Recent research points to a growing gap between immigrant and native‐born outcomes in the Canadian labour market at the same time as selection processes emphasize recruiting highly educated newcomers. Drawing on interviews with well‐educated men and women who migrated from countries in sub‐Saharan Africa, this paper explores the gendered processes that produce weak economic integration in Canada. Three‐quarters of research participants experienced downward occupational mobility, with the majority employed in low‐skilled, low‐wage, insecure forms of “survival employment”. In a gendered labour market, where common demands for “Canadian experience”, “Canadian credentials” and “Canadian accents” were uneven across different sectors of the labour market, women faced particular difficulties finding “survival employment”; in the long run, however, women’s greater investment in additional post‐secondary education within Canada placed them in a somewhat better position than men. The policy implications of this study are fourfold: first, we raise questions about the efficacy of Canadian immigration policies that prioritize the recruitment of well‐educated immigrants without addressing the multiple barriers that result in deskillling; second, we question government policies and settlement practices that undermine more equitable economic integration of immigrants; third, we address the importance of tackling the “everyday racism” that immigrants experience in the Canadian labour market; and finally, we suggest the need to re‐think narrowly defined notions of economic integration in light of the gendered nature of contemporary labour markets, and immigrants’ own definitions of what constitutes meaningful integration.  相似文献

The segmented labor market model describes the impacts of minimum wages on covered and uncovered sectors. This paper examines the impacts of an industry-specific minimum wage in South Africa, a state characterized by high unemployment, a robust union movement, and the presence of a large informal sector. Under the industry-specific wage law, formal agricultural and household workers are covered, while workers in other sectors are not. The unique aspect of this paper lies in the ability to compare the impacts of minimum wage legislation on formal covered, informal covered, formal uncovered, and informal uncovered workers. This natural experiment allows us to test whether industry-specific minimum wage legislation leads to higher wages, whether wage increases are restricted solely to covered formal sectors or if there are spillover effects, and whether such legislation manifests in disemployment effects. We find evidence of higher wages yet disemployment among black workers in formal markets. In informal markets we find no employment effects, but higher wages in formal markets appear to have spilled over into informal markets in covered sectors.  相似文献

The recruitment of skilled workers with expertise in science, technology, engineering and mathematics (STEM) is a core component of North American immigration policies. However, few studies examine the labour market integration of immigrant STEM educated workers. Multivariate analysis of the 2011 National Household Survey show that STEM educated immigrants who arrive as adults are less likely than the Canadian born to have STEM jobs and they earn less than their Canadian born counterparts. These patterns partly reflect their socio‐demographic characteristics, particularly their lower language proficiencies (measured as a combination of mother tongue and languages spoken at home) and the receipt of their degrees in institutions outside of Canada. These immigrant workers arrived primarily in the skilled worker programme that did not require pre‐arranged employment. Policy changes in recruitment and their implications for future STEM immigrant workers are discussed in the conclusion.  相似文献

Introduction     

Empirical studies of occupational structure in South Africa have tended to be unsatisfactory, detailed work on small sectors of the economy coexisting with across‐the‐board studies too crudely aggregated to allow for a precise assessment of a changing situation. This study presents the results of an analysis by ‘race’ into 14 occupational groups of South African employment outside agriculture, domestic service and the informal sector over the period 1969 to 1977. It argues that over the period there has been a definite increase in the share of owner I manager and, more particularly, petty bourgeois occupations, with a corresponding decline in the proportion of unskilled workers. It also suggests that changes in the ‘racial’ division of labour are more complex than has sometimes been supposed.  相似文献

This article addresses two contested issues of crucial importance to policy, namely: formal labour regulations as a cause of informal employment, and so‐called “voluntary” informal employment. The authors provide theoretical overviews on both issues and an extensive survey of empirical studies on the effects of formal labour regulations on informal employment. The article closes with observations on the relevance of the ILO's four decent work objectives for informal employment and economic development, with particular emphasis on the significance of – and potential for – organizing workers in the informal economy.  相似文献

Our purpose in undertaking this research is to methodically map the labour market circumstances of the main immigrant groups in Greece. We classify all of the Districts of Greece into three categories (Diverse, Mixed and Unmixed) according to the ethnic composition of each District. We measure how the employment status of the immigrants varies (1) according to the ethnic group and sex of the immigrant, and (2) according to the ethnic composition and economic structure of a District. In general, the majority of immigrants exhibit lower unemployment and higher economic activity rates than the indigenous Greeks. Three immigrant groups (Albanians, Bulgarians and “Other”), which make up two‐thirds of the foreign‐born population of Greece, have lower unemployment rates than the national average, and lower rates than Greeks as well. The poorest labour market outcomes are observed in Unmixed and Mixed Districts, whereas Diverse Districts are better off. At the regional level, the most disadvantaged Geographical Department is the Ionian Islands, since it presents the highest unemployment rates for the general population for both sexes. With regard to sex‐differential unemployment across immigrant groups, we found that women exhibit higher unemployment than men in almost every ethnic group.  相似文献

This article contributes to the study of policies for the integration of immigrants into the labour markets of European immigration countries by focusing on the specific issue of vocational training for immigrant workers in Italy. Vocational training has a central role in the European employment strategy. Moreover, with regard to migrants, it is also relevant to the topical issue of the governance of international labour migration. The article analyses both the demand and the supply of vocational training in north‐east Italy, generally regarded as the rich and industrialised heart of the country. It draws on 30 interviews conducted with key informants and experts from local and regional governmental bodies, trade unions, employment offices, and private educational agencies in the main towns of the Veneto region. Various types of vocational training for immigrant workers are considered, from traditional full‐time courses financed by the European Social Fund to new projects for the selection and pre‐training of immigrants in their countries of origin. The extent to which these policy tools are able to meet the actual needs of immigrant workers and of the local business sector is investigated, as well as their problematic interaction with the national regulatory framework for immigration control.  相似文献

South African policies have historically emphasized employment as the reason for immigration. In post‐apartheid South Africa, stories about how “immigrants take away our jobs” abound in the mass media, yet few empirical studies have been undertaken to examine the validity of this claim. This study looks at the relationship between migration status, nativity and labor force outcomes in the post‐apartheid labor market. Our results suggest that migrants are more likely to participate in the labor force and to be gainfully employed than the indigenous population. Foreign migrants enjoy the highest labor force participation rates and employment rates in South Africa. South African‐born internal migrants also have significantly higher labor force outcomes than do nonmigrants.  相似文献

This article focuses on the impact of the local opportunity structure on socio‐economic outcomes of recent immigrants to Israel. Specifically, it examines the extent to which metropolitan labour markets versus peripheral labour markets differentially affect socio‐economic incorporation of recent “Russian” immigrants who arrived in Israel after the collapse of the former Soviet Union in 1989. Using the 1995 Israeli Census of Population, the analyses address the following questions: (1) were recent immigrants differentially sorted to local labour markets; (2) do local labour markets differentially affect socio‐economic attainment; and (3) do modes of socio‐economic attainment and patterns of ethnic inequality differ across metropolitan and peripheral labour markets? The analyses reveal that immigrants from the European republics and of lower education are more likely to settle in peripheral labour markets than in metropolitan labour markets. Peripheral labour markets, compared with metropolitan labour markets, have detrimental consequences for the socio‐economic outcomes of immigrants. The data do not provide strong support for the thesis that patterns of socio‐economic attainment and inequality differ much across labour markets. The rules according to which socio‐economic attainment of immigrants is determined are, for the most part, similar across labour markets. In general, occupational status and earnings of immigrants are likely to increase with the passage of time, education, European origin; and to decline with age regardless of type of the local labour market. However, the socio‐economic outcomes of immigrants are considerably higher in the metropolis than in the periphery. The findings suggest that the local labour market plays a major role in the determination of immigrants' socio‐economic rewards and outcomes.  相似文献

It is now widely understood that the needs of women workers in the informal sector are not met by the conservative practices of labour organizations and trade unions. While the contribution of women to the economies of developing countries is critical, women rarely find employment in the regulated unionized sectors of these countries, and are found instead in overwhelming numbers in the sector that is variously termed ‘unorganized’, ‘unprotected’, ‘unregistered’ or ‘informal.’ This article addresses the situation of women in the informal economy in South Asia. The author explores the major challenges and opportunities facing women in their efforts to organize and mobilize for change. She also provides a critical analysis of the different types of interventions adopted by the state and civil society organizations in South Asia to empower women in the informal sector. The author concludes with an attempt to identify the mix of interventions and strategies most needed for different social, political and economic circumstances.  相似文献

The present study investigates the presence of self‐selection among internal and international migrants in Gauteng, South Africa and further disentangles the effects of observed and unobserved characteristics in the self‐selection of migrants by conducting Oaxaca‐Blinder decomposition on overall employment and self‐employment outcome variables. Our analysis, based on system‐GMM analysis of pseudo‐panel data, indicates that international migrants experienced markedly higher levels of employment than both locals and internal migrants driven by higher rates of informal and self‐employment. International migrants were also found to outperform their South African‐born counterparts on various variables indicative of well‐being like total household income, per capita household income, higher life satisfaction, and lower debt levels. Even though international migrants did not have higher levels of education, the Oaxaca‐Blinder decomposition provided evidence of the positive selection of international migrants to Gauteng, based on unobservable characteristics, to achieve higher levels of employment and self‐employment.  相似文献

This paper focuses on the transfixing configurations of migration dynamics in a new South Africa, while examining the context of migration and migration dynamics with an emphasis on the historical and institutional setting; the role of immigrants, including those doing the dirty and dangerous jobs, even when they are unwanted; the dynamics of replacement; and policy responses to fashion out appropriate migration regimes in the country.
In the early 1970s, Lesotho, Malawi, and Mozambique were the main suppliers of labour to apartheid South Africa. This pattern later changed, and the supply of workers from Lesotho increased steadily over the years to 50 per cent of the foreign labour in South Africa. The striking disparities in economic development and living standards between South Africa and other African countries, and the remarkable transition to post-apartheid rule attracted migrants of all categories from Africa and beyond, despite the daunting problems of unemployment, crime, widespread poverty, and the spread of AIDS. It is estimated that nationals from some 100 countries now live in the Republic of South Africa (RSA). From West Africa came highly skilled professionals from Nigeria and Ghana to staff the universities and other professions, along with tradesmen from Senegal and Mali, including street vendors and small traders. These joined their counterparts from the Democratic Republic of Congo, then Zaire and Zimbabwe to swell the informal sector in contrast to the traditional immigrants from Lesotho, Swaziland, Botswana, Malawi, and Mozambique, whose nationals were mostly unskilled farm labourers and mine workers.  相似文献

The growth of intra‐regional trade in the Global South begs the question of whether frameworks developed for the study of North–South global value chains can be used to study labour standards in emerging South–South networks. Critical of the structuralist approaches characterizing the literature, in this article I tackle the question of how formal and informal institutions interact to shape labour standards in South–South regional value chains. This is achieved in two stages. In the first part of the article, I build on Habermas's theory of communicative action to frame labour standards as the outcome of agents’ interactions within and across firms, politico‐administrative institutions and workers’ private and public spheres. Drawing on this framework, in the second part of the article I compare labour standards across the Kenya handbag and footwear sectors. While, in the former, interaction across informal institutions favoured an inclusive and consensual debate between workers and employers; in the latter, an overwhelming process of marketization and bureaucratization failed to provide an interactive space for workers’ concerns to be voiced and negotiated.  相似文献

This article measures the extent of – and unrecorded income generated by – informal employment in a micro economy characterized by poor governance. Household survey and census data are used to estimate the number of informal workers in Northern Cyprus and analyse the characteristics of informal employment, for the period 2004–11. Informal workers are mostly comprised of citizens with no social security registration, illegally employed immigrants or second‐job holders who have not registered their second jobs. In terms of value added, the estimated size of the informal economy is 9.1 per cent and 12.2 per cent of GNP in 2006 and 2011, respectively.  相似文献

In countries where informal, insecure jobs are widespread, traditional labour market indicators – such as the unemployment rate, labour force participation rate and wages – are not necessarily the most meaningful. The authors use a multidimensional employment quality index to analyse the Brazilian labour market over the period 2002–11, across three dimensions: earnings, formality (measured by the existence of an employment contract and social security contributions) and job tenure. The results show a significant increase in employment quality overall, especially in the years 2009–11, but with considerable differences between wage employees and self‐employed workers, and between industries.  相似文献

Several countries in Latin America are expanding their social‐protection systems. There is an on‐going debate about the trade‐offs implied by these expansions, and by the resulting interactions between contributory and non‐contributory programmes with informality in the labour market. This article analyses the potential incentive effects for formal and informal employment from a set of social‐protection reforms implemented in Uruguay in the 1990s and 2000s. It presents empirical evidence of the expansion of health insurance to formal workers' dependants, and finds that this reform significantly increased formal employment. Finally, it discusses possible alternatives to extend social‐protection systems while maintaining incentives for formal work in Latin America's labour markets.  相似文献

The varying responses of the Maghreb countries to the closure of the West European labour markets to immigrant labour inflows in 1973 are examined. While Algeria has affirmed its commitment to the return and re‐integration of its migrant community, Tunisia and Morocco have pursued policies of migrant re‐direction. Although emigration to Libya has increased substantially, fluctuating political relations made this a highly unstable destination. Government efforts to secure employment opportunities in the Gulf emirates and in Saudi Arabia have been markedly less successful. Long‐term solutions to the employment problems of the North African states demand radical new policies.  相似文献

Malaysian construction is highly dependant on immigrant labour; immigrants account for nearly 70 per cent of its workforce. Although they have aided the sector's rapid expansion, it has not been without costs. This paper examines the impact of immigrant labour on construction. The main finding is that immigrants, being largely unskilled, did not contribute to skill formation. Instead, they accumulated skills on‐the‐job, which were lost when they returned home. There was no evidence that immigrants displaced domestic workers since they were concentrated in jobs rejected by Malaysians. Furthermore, unlike in earlier periods, legal immigrants were no longer a cheap option, given the regulations governing their employment. They were not used to cut costs per se, but were used because domestic workers were not available in sufficient numbers. Despite the large immigrant presence, the general wage level increased, though admittedly not as rapidly as it might have in their absence. The reliance on immigrant workers has increased the need for supervision and quality control, thereby reducing the savings in cost; nonetheless, immigrants have helped keep costs in check. Surprisingly, rising wages and the continued shortage of labour have not led to a widespread adoption of labour‐saving methods. This is partly because productivity increases have managed to outpace wage increases, though this advantage is petering out. Also, immigrant presence has kept wages, as a proportion of total costs, manageable. The over reliance of the sector on immigrant labour is not desirable, especially since the majority is drawn from one source ‐ Indonesia. Any disruption of supply from this source can undermine the Malaysian economy. To avoid this, Malaysia must vary its source of immigrant labour and intensify efforts to attract domestic workers by improving conditions in construction.  相似文献

The return migration of skilled professionals has been suggested as a policy instrument suitable for reversing the large‐scale emigration of skilled professionals from African countries. However, there are no empirical studies showing how migrant professionals from Africa are reintegrated into the labor market after they return. This study examines the relationship between educational attainment and the likelihood of employment among native‐born African migrants returning home from abroad. The study focuses on the evidence from Uganda since this country has one of the longest histories of skilled migration in Africa. The results show that returning migrants with university degrees and vocational credentials are more likely to be employed than their nonmigrant and immigrant counterparts. However, this employment advantage was not observed among returning migrants with secondary schooling or below. Furthermore, the results show that returning migrants are generally more likely to be employed as district employment rates increase.  相似文献
