Reports into incidents of child death and serious injury have highlighted consistently concern about the capacity of social workers to communicate skilfully with children. Drawing on data collected as part of an Economic and Social Research Council funded UK‐wide research project exploring social workers' communicative practices with children, this paper explores how approaches informed by social pedagogy can assist social workers in connecting and communicating with with children. The qualitative research included data generated from 82 observations of social workers' everyday encounters with children. Social pedagogical concepts of ‘haltung’ (attitude), ‘head, heart and hands’ and ‘the common third’ are outlined as potentially helpful approaches for facilitating the intimacies of inter‐personal connections and enhancing social workers' capacity to establish and sustain meaningful communication and relationships with children in the face of austere social, political and organisational contexts.  相似文献

ABSTRACT

Health care has evolved rapidly in Saudi Arabia, based upon a Western model of service that incorporates multidisciplinary professional teams. Social work practice forms part of patient care. This study explores how Saudi social workers perceive their role and how they describe their practice within the hospital context. A quantitative methodology was employed using a self-administered questionnaire. Analysis revealed that 219 social workers perceived formidable limitations to their daily work practice. The study identified factors relating to the hospital's organizational circumstances where a) organizational structural aspects, b) organizational resources, and c) hospital management and interprofessional teamwork impacted best practice. Future research and recommendations for further study are outlined.  相似文献

The present paper outlines and analyzes Australia's welfare reform policies as they have been implemented over the past decade. While there have been numerous social policy initiatives over this period, welfare reform provides an interesting site for analysis and review. This suite of policies and programs is of particular importance from several standpoints. First, its target groups – those needing income security assistance, including the unemployed, people with disabilities, and single parents – are historically and traditionally of concern to social work and social welfare. Second, welfare reform policies have had significant impact on social welfare agencies, and the social workers and welfare workers employed in them. Finally, welfare reform has had a wider impact on inequality in Australia and our attitudes to those in need. This paper first provides a brief overview of the context of Australian social policy and welfare, its origins and current situation. It then outlines the key operational elements of welfare reform and how it has been implemented. The third section of the paper offers a critical analysis of these policies and programs and finally poses some questions and issues requiring further discussion and research.  相似文献

ABSTRACT

This article is principally designed to examine social workers’ retrospective views on their past educational experiences with case management in disability services to supply a deficiency that very little literature attention has been paid to how prior professional education shape their case management practice. Using qualitative methods, 13 social workers selected by purposive sampling were invited to participate in in-depth interviews. The qualitative data were analysed to generate some themes. Three themes found are “from ‘rarely heard of it’ to ‘remember it being referred to’”; “buy a lottery ticket before starting a field placement”; and “Ambiguity”. These themes indicate that social work education related to case management was lagging behind, which may exacerbate social work’s polarisation and lead to social workers’ confusion about their professionality. As a result, an urgent need for greater knowledge of case management in university education and in-service training should be addressed in Hong Kong.  相似文献

This study examined the relationship between (a) social workers' perceptions of preparedness to perform in their professional roles and perceived social justice behaviors at work and (b) workers' sense of workplace empowerment. A sample of 152 currently licensed social workers responded to web or mailed surveys. Respondents were more likely to perceive having workplace empowerment related to meaning in their work if they reported their social work program training prepared them for their professional roles. Perceived social justice behaviors at work were associated with workers' experiencing empowerment related to the impact they had at work. Social workers' sense of training preparedness and experiencing social justice at work can positively influence workers' perceived empowerment. Enforcing the importance of engaging in social justice with clients in social work education, both in class and in field placements, has the potential for long-lasting effects on empowerment in students' future workplaces. Agency-level management should ensure continuity in social justice activities to enhance feelings of workplace empowerment, which may help social workers connect with clients. Future research should examine elements of social work programs that promote feelings of empowerment in order to understand how the same approach can be used in models of continuing education and organizational management.  相似文献

Little research has been done into what social workers do in everyday child protection practice. This paper outlines the broad findings from an ethnographic study of face‐to‐face encounters between social workers, children and families, especially on home visits. The social work practice was found to be deeply investigative. Children's bedrooms were routinely inspected and were the most common place where they were seen alone. A high proportion of children were not seen on their own because they were too young and the majority of the time was spent working with parents and children together. Small amounts of time were spent with children on their own and some first encounters were so rushed that social workers did not even introduce themselves to the child. This arose from two key factors: firstly, organisational pressures from high workloads and the short timescales that social workers were expected to adhere to by managers and Government; secondly, practitioners had varying levels of communication skills, playfulness and comfort with getting close to children and skills at family work. Where these skills and relational capacities were present, social workers were found to have developed deep and meaningful relationships with some children and families, for whom it was apparent that therapeutic change had occurred.  相似文献

This article reports on Participatory Action Research with social work practitioners who collaboratively explored the effects on professional practice when practitioners raise their awareness of an ecosocial work approach. Although contemporary research in the profession has contributed to the ongoing development of ecosocial work, there is a notable lack of collaboration with social work practitioners. Using a transformative ecosocial work model of practice, researchers together with social workers from a range of practice contexts met as co‐inquirers to plan, implement and evaluate ecosocial work interventions. As part of a larger international study, this article reports on research outcomes within the Australian context. Overall, results indicate that practitioners incorporated interventions across personal, individual, group and organisational levels of practice, but were constrained by structural elements at broader levels. Continuing the development of ecosocial work requires further collaborative exploration with practitioners, which takes into consideration communities and broader social and political systems. The current study aimed to explore the factors that influence how social workers make decisions and develop their decision-making skills in care proceedings, and to identify effective support and intervention to develop social worker decision-making skills. The study employed a mixed thematic approach across two phases of study: an initial inductive thematic analysis of responses to an online qualitative questionnaire and then a mixed thematic analysis of follow-up focus groups and interviews with social workers working in various social work roles within England and Northern Ireland. The findings identified a number of themes that help to understand the decision-making skills of social workers; thorough assessment skills, relationship-based anti-oppressive practice, being mindful of the lived experience of the child and using critical reflection to make complex decisions. Wider structural factors that support or hinder decision-making, particularly in respect of organizational support and management supervision were also identified. Social workers can be supported to develop decision-making skills through additional training, reflective learning and management support to develop their practice wisdom within this field.  相似文献

This article focuses on STOP4-7, an ecological early intervention programme for children with serious behavioural problems in Belgium, which includes social skills training for children, management training for parents and classroom management training for teachers. We argue how this type of social work benefits from empirical research on its effects on children and parents. Yet social work research that addresses these questions needs to extend its focus to overt and covert inclusion and exclusion mechanisms that operate through social work. Finally, we argue that, in the case of STOP4-7, social work is embedded in the process of social and political framing of the problems it is supposed to solve. By extending the focus of social work research to the very construction of social problems, we show how social workers may perform their agency as reflective practitioners, rather than being objects of interventions.  相似文献

Environmental ethics for social work: Social work's responsibility to the non‐human world This lead article in this Special Issue begins discussion on an environmental ethics for social work and raises arguments as to whether and, if so, why social workers have duties, obligations, responsibilities and commitments to the non‐human world. It provides an overview of the field of environmental ethics in searching for a moral stance to affirm an environmental social work. To what extent should social workers engage in fundamental geopolitical issues concerned with climate change, global warming, environmental degradation, pollution, chemical contamination, sustainable agriculture, disaster management, pet therapy, wilderness protection and so on and, if so, why and how? Are these issues incidental and peripheral and only of concern when they impact upon humans or do social workers have a responsibility beyond human interests? What is the significance of the ‘non‐human’ for social work? The article explores the terrain of the burgeoning field of environmental ethics to determine whether convincing ethical grounds for environmental social work might be found beyond hortatory claims of what the profession ought to be doing to address environmental concerns.  相似文献

This is a study of encounters between social workers and citizens in one type of welfare organisation, the municipal elder care system. The article sheds light on how older people's claims are dealt with in the processing of home care applications. Twenty encounters between social workers and older people were studied using discourse analysis. The findings reveal that discursive practices are part of the routine when the applications are processed. The application handling follows an agenda‐bound pattern that is visible in the encounters. In these standardised procedures, oral discourse is embedded in routines that also include the use of texts. However, within this institutional order, there is also an important element of negotiation between the parties. It is therefore claimed that the encounters include a negotiated order that does not exist on its own, but is achieved in the ongoing interaction.  相似文献

Social workers' attitudes towards the unemployed in the Nordic countries In recent decades, municipal social workers have become the implementers of new types of social policy measures aimed at activating the unemployed. These policies put a greater emphasis on the individual's own responsibility for being unemployed. Little is known, however, about how social workers view the unemployed – one factor that might influence how policies are in fact implemented. Therefore, our purpose was to analyse Nordic social workers' attitudes towards the unemployed and their determinants: Do social workers' attitudes correspond with a more individualistic view on unemployment? We utilised the data from surveys of professional social workers in four Nordic countries. Our analyses showed that individualistic attitudes towards the unemployed appeared to be rather rare among Nordic social workers. Recent UK government reforms have introduced a range of measures to regulate practice in child welfare, with professional work increasingly structured into formal processes embedded in information technology. This prompts obvious anxieties about the erosion of professional discretion. Using Lipsky's concept of the street‐level bureaucrat, we report on an ethnographical study examining how social workers organise their practice in an atmosphere of performance management. Clear indications of attenuated discretion are revealed, reflecting the shift to a managerial model of control. Of concern is the emergence of a pattern of formally conformant behaviour in which the letter of the organisational law is obeyed but without genuine commitment. Drawing on the anti‐hero of Ha?ek's celebrated satire, we denote this form of passive resistance ‘?vejkism’. While showing up the absurdities of excessive managerial power, such behaviours are ultimately dysfunctional for the organisation; an alternative governance paradigm, based on professional values, is briefly outlined.  相似文献

Burnout is a worldwide phenomenon among social welfare workers. This study examined how burnout affects student social workers and professional social workers. It first examined the construct validity of the Maslach Burnout Inventory‐General Survey (MBI‐GS) scale, using data from two Chinese samples (848 student social workers and 748 professional social workers). The original three‐factor model was regarded as superior to other competing models. Investigation of the second‐order factor model indicated that exhaustion and cynicism are core components but that personal efficacy is not. The research also revealed the differential predictability of the three subscales of the MBI‐GS. Our expectation that differential patterns of effects could be predicted was largely supported. Professional efficacy plays a key mediating role in the relationship between student social workers’ professional identity and their satisfaction with fieldwork, while social workers’ cynicism is the main mediator in the relationship between their professional identity and turnover intention. Therefore, identifying at‐risk students and professional social workers to undertake appropriate intervention strategies that focus on both their professional identity and different dimensions of burnout may be an effective way to prevent students’ dissatisfaction and reduce social worker turnover.  相似文献

Minas R. Social expenditures and public administration: are local social assistance costs in Sweden a matter of organisation?

This study examines the connection between organisational factors and local social assistance expenditures in Swedish municipalities. The organisation of social assistance units, particularly those for the intake of social assistance inquirers, and the possible implications for local social assistance costs are highlighted. The study is based on interview data from medium‐sized Swedish municipalities combined with register data covering the years from 1997 to 2001. The results show that socioeconomic factors have an overall dominant effect, but also that organisational factors co‐vary with local social assistance expenditures. The results show a cost‐reducing effect for special intake units: firstly, when these units are analysed together with other forms of specialisation and secondly, when staff resources are taken into account. Thus, specialised intake organisation by itself does not play a cost‐reducing role, but does so in combination with certain other factors that characterise the internal organisation of the social welfare office.  相似文献

It is widely accepted that empathy is important for social work practice, yet there are multiple dimensions of empathy and comparatively few studies of empathy as a component of social work skill. To date, published studies have been quantitative, and as a result, we know little about how social workers demonstrate empathy in practice or what skilled empathic practice in child and family social work might sound like. This study contributes to the development of understanding of empathy as a social work skill through a mixed‐methods analysis of 110 audio recordings of meetings in a child protection service between workers and parents, applying a coding framework for analysis. Findings indicate that workers who demonstrate higher levels of empathy skill use more open questions and reflections in their communication with parents. Further, they demonstrate curiosity about and make efforts to understand parents' often difficult experiences, including a focus on emotions. That the majority of workers were found not to demonstrate a high level of empathy skill presents concerns to be considered by the social work profession. A deeper understanding of empathy presents an opportunity for an increased focus in organizations to enable workers to demonstrate empathy towards families they work with.  相似文献

Although the importance of including fathers in child welfare services has been increasingly recognized, social workers' engagement with fathers is still limited and sometimes fraught with negative bias. This paper attempts to lay some needed foundation to meet the challenge of working with fathers. It presents in succinct form the existing knowledge on how fathers experience and manifest their distress and on how they view the social services and social workers. It discusses, in some detail, three main issues – power relations, mutual fear and communication differences – in the interactions between female social workers and the fathers in the social welfare services. And it emphasizes the need for social workers to be aware of how their experiences with their own fathers may affect their interventions with men. It ends with observations and recommendations for developing the gender awareness that is necessary for effective practice with fathers.  相似文献

Drawing on Judith Butler's conception of 'performativity', we would argue that the notion has important implications for contemporary debates in international social welfare over agency, subjection and 'resistance'. Professional social workers embedded in discursive institutions function according to particular expectations around performativity. In addition, this organisational context is complex with multiple demands. In light of technologies of surveillance and control in contemporary social work, performativity offers a response to the pressing need to expand notions of worker opposition beyond traditional forms of organised dissent towards the production of subjective space.  相似文献

There are differing opinions on how far the international values and internationally understood practice of social work, as epitomised by the international definition on social work, can apply universally to all countries, notably China. The lack of capacity in the Chinese social work community to develop evidence-based and adaptable practice has hindered the effective learning and systematic 'indigenisation' of overseas social work knowledge. This article argues that the international definition can serve as an active working platform where Chinese social workers and the international social work community can search for commonalities and facilitate mutual understanding. Social workers can only effectively respond to the trends towards globalisation by trying to find out more about their common identity and similarities through interactions, while at the same time showing more acceptance of the differences between countries.  相似文献

This paper explores how social workers intervene with affluent parents when there are child protection concerns about neglect. Based on data gathered from a small‐scale exploratory qualitative study with 30 practitioners from 12 local authorities across England, this study examined three overarching questions: (a) How do social workers identify risk factors for vulnerable children in affluent circumstances? (b) Which factors inhibit or enable social workers' engagement with resistant affluent parents when there are child protection concerns? (c) What kind of skills, knowledge, and experience is necessary for social workers to effectively assert their professional authority with affluent parents when there are concerns about abuse and neglect? The findings revealed that indicators of neglect can be difficult to identify and challenging to respond to when parents are affluent. Results indicate that social workers have to navigate complex power relationships with parents who are able to use their class privileges to resist their interventions. The paper concludes with a discussion of social workers' skills and capacities for engaging highly‐resistant affluent parents in the child protection system.  相似文献
