This paper examines the effects of a private-sector prison work program called the Prison Industry Enhancement Certification Program (PIECP) on formal unemployment duration, duration of formal employment, and earnings of men and women released from various state prisons between 1996 and 2001. It also investigates the labor market dynamics of formerly incarcerated men and women. The program is found to increase reported earnings and formal employment on the extensive margin, with a stronger impact on the formal employment of women. There is little evidence that it increases formal employment along the intensive margin (i.e., duration of formal employment). Contrary to segmented labor market theories, superior employment (i.e., higher-paying jobs) does not lead to increased job stability. Roughly 92 % of individuals who obtained formal employment in the sample experienced job loss; however, reincarceration rates are too low to explain this fact. An evaluation of labor market dynamics reveals that traditional human capital variables, criminogenic factors, and a few demographic characteristics determine job loss. In addition, black women, single women, and women with more extensive criminal histories face greater barriers in the labor market than their male counterparts.  相似文献

By integrating a business mission into a transitional jobs program, employment social enterprises (ESEs) provide temporary work and a supported work environment to reduce the barriers facing disadvantaged workers while generating revenue to cover production costs. This study uses surveys of workers in and financial statements from seven ESEs to provide information for three sets of complementary analyses: a pre-post analysis examines changes in employment between the time a person starts ESE work and about one year later; a case study uses propensity score methods to compare changes in employment between ESE workers and similar people who did not work in an enterprise; and a cost-benefit analysis estimates the potential value of ESE jobs. Results suggest that individuals have close to 21% gain in employment one year after starting ESE work; taxpayers gain at least $0.42 for every dollar spent on an ESE job; the return to society of developing an ESE is at least 34%; and the social returns to converting a profit-driven business into an ESE exceed 100%. Although the study cannot control for many of the factors that would allow estimation of causal impacts, it provides some of the first preliminary evidence of the value of the ESEs’ public-private approach to increase workforce skills and employment and stabilize lives of individuals with employment barriers.  相似文献

Using a longitudinal dataset which followed 2195 individuals employed in 3379 separate job placements over a four-year period, this paper explores movement between the employment supports, [Transitional (TE), Supported (SE), and Independent Employment (IE)], offered by clubhouses. Sixty-four percent of employed members held only one job (N=1395) and 36% held multiple jobs during the study (N=791). Patterns of movement were consistent for transitions between the first and second job and subsequent transitions. Forty-six percent of individuals holding multiple jobs moved from one employment type to another. When movement occurred clubhouse members were significantly more likely to move from employment types offering more supports to those that offer less supports.  相似文献

This is a pilot study to determine the feasibility of usingmass media to modify beliefs underlying discrimination againstAborigines in a small country town in Australia. A mass mediacampaign was developed utilizing primarily paid advertising.The 2-week campaign centered around the concept of an Aboriginalemployment week, ostensibly designed to encourage Aboriginesto seek employment and, at the same time, to encourage the communityin general (including employers) to give Aborigines seekingemployment "a fair go." However, a major aim of the campaignwas an attempt to neutralize some of the negative beliefs aboutAborigines and employment. The specific stereotypical beliefstargeted with respect to Aboriginal employment were: (1) veryfew Aborigines hold jobs; (2) most Aborigines who hold jobshold them for a very brief period of time; and (3) most Aborigineswho do hold jobs hold unskilled rather than semi-skilled orskilled positions. These beliefs were targeted because qualitativeresearch revealed that they formed the basis for the more evaluativebeliefs that Aborigines are lazy, irresponsible, and unreliableand that it is these evaluative beliefs that inhibit Aboriginalemployment. A pre-post independent samples design was used.The results showed significant changes in beliefs about theproportion of Aborigines in paid employment and in the proportionof employed Aborigines remaining in a job for an extended periodof time.  相似文献

The Nordic countries have been renowned for labour markets with high-quality jobs. The key question for the article is whether this also holds in the current financial and Eurozone crisis. Focus is on the initial years of the crisis, and indicators from the European Working Conditions Survey are used to trace changes in job quality. Physical job demands are on a lower level in the Nordic region compared to the European level. Instead, time pressure and working to tight deadlines are more common. In general, the downturn in the economy seems to have decreased the intensity in the work situation of employees. Temporary employment and job insecurity are more present in Finland and Sweden than in Denmark and Norway. Still, the Nordic employment regime is characterized by a large proportion of jobs where employees have influence and autonomy, and are rather satisfied with their job. One possible explanation for these encouraging results is the high level of unionization that has persisted through the crisis.  相似文献

A model with fixed effects and controls for state-specific linear time trends is developed to analyze the influence of state unemployment insurance taxes on temporary help services employment using state level panel data from the Bureau of Labor Statistics’ Quarterly Census of Employment and Wages. Prior research has shown that imperfect experience rating of unemployment insurance taxes increases temporary layoffs and that, conversely, more extensive experience rating leads to a decrease in temporary layoffs. The current analysis demonstrates that more extensive experience rating increases temporary help services agency-intermediated temporary employment. To the extent that the increase in temporary help services employment represents a substitution of temporary help services jobs for traditional direct hire jobs, it implies a negative effect on job quality. Steps to address low unemployment insurance recipiency rates by temporary help services workers may alleviate the impact of unemployment insurance tax structures on temporary help services employment.  相似文献

Research on part-time work has concentrated over many decades on the experiences of women but male part-time employment is growing in the UK. This article addresses two sizable gaps in knowledge concerning male part-timers: are men's part-time jobs of lower quality than men's full-time jobs? Are male part-timers more or less job-satisfied compared to their full-time peers? A fundamental part of both interrogations is whether men's part-time employment varies by occupational class. The article is motivated by the large body of work on female part-timers. Its theoretical framework is rooted in one of the most controversial discussions in the sociology of women workers: the “grateful slave” debate that emerged in the 1990s when researchers sought to explain why so many women expressed job satisfaction with low-quality part-time jobs. Innovatively, this article draws upon those contentious ideas to provide new insights into male, rather than female, part-time employment. Based upon analysis of a large quantitative data set, the results provide clear evidence of low-quality male part-time employment in the UK, when compared with men's full-time jobs. Men working part-time also express deteriorating satisfaction with jobs overall and in several specific dimensions of their jobs. Male part-timers in lower occupational class positions retain a clear “lead” both in bad job quality and low satisfaction. The article asks whether decreasingly satisfied male part-time workers should be termed “ungrateful slaves?” It unpacks the “grateful slave” metaphor and, after doing so, rejects its value for the ongoing analysis of part-time jobs in the formal labor market.  相似文献

Previous research fails to address whether contingent employment benefits individuals' careers more than the alternative they often face: being without a job. Using work history data from Japan, this study shows that accepting a contingent job delays individuals' transition to standard employment more than remaining jobless. Moreover, having a contingent job, rather than having no job, leads Japanese men to have lower occupational status after they transition back to standard employment. I argue that in a highly segmented labor market like Japan's, the strict separation of labor pools for standard and contingent jobs makes being labeled as a contingent worker particularly detrimental. Meanwhile, the legacy of Japan's welfare corporatism alleviates the stigma of unemployment, making individuals better off jobless than having a contingent job. This research thus demonstrates the importance of labor-market contexts in shaping the scarring effects of contingent work arrangements.  相似文献

Further research on the impact of unemployment on workers and their families requires greater refinement and more precise measurement of the concept. While previous studies have indicated the effects of unemployment on a wide range of variables, such as health and well-being, many of these studies suffer from imprecision by conceptualizing unemployment too narrowly and by using too strict a dichotomy between currently employed and currently unemployed workers. This research effort attempts to broaden and refine the concept of unemployment by defining it in terms of two job dimensions: current employment status and previous job loss. Using this conceptualization, the authors find that current unemployment after other job losses may have more devastating effects on well-being than losing one's job for the first time. Similarly, among the currently employed, those who have lost jobs in the past may experience more emotional difficulties than those who have never lost their jobs.  相似文献

Using Spanish longitudinal data from the period 1992–2004, this paper examines labour market transitions of the newly unemployed in order to investigate the determinants of unemployment duration in a competing risks framework with four destination states: temporary employment, permanent employment, self-employment and inactivity. Special emphasis is placed on the influence of previous job variables. We find that individuals who become unemployed due to the end of a temporary contract are more likely to exit unemployment by finding another temporary job and less likely to exit through permanent jobs, self-employment or inactivity. However, long tenures in temporary jobs enhance the probability of finding a permanent employment. Moreover, the length of the previous job, when it terminates due to a layoff, hinders the probability of moving to employment (either permanent or temporary).  相似文献

This paper examines the economic adaptation, in terms of employment and income, for 400,000 refugees, mainly displaced persons, Hungarians, Czechoslovaks, Ugandan Asians, Chileans, and Indochinese, in Canada during the last 25 years. The author looks at 1) east in obtaining a first job, 2) unemployment, 3) wives' employment, 4) job search techniques, and 5) occupation. Economic climate largely determines the time needed to find a first job. 55% of Hungarian refugees in 1957-58 found a job within a month; only 30% of Czechoslovak refugees in 1968-69 found a job within a month. Refugees and regular immigrants have higher unemployment than native Canadians; but the rate drops dramatically within a few years. Employment and unemployment for refugees is influenced by 1) prevailing labor market conditions, 2) English and/or French language proficiency, 3) sympathy by the population for the refugees, 4) support by people of the same ethnic group, and 5) the refugees' own adaptability. Survey results show that more refugee wives are employed than Canadian born wives; over 69% of Chilean refugee women worked in 1975-76. Most refugees use the Canada Employment Center, and informal channels such as "word of mouth" and friends and relatives to find jobs. Lack of qualifications and experience, and lack of language proficiency hinder many refugees in finding jobs for which they have trained. Income is an indicator of the success of refugee economic adaptation. Refugees, like regular immigrants, have lower than average income levels in their first years in Canada; however, they often earn more than the Canadian born after the difficult first years. Family incomes, because of female labor force participation, may widen the differences even more. Although many refugees are not working in their intended professions, most refugee groups have adjusted well economically in Canada.  相似文献

Unlike previous studies on the minimum wage, which focused on its effect on total teenage employment, we examine its effect on covered employment. A covered job was defined to be one paying the minimum wage or more. Using contemporary wages to classify workers this way may inflate the estimated effect of minimum wages on covered employment. To avoid this bias, covered jobs are identified using a logit procedure run over years in which the minimum age was not increased. We find that minimum wages reduced covered employment significantly more than total employment. We also show that covered employment may be overstated in the period following an increase in the minimum wage.  相似文献

Proposals for casinos usually focus on numbers of jobs without considering their quality. We surveyed 1,506 Macau residents, modelling happiness and job satisfaction. Being employed is shown to be important for ‘happiness’. But job attributes also matter, confirming the work domain as influential on wellbeing. Casino employees report similar happiness as others. However, despite relatively high pay, they report low overall job satisfaction. The particular aspects of their jobs that they rated generally negatively tended to be those inherent in casino employment rather than easily modifiable by managerial action.  相似文献

This paper reports on a study of the employment situation of African American managers within New York State government. We argue that affirmative action, while having created employment opportunities for minority professionals, has also created racial submarkets in government. We identify three categories of jobs, a mainstream category and two sorts of minority categories, based on the racial composition of incumbents and constituencies that they serve. African Americans in minority submarket positions appear to have equal pay relative to comparable African Americans in mainstream jobs. They are less likely to have civil service job protection. There is limited mobility between submarkets; more professionals move from the mainstream to minority positions than vice versa. In the current period of budget reductions in state government, black professionals experience considerable job insecurity and express dissatisfaction with the policies that created the minority submarket.  相似文献

This study examines whether informal sector jobs are a source of training for young less‐educated workers. Controlling for worker and job characteristics, it is found that, in the early years of workers' careers in Mexico, wage growth in the informal sector is higher than in the formal sector. This result is consistent with general human capital investment on‐the‐job if the informal labor market is more competitive than the formal labor market due to frictions generated by labor regulations. The 'accessible' job market of the 1990's has given way to a challenging job market in a climate of economic uncertainty in the early Twenty-First Century. For vocational rehabilitation professionals this change requires the strategic use of workplace supports to increase the value and sustainability of work performed by people with disabilities in competitive jobs. An analytical framework for leveraging the natural supports of the workplace is provided by the workplace ecology as a bounded environment in which relationships between workers and supervisors promote learning and enhanced performance. The dynamics of the workplace ecology are explored with particular reference to workers with disabilities receiving supported employment services. Recommendations are made for leveraging the workplace ecology to the benefit of the supported worker. Implications for supported employment services in the new millennium are discussed.  相似文献

Major changes in the U.S. economy are leaving blue collar women vulnerable to extended unemployment, permanent job loss, or re-employment at lower wage and benefit levels. Consequently, retraining for other jobs may be a virtual necessity. Information about factors associated with women's employment status after job loss may be useful to policy makers and program planners providing assistance or training to dislocated women. This study of women workers, who are dislocated from jobs in textile and apparel plants in Georgia, identifies the differences between women who are unemployed, re-employed, or enrolled in job training programs following job loss. Findings suggest that stage of the family life cycle and the demands of combining production work and family responsibilities contribute to women's experience of unemployment and their labor market participation.  相似文献

We study the effect of a job training program for low‐income youth in Cordoba, Argentina. The program included life‐skills and vocational training, as well as internships with private sector employers. Participants were allocated by means of a public lottery. We rely on administrative data on formal employment, employment spells, and earnings, to establish the effects of the program in the short term (18 months), but also—exceptionally for programs of this type in Latin America and in developing countries in general—in the medium term (33 months) and in the long term (48 months). The results indicate sizable gains of about 8 percentage points in formal employment in the short term (about 32% higher than the control group), although these effects dissipate in the medium and in the long term. Contrary to previous results for similar programs in the region, the effects are substantially larger for men, although they also seem to fade in the long run. Program participants also exhibit earnings about 40% higher than those in the control group, and an analysis of bounds indicates that these gains result from both higher employment levels and higher wages. The detailed administrative records also allow us to shed some light on the possible mechanisms underlying these effects. A dynamic analysis of employment transitions indicates that the program operated through an increase in the persistence of employment rather than from more frequent entries into employment. The earnings effect and the higher persistence of employment suggest that the program was successful in increasing the human capital of participants, although the transient nature of these results may also reflect better matches from a program‐induced increase in informal contacts or formal intermediation. In this interview, Sukaynah Salameh, director of the nongovernmental Vocational Development Association (VDA) of Lebanon, states that the VDA was created to provide Palestinian and Lebanese youth with employment skills appropriate for local market conditions. The young men and women served by the VDA have had their education curtailed by 15 years of civil war and deteriorating economic conditions in their country. The situation is particularly difficult for Palestinian refugee women who face employment opportunities limited by scarce jobs, laws regulating the employment of refugees, competition by cheaper migrant labor, and women's unequal status. Most training programs provide refugee women with skills that do little but enhance their housekeeping skills. The VDA offers 6-9 month training courses using its own curricula. In addition, the VDA keeps a roster of its graduates to evaluate the usefulness of its training. This record-keeping allowed the VDA to determine that the market was being saturated with the skills they were offering. Therefore, the VDA conducted a market analysis that focused on the socioeconomic status of refugee women. This research revealed that the number of refugee girls enrolled in primary and intermediate school has gradually declined, although most young women 15-25 years old want to learn skills in order to find jobs. In order to increase the level of female enrollment in its vocational courses, the VDA decided to provide women who already have basic education skills with additional training in subjects the market is demanding, like architecture and design and computer studies. In addition, the VDA has begun an individual outreach program to promote the idea of female education and employment and has developed a network to help women find jobs.  相似文献
