Most of the existing multidimensional poverty indices are constructed in two steps. First, the deprivation felt by each individual with respect to each attribute is computed. Then, these deprivations are aggregated to form a summary index of the overall deprivation. This paper explores properties for the aggregation stage and analyzes their implications. The axioms we propose are necessary and sufficient to characterize a procedure to aggregate the different individuals’ deprivations in order to measure the extent of deprivation in society.  相似文献

Editorial     
The urbanization of populations worldwide continues. Concurrently, poverty is increasingly being urbanized. In 1950, there were only 10 cities with populations of 5 million or more; in 1993, there were 33, six of which had 15 million or more inhabitants. This editorial introduces a group of articles which examine gender issues and human settlement, emphasizing the interconnectedness of all aspects of men's and women's lives, and the links between people's physical surroundings and what they do to survive. For the majority of men and women living in cities in the developing world, the reality of urban life is survival through informal work and a shelter in an unplanned area, which is likely to have few essential services such as health centers and schools, and may have no clean water supply, sanitation, trash collection, or power. There is increasingly inadequate public provision of housing and basic services, and a growing number of de facto female-headed households, especially in the poorest social sectors. In some Northern cities in recent years, growing numbers of homeless people live on the streets or in substandard accommodation in conditions of extreme deprivation. Diversification as a coping strategy; the reality of women's work; planning; making rural/urban links; understanding migration; land and shelter; cities, freedom, and fear; environmental concerns; and finding solutions are discussed.  相似文献

The two most prominent measures of material poverty within contemporary European poverty analysis are low income and material deprivation. However, it is by now well‐known that these measures identify substantially different people as being poor. In this research note, I seek to demonstrate that there are at least three ways to understand the mismatch between low income and material deprivation, relating to three different forms of identification: identifying poor households, identifying groups at risk of poverty and identifying trends in material poverty over time. Drawing on data from the British Household Panel Survey, I show that while low income and material deprivation identify very different households as being poor, and display distinct trends over time, in many cases they identify the same groups at being at risk of material poverty.  相似文献

This article examines the extent to which patterns of income allocation within the household influence poverty. The study proposes a new conceptual distinction between overt and covert mechanisms. It makes use of established concepts of financial management and control to explain the overt mechanisms, but questions the significance of existing management typologies in understanding poverty. The data draws on interviews conducted separately with both spouses in low-income households carefully selected from a gecekondu settlement in Ankara. Contrary to the dominant view, the research demonstrates a general tendency for both spouses to care for the 'collective good' in their income allocation decisions; thereby minimising further deprivation of the overall household and its individual members. It is also demonstrated that how total income is distributed in practice may be of greater relevance in understanding overall household deprivation than systems of financial management and control. Finally, secret kitties are shown to operate as a covert mechanism whereby women claim enhanced financial agency and indirectly challenge men's authority without causing increased deprivation for the overall household or the children.  相似文献

If entrepreneurs are society's innovators, what is the role of businesspeople in poor countries — particularly, the ‘micro’ businesspeople that make up the majority? What hope for decreasing poverty and improving livelihoods do microbusinesses offer? In particular, what is the role of women microentrepreneurs, whose incomes have been understood to contribute a great deal to the well‐being of poor households? This paper is based on case studies collected in the late 1990s in Sucre, Bolivia, a context in which many women are the owners of independent microenterprises. Women in Sucre control a range of microenterprises in the commerce, production and service sectors and are recognized as businesspeople by their spouses, families and people in their community. Under such conditions of ‘empowered’ business ownership, what is the potential of these businesses to decrease poverty? The study explores the business experiences of women microentrepreneurs, their priorities, entrepreneurial abilities and the obstacles they face. It suggests the kinds of business activities which women in Sucre are most likely to undertake and the income levels which these activities generally attract. Finally, it indicates that, while women in Sucre can control resources and take advantage of opportunities as businesswomen, other constraints mean that most women's businesses have only a limited ability to decrease poverty. ‘Microenterprise development’ alone is insufficient to address the complex relationships affecting how these women and their households access resources.  相似文献

New, “big data” sources allow measurement of city characteristics and outcome variables at higher collection frequencies and more granular geographic scales than ever before. However, big data will not solve large urban social science questions on its own. Big urban data has the most value for the study of cities when it allows measurement of the previously opaque, or when it can be coupled with exogenous shocks to people or place. We describe a number of new urban data sources and illustrate how they can be used to improve the study and function of cities. We first show how Google Street View images can be used to predict income in New York City, suggesting that similar imagery data can be used to map wealth and poverty in previously unmeasured areas of the developing world. We then discuss how survey techniques can be improved to better measure willingness to pay for urban amenities. Finally, we explain how Internet data is being used to improve the quality of city services. (JEL R1, C8, C18)  相似文献

Abstract We examine race and residential variation in the prevalence of female‐headed households with children and how household composition is associated with several key economic well‐being outcomes using data from the 2000 5% Public Use Microdata Sample of the U.S. Census. Special attention is paid to cohabiting female‐headed households with children and those that are headed by a single grandmother caring for at least one grandchild, because these are becoming more common living arrangements among female‐headed households with children. We find that in 2000: (1) cohabiting and grandmother female‐headed households with children comprised over one‐fourth of all female‐headed households with children, (2) household poverty is highest for female‐headed households with children that do not have other adult household earners, (3) earned income from other household members lifts many cohabiting and grandparental female‐headed households out of poverty, as does retirement and Social Security income for grandmother headed households, and (4) poverty is highest among racial/ethnic minorities and for female‐headed households with children in nonmetro compared to central cities and suburban areas.  相似文献

We propose an aggregate measure of employment deprivation among households that follows a methodological framework developed to measure wellbeing. This index verifies a set of reasonable axioms that other available measures do not: increases in three relevant employment deprivation elements-incidence, intensity and inequality. Incidence captures how many households in a population are touched by a lack of employment, while employment deprivation intensity reflects how far households are, on average, from being non-deprived of employment. Finally, employment deprivation inequality increases with the concentration of unemployment among few households. Based on this index, we analyze employment deprivation across the European Union using information from Labor Force Surveys during the current “Great Recession.” Our results provide evidence on the relevance of incorporating the household dimension to identify unemployment profiles, with a variety of implications, in terms of household wellbeing. Specifically, we show that countries with similar (intermediate) unemployment rates differ in their patterns of employment deprivation once the structure of employment across households is incorporated.  相似文献

Slums exist in every known city of the world. Their problems are basically that of urban poverty and deprivation. The management of slums and governmental attitudes have varied from one country to another. Generally in most it has been one of intolerance and denial of utilities. Governments in fact pretend they do not exist. India is one country that has lived with slums and will continue to do so. It has shaped policies to recognise their usefulness and provide them with amenities, however minimal. What lessons can we learn in Nigeria from the India experience? The paper highlights the universality of slums and spontaneous settlements in most Third World Cities. It goes on to examine the Nigerian situation with a special focus on Lagos, the present Federal Capital. This is followed by an appraisal of the Indian housing situation. The Slum Upgrading Projects of New Delhi and other Indian cities are also examined in the context of the agencies involved. Finally conclusions and recommendations are made in an attempt to draw parallells and for us in Nigeria to selectively learn from the experience of another major Third World nation.  相似文献

We examine the relative merits of targeting children within the household through price subsidies and cash transfers. To do so, we model the behavior of a household composed of one adult and one child. We then show that ‘favorable’ distortions from price subsidies may allow redistributing toward the child and then derive the conditions under which this redistributive scheme is more efficient than cash transfers. The framework is extended to account for possible paternalistic preferences of the social planner and for households composed of two adults with different preferences. Applied to a continuum of households, our approach is extended to the problem of child poverty alleviation. In contrast to the traditional view, we show that well-chosen subsidies may be more cost effective than cash transfers in reducing child poverty.  相似文献

Why do racial differences in many indicators of mental and emotional well-being show inconsistent patterns? We propose that mental and emotional well-being are influenced by aspects of the social context, including experiences of unfair treatment and the concentration of households with incomes below the poverty level, and that differential exposure to these factors influences racial differences in mental well-being. We analyze the reporting of psychological distress and life satisfaction in a multistage area probability sample of 1,139 African American and white residents of the Detroit metropolitan area aged 18 and older. Both psychological distress and life satisfaction are significantly associated with exposure to unfair treatment and with the proportion of households in the census block group that were below the poverty level. Racial differences in psychological distress and life satisfaction were eliminated or reversed once differentials in the percent of households living below the poverty line and exposure to unfair treatment were accounted for. These findings contribute to a growing body of evidence that "race" effects operate through multiple pathways that include race-based residential segregation and its attendant economic disinvestment at the community level, and interpersonal experiences of unfair treatment.  相似文献

The first part of this paper provides an analysis of poverty and destitution in the cities of Mozambique. The second part summarises the existing programmes for poverty alleviation and the social safety net. The last part describes in some detail the only organisation and programme which has had significant impact in terms of alleviating poverty and destitution: the Gabinete de Apoio a População Vulnerável (GAPVU) Cash Transfer Scheme.A poverty profile of Mozambique's urban centres shows that over half of all households are living in poverty. It distinguishes between absolutely poor and destitute households. The latter have expenditures less than two thirds of the poverty line, are at risk of malnutrition, high child mortality and low life expectancy and comprise nearly a third of the population. A distinction is made between structural and conjunctural causes of poverty and used as a basis for classifying households in different situations, in order to identify appropriate types of intervention. Existing policies and programmes to reduce poverty and alleviate destitution are reviewed and their strengths and weaknesses identified. The cash transfer scheme designed and operated by the GAPVU is described in more detail, and its effectiveness in reaching destitute households assessed. Finally, its administrative efficiency and financial and institutional sustainability are evaluated. It is shown to be a well designed programme which succeeds in reaching increasing numbers of vulnerable households because of its use of decentralised health and community administrative structures, and strong political and institutional backing.  相似文献

人口集聚产生规模效益,从而带来经济增长,这是大多数实证研究得到的结果,但随着城市规模的不断扩大,一系列城市问题逐渐凸显出来,对城市发展产生了一定影响。因此,越集聚是否越好逐渐成为研究的关注点。本研究从人口集聚的对立面——人口分散角度来探讨是否特大城市已出现集聚不经济。通过对34个特大城市的实证研究,结果发现人口分散对经济增长具有显著促进作用,也就意味着集聚可能对经济增长产生了副作用。研究还发现分散对经济增长不是一种持续的促进作用,而是呈现出倒U型趋势,即过度分散并不利于经济增长。  相似文献

Forest habitat is important for a variety of woodpecker species, and is under pressure from urbanization. Red-headed Woodpeckers (Melanerpes erythrocephalus; RHWO) were once abundant across Eastern North America, and their populations have been declining since the 1960s. Their distribution encompasses urban centers, and since urban habitats differ from natural forest areas, our goal was to understand RHWO nest-site selection in an urban context. We addressed two main questions 1) what are the characteristics of RHWO nest selection across multiple spatial scales and 2) how do RHWO nest tree characteristics in city parks compare to those in forest preserves? This work was done in Cook County, IL, which includes Chicago, the third-largest city in the USA by population. We examined 34 RHWO nest trees used between 2010 and 2013, their surrounding habitat, and the landscape within a 1 km radius. Used trees and habitats were compared to paired unused trees and habitats, and landscape-scale characteristics were compared to random locations. Advanced decay of the nest tree, low canopy cover and increased presence of fungus on trees in the surrounding habitat were the best predictors of RHWO nesting in the area. Nests were most commonly found in forested areas outside of dense urban areas. However, we did not detect significant differences in the characteristics of the nest trees located in forest preserves and city parks. Our findings are consistent with nest selection studies in rural and natural areas, suggesting that forest habitats in metropolitan landscapes can support RHWO nesting.  相似文献

This article investigates current socioeconomic disparities within rural and urban areas. The empirical analysis is grounded in an examination of urban and rural bias theories, which have often underpinned poverty analysis. This article suggests that poverty analysis can be improved by moving beyond the rural–urban binary and investigating differences across all geographical types (when data are available). Using 2012 household survey data on South Africa, the article sheds lights on substantial differences—in household composition and access to services and assets—that are likely to make households located in particular geotypes far more vulnerable to poverty. Finally, the article discusses how development policy can better address the specific income‐generating constraints that disadvantaged areas face.  相似文献

Women are increasingly the target of agricultural development programs aimed at reducing poverty and food insecurity, especially in sub-Saharan Africa. Some feminist scholars argue that such efforts are driven more by concerns about the efficient use of resources than the rights of women and do little to transform gendered power relations. We examine how development interventions that target women affect household well-being, especially food insecurity, empower women, and transform gendered power relations. Our study uses the case of the Gates Foundation funded East Africa Dairy Development (EADD) program in Uganda. Our methods include the Women's Empowerment in Agriculture Index survey and in-depth interviews of women farmers and key informants, within the EADD program. We argue that the livestock sector provides critical insights into women's empowerment because livestock are not “socially neutral” in their gendered effects. Our study found that: (1) ownership of dairy cows enhanced important dimensions of women's empowerment and gender equity that benefited women and households; (2) women's labor responsibilities for dairy cows disempowered some women by increasing their time poverty and; (3) ownership of dairy cows provided a means for women to disrupt entrenched social norms related to gender roles within the household and agriculture.  相似文献

Residential green areas often represent a significant portion of a city’s green infrastructure which has generated great interest in studying the factors that contribute to the formation of plant associations in residential yards. This project evaluated the external factors to the household social-ecological system that influence the availability of plants for residential landscapes and how they may influence the presence of native plants in residential yards on households within the Río Piedras watershed in the metropolitan area of San Juan, Puerto Rico. The methods used included a residential survey with open and closed questions that addressed the sources of plants used in landscaping and an evaluation of ornamental plant species inventories from local nurseries. A total of 432 yards were surveyed. Yard plants in this watershed have multiple sources. Aside from obtaining plants at local nurseries, natural dispersion, exchanges among family and friends and historical plantings can be just as important sources of yard plants. Our results also suggest that the majority of residents do not know where to get native plants which could represent a challenge for the development and implementation of initiatives for natives gardening. At the same time, most commercial nurseries have a deficit of native plants in their inventories. This information is critical to species conservation strategies that seek the inclusion of urban residential areas and may help improve initiatives about the involvement of individual citizens in sustainable gardening practices at the residential scale.  相似文献

Uncontrolled urban growth has been an increasing concern in many regions throughout the world. Generated by a natural tendency of population growth in relation to unsustainable land use, city sprawl has led to complex spatial developments that are creating both benefits to, and challenges for decision makers. A major problem inherent in the uncontrolled growth of cities is the threat to the fragile cultural and ecological heritage, which may escalate to permanent and irreversible damage as a result of factors such as environmental depletion and landscape decay. Using modern geosciences and spatial information technologies as predictive tools to analyse and forecast urban growth, a regional spatial decision system may be useful in order to provide seemly and timely information on the risk of overburdening the carrying capacity regarding the historico-cultural heritage at local and regional levels.The present paper develops a predictive toolkit for urban heritage in relation to urban cultural endangerment. This common problem is shared through many regions of the world and is increasingly jeopardizing fragile archaeological landscape due to urban pressure. In this sense, and to forecast an example of this common pressure, the Algarve is exemplified as a laboratory for testing this novel methodology, relying on a combined analysis of urban growth potential and threats to the abundant presence of archaeological heritage in the area. Our appro ach supports the paradigm of city growth in the context of a common agenda emerging from the Valetta Treaty, in which preserving the archaeological heritage is recognized as a key element for sustainable development. The study provides novel empirical results from the above mentioned modelling approach, with important lessons for the developing world. This paper proposes as such, an integrative spatial analysis methodology on the issue of historico-cultural endangerment, which is a new approach to comparative spatial analysis for decision making on urban heritage endangerment at the regional scale. Later, the discussion extends to a more conceptual level of urban planning by considering the questions: Is urban sprawl influencing the way we perceive cities? If so, are there positive advantages in the paradigm of urban growth and urban sprawl which might help us to protect past heritage while ensuring sustainable and modern cities?  相似文献

Governments target transfers so that limited resources reach impoverished households; targeting errors therefore indicate inefficiency in resource use and inability to reach the poorest households. This article examines the Malawi Social Cash Transfer Scheme (SCTS), using mixed methods and multiple data sources, including examination of underlying assumptions, the operationalisation of key concepts, questions of implementation, and errors of inclusion and exclusion. Despite serious challenges, the scheme's error rates are within the range of global averages. Its impressive impacts provide strong motivation for improving the targeting process before it is scaled up to the national level.  相似文献

Trees in urban areas are important sources of ecosystem services and benefits. In most towns the bulk of urban biodiversity, and trees specifically, are found in homestead gardens. But there is only limited understanding of the tree holdings in such gardens, and how they vary within and between towns, especially for developing countries where rapid urbanisation and high poverty influence the use of and reliance on land and local resources. We report on the nature of tree holdings in private gardens of poorer suburbs in three medium-sized towns along a gradient of decreasing mean annual rainfall in northern South Africa. A total of 3 217 trees were enumerated across 450 randomly selected homesteads. Most (90 %) households had at least one tree on their homestead, with an average of 7.7?±?6.1 trees. Most householders had planted the trees themselves. The density of trees declined along the moisture gradient. Within towns, tree density was positively related to garden size, which in turn was related to relative affluence and age of the suburb. Newer and poorer suburbs had the fewest trees per household. Sixty-two tree species were recorded, which were dominated by alien species, especially fruit trees. There was no relationship between the moisture gradient and tree species richness per household, but within towns there was a difference between suburbs, being lowest in the newest suburbs. Numbers of trees and species per household was positively related to age of the household head.  相似文献
