"The purpose of this paper is to fill a gap in the demographic literature by reviewing previous fiscal studies of immigration in the United States. Each study is introduced by describing the data it uses, the methodologies employed in calculating costs and revenues, and the resulting estimates of fiscal consequences. Evaluative comments are also stressed. Seventeen studies are included in this review, divided into those that emphasize national fiscal impacts (these studies aggregate the effects of immigrants across all levels of government), state fiscal impacts, and fiscal effects on local governments."  相似文献

Crucial to the long-term contribution of immigration to a receiving country's population is the extent to which the immigrants reproduce themselves in subsequent, native-born generations. Using conventional projection methodologies, this fertility contribution may be poorly estimated primarily because of problems in projecting the number of immigrants who are at risk of childbearing. We propose an alternative method that obviates the need to project the number of immigrants by using the full sending-country birth cohort as the risk group to project their receiving-country childbearing. This "sending-country birth cohort" method is found to perform dramatically better than conventional methods when projecting to 1999 from base years both before and after the large increase in inflows of Mexican immigrants to the United States in the late 1980s. Projecting forward from 1999, we estimate a cumulative contribution of Mexican immigrant fertility from the 1980s to 2040 of 36 million births, including 25% to 50% more births after 1995 than are projected using conventional methods.  相似文献

US immigration data are revised to reflect the UN demographic concept of long-term immigration. Long-term immigration is measured by the number of new immigrants (permanent resident aliens) arriving in the year, temporary migrant arrivals (nonimmigrants) who subsequently adjust to permanent resident status, arrivals of asylees and refugees, and nonimmigrants who arrive during the year and stay for more than twelve months before departing. The estimates of long-term immigration for 1983 are compared to official INS statistics on alien immigration. Significant differences emerge according to country of origin, age, and state of intended residence. A method of producing current estimates of long-term immigration is illustrated.  相似文献

In this paper, a new index designed to measure the relative availability of unmarried men and women is introduced. Termed the "Availability Ratio," the measure is defined as the number of suitable persons divided by the average competition. Suitability, in turn, is defined in terms of race, age and education. After various experimental tests, particular age and eeducational constraints were empirically derived from marriage data. Persons of opposite sex sharing living quarters are tested as unavailable. Estimates are also made of those presumed to be unsuitable on the basis of the % of persons aged 45-74 who have never married. Adjustments for the census undercount are given. 1980 and 1970 estimates are presented for the US population. Subsequent analyses will focus on metropolitan areas, which are more likely to function as actual marriage markets in contrast to the nation as a whole. The substantive evidence indicates that women under 25 are in a good position to find a mate, but that after this age, their prospects deteriorate rapidly. The outlook is especially poor for the more educated women at older ages, especially black women. At ages 40-49, for example, there are fewer than 3 suitable men available for every 10 college-educated women. The results suggest that the combination of preferences of women for older men (or men's tastes for younger women), combined with higher survival rates for women at older ages, results in a very unbalanced market situationn for all but the youngest cohorts of men and women.  相似文献

The increasing popularity of nonmarital cohabitation and a decline in marriage rates in the United States and Western Europe has led to a growing research interest in cohabitation without marriage and its relationship to traditional marriage. This article examines the evidence on the prevalence of cohabitation and the characteristics of cohabitants, and focuses on the childbearing behavior of cohabiting couples who are not married. The evidence to date suggests that in Denmark and Sweden cohabitation is widespread, especially among young people, and childbearing within cohabitational unions is relatively common. In the rest of Western Europe and in the United States, cohabitation is less common and fertility is less frequent. Fertility will be affected to the extent that couples delay having children until they are married. Policy and law concerning cohabitants and their children are changing rapidly. Most of these changes have resulted in a blurring of the distinctions between married and unmarried couples and between legitimate and illegitimate children.  相似文献

Over the past decades, men's and women's time use in industrialized nations has changed dramatically, suggesting a gender revolution. Women increased their time in paid work and reduced time in unpaid activities, while men increased their time in unpaid work, but not enough to compensate for women's retreat. We investigate developments regarding men's and women's unpaid work across Europe and the United States, using time diary data from the mid‐1980s and onward. We find evidence for gender convergence in unpaid work over time, but different trends for housework and childcare. Gender convergence in housework primarily resulted from women reducing their time, whereas childcare time increased for both sexes, resulting in convergence only where men increased more than did women. Decomposition analyses show that trends in housework and childcare are explained by changes in behavior rather than compositional changes in population characteristics. Though level differences in unpaid work persist, our findings regarding trends support gender convergence in that they are general across country contexts that vary regarding policy and social norms about gender, family, and work.  相似文献

This article examines the prevalence and dynamics of natural decrease in the subnational populations of Europe and the United States. Natural decrease results from interactions between fertility, mortality, and migration over a protracted period. We document the greater incidence and degree of natural decrease in Europe. In the first decade of the twenty‐first century, natural decrease occurred in 58 percent of European NUTS 3 areas (“counties”) compared to only 28 percent of the US counties. Three critical demographic variables (proportion over 65, child‐women ratio, and proportion of women of childbearing age) each exert a significant and distinct impact on the likelihood of natural decrease. Our spatial regression models reflect remarkable consistency in the influence of each of these variables in Europe and in the US, demonstrating the similarity in the demographic processes that produce natural decrease.  相似文献

Estimates of the size and structure of recent alien immigration to the United States are made. Substituting these revised estimates in the Series II projections of the U.S. Bureau of the Census implies a future U.S. population smaller than that implied by the Census Bureau’s estimates of immigration. The analysis of Coale (1972)—which calculates the decline in native-born fertility required to accommodate immigration and, at the same time, maintain a stationary population—is replicated, using both the Census Bureau’s estimates and the revised estimates reported here. The revised estimates indicate a smaller reduction in native fertility and a smaller ultimate size of the stationary population than are implied by the Census Bureau’s immigration estimates. The importance of age structure in all of these calculations is demonstrated.  相似文献

Mounting concern in the United States over increased illegal migration from Mexico during the past decade has generated a heated policy debate and led to a number of proposals as to how the U.S. government should deal with the problem. Among these has been a call for a temporary worker program similar to the U.S.-sponsored Bracero Program (1942–1964) in which over 4 million Mexican workers were recruited to perform temporary agricultural labor in the southwestern United States. This article considers the implications of such a program by examining the social and economic effects of previous guestworker programs in the United States and western Europe from the perspective of both sending and receiving societies. Cross-country comparisons of differential survival by socioeconomic status (SES) are useful in many domains. Yet, to date, such studies have been rare. Reliably estimating differential survival in a single country has been challenging because it requires rich panel data with a large sample size. Cross-country estimates have proven even more difficult because the measures of SES need to be comparable internationally. We present an alternative method for acquiring information on differential survival by SES. Rather than using observations of actual survival, we relate individuals’ subjective probabilities of survival to SES variables in cross section. To show that subjective survival probabilities are informative proxies for actual survival when estimating differential survival, we compare estimates of differential survival based on actual survival with estimates based on subjective probabilities of survival for the same sample. The results are remarkably similar. We then use this approach to compare differential survival by SES for 10 European countries and the United States. Wealthier people have higher survival probabilities than those who are less wealthy, but the strength of the association differs across countries. Nations with a smaller gradient appear to be Belgium, France, and Italy, while the United States, England, and Sweden appear to have a larger gradient.  相似文献

As an ordinary life table follows a closed group from birth to the death of its last member, a labor force status life table follows a closed group through life and through the statuses “in the labor force” and “not in the labor force.” Using data from the January 1972 and January 1973 Current Population Surveys, two types of labor force status life tables were calculated for the United States, 1972. One type was a conventional working life table (for males) which started with an ordinary life table and partitioned the life table population into labor force statuses using age-specific proportions in the labor force. The other type was an increment-decrement table, prepared for both males and females, which was calculated so as to be consistent with the rates of labor force accession and separation implied by the data. Increment-decrement labor force status life tables are generally preferable to conventional working life tables. They reflect the implications of a clearly specified set of behavioral rates, provide detailed measures of the flows between labor force statuses, do not introduce seriously biasing approximations into the calculation of summary measures of labor force experience, and can be applied to female data as easily as male data. In practice, incrementdecrement labor force status life tables can be calculated from current and retrospective data generated by a single labor force survey. The increment-decrement labor force status life tables for the United States, 1972 reflected the extent to which the labor force participation of males exceeded that of females, but indicated that, on the average, half a woman’s lifetime between the ages of 16 and 65 was spent in the labor force. There were marked differences in the proportions, by age, of males and females in the labor force, with the male pattern rising to a single, flat peak and the female pattern being bimodal. Nonetheless, the two sexes shared similar age patterns in the proportions changing, or not changing, their labor force status.  相似文献

The volume of immigration to the United States exceeds the amount of immigration to any other nation, but quantification must rely on measurement of population stocks. Comparison of foreign-born population figures for two or more survey dates reveal net immigration but fail to partition the foreign-born population by legal status. This analysis presents national survey data on the foreign-born population in November 1989 for comparison with an independently derived estimate of the legally resident foreign-born population at the same date. The demonstration of a measurable undocumented population residing in the United States is very helpful in evaluating the success of the Immigration Reform and Control Act of 1986. Despite the legalization of 1.7 million aliens who provided evidence of undocumented residence since before 1982, and economic sanctions against employers found to hire undocumented workers, an undocumented population persists in the United States that appears to be largely composed of aliens from Latin American countries. Precise measurement of the size of this population is complicated by the uncertainties surrounding the population of approximately one million Special Agricultural Workers admitted under IRCA. The work and residence history of these aliens as well as their future labor sector experiences and residence patterns are not known. Despite efforts to stop undocumented immigration to the United States, undocumented migration, especially across the southern border, appears to have occurred at consistent levels throughout the past fifteen years.This paper reports the general results of research undertaken by Census Bureau staff. Recent changes in immigration law have affected the characteristics of immigrants coming to the United States. The major changes in immigration policy contained in the 1965 Immigration Act, which amended the McCarran-Walter Act of 1952, concerned the abolition of the quota system, preference system and labor clearances for certain classes of immigrants. The effects of these policy changes on two controversial characteristics of immigrants, their country of origin and occupational levels, are traced. The law led to clear changes in origin of immigrants. Southern European, Asian and Caribbean immigrants make up a larger proportion of immigrants than previously. Although the volume of immigration increased, the distribution of occupational levels remained about the same. The sources of the various occupational groups shifted to some extent, especially the professional level from Asian countries. Some effects of the policy changes and the changes in population characteristics on the American social and political scene are briefly outlined.  相似文献

Using two different measures of relative cohort size – one indicating the size and placement of an individual's own birth cohort, and the other, the ratio of young to prime age adults in the United States in that year – it has been possible to isolate strong effects of the population age structure on wages in the United States over the past thirty-three years. These effects have been strong enough that virtually all of the observed change in the experience premium, and a substantial proportion of the changes in the college wage premium, can be explained by the relative cohort size variables alone. Even changes in the amount of within-group variance in wages appear to be largely a function of changing age structure, and absolute wage levels have been strongly affected by these demographic changes, suggesting that population growth can have positive effects on the economy. Using data from the 2000 U.S. census, we compare the older Asian population with U.S.-born, non-Hispanic whites with respect to three indicators of disability. Insofar as any Asian "advantage" in health vis-a-vis whites exists among the population aged 65 and over, our evidence suggests that it occurs primarily among the U.S.-born segments of this population. We also investigate how differences in disability levels among Asian immigrant groups are influenced by country of birth and by the combined effects of duration of residence in the United States and life cycle stage at entry. These results highlight the diversity of the older Asian population with respect to the ways in which immigration and origin history are linked to disability outcomes. We conclude that in later life, immigrant status confers few disability advantages among the Asian population in the United States.  相似文献

This paper studies the differences in earnings between Mexican legal and illegal immigrants in the United States. The analysis includes a cross-sectional examination of the wage differences between legal and undocumented workers as well as a longitudinal analysis examining the impact of legalization on the earnings of previously-undocumented workers. It is shown that the average hourly wage rate of male Mexican legal immigrants in the United States was 41.8% higher than that of undocumented workers while female legal immigrants earned 40.8% more. Though illegal immigrants have lower education and English proficiency, and a shorter period of residence in the United States, than legal immigrants, it is shown that differences in the observed characteristics of legal and illegal immigrants explain only 48% of the log-wage gap between male legal and illegal workers and 43% of the gap for women. An analysis of undocumented immigrants legalized after the 1986 U.S. immigration policy reform shows significant wage growth in the four years following legalization. These gains are due mostly to the change in legal status itself, not to changes in the characteristics of immigrants over time. Received: 7 July 1997/Accepted: 16 March 1998  相似文献
