This study focuses on the political advocacy of human service administrators following implementation of a highly restrictive state immigration law. It tests hypotheses to assess whether factors associated with the political advocacy of human service administrators generally are also associated with advocacy at a time of policy crisis. Findings suggest that few human service administrators engaged in immigration-related advocacy, and that those who did advocate were those most likely to perceive organizational benefit for doing so. The findings raise questions about the conditions under which human service administrators will advocate for social benefit in an organizational or individual role.  相似文献

Until recently, mainstream services for children in the UK have largely relied upon individual and reactive approaches to safeguarding children's welfare. However, recent legislative and policy reforms require the development of a more preventive orientation, capable of promoting the well‐being of all children. This will require that agencies responsible for the integrated delivery of children's services develop strategies that, for the first time, take full account of the area and community components of children's well‐being. The challenges presented by these reforms, to existing organisational and professional cultures and ways of working, are examined in the light of recent research evidence. The educator in a school of social work functions not only as a teacher of students but also as an advocate. The educator-advocate as gerontologist must simultaneously develop a core training in aging, induce other faculty members to add gerontological content, build interdisciplinary bridges with other academic units, and influence other educational institutions. The role of advocate demands a flexible use of strategies and tactics as well as evaluations of process and products, identification of factors associated with success and failure, and formulation of policy recommendations.  相似文献

This article identifies a family-centered practice construct for working with children and adolescents with disabilities and their families. The experiences of these families have shifted considerably over the past 30 years. A legislative and historical context provides the basis for an understanding of present policies and practices that influence current approaches to service delivery. Though family-centered practice is emphasized in various practice settings, there is still a need to integrate this philosophy into social work practice with children and adolescents with disabilities and their families. In order to enhance the ability of the social worker to integrate this construct into practice, a framework for exploring the experiences of children, adolescents and families is provided. This framework provides an overview of factors related to the individual child, the family and siblings for the social worker to consider when working with these families. In international comparison, the Nordic countries are characterised by similar policy goals and institutional contexts in child welfare. But is it also possible to talk about a common Nordic model in child welfare at the level of social work practices? And if so, to what extent do the results match the ideal model of ‘preventive and family service oriented Nordic child welfare’? This article investigates similarities and variations in Nordic social workers' assessments concerning child welfare problems and possible interventions by using vignettes and focus group interviews in case studies in four capital areas: Copenhagen, Helsinki, Oslo and Stockholm. The results seem to confirm the assumption of a preventive and family service oriented Nordic child welfare system regarding social work practices with smaller children, but not when adolescents are concerned.  相似文献

This article reviews data on childhood injury and explains how unintentional injuries have become the leading health problem for young children in the United States and a major health problem in teenage years. The article discusses the major types of childhood injuries, trends over time, and variations by location and social, behavioral, and familial risk factors. Results of epidemiological and sociobehavioral research on injury are followed by a discussion of policy considerations in the attempts to deal with childhood injury and its consequences. This includes a discussion of major ways to prevent injuries, a review of government activities, and recommendations for future efforts. Her research interests include child safety, preventive health behaviors, access to health care services, and health policy. She received her Ph.D. from Brown University in sociology in 1976. Her research interests include child safety, preventive health behavior, international health, and alternative health care models. This paper explores the emotional aspects of participation within social welfare contexts. The focus is on individual professionals, such as social workers and children’s rights workers and their articulation, management and negotiation of the emotional when working with children and young people. The institutions of welfare are also shown to be ambiguous in their approaches to participation. Lastly, the dimensions of power that are enacted in relations between professionals and children reveal some of the complex dynamics in this fraught area of social welfare policy and practice.  相似文献

The uneven distribution of income and assets in the United States continues to have negative effects on the personal, social, and economic well-being of adults and children. Poverty affects the entire family and is often associated with household instability, school dropouts, teen pregnancies, and intergenerational poverty. Although income-based anti-poverty policy initiatives have helped individuals with children meet their basic consumptive needs, they have done little to help families lay a foundation for their futures. The implementation of asset-building programs that provide Individual Development Accounts (IDAs) to both adults and children reflects an approach to reducing the incidence and impact of poverty in the United States. Current state and federal policy initiatives that are designed to help economically vulnerable individuals build assets are also described in this paper. Implications of asset-building program and policy initiatives on the well-being of low-income children and adults, households, and communities are discussed to demonstrate the impact that resources and opportunities have on the social and economic growth of the entire family.  相似文献

Despite policy calling for compulsory education in China, many children with autism are not in school. This article examines the establishment of autism-related non-governmental organizations (NGOs) in China to meet needs not being met by the state. We focus on the background and motivation in founding and running these NGOs, after first considering the broader context of state decentralization and NGOs roles in supplementing welfare needs in reforming societies, and the educational policy context of China. This study used mixed methods, including questionnaires with open-ended and limited choice questions, and follow-up discussion email. The goals of NGO leaders—more than 50% of whom are parents of children with autism—are to make up for where government implementation of educational policy is insufficient; help others and advocate for inclusion in society; and do meaningful work. Implications from these findings are discussed.

Increasingly, policy measures are emerging at national or agency level in different countries to improve the lot of children in state care. Most of these rely heavily on social workers for their implementation. Yet the capacity of social workers to carry out such an ever increasing range of complex tasks seems never to be properly recognised as an issue. This paper argues, from an international perspective, that the continuing central role of social work in the lives of children in care merits much more emphasis in policy and service delivery. The nature of the increasing demands on social workers in this area of work are explored. Possible strategies to help build the capacity of social workers to respond to the needs of children in state care in the new millennium are discussed. Such capacity building necessitates government and agency initiatives to ensure realistic staffing levels, renewed training, and adequate support for social work services to children in state care. ABSTRACT

This article examines the growing social problem of homeless women and their children. It provides a historical perspective, reasons for the increased incidence of family homelessness, the negative effects of homelessness on women and children, and programmatic responses. It also makes recommendations for effective program services and policy reforms. It urges family social workers to adopt a policy advocacy orientation. The article concludes that there is a need for further research to separate causes from effects when studying homeless women and children, and that researchers need to attend to the significance of gender for the social problem of family homelessness.  相似文献

Globalisation has increased the demand for policy transfer but also raises problems. There are international organisations that advocate common approaches to policy and better communication means that policy makers are more aware of what is going on in other countries. At the same time attempts to transfer policy highlight real differences in history and culture and what they mean for power relations. Within this context the development of large cross national data sets is growing fast. These mainly quantitative data are virtually all produced by governments or quasi governmental organisations. They embody top down power relations and belong to the scientific tradition of social research that assumes that terms can be translated exactly, even though the difficulties of doing so are recognised. The result is data sets that have enormous potential for social science but that are open to serious abuse unless it is realised that they minimise historical and cultural differences and reinforce dominant hierarchies.  相似文献

It is estimated that, in the United States, one in ten children and adolescents suffer from illness severe enough to cause some level of psychosocial dysfunction. Urban children, and in particular low-income children of color, are at greater risk of developing mental health problems, and are less likely to receive effective child mental health services. Prompt and effective access to mental health services by urban children of color is a critical direct practice and social policy concern. This article provides an overview of significant barriers to mental health care experienced by poverty affected urban children of color and their families. It also addresses a broad range of practice and policy issues that need to be raised in order to ensure competent delivery of mental health services for children living in urban environments. The role of social work in assisting poor urban children of color to access and benefit from mental health services is stressed. This article draws out one of the core reasons why children should be conceived as active agents in research, particularly policy‐related research. The main thesis is that policy inevitably projects and, to an extent, constitutes the subject identities of its intended objects — in this case, that of ‘children’. Drawing on several bodies of theory — the ‘new’ sociology of childhood, identity theory, ‘governmentality’ and theories of discourse — the article shows why not incorporating children’s voices is a problem for social policy, and suggests that the impact of their exclusion has the potential to render policy both inappropriate and non‐responsive.  相似文献

Asset-based social welfare programs focus on helping low to moderate income citizens accumulate wealth in the form of home ownership, savings, small businesses, and higher education. Individual development accounts, savings accounts in which account holders' deposits are matched, are a vehicle often used in these programs. In a national demonstration of children's savings accounts (individual development accounts for children) parents participated in focus groups to discuss how they decided to enroll in this asset-building program, how they decided to open accounts for their children, and how they saved in these accounts. Findings from this study have implications for assetbuilding policy and practice, and institutional theories of saving.  相似文献

This article reconsiders the picture of the mother of young children in industrialised societies as the ‘isolated housewife’, suggesting this notion is by no means straightforward. We suggest there is considerable evidence for the existence of mothers' social contacts and their significance both as ‘work’ and ‘friendship’ in industrial societies. A pre-occupation with the notion of the ‘isolation’ of ‘housewives’ has led social researchers to neglect sustained examination of the social relationships within which many/most mothers are involved on a day-to-day basis. Complexities of interpretation, for example what ‘isolation’ can actually mean, need to be drawn out from the existing literature. Evidence presented from two recent ethnographic studies shows patterned opportunities/constraints occurring in relation to mothers' social contacts within localised settings, whether through organised groups or other personal ties. The complex nature of individual women's social contacts is thus brought out. Some key questions are raised for the importance to sociology, anthropology and social policy of these apparently insignificant or invisible women's networks.  相似文献

In this paper, we examine the relative efficacy of two mechanisms--price consideration and the message of social responsibility--in accounting for Family Cap effects on fertility behavior. The Family Cap is a component of welfare reform policy that denies additional cash benefits to children born 10 or more months after a woman entered the welfare rolls. We use data from the New Jersey Family Development Program (FDP) evaluation that employed a classical experimental design. We find that fertility behaviors are influenced by both Family Cap price and message mechanisms but that these effects are conditioned by welfare recipients' time on welfare and race. Black women who have longer stays on welfare are more likely to be influenced by price while women with shorter stays are influenced by both price and the social message. We believe our results have implications not only for future public welfare policy initiatives but for any social policies that attempt to influence behavior directly, through individual rewards and punishments, and indirectly through the activation of social or community pressures.  相似文献

Social work graduate school programs focusing on clinical practice have traditionally attended less to the profession's advocacy role. Masters-level clinical social work students, therefore, may not receive adequate training to understand their roles in advocating for or against policies that directly impact their practice. This article proposes a collaborative learning model called ‘Advocacy Week’, which prepares students for a statewide NASW-sponsored Advocacy Day. Using case presentations prepared in collaboration with clinical and policy social work faculty, aspiring clinical social work practitioners are exposed to the relevance of advocacy. Preliminary findings suggest that graduate students exposed to this model become aware of their advocate role as part of their clinical practice, a knowledge which has implications for social work education.  相似文献

Despite emphasis in policy on participation of disabled children,1 we still know relatively little about how to obtain the views of disabled children with significant communication impairment and their views are often overlooked in planning and service provision. This article describes how the views of children who do not use speech were accessed in research aiming to identify disabled children and young people's priorities regarding outcomes of social care and support services. The main challenge was to develop a method that was reliable, non‐threatening, enjoyable and relevant to individual children, as well as enabling children to think beyond their everyday life and express what they aspire to.  相似文献
