Foreign‐born migrants – a group rarely compared with both internal migrants and long‐term residents – are often positioned as the most disadvantaged South African urban population. We use data from a 2008 cross‐sectional household survey conducted in Johannesburg to compare a contextually relevant measure of social capital and livelihood advantages between foreign‐born migrants, internal migrants, and long‐term South African residents. Our findings are counterintuitive and emphasize the need to explore the heterogeneity of urban migrant populations, and the mechanisms in which they better their lives, by showing that (1) foreign‐born migrants have better urban livelihood outcomes, and (2) indicators of social capital are not necessarily associated with improved livelihood outcomes.  相似文献

Africa’s experience with return migration is not new. However, few empirical studies have examined the social and economic characteristics of returning migrants within the continent. In this study, the human capital endowments and household living standards of returning migrants in Uganda and South Africa are examined using recently available data. The study compares returnees in both countries with immigrants as well as the native‐born population with no international migration experience. It also investigates how factors such as previous country of residence, year of arrival, and other demographic factors predict levels of education and living standards among returning migrants. In Uganda, the results show that recently arrived returning migrants had better educational endowments than both immigrants and non‐migrants. Migrants who returned to Uganda following the fall of Idi Amin’s regime had the lowest educational levels and lowest living standards compared to other returnees. Furthermore, the results indicate that previous residence in countries in the West was associated with four additional years of schooling while returning migrants arriving from other African countries had the lowest levels of schooling among returning migrants. In South Africa, the study finds that returnees arriving almost immediately following the end of Apartheid had the highest levels of education compared to either immigrants or non‐migrants. Returnees on average also had the highest household living standards in South Africa. Among South African immigrants, the results indicate that those arriving towards the end of the century had lower educational endowments compared to immigrants who arrived in the country two to four years after the end of Apartheid.  相似文献

Temporary farm labour migration schemes in Canada have been justified on the premise that they bolster food security for Canadians by addressing agricultural labour shortages, while tempering food insecurity in the Global South via remittances. Such appeals hinge on an ideology defining migrants as racialized outsiders to Canada. Drawing on qualitative interviews and participant observation in Mexico, Jamaica and Canada, we critically analyse how Canada's Seasonal Agricultural Worker Program is tied to ideological claims about national food security and agrarianism, and how it purports to address migrant workers’ own food insecurity. We argue remittances only partially, temporarily mitigate food insecurity and fail to strengthen migrant food sovereignty. Data from our clinical encounters with farm workers illustrate structural barriers to healthy food access and negative health consequences. We propose an agenda for further research, along with policies to advance food security and food sovereignty for both migrants and residents of Canada.  相似文献

In recent years, out migration from the Upper West Region to the southern belt of Ghana for farming has become commonplace. The natural question that has arisen is: what is the potential impact of remittances from this migration pattern on food security in the region? Using multivariate ordered logistic regression this study assesses the linkage between remittances and household food security (derived using the HFIAS) among urban and rural households (n=1,438) in the region. The findings show that urban remittance‐receiving households and rural remittance and non‐remittance receiving households were more likely (OR=2.44, p<0.05; OR=2.46, p<0.001; and OR=1.49, p<0.1, respectively) to report being more severely food‐insecure than urban non‐remittance receiving households. The findings demonstrate that household strategies such as migration and remittances on their own are not sufficient to ameliorate the precarious food insecurity situation of the region. The study calls for development of alternative livelihoods in the region.  相似文献

A review of South African literature on crime confirms the lack of a study that considers the impact of migration on the crime rate in the country. The high levels of crime in South Africa aside, additional motivation behind the study has been the increasing rhetoric in media and by politicians insinuating the prominent role of foreign immigrants in the high crime levels of the country. While this is the first attempt to study this relationship in the South African context, it also stands apart from existing studies undertaken in the developed countries by accounting for both internal migrants as well as foreign immigrants. Further, the study claims the use of multi‐level regression estimations as an improvement from the existing studies on the issue by accounting for variance clustering across different spatial levels. In all the estimated models, internal migrant ratio came out as being positively and significantly related to crime rates across five different crime categories, with the sole exception of sexual crime rate. There was no evidence of foreign immigrant ratio impacting on crime rate in any of the crimes analysed except crime relating to property. Further, income inequality and sex ratio figure as determining factors across most types of crime in South Africa.  相似文献

The present study investigates the presence of self‐selection among internal and international migrants in Gauteng, South Africa and further disentangles the effects of observed and unobserved characteristics in the self‐selection of migrants by conducting Oaxaca‐Blinder decomposition on overall employment and self‐employment outcome variables. Our analysis, based on system‐GMM analysis of pseudo‐panel data, indicates that international migrants experienced markedly higher levels of employment than both locals and internal migrants driven by higher rates of informal and self‐employment. International migrants were also found to outperform their South African‐born counterparts on various variables indicative of well‐being like total household income, per capita household income, higher life satisfaction, and lower debt levels. Even though international migrants did not have higher levels of education, the Oaxaca‐Blinder decomposition provided evidence of the positive selection of international migrants to Gauteng, based on unobservable characteristics, to achieve higher levels of employment and self‐employment.  相似文献

South African policies have historically emphasized employment as the reason for immigration. In post‐apartheid South Africa, stories about how “immigrants take away our jobs” abound in the mass media, yet few empirical studies have been undertaken to examine the validity of this claim. This study looks at the relationship between migration status, nativity and labor force outcomes in the post‐apartheid labor market. Our results suggest that migrants are more likely to participate in the labor force and to be gainfully employed than the indigenous population. Foreign migrants enjoy the highest labor force participation rates and employment rates in South Africa. South African‐born internal migrants also have significantly higher labor force outcomes than do nonmigrants.  相似文献

The relationship between migration and fertility was explored on the basis of data collected in a 1966 survey conducted in the 9 largest cities of Morocco. Existing contradictory findings suggest the need to specify and analyze the conditions under which fertility differentials by migration status are observed. The 2 theoretically most interesting conditions were considered: the historical context of migration; and the type of migration. A stratified area probability sample was selected with different sampling fractions within each city and city-strata. In each sampled household, 1 married woman under age 50 and 1 50 years and over, as well as single women ranging in age from 15-24, were selected at random and interviewed by female interviewers. The present analysis was limited to data for ever married women under age 50. The following variables were used as controls in the analysis of the relationship between migration status and fertility: the intermediate variable of age at marriage; measures of socioeconomic status; labor force participation of women; and measures of exposure to the modernizing influence of the city. If the 2 conditions of historical context and migration typology had been ignored in the analysis of data for Morocco's cities in 1966, meaningful fertility differentials would not have been evident. It was only after migration typology and historical context were considered that a more noticeable pattern of differential fertility emerged. Migrants of rural or urban origin who moved to the largest cities of Morocco after independence in 1956 had the lowest fertility of any group. The highest fertility was observed for women who moved to these cities before 1956. The fertility of urban natives and of urban migrants who moved before 1956 was between the 2 extreme levels. Controlling for the effects of age at marriage and various socioeconomic factors reduced the fertility differentials but failed to change their pattern. It was hypothesized that the lower fertility of recent migrants may be explained by social mobility.  相似文献

The sedentary bias that characterizes discourses on migrations from and within the Global South has failed to inform a consistent exploration of international migration from and among global southern countries as normal, desirable and impactful to migrants and their social networks at different spatial levels. Migration-development nexus analyses are predominantly framed around Global South-Global North migration episodes whereby cash and social remittances from the North to the South are expected to trigger development in poorer global southern origin countries. This approach neglects the possibility of similar outcomes accruing from south-south migrations. Drawing on qualitative research methods among Ghanaian migrants to China, our paper addresses the question how does south-south migration affect livelihoods and wealth inequality? We argue that blunt global categorizations such as “Global South” and “Global North” only serve to obfuscate what is a rather heterogenous bunch of countries, with divergent opportunities for migrants. We recommend that greater focus should be on the contextual factors at the origin and destination, the quality of return preparedness and the human capital of the migrants rather than an arbitrary clustering around a binary Global South-Global North trajectory as though they are internally homogenous. We conclude that there is heterogeneity in the effects of south-south migration on household livelihoods and wealth inequalities.  相似文献

Using participant‐observation and 58 in‐depth participant interviews, this study examines South Korean youth who undertake overseas English language acquisition across the Philippines, United States, New Zealand, and Australia. This research introduces a concept I call ‘segmented pathways of educational mobility’, which describes the multi‐dimensional and complex levels of stratification within regional educational mobility flows that reinforce existing class inequalities for many migrants. However, segmented pathways also reveal that while resource‐constrained youth understand that their migration choices are more limited, they seek to accrue alternative cultural resources across varied destinations to gain the experiences and credentials necessary to advance in the South Korean labour market. Despite increased opportunities for English study abroad via market liberalization, this research contends that it also produces more levels of stratification within and among youth migrants.  相似文献

This research tests the thesis that the neoclassical microeconomic and the new household economic theoretical assumptions on migration decision‐making rules are segmented by gender, marital status, and time frame of intention to migrate. Comparative tests of both theories within the same study design are relatively rare. Utilizing data from the Causes of Migration in South Africa national migration survey, we analyse how individually held “own‐future” versus alternative “household well‐being” migration decision rules effect the intentions to migrate of male and female adults in South Africa. Results from the gender and marital status specific logistic regressions models show consistent support for the different gender‐marital status decision rule thesis. Specifically, the “maximizing one’s own future” neoclassical microeconomic theory proposition is more applicable for never married men and women, the “maximizing household income” proposition for married men with short‐term migration intentions, and the “reduce household risk” proposition for longer time horizon migration intentions of married men and women. Results provide new evidence on the way household strategies and individual goals jointly affect intentions to move or stay.  相似文献

This research examines recent migration patterns of native‐born blacks and whites to the U.S. South. Our primary research questions concern race and regional migration dynamics, and whether new insights into such can be gleaned by comparing migrants to the South with persons moving within the non‐South. Using samples of 1970–2000 census data, we focus on race differences in the tendency to choose the South as a migration destination, and whether whites and blacks differ in key selection mechanisms shaping movement to different regional destinations. We observe increasing rates of black (compared to white) migration to the South. Additionally, patterns of selectivity within this growing African‐American migration stream are especially dramatic when southern migrants are compared to persons moving within the non‐South. Our analyses also show that black migrants are targeting particular parts of the South (e.g., states where blacks are a larger share of the population), suggesting that future research should disaggregate the “Census South” region to provide a more comprehensive picture of contemporary interregional migration in the United States.  相似文献

Abstract

The paper sheds light on why older gardeners want to grow their own food and younger people do not. Only since the coming of democracy in 1994 has the potential of food gardens attracted the attention of South African development practitioners and policy makers. Sustainable food garden projects build on a culture of gardening that has its roots in rural subsistence farming. While food gardens were commonly regarded as a tool for rural development, rapid migration to the cities has introduced urban cultivation as a strategy to provide food and income security for the urban poor. This case study reports in-depth discussions with twenty active older gardeners in a small town in the predominantly rural Eastern Cape Province of South Africa. The highly motivated gardeners cited reasons for growing food that went beyond basic needs for food security and livelihoods and included aesthetics, morality, and health and well-being. However, they attributed mainly negative attitudes to the younger generation that aspires to a modern lifestyle which excludes food gardening. Follow-up group interviews with young people confirmed these attributions. The discussion focuses on intergenerational transmission of values and its implications for sustainable community development.  相似文献

Abstract Using samples of census data from the University of Minnesota Population Center's “Integrated Public Use Microdata Series” (IPUMS), we describe trends in African‐American migration to the South across recent decades, and explore the applicability of the concept of “return migration” to various demographic patterns. Our findings suggest that the return movement contains multiple migration streams involving African‐Americans of higher socio‐economic status (compared with both origin and destination populations) moving to both urban and rural destinations. These patterns represent clear differences from the earlier 20th century's “Great Migration” of African‐Americans from South to North. The recent return migration streams suggest that the South may be replacing the North as a “land of promise” for some upwardly mobile African‐Americans, and may also reflect what Carol Stack (1996) has termed a “call to home” as a motivating factor shaping recent African‐American migration to the rural South.  相似文献

This article sets recent debates on migration policy in South Africa against broader historical realities that have shaped patterns of population movement on the subcontinent since the end of the nineteenth century. During the course of the last century, most forms of population movement were the result of disjointed regional economic development which can be traced to two epochal events at the end of the nineteenth century: the creation of the modern African state system and the discovery of mineral wealth in Southern Africa. Although regulation of migrant labour was a fundamental feature of the colonial period, it was only after 1950, when independent states began to define specific migration priorities, that states began to restrict significantly the flow of transnational labour. From this point notions such as internally displaced person, refugee and illegal immigrant become increasingly appropriate to the study of regional migration.
Particular attention is given to current debate on the definition of refugee which forms part of a broader international debate. A number of South African writers have argued that, given the structural imbalances contained in the regional economy, the term "refugee" should be redefined to include economic migrants. This position is not shared by the South African Government, and an analysis of current policy and legislation demonstrates a growing tendency to restrict the influx of undocumented migrants. This is due, in part, to the recent political transition and the institutional compromises that it produced as well as the growth of negative sentiment towards illegal immigrants at both mass and elite levels, as demonstrated by two recent research findings. The article concludes with a summation of recent trends in South African migration policy and an evaluation of the ambiguous position that South Africa occupies within Southern Africa.  相似文献

We examined the association of orphanhood and completion of compulsory school education among young people in South Africa. In South Africa, school attendance is compulsory through grade 9, which should be completed before age 16. However, family and social factors such as orphanhood and poverty can hinder educational attainment. Participants were 10,452 16–24‐year‐olds who completed a South African national representative household survey. Overall, 23% had not completed compulsory school levels. In univariate analyses, school completion was lower among those who had experienced orphanhood during school‐age years, males, and those who reported household poverty. In multivariate analyses controlling for household poverty, females who had experienced maternal or paternal orphanhood were less likely to have completed school; orphanhood was not independently associated with males' school completion. Findings highlight the need for evidence‐informed policies to address the education and social welfare needs of orphans and vulnerable youth, particularly females, in South Africa.  相似文献

This paper is an inquiry into the uses of space and emotions in the governance of urban dangers. Cities have always been affective assemblages, yet the role of both space and affect in the control of urban crime has dramatically changed over the century. What defines spatial urban management today, in Africa and elsewhere, are not the prohibitive, moralising or forcefully exclusionary techniques of the past; instead, the powers of seduction and atmosphere have gained pride of place and given rise to a regime of spatial management through flirty surfaces. Crime, according to security strategists and city makers in the South African city of Durban, can be literally charmed out from particular bubbles of governance. Urban practitioners do not search for the root causes of violent crime somewhere deep in the history of society, but rather in space itself, right at the city's surface. While part of a worldwide trend, this recent fascination with the charming aspects of space has a particularly strong South African dramatic. Governing through handsome space in South Africa is not simply a creation of beautiful illusions against the reality of pervasive violence, but a constant endeavour to re‐draw a troubled spatial history.  相似文献

This article examines the changing pattern of population migration and its implications for the urbanization process in China as revealed by the 1990 Population Census and the 1995 National One Percent Sample Population Survey. It is found that, in comparison with the period 1985–90, migration in the period 1990–95 tended to be more distance sensitive, reflecting the increase in the number of migration foci resulting from the policy of opening on all fronts. Foreign investment also appears to have a greater effect on migration flow. Proportionately, there was an increase in both village‐to‐village and city‐to‐city migrations. The former was most sensitive to increase in distance while the latter was least sensitive. As for rural‐to‐urban flows, which include both village‐to‐town and village‐to‐city flows, migrants in China increasingly bypassed the towns and ended up in the cities.  相似文献

Migrant remittances, particularly when transferred through the banking system, may contribute to financial development in migrants' home countries. We analyse the determinants of the choice of transfer channel (formal services versus informal operators or personal transfers) by Moldovan migrants in 2006. We estimate a multinomial logit model from household survey data. Our explanatory variables include socio‐economic characteristics of the migrant and other household members, the pattern of migration (destination country, legal status, duration), and financial information (average amount and frequency of payments). Key reasons not to use a formal transfer channel are a migrant's emphasis on low transfer cost (rather than speed, convenience or security), irregular legal status in the host country, and short migration spells. Our findings demonstrate that migrants' transnational capacities and activities in their entirety bear upon the choice of transfer channel; any policy interventions to promote the use of formal channels should reflect this.  相似文献

Whether government‐based forms of food assistance such as the Supplemental Nutrition Assistance Program (SNAP), communal efforts including food pantries, aid from friends and family, or alternative means such as gardening are the appropriate means to reduce the prevalence of household food insecurity is a continuous source of policy contention. To inform this debate, we examine the relative importance of these forms of food assistance and acquisition to a sample of U.S. older adults from the 2010 Brazos Valley Health Assessment of central Texas households that have been stratified by income eligibility for SNAP, low‐income SNAP ineligibility, and above low income status. To identify how membership in these socioeconomic groups constrains household capacity to acquire sufficient food to maintain an adequate and healthy diet, we explore the varied associations of assets received from government; communal and intimate social networks; and alternative food sources such as gardening, hunting, and fishing with household food security across socioeconomic status, while examining the importance of place of residence on the use of capital assets. SNAP participation was the only specific capital asset associated with all levels of food insecurity for both SNAP‐eligible and ineligible low‐income groups, thus emphasizing the continued importance of food assistance among poverty‐level older adults.  相似文献
