This article investigates policy in the Philippines relating to the protection of children, which, despite policy efforts in this space, and growing evidence of child maltreatment and its impact, remains unexamined by the literature. It examines constructions of childhoods utilising a critical policy analysis of national policy documents concerning children's welfare and protection. Analysis finds conflicting representations of children's agency, defining children as ‘becomings’, but also as rights holders and social actors, viewing children as both embedded in, and reliant on, family, consequently detailing important insights into Filipino policy‐making and society.  相似文献

Countries which have ratified the United Nations Convention on the Rights of the Child, have committed to implementing its principles in law and policy. This article explores the challenges for securing children's rights through policy, drawing on a research project conducted for the Northern Ireland Commissioner for Children and Young People, which sought to identify barriers to effective government delivery for children and young people from the perspective of key stakeholders. The research concluded that, while some barriers (such as delay and availability of data) are not child‐specific, they can be accentuated when children and young people are the main focus of policy development and more so when seeking to adopt a child rights‐compliant approach to policy development and implementation.  相似文献

This article explores agency policy in relation to children's participation in the child protection process. This was done by examining policy documents and conference minutes and by interviewing social workers and conference chairs working in child protection in Wales. Issues and dilemmas surrounding the participation of children and young people in the child protection process are identified and examined. The lack of children's more direct participation was noted, but many agencies were taking action to inform themselves of children's views indirectly. Advocacy was being more frequently used, and highly valued where it was available, but did raise some role dilemmas. The essentially child‐unfriendly nature of child protection processes (particularly the conferences) was identified as a significant barrier to promoting children's voices. The contradiction of trying to promote children's direct participation in a process that is inherently not geared towards their direct involvement was noted. Increasing children's and young people's participation in decisions, about their own care and about service development, is a policy priority. Although in general participation is increasing, disabled children are less likely to be involved than non‐disabled children and it is unclear to what extent children with complex needs or communication impairments are being included in participation activities. This article considers the general treatment of asylum‐seeking families with children in the UK, focusing on the government's practices and public reactions to these measures. It first describes both the exclusive asylum framework, based on institutionalised suspicion, welfare restrictions and detention, and the inclusive child policy framework, based on recognising children's rights and protecting all children. The article then investigates the implications for policy‐making that these radically opposed regimes have for those who fall between the two categories, i.e. asylum‐seeking children. To this end, we examine more closely three asylum practices — Section 9 of the Asylum and Immigration (Treatment of Claimants, etc.) Act 2004, detention of accompanied asylum‐seeking children in immigration removal centres and removals. Our analysis indicates that the government's attempt to fully include families within the restrictive asylum framework has been somewhat frustrated by the mobilisation of a wide range of public actors. As such, despite its supposedly ‘legally unconstrained’ room for action, the government has recently agreed to partly review its policy standards for asylum‐seeking families, apparently aware of the potentially damaging effects of being seen as disregarding children's rights and needs. On the other hand, the government does not seem inclined to question the current asylum framework and the assumptions on which it is based. Consequently, the asylum system for families is likely to remain based on ad hocarrangements conditioned by the scale of the protests.  相似文献

Sociologists have long noted that childrearing shapes young people's life chances. Worldwide, rural‐to‐urban migration is growing, yet we know little about whether or how migrants adopt new childrearing beliefs during this rapid social transformation. Using interviews with 63 parents and ethnographic observation at a public school, I examine how rural‐to‐urban migration affects the childrearing beliefs of indigenous peasants who move to the city of El Alto, Bolivia. Many migrants reject rural childrearing's reliance on corporal punishment and limited verbal communication, instead embracing more open communication, limited physical punishment, and parent–child trust. Urban organizations and social ties expose parents to a new childrearing model, and parents find this model credible when they observe that it buffers children from urban dangers that threaten young people's mobility chances. Adopting urban childrearing ultimately entails accepting an underlying model of children's agency, wherein children need internal motivation instead of external impulsion. This case shows that individuals’ childrearing beliefs are more malleable than previous sociological studies suggest. I close with policy implications for parental education and child well‐being initiatives.  相似文献

SUMMARY. This article outlines a study of the inter-relationship between children's understanding of the motives for people working, the factors which determine their pay and the reasons and consequences of losing a job. The results suggest developmental transitions in the thinking of children between 6–12 years about the relationships between work, pay and employment and demonstrate negative beliefs about the unemployed in even young children. In addition variations were found in the belief systems of children attending state or private schools emphasising the importance of socialising experiences to children's understanding of socio-economic issues.  相似文献

This article reflects on key methodological issues emerging from children and young people's involvement in data analysis processes. We outline a pragmatic framework illustrating different approaches to engaging children, using two case studies of children's experiences of participating in data analysis. The article highlights methods of engagement and important issues such as the balance of power between adults and children, training, support, ethical considerations, time and resources. We argue that involving children in data analysis processes can have several benefits, including enabling a greater understanding of children's perspectives and helping to prioritise children's agendas in policy and practice. © 2007 The Author(s). This article sets the scene for the other papers in this Special Issue on children's and young people's participation, by outlining the nature of the ESRC Seminar Series from which all are derived and by developing the main themes discussed at the seminars. The focus of this Issue is participation by children and young people as this relates to differing notions of social exclusion and inclusion. This article critically examines participation in the contexts of policy, practice, research and theory. In many respects the environments in each of these domains is supportive of increased participation, yet there is also much evidence of limited impact by recent participative measures and of disillusionment by many young people who have been engaged in consultation and decision‐making. A way forward is suggested, which entails collaboration among all the key stakeholders including children and young people, connects participatory and social inclusion aims and mechanisms, and is committed to achieving tangible outcomes based on the wishes of children and young people.  相似文献

This article examines children's (8–9 years) and young people’s (14–15 years) views about their own participation in decision‐making processes with adults, within the context of home and school in Norway. A difference‐centred theoretical perspective is used to identify children’s participation as expressions of agency embedded in intricate child–adult relations, in which children and adults are positioned differently. It is argued that children not necessarily ask for increased independence from adults, but rather to be recognised as ‘differently equal’ partners in shared decision‐making processes, where children are being treated with dignity and respect as valuable persons.  相似文献

Historically, children's safeguarding policy and practice in the UK have focused on individual and family‐level explanations of abuse and neglect, with relatively little attention given to children's overall well‐being or the role played by neighbourhood conditions in shaping it. As a result, community‐oriented practice, designed to improve the neighbourhood conditions in which many of the families who come to the attention of child welfare agencies live, has largely remained on the margins of mainstream provision for safeguarding children and young people. However, more recent policy developments, including Every Child Matters and the Children's Plan, do highlight the influence of children's wider circumstances on their well‐being, providing the foundations for more holistic approaches to service provision. Nevertheless, it is argued that these policy developments are unlikely to be successful unless they are accompanied by fundamental changes within the culture of many agencies and professions. Using a combination of ecological theory and practice examples, some of the main strands of the changes required (developing a culture of listening to children and adults; recognising and supporting the safeguarding activities of local people; and promoting partnership approaches to extending local provision) are critically examined. Policymaking is one of the most challenging arenas in which children's participation rights are implemented. The goal of this study is to portray patterns of children's participation in public policymaking and characterize various adults' reactions to children's participation. The study draws on protocols of committees operating in the Israeli parliament and interviews with an advisory group of children and young people who had participated on the committees. The findings show the potential of children's participation in national policymaking to mobilize policy change and to contextualize policy discussions. They also demonstrate that children's comments in policy discussions may evoke extreme responses, expressed as either fawning or dismissing. The conclusions offer practices that may assist in preparing both the participating children and the policymakers and in diversifying the children's voices.  相似文献

Until recently, mainstream services for children in the UK have largely relied upon individual and reactive approaches to safeguarding children's welfare. However, recent legislative and policy reforms require the development of a more preventive orientation, capable of promoting the well‐being of all children. This will require that agencies responsible for the integrated delivery of children's services develop strategies that, for the first time, take full account of the area and community components of children's well‐being. The challenges presented by these reforms, to existing organisational and professional cultures and ways of working, are examined in the light of recent research evidence. Responsibility is a key concept in policy and public debate about the lives of children and families. On the one hand, parents are assumed to take responsibility for children's well‐being; on the other, children and young people are blamed and frequently punished for “irresponsible” or anti‐social behaviour. The article deconstructs the concept of responsibility from children's perspectives. Data are taken from a pilot study of 29 children aged nine and 10 in the East Midlands, England. In‐depth interviews revealed that children assume a series of responsibilities in the home and that these are understood as an inevitable and “normal” part of daily life. Children also described the basis of “being responsible” as underscored by two core values (honesty and fairness) and indicated that responsibility was a crucial part of their moral worlds. These moral understandings were, however, malleable. They were particularly mediated by the child‐parent relationship and were constantly being negotiated and renegotiated in the home.  相似文献

Maternal education differences in children's academic skills have been strongly linked to parental investment behaviors. This study extended this line of research to investigate whether these same maternal education patterns in parenting are observed among a set of parenting behaviors that are linked to young children's health. Drawing on data from the Early Childhood Longitudinal Study, Birth Cohort (n = 5,000) and longitudinal models incorporating random effects, the authors found that higher levels of maternal education were associated with more advantageous health investment behaviors at each phase of early development (9 months, 2 years, 4 years, 5 years). Moreover, these disparities were typically largest at the developmental stage when it was potentially most sensitive for children's long‐term health and development. These findings provide further evidence of a developmental gradient associated with mothers' education and new insight into the salience of mothers' education for the short‐ and long‐term health and well‐being of their children.  相似文献

Studies that focus on children's safety and well-being often focus on neighborhoods as the unit of analysis, as it is within these geographic confines that children spend much of their time. Such studies have shown that neighborhoods directly and indirectly influence children's safety and well-being. Much of this research has focused on census data and/or caregivers' perceptions of neighborhood characteristics. Less attention has been given to the neighborhood experiences and perceptions of children themselves, especially young children. The current study utilized two techniques for interviewing pre-schoolers (aged 4 and 5): individual interviews incorporating drawing and focus groups integrating a story and a puppet. The current study highlights the important of incorporating children's perceptions and offers new measures of doing so. In the current study, very young children were put in the center of the exploration and the findings stress that children's experiences in their neighborhood were geographically limited. They talked about their homes, preschools, and the playground. In part, this finding may be indicative of the lack of child-friendly spaces and resources for children in the neighborhood. In addition, the current study shed a light into children understanding and ability to discuss safety and help seeking, which are key concepts to any future planning of prevention and intervention efforts with children. Delve into the individuals to whom children said they turned for help revealed extremely limited list of family members, which raises concerns about the support networks available to the children and their families. This study suggests that the inclusion of young children's perspectives may facilitate programs and initiatives aimed at improving their safety and well-being by identifying sources of protections and threat from children's own perspectives.  相似文献

Children's participation in public life in contemporary Britain is examined in relation to the tension between control and self‐realisation found in late modernity. It is argued that, despite the recognition of children as persons in their own right, public policy and practice is marked by an intensification of control, regulation and surveillance around children. This tension is considered in relation to the constitution of children in the public sphere as human capital and therefore as a means of controlling the future. This is contrasted to the private sphere where children's potential for self‐realisation is increasingly sequestered in the family. It is suggested that these trends raise issues of social inequality, intergenerational justice and institutional disengagement in relation to children. This paper discusses the development of a children's rights‐based measure of participation and the findings from its use in a survey of 10‐ to 11‐year‐old children (n = 3773). The measure, which was developed in collaboration with a group of children, had a high reliability (Cronbach's alpha = 0.89). Findings suggest that children's positive experience of their participation rights is higher in school than in community, and higher for girls compared to boys. It is argued that involving children in the ‘measurement’ of their own lives has the potential to generate more authentic data on children's lived experiences.  相似文献

The past decade has seen significant developments in policy and practice for disabled children and their families. In particular there is a new focus upon access and inclusion, with increasing awareness of the need to see disabled children and families as active partners within policy development and implementation. There is growing awareness of the implications of disability discrimination legislation across children's services and of the importance of improving arrangements for early identification and intervention to maximise disabled children's participation within mainstream services. The National Service Framework, the advent of Children's Trusts and a new Special Education Needs (SEN) Action Programme, together with the introduction of direct payments, give encouraging messages about multi‐agency working and a strategic and ‘joined up’ approach to childhood disability. However, many disabled children and their families continue to experience discrimination, poverty and social exclusion. The challenge for the Government is to ensure that disabled children are ‘mainstreamed’ across all policy initiatives and to recognise the talents and ambitions of disabled children and their families in service design and implementation. VIOLENCE     
This qualitative research study explores determinants of child labor in two low‐income urban communities in Beirut and reveals that violence against children, both at home and at school, is a recurring theme. Our analysis of interviews with and observations of working children and their parents in their homes and at the children's work places shows that violence is an important determinant of child labor. Findings reveal that, contrary to the importance usually placed on family and school for children's well‐being, certain home and school environments may indeed be unfavorable for learning and development and thereby play a role in a child's decision to leave school and start work at a young age.  相似文献
