Correspondene to Mark Lymbery, Centre for Social Work, School of Sociology and Social Policy, University of Nottingham, University Park, Nottingham NG7 2RD, UK. e-mail: Mark_Lymbery{at}nottingham.ac.uk Summary The 1990 National Health Service and Community Care Act appearedto herald a new dawn for social work with older people, whichhad previously been a relatively neglected and undervalued areaof social work practice. The legislation proposed a new rolefor social workers as ‘case managers’, with considerableautonomy and flexibility about the way in which the ‘casemanager’ responded to need. By the time community carepolicy was implemented, the role of ‘case manager’had been transformed into that of ‘care manager’,with a focus which emphasized procedural and managerial requirementsrather than a more flexible professional practice. This paper explores the extent to which this shift has substantivelyaltered the nature of social work practice with older people.It outlines key theories of professions and their applicabilityto social work, and critically analyses the impact of the ‘newmanagerialism’ within social services departments. Thepaper also examines the nature of social workers' practice witholder people following the impact of community care legislation,and concludes that the impact on the social work professionhas been to locate an increasing control of practice with socialwork managers, with potentially serious consequences for thecontinuation of a distinctive social work role in relation toservices for older people.  相似文献

Summary This Research Note represents the first in a two part series,dealing with the experience of social work with immigrants andrefugees in Finland. In this part, the author identifies keyideas and outlines research findings in the major area of employment,including a discussion of the skills and abilities which socialworkers need and can contribute in this area. Summary This note takes further the task of conceptualizing communitysocial work begun by Alan York in his paper for the June 1984edition of this Journal. York's approach is criticised firstlyfor unhelpfully conflating ‘community work’ and‘community social work’ and, secondly, for developinga schema unable to satisfactorily theorise the range of communitywork approaches currently to be found within social work. Buildingupon York's suggestion that ‘dichotomous formulations’provide an appropriate way forward for analysing community practice,three, distinct, dichotomies are elaborated, and recommendedas a basis for locating and comparing current approaches tocommunity social work.  相似文献

Summary This article describes the findings of a research project whichexamined the views and practice of social workers undertakingassessments in one local authority following the implementationof the NHS and Community Care Act 1990. While the assessorsexpressed dissatisfaction with some aspects of the new systemof care management, overall they appeared to be taking the newculture on board. Managers were consistently more enthusiasticthan practitioners. Both groups saw needs-led assessment, userchoice and keeping users in their own homes as central objectivesof care management. The shadowing of ten community care assessmentsallowed the degree to which these objectives were realized inpractice to be explored. Users' experience of the new culturewas also studied. The user-practitioner transactions observedsuggest that those users who were able to articulate their ownneeds forcefully were most likely to be able to exercise choice.It is argued that the new culture of community care embodies‘consumer choice’ rather than ‘user choice’.  相似文献

Summary In this paper the author offers a review of some of the majorcritiques of anti-racist theory and practice within social workand critically examines the trend towards anti-oppressive theoryand practice as the ‘way forward’. She argues thatthe uncritical acceptance of the move away from specificallyanti-racist perspectives towards the broader approach of anti-oppressivepractice may lead towards the retrenchment of all such criticalperspectives within social work rather than their regeneration.The author concludes that such a rigorous review will more fullyground the moves towards anti-oppressive practice as a paradigmfor social work.  相似文献

Summary This paper arose from our disagreement with some of the suggestionsin an earlier article in this journal (Brown et al., 1982).Before and since, we have both worked in and studied numerousexamples of groups of a type which, according to Brown and hiscoauthors, scarcely exists in British social work practice.This paper explains what we believe to be the actual significanceof the type of group work we refer to as ‘self-directed’,together with our view of its place within wider social work,community work, and groupwork practice. We also give examplesof such groups and conclude that their proliferation would enableworkers to go beyond the alleviation of individual distressinto the achievement of external change.  相似文献

Immigrants continue to settle in metropolitan areas across the United States and bring significant changes to various urban labor markets. Using American Community Survey (ACS) data for 2007 and 2011, we trace the employment outcomes of immigrants compared to native-born workers before and after the recent Great Recession across the 100 largest metropolitan areas and examine individual-level and metropolitan-level factors that shape their employment outcomes. We find that low-skilled workers in general and immigrants without English proficiency and those who are new entrants or earliest arrivals are harder hit in the recession. Latino immigrants and black workers fare worse in areas with high immigrant concentration. Latino immigrants experience employment gains, however, in the South, large urban economies, as well as new immigrant gateways. Asian immigrants see declines in employment likelihood in areas with a large construction sector, while areas with a large trade sector hurt native-born white workers.  相似文献

Summary Amidst questioning of its essential identity, social work iscurrently developing new procedures and training programmesin assessment, traditionally one of its core activities. Thedemand for this redevelopment has been created by the changingprofessional climate in both probation and social work practice,in particular the response to legislative changes such as theNational Health Service and Community Care Act 1990. This paperexamines the established model of social work assessment inhistorical context and identifies its shortcomings for practicein the 1990s. It argues that despite the apparently diverserange of assessment tasks now undertaken by social workers andprobation officers, there remains an identifiable, common setof skills. Moreover, unless social work anchors these assessmentskills in a conceptual framework, retaining a sense of its ownhistory, the essential character of social work assessment willbe lost amidst mechanistic procedures and competing philosophies.This paper suggests a typology for making sense of the rangeof assessment tasks in current practice, arguing that this mustbe rooted in a holistic theoretical and philosophical model.The term ‘social work’ is used in its generic senseto include probation practice.  相似文献

E-mail: c.o.beckett{at}apu.ac.uk Summary This article discusses the language that is used by childrenand family social workers when talking about their work, andspecifically the metaphors that such language draws upon. Thequestion of the relationship between language and reality thathas been raised by postmodernist theory is considered, but itis argued that it remains sensible to see language as ‘areflection of reality’, however partial. Drawing on ideasabout metaphor from other disciplines, it is suggested thatby identifying the sources of metaphors used in spoken languageit is possible to gain insights into underlying mental concepts.Metaphors in the language of social work are found to come fromseveral sources, including medicine, business and industry,but attention is drawn here in particular to terms with militaryconnotations, implying underlying conceptual metaphors thatequate social work with war. Summary The recently introduced National Standards for Community Serviceschemes in Scotland recognize that certain offenders on CommunityService may experience personal difficulties that interferewith their ability to comply with the order of the court andrecommend that where necessary advice and help should be providedto assist completion. A study of twelve Scottish Community Serviceschemes revealed that in spite of their often being acceptedfor Community Service because of the absence of obvious instabilityin their lives, many offenders encountered personal difficultieswhile completing their orders and those who did had a higherincidence of absence from placement. The relatively few instancesof intervention by Community Service staff that were found weremainly of a practical nature. Two schemes were, however, identifiedas offering a more intensive social work service which may haveenabled certain offenders who would not otherwise have doneso to complete their Community Service Orders. The practicalimplications of increased intervention by Community Servicestaff are discussed as is the possibility that such an approachmight enable schemes to deal successfully with a higher proportionof offenders who would otherwise have received a custodial sentence.  相似文献

E-mail: s.walker{at}apu.ac.uk Summary The increased prevalence, complexity and earlier onset of childand adolescent mental health difficulties, has prompted governmentinitiatives to reconfigure current provision for this clientgroup, their parents and the carers who try to support them.Social workers have an important part to play in respondingto the needs of these individual children and families. A residual,care management role is not adequate in these circumstances.This paper describes the development of social work in childand adolescent mental health, and suggests that a synthesisof psychosocial principles and community practice, offers theoptimum social work model of assessment and intervention. Sucha model embraces the most useful aspects of psychodynamic theoryin the context of practice consistent with anti-discriminatory,children's rights and partnership principles.  相似文献

This article examines the dilemmas faced by undocumented immigrants within the criminal justice system vis-à-vis the immigrant detention center and the resulting implications for social work. It explores the new realities for undocumented immigrants in the United States, including an explanation of state policies that have led to the criminalization of immigrants. The criminal justice and homeland security responses to undocumented immigrants, including the trend toward the privatization of immigration detention centers are analyzed. These changes concern Social EnquiryReport writing, the more intensive supervision of young offendersthrough the attachment of day centre type requirements to Supervisionand Probation Orders and the extension of Community ServiceOrders. Illustrating their analysis with data from a nationalsurvey of the Probation Service, the authors argue that thesechanges which have emanated in various forms from central governmenthave had a mixed reception. Whilst on the one hand, this thrustfrom above has been viewed as an unwelcome extension of communitycontrol through social work practice, it has also been seento contain opportunities to provide genuine alternatives tocustody for young offenders. The authors argue that, taken inthe context of recent overall sentencing trends, it is unlikelythat custody rates will decrease significantly, as Courts willtend to use community service and supervision packages to serveother purposes.  相似文献

The structure, internal issues, finances, personnel,professional and social policy work and publishing operationsare considered together with contemporaneous commentary on itsachievements. Conflict around membership policies and its professionalassociation role in relation to trade union activities wereinherent in its formation. Professional achievements includedwork on accreditation of social workers, a code of ethics andthe ‘new professionalism’, including client participationand case recording. Policy achievements included work on reformof mental health and child-care legislation and campaigns onpoverty and social security and constraints on social servicesexpenditure. Internal conflict and financial insecurity havelimited BASW's impact. However, as a small professional associationin a developing field with other powerful stakeholders, it hasachievements where alliances with other stakeholders and commercialoperators are established and when internal finance and personnelare stable. How does the presence of immigrants in a local community affect xenophobic attitudes? Does contact with immigrants ameliorate or exacerbate anti-immigrant attitudes among citizens? Synthesizing public opinion, economic, and demographic data from France, we test hypotheses concerning the relationship between the presence of immigrant populations and xenophobic sentiments. Supportive of the contact theory, we find that larger immigrant populations decrease xenophobic attitudes. This finding challenges much of the country-level research on immigrant concentration and xenophobia and offers some hope for those who are concerned about the rise of xenophobia and the radical right in the midst of diverse European polities.  相似文献

Summary The article describes the full evaluation of the Community CareScheme for the elderly in Kent. The evaluation compared therelative cost-effectiveness of the scheme for clients and carerswith the range of services which would otherwise have been received.It is argued that effective case-management by a key workeris an essential feature of more effective home care for thevery frail elderly and that the case-management role is an appropriatemodel of social work for other long term care groups. The newscheme appeared particularly appropriate for the extremely mentallyand physically frail who were living with others and for theless frail, socially isolated elderly person prone to minorpsychiatric disorder.  相似文献

Summary Recent research about young people and adults who ‘gomissing’ raises important issues for social work and thesocial services. Large numbers of young people go missing eachyear, becoming vulnerable to exploitation and at risk of committingcrime and suffering from other social difficulties. Adults leavebehind families with practical and emotional difficulties. Adefinition of ‘going missing’ should focus on absencefrom social expectations and responsibilities. Five groups ofmissing person are identified: runaways, pushaways, throwaways,fallaways and takeaways, reflecting different social situationsin which going missing occurs. It is argued that going missingis one of a range of choices which people in difficulties maymake, depending on their approach to problems in their livesand the availability of opportunities. Effective local co-ordinationto focus on reasons for going missing, on reunions and returnsto residential care or home, and to provide emotional and practicalhelp to people ‘left behind’, are required, providedthat care is taken to protect people who go missing becausethey are subject to abuse and violence.  相似文献

Underincreasing attack, both in the media and from government andits new right ideologues, social work has faced an increasinglyimpoverished client group with fewer resources and growing uncertaintyabout its legitimate role. In this context, legislative, administrativeand financial changes have pushed social work into an increasinglyantagonistic relationship with clients and have left it demoralizedand without a clear sense of direction. First,an account of the scope and methods used to conduct this review.Second, a brief analysis of non-empirical published materials.Third, in the bulk of the paper, identified comparative studiesare discussed in depth, with a particular focus upon methodologicalissues. Finally, by way of a conclusion, comments are made aboutthe state of contemporary empirical studies within Europeansocial work, and the relationship of these studies to the constructionof social work knowledge.
