a couple face numerous barriers. And women living in rural communities present unique issues to mental health practitioners. Mental health practitioners working with rural lesbian mothers and their families need an awareness of those issues which are unique to this population as well as those issues which are exacerbated by the combination of minority statuses and social and geographic isolation.

Lesbian mothers in any geographic location find themselves belonging to several populations: lesbians, women, and mothers, to name a few (Friedman, 1990). Each of these populations has its accompanying pressures which, when combined, exacerbate some of the sub-group issues. Rural social service practitioners will encounter lesbian mothers and their families. A clear understanding of their issues will enhance the therapeutic process. The issues and themes of each of the sub-groups will be explored and then examined in the context of rural life.  相似文献

The implementation of technology in the primary school sector during the last few years has resulted in issues being raised relating to teachers’ knowledge of technology and their propensities for incorporating ICT into an already packed curriculum. Teachers in Malta were faced with challenges to their various teaching professional knowledge and to their prior and developing understanding of the conceptual and procedural aspects of technology. SAIL provided opportunities for teachers to develop their understandings of minorities in Europe within a community of teachers, while at the same time promoting technology both as a process and a product.  相似文献

In many countries, women are the fastest growing group of unionized workers. As unions scramble to restore their flagging membership, women become central to the process of union membership renewal. Yet survey data collected from union organizers in Canada show that unions are only partially meeting women’s demand for union representation, in large part because of gender bias in union organizing practices. To develop this argument, this article offers data analysis that challenges four popular misconceptions about women and unions which contribute to gender bias in union organizing practices. These misconceptions are: women are less likely to support unions than men; high rates of unionization in the public sector rather than women themselves explain the high rates of union growth amongst women; small workplaces are a particular barrier to organizing women and women are more passive and avoid conflict, therefore reducing their likelihood of withstanding a hostile organizing drive. Having challenged these misconceptions, the article concludes with a discussion of the many ways in which union organizing practices are gender biased. Issues discussed range from the limited number of women hired as organizers to the tendency of unions to target small male‐dominated workplaces for organizing, over women‐dominated workplaces, in spite of the latter’s greater likelihood of success.  相似文献

Bulgaria, like other East European nations since the collapse of communism, has moved rapidly to form private, self-directed non-profit and voluntary organisations. Like those nations too, Bulgaria faces a number of challenges in its pursuit of forming a strong non-profit sector. Chief among those challenges are establishing a sound legal foundation, defining the social purposes and functions of the non-profit sector, and establishing the legitimacy of these organisations in the minds of the Bulgarian people. These three challenges are analysed in the essay, following an overview of the current make-up and characteristics of the emerging non-profit sector.  相似文献

The United States, as well as most developed and many developing nations worldwide, is becoming increasingly urban and suburban.Although urban, suburban, and commercial development account for less than one percent to just over 20% of land use among states, 50–90% of the residents of those states can be classified as urban or suburban dwellers. The population of the U.S. as a whole has risen from being > 95% rural in the 1790s to about 80% urban-suburban today. With these changes in land use and demographic patterns come changes in values and attitudes; many urbanites and suburbanites view wildlife and nature differently than rural residents. These are among the challenges faced by wildlife biologists and natural resource managers in a rapidly urbanizing world. In 2003, we convened a symposium to discuss issues related to suburban wildlife. The papers presented in this special issue of Urban Ecosystems address the lessons learned from the early and recently rapidly expanding literature, the challenges we face today, and the opportunities that can help deal with what is one of the biggest challenges to conservation in a modernizing world.  相似文献
