Crowdfunding and diaspora philanthropy are two emerging areas of research that are generating excitement in the field of philanthropic studies. However, little if any research examines the shared characteristics and advantages of these two phenomena, and if and how crowdfunding might serve to strengthen efforts in the practice of diaspora philanthropy. This article reviews relevant literature on crowdfunding and diaspora philanthropy, and then analyzes overlapping characteristics, strengths, and limitations of these practices. The article then considers the potential of crowdfunding to contribute toward diaspora philanthropy, giving particular attention to the contexts and challenges faced in philanthropy in the global South.  相似文献

Emigration from China: A Sending Country Perspective   总被引:1,自引:1,他引:0  
This paper aims to provide a comprehensive overview of the policies pursued by the People's Republic of China (PRC) regarding the emigration of Chinese nationals. Most of the available literature on migration management has focused on receiving countries. With a few exceptions, little attention has been directed at migration management policies pursued in countries of origin. In the case of the PRC, policies regarding overseas Chinese have been fairly well documented and researched, but very little has been written about how the Chinese authorities manage ongoing emigration flows. This gap becomes particularly salient as the importance of the “partnership with the countries of origin” in devising migration policies is being increasingly acknowledged by receiving countries in Europe (Commission of the European Communities, 2000). Over the last 20 years, there have been significant changes in the Chinese Government's policies and perspectives on emigration. But, just like most other governments, the Chinese authorities do not have a single blanket policy covering all categories of emigrants. Emigration is normally managed on a case‐by‐case basis and the Government's attitude toward the same type of emigration may vary depending on different cases and circumstances. Because of this, this article examines China's major emigration‐related policy spheres one by one. Specifically, six issues will be discussed: (1) exit control; (2) diaspora policy; (3) student migration; (4) labour export; (5) regulations on emigration agencies and, finally (6) the Government's response to human smuggling. This article shows both the coherence and the fragmentation in China's policies toward emigration. The coherence is due to the fact that all the policies are inherently linked to China's overall economic and social development strategy. The emigration management regime is sometimes fragmented partly because emigration consists of different streams and is handled by different Government departments, partly because some emigration issues (such as regulations on emigration agents) are very new for the Chinese Government and the authorities are still exploring them. Overall, the Chinese authorities increasingly see emigration as a means to enhance China's integration to the world and are keen to avoid conflicts with the international community over migration issues. At the same time, China's emigration policies need to be more balanced, in particular, the emigration of unskilled labour should be given more priority.  相似文献

This article elaborates on the impact of EU migration policies on African countries, taking Mali as a case study. Building upon fieldwork in the country, it argues that enhanced European involvement (EU and individual member states) has caused Mali to develop a more control-oriented dimension to its migration policy and to strengthen its links with European development actors and the Malian diaspora. While these reverberations of EU policies can be likened to what scholars have established for other African countries, Mali is unusual because of its large exposure to altered regional patterns of migration cooperation. Many of the regional refoulements and deportations end in Mali despite the fact (or, perhaps, because of the fact) that the official Malian state does little to regulate these operations. In the absence of official policy responses, civil society organizations have stepped in to provide returned migrants with basic care and reception.  相似文献

This paper explores the relationship between migration and development in Sri Lanka, a country that has been the source of large numbers of migrants and the recipient of much development assistance. Commissioned as part of a wider study conducted by the Centre for Development Research, Denmark, this case study seeks to answer a set of specific questions about the nature and extent of links between development assistance and migration flows. The paper surveys the socio–economic context in which both migration and development have taken place in Sri Lanka, describing the causes, scale, and features of migration flows from Sri Lanka in recent decades. Two main streams of migration flows are identified: labour migration and political migration. The flows are distinguished by ethnic characteristics (the former is mostly Sinhalese and the latter pre–dominantly Tamil) and destination (the former to the Middle East and the latter to the West). Both flows have intensified during a time of protracted conflict and in the context of waraffected economic development since the early 1980s.
The importance of remittances from migrants to the Sri Lankan economy and the extent to which diaspora activities impact Sri Lanka are also discussed. Despite the lack of statistics, especially on informal remittances from the Tamil diaspora, it is suggested that the remittances have been and will continue to be a sizeable component of foreign exchange receipts in Sri Lanka. The paper concludes that the complex interactions between migration, development assistance, remittances, and conflict are important for the prospects for peace and reconstruction in Sri Lanka. The challenge in Sri Lanka will be to move from a vicious cycle of conflict, underdevelopment and migration to a more virtuous one. In this process, it is suggested that the diaspora will be a key player in the shift towards peace and remittances will be an integral part of reconstruction.  相似文献

How do countries of origin deal with their post‐migrant generations, the emigrants' descendants who are born and raised abroad? In this article we examine the diaspora policies of Morocco, a country that relies heavily on its expatriate communities and that is confronted with growing post‐migrant generations. Theoretically, the article draws on the literature on diaspora policies and migrant transnationalism and connects the two. An in‐depth examination of the annual Summer Universities for young Moroccans Living Abroad, one of the flagships of the current Moroccan diaspora policy, demonstrates that diaspora policy programmes are vehicles to convey targeted messages to the post‐migrant generations concerning their transnational ties.  相似文献

Migration and development are linked in many ways – through the livelihood and survival strategies of individuals, households, and communities; through large and often well–targeted remittances; through investments and advocacy by migrants, refugees, diasporas and their transnational communities; and through international mobility associated with global integration, inequality, and insecurity. Until now, migration and development have constituted separate policy fields. Differing policy approaches that hinder national coordination and international cooperation mark these fields. For migration authorities, the control of migration flows to the European Union and other OECD countries are a high priority issue, as is the integration of migrants into the labour market and wider society. On the other hand, development agencies may fear that the development policy objectives are jeopardized if migration is taken into consideration. Can long–term goals of global poverty reduction be achieved if short–term migration policy interests are to be met? Can partnership with developing countries be real if preventing further migration is the principal European migration policy goal? While there may be good reasons to keep some policies separate, conflicting policies are costly and counter–productive. More importantly, there is unused potential in mutually supportive policies, that is, the constructive use of activities and interventions that are common to both fields and which may have positive effects on poverty reduction, development, prevention of violent conflicts, and international mobility. This paper focuses on positive dimensions and possibilities in the migration–development nexus. It highlights the links between migration, development, and conflict from the premise that to align policies on migration and development, migrant and refugee diasporas must be acknowledged as a development resource.  相似文献

This article studies the impact of the European Union (EU) on the Development Assistance Committee (DAC) of the Organisation for Economic Co‐operation and Development (OECD). While the literature thus far has focused on the external challenges for the DAC's role in international development, this study argues that the EU should be taken into account as well. By focusing on the cases of policy coherence for development and the concessionality of official development assistance (ODA) loans, we show that the EU poses a structural challenge for the DAC's role in international development given the strong overlap in membership between both institutions and the Union's changing nature as a development actor.  相似文献

Mexico’s emigration policies – including the state’s engagement with the diaspora, the discourse in relation to emigrants, the responses to U.S. migration policies and legislation, and the priority given to the issue in the national and bilateral agendas – have undergone a process of transformation since the late 1980s and particularly after 2000. From a history of generally limited engagement in terms of responding to U.S. policies and a traditional interpretation of consular protection activities, Mexico has gradually developed more active policies in relation to the diaspora and began a process of redefining its position on emigration. In addition to the processes of political change in Mexico and the growing impact of migrants’ transnational activities, changes in Mexico’s emigration policies are also a result of transformations in foreign policy principles and strategies, mainly as a result of the evolution of U.S.‐Mexico relations since the late 1980s and particularly since NAFTA. These findings demonstrate the significance of international factors – namely host state – sending state relations and foreign policy interests, discourse, and traditions – in the design and implementation of migration policies and the need to develop multi‐level analyses to explain states’ objectives, interests, and capacities in the management of migration.  相似文献

Abstract In this paper Foucaultian theory is deployed to elucidate the significance of philanthropy as a channel of power through which artisanal culture was transformed. It is my contention that in the period 1797–1817 the transformative effects of war, government taxation policy and ‘trade adventurers’ upon London's artisanal culture were reinforced by the discourse and practice of philanthropy. In order to illustrate the transformative power effects of philanthropy two significant moments in the historical sociology of metropolitan artisanal culture are examined; the 1797 and 1817 crises in the clock and watch trade.  相似文献

The impact of migration on population growth has become a ubiquitous argument in UK immigration debates, leading to the introduction of immigration restrictions to reduce net migration and prevent the UK population from reaching 70 million. Taking the UK as a case study, this article assesses the rationale for setting a national net migration target as a pivotal point for migration policies and the feasibility of limiting net migration using immigration controls. A framework for analysing the effects of migration policies on net migration is proposed and applied to UK official migration data. The results show that, due to various policy constraints, competing objectives and unintended feedbacks, it is neither optimal nor entirely feasible to prioritize a reduction of net migration as a target for migration policies. Nevertheless, factoring net migration into the migration policy debate provides useful insights on the long‐term implications of migration policies in the context of broader demographic changes.  相似文献

Current and prospective migration law and policy in Chile does not adequately incorporate the causes, content, and consequences of international migration to and from Chile. We describe and examine migration in‐flows, out‐flows, migration‐related policies, and how those policies drive, and are driven by, notions of development in Chile. We explore contradictions in Chilean nascent migration policy currently under legislative review. We argue that it is imperative that migration, migration policy, and their relationship to development be discussed inclusively and transparently and be explicitly incorporated into the Chilean government's nascent migration and development legal policies and frameworks.  相似文献

Based on an ethnographic study of transnational networks of alumni of an academically selective boarding school in Havana, this article explores the nexus between mobility, schooling and belonging in the context of socialist Cuba and its diaspora. Drawing on Goffman’s work, I argue that the boarding school experience was transformative; it facilitated or consolidated social mobility for its pupils, which later, for many, led to geographic mobility in the form of study and work outside Cuba. After graduating, alumni continue to identify with the school and to reproduce their alumni identities. The affective webs of belonging forged through family links and friendships fostered at the school constitute emotionally sustaining networks that also provide material support after migrating. I propose that the school represents a site of identification for a globally dispersed non-national diaspora and argue that migration scholars need to embed international migration within people’s lives more broadly.  相似文献

Within the European Union, promotion of ‘policy coherence’ is intended to improve co‐ordination across sectors and groups of professionals, who make competing claims for agricultural development in low‐income countries. This article examines the prospects for stakeholders in Sweden to implement such a policy, drawing on experiences from the launch of a national multi‐stakeholder platform with the participation of 99 organisations. Its findings demonstrate institutional fragmentation and struggles for legitimacy, with the internationally heralded Swedish Policy for Global Development operated largely as a tokenistic instrument, legitimised by the pretence of stakeholder engagement. It argues for improved institutional support to facilitate cross‐sectoral dialogues to deconstruct social boundaries which are no longer relevant.  相似文献

This article measures long term trends in policy coherence for development. Based on result chains, it develops a counterfactual methodology, and then applies it to assess changes in inputs, outputs and outcomes over time. While the literature does not indicate any significant change in policy coherence for development over the last decade, this research finds that, if the time scale is lengthened to 50 years, an overall increase in policy coherence for development of the Dutch government, vis‐à‐vis the DR Congo, in the domains of finance and security, can be detected. These changes in policy coherence for development inputs seem to have contributed, in conjunction with similar policies from other countries, in some instances, to positive outcomes in the DRC.  相似文献

Migration policies often fail to achieve their declared objectives or have unintended consequences. This article discusses three sets of reasons for this: factors arising from the social dynamics of the migratory process; factors linked to globalization and transnationalism; and factors within political systems. Effective policies are often hampered by the one‐sided explanatory models used to explain migration, as well as by interest conflicts in both domestic and international politics. In many cases this leads to migration policies with contradictory objectives or hidden agendas. The article goes on to discuss some elements of a conceptual framework for improving policy formation and possible components of fairer and more effective migration policies at the national, regional and global levels.  相似文献

The humanitarian disaster in 1992 made the Somalis known throughout the world. The first image that appeared in the Western part of the world was the broadcast of the famine caused by the civil war. This was followed by the international intervention known as UNOSOM, when CNN covered the landing of the American intervention forces in December 1992. The next image was the fatal confrontation between UNOSOM and the local warlord, General Aideed, which resulted in the withdrawal of UNOSOM in 1995. During that period the West also came to know the Somalis more intimately as thousands of them had fled and spread to North America and Northwestern Europe. This encounter was not without problems, and raised issues such as how to integrate Somalis into society, and how and when they could be expected to return to Somalia. Today, this experience has spurred a new policy trend among Western governments that aims at directing aid to the “neighbouring” areas of refugee–generating conflicts to keep the refugees in their region. These debates are unfortunately often full of myths, and tend to suggest policies often lacking a substantial basis. Hence, this article is part of a project that attempts to shed some light on contemporary migration processes and the possible linkages between the diasporas and the social and economic development in their country of origin. The case study describes the main flows of migration in modern Somali history, and how the emerging Somali diaspora maintains links to their kin via inventive remittance systems. The possible impact of remittances on local development in Somalia is addressed in the paper, and it concludes that the linkages between aid and migration–related resource transfers are multidimensional and that development can lead to migration and vice versa. It also concludes that there is a dire need for more knowledge on the issue, which is reflected in the lack of data found for this specific case. The case shows that poverty is not the only factor for the Somali migration history. Rather, the main reason has been the intertwining of political conflict and the search for economic opportunity. Furthermore, the important effect of remittances on socio–economic development correlates with political stability, providing an environment for productive investments. It is also shown that remittances have been far more important for livelihood and survival in Somalia than development and humanitarian aid put together.  相似文献

In recent years, migration has become an important policy priority within and beyond the European Union. While the discourse that surrounds the contemporary migration policy agenda is one of the technocratic migration management, this overarching narrative conceals an underlying goal of prevention. Preventive efforts are increasingly geared towards stopping migratory movements before they have even begun. The effectiveness of such an approach remains contested and unclear. This article builds on the theoretical work of Czaika and de Haas (Population and Development Review, 2013, 39, 487) to explore the limits of prevention strategies designed to change minds, alter plans and redirect behaviours. It does so by drawing on insights from our own research into migration decision-making, alongside wider literature on individual sense-making, and connecting these to ongoing debates around policy effectiveness. In doing so, we show how the nature of localised encounters between ‘target’ populations and implemented policies can create potential sources of policy failure.  相似文献

The development community has been rather reluctant in the past to integrate migration as a parameter for development policies, as often advocated by politicians and the migration community. The following analysis demonstrates that the position of development institutions on this matter has evolved, e.g., in the direction of increased interest among development practitioners to look at remittances as a tool for development. The article discusses the importance of brain drain and possibilities for using return migration as a brain gain. It introduces the concept "migration band" as an aggregate expression of Martin's "migration hump" for individual countries. Furthermore, it suggests policy options for a foreign input policy mix to developing countries composed of foreign direct investment, trade liberalizations, aid, remittances, return migration, and improved governance.  相似文献

The ongoing economic crisis has shifted much of the policy debate to problems of financial sector regulation, productive capacity collapse, among others. However, this leaves unattended the real situation with labour migration, which directly impacts social and economic inner components of being of millions of individual families across the world. The somewhat ad hoc nature of the process poses several policy issues for the home and host economies alike. Immediate concerns relate to streamlining migrants and remittances flows. This involves sensitive aspects of inequality in migrant workers’ labour efforts vis‐à‐vis domestic workers; migrants’ social and legal status; and less obvious, but still profound, unproductive misallocation of labour resources. Derived from this premise and recognizing the need for an institutional approach, this paper offers alternative policy solutions to temporary labour migration regulation. This research’s original propositions include a Diaspora Regulatory Mechanism and a Migration Development Bank, both operating within a state‐managed temporary labour migration regime. Fiscal action, including multilateral agreements, is crucial. The functionality of these mechanisms will directly impact infrastructure, human capital and entrepreneurial projects development in both home and host economies. Discussion is inspired by the analysis of actual circumstances in the economies of the Commonwealth of Independent States, where migration is a social, economic, and increasingly political issue. In the interlinked world, diasporas become dominant actors across all society strata. The development plateau of the post‐socialist states offers a rich economic and social soil to conduct responsible policy with future outlook. Moreover, conditions of ongoing economic crisis offer a unique opportunity for daring research to propose and for a motivated decisionmaker to implement original, proactive, and beneficial policy solutions aimed at streamlining the (temporary) labour migration process. This paper contributes to the emerging literature on topics of diaspora, labour migration, and remittance flows.  相似文献

This article reports the results of a national survey of corporate philanthropy programs in which the influence of strategic philanthropy on corporate contributions to United Way was investigated. The results indicate that highly strategic philanthropy programs gave a lower percentage of total direct contributions to United Way than less strategic programs. Strategic philanthropy was defined in this study as the process by which contributions are targeted to meet both business objectives and recipient needs. Based on the results of the study, the author encourages United Way staff and other nonprofit managers to work more closely with corporate contribution managers to develop measurable criteria regarding the impact of health and human services contributions on strategic business goals and objectives.  相似文献
