This study aims at exploring potential positive externalities of skilled labour migration from Turkey and highlighting social policies targeting “brain drain to brain gain” strategies in the case of Turkish engineers living abroad. Based on case study and further investigations, the skilled labour migration among Turkish engineers can be defined as a “brain over‐flow.” The main structural reason of this situation is discrepancy between educational and employment policies. Data indicate that it can be obtain positive externalities from skilled labour migration under certain conditions. Ninety per cent of all participants intended to give support to development practices in Turkey, even if they were not returning (n‐130). Only 10 per cent of all participants didn’t intend to give any kind of support. Cooperative projects, establishment of networks, forums and consultancy services to Turkish companies, were the most mentioned support manners. To realize these proposals, it is essential to develop active public policies aiming at a “brain drain to brain gain” approach, for short‐ and long‐term periods.  相似文献

In the past two decades, international migration patterns out of Fiji have undergone changes with important implications for the formation of transnational families. The focus of this paper is on a comparison between the formation of Indo-Fijian transnational extended families and indigenous Fijian transnational nuclear families. These are discussed within the framework of "transnational corporations of kin."
For several decades, Indo-Fijians have permanently migrated to the Pacific Rim as a consequence of the economic and political situation in Fiji. They have resettled in complete nuclear family units and have subsequently attempted to sponsor the migration of their extended family members. Recent years have witnessed an increasing number of indigenous Fijians migrating temporarily for work. In contrast to Indo-Fijians, indigenous Fijian migrate as individuals, leaving their spouses and children behind in Fiji. Women migrate autonomously as caregivers and nurses while men find employment as soldiers and security officers. The main purpose of their mostly temporary migration is to send remittances. However, these economic benefits have to be contrasted with the social and psychological costs associated with the separation of nuclear families. The paper also discusses policy implications arising from the comparative analysis, especially in the light of the current situation in Fiji which is characterised by a lack of policies addressing the implications of migration.  相似文献

This paper investigates the relationship between remittances and migration intentions in the source country using data from households in the Pacific island countries of Tonga and Fiji. Unlike previous research it accounts for potential endogeneity in the relationship between remittances and intentions and also includes households that receive remittances but do not have current migrants. We find a positive impact of remittances on intentions. The impact of remittances on intentions is stronger in a country with a longer history of migration and stronger in households with current migrants than those without migrants. These results provide new evidence on the role of remittances in the development of migration chains.  相似文献

Workers who temporarily leave their country to perform semi‐ and unskilled work under contract in another country are a distinct category of labour migrants in the global division of labour (GDL). The small island of Mauritius is a relatively new destination for contractual international labour migrants. The Mauritian state is intimately involved in the labour migration system, playing a mediating role in positioning the island within the GDL and trying to optimise the routing of global production chains through Mauritius. The migrants originate mainly in China and India and are overwhelmingly concentrated in the island’s clothing and textile factories where they now comprise one‐fifth of the export processing zone workforce. The migrant space occupied by expatriate workers in Mauritius is tightly circumscribed, with little social interaction between them and Mauritian society. A chronicle of their collective protest between 2002 and 2005 highlights grievances that arise from the conditions they face as migrants. Pointing largely to the failure of industrial relations institutions, and having stirred xenophobic sentiments, these protests represent a catalyst for reform. While the numerical incidence and scale of labour migration to small islands may be small, their significance for GDL analysis and for the politics of migration demands attention.  相似文献

The authors argue that Russian migration policy reflects the functioning of contemporary Russia's entire bureaucratic machine. The bureaucracy's Soviet‐era governance techniques on the one hand and the material interests of particular pressure groups on the other, shape the manipulation of immigration regulation that has occurred since the early 2000s. Therefore, attempts to liberalize migration regulation, i.e., to simplify the legalization of foreign workers, have always been incoherent, accompanied by reservations and limitations. Additionally, Russian actions are riddled with conflict between ‘geopolitical’ and domestic policy rationales. The authorities’ occasional attempts to use immigration regulation as a foreign policy tool acquire primarily symbolic value in the ‘domestic political market’ rather than serving any instrumental purpose. The effort to enhance Russian influence in the post‐Soviet space through the ‘reintegration project’ (Eurasian Economic Union) collides with the goal of national labour market protection, since integration entails the removal of barriers to labour movement.  相似文献

Migration Policy and Industrial Structure: The Case of Switzerland   总被引:2,自引:0,他引:2  
Structural change in OECD countries, emphasizing knowledge‐based sectors, has led to an increasing demand for highly skilled labour. One means of meeting this demand has been to implement a selective immigration policy. Such policies, however, have been criticized for channelling labour into low‐producing sectors and occupations, hampering structural change. Proponents of such criticism point to Switzerland's former policy of channelling immigrants into so‐called seasonal sectors, a practice abandoned in the early 1990s, as having contributed to Switzerland's low growth rates. To assess this, we here analyse the amended migration policy's effects on skill structure and sectoral distribution of immigration flows using data from the Swiss Census of 1990 and 2000 to determine whether the new policy has led to an immigrant inflow more adapted to the processes of structural change. We find that the share of highly skilled immigrants has increased notably under the new migration policy. Our analysis also shows an important change in the sectoral focus of the new arrival inflow. Not only have fewer immigrants been entering declining sectors, but the majority of migrants arriving under the new policy regime have been absorbed into growing and knowledge‐based sectors, meaning they are employed primarily in service and knowledge‐intensive sectors. Overall, the analysis provides ample evidence that the current admission policy as ositively contributed to tructural change in Switzerland.  相似文献

This article analyses the effects of the politics of seasonal foreign worker admissions on migrant legality in the context of the post‐1945 and the post‐1990 seasonal foreign worker policy in Switzerland, France and Spain respectively. It seeks historical evidence attesting to the ability of seasonal admissions to restrict workers to their non‐resident status. It presents implications for circular migration, the dernier cri in European migration policy aimed to strike a compromise between a perceived post‐crisis demand for the admission of foreign workers and the reluctance to make them prospective citizens.

  • Migration policy stakeholders have shaped foreign worker admissions according to their interests.
  • Under some conditions, low‐skilled seasonal foreign worker admissions have contributed to irregular migration, either through workers' overstays or through parallel irregular entries
  • There are both differences and similarities between the seasonal admissions advocated under the post‐2007 circular migration schemes, and those of the 1950s–1960s, as well as those of 1990s to early 2000s. The similarities could, under some conditions, trigger the repetition of some of the unexpected outcomes revealed by historical seasonal foreign worker admissions under the post 2007 schemes.

The study is about the characteristics and phenomena of the labour migration that fluxes from, through, and into the East Central European region. The typical groups of migrant workers are emphasized, like the qualified employees, the commuters, the illegal workers, or the migrants according to the family's income optimization. The brain drain is analyzed as a problem of the absence of experts in the region. The tools and possibilities of migration policy are discussed, too, to find suggestions for the state how to turn the direction of migration to the desired way. Through this topic, the countries of destination are introduced with the competitive position of the eastern migrants. Within UNHCR, there has been a shift in the emphasis on the meaning of protection. Protection of refugees is now primarily defined as security of refugees and refugee operations rather than in terms of the legal asylum process. The article examines the significance of UNHCR placing the refugee issue within both the larger context of forced migration as well as within the context of human security. The paper clarifies and documents a current and general focus of forced migration that includes the internally displaced as well as refugees and offers a framework for comprehending and dealing with the refugee problem that has shifted focus to the security dimension.  相似文献

These labourers are frequently youths of 14 or 15 with no previous experience of work or conditions in the south, who leave their homes without the knowledge or consent of their parents. In some cases written agreements are made but in most cases it is only verbal. Labourers go of their own free will but in many cases they are deceived as to their destination and nature of the work. The system is open to grave abuse and there is already evidence of an undesirable type of recruiter in some of the larger towns. Most studies of temporary labour migration use economic models or examine the economic rationales of migrants to explain why people are moving. Although in migration research new approaches and perspectives have been introduced lately, temporary labour migration, especially in the global South, is still defined primarily as purely economic in nature. This article concentrates on the migrants and their rationalities for migrating, their networks as well as their perceptions and interpretations of the situation they are confronted with abroad to argue that concentrating solely on economic aspects means to lose sight of the tremendous role images and myths about migration in general and receiving countries in particular do play. Bangladeshi migrant workers in Malaysia, who have contributed to the remarkable economic success of the country during the last decades, are in the focus. The construction of the images and the role networks play within these processes will be analysed using data gathered from field research in both settings. Of special interest in this context is the construction of a Muslim brotherhood between the countries for an understanding of the migration flows. This article intends to broaden the current discussions on temporary labour migration by analysing not only the different motives and rationalities but relating them to the constructed images in the new spaces that temporary labour migration has constituted. This important link is missing so far in studies on this global phenomenon.  相似文献

We examine how the discontinuation of schooling among left‐behind children is related to multiple dimensions of male labour migration: the accumulation of migration experience, the timing of these migration experiences in the child's life course, and the economic success of the migration. Our setting is rural southern Mozambique, an impoverished area with massive male labour out‐migration. Results show that fathers’ economically successful labour migration is more beneficial for children's schooling than unsuccessful migration or non‐migration. There are large differences, however, by gender: compared with sons of non‐migrants, sons of migrant fathers (regardless of migration success) have lower rates of school discontinuation, while daughters of migrant fathers have rates of school discontinuation like those of daughters of non‐migrants. Furthermore, accumulated labour migration across the child's life course is beneficial for boys’ schooling, but not girls’. Remittances sent in the past year reduce the rate of discontinuation for sons, but not daughters.  相似文献

Labour migration into Malaysia has increased rapidly in recent decades and this has affected Malaysia's government policy in managing migrants’ movement. Interestingly, Malaysia has attracted a high degree of unskilled labour, accompanied by unabated rise of undocumented migrant workers. Mitigating undocumented migration is the main aim of Malaysia's labour migration policy and therefore the focus of Malaysian government. This has impacted on how enforcement agencies work out strategies. These agencies are the forefront of Malaysia's labour migration policy but they faced a number of challenges, such as documentation, finance and manpower capability, and political intervention, which impede their ability to optimize their capabilities in enforcing the Malaysian government labour migration policy. Resolving these challenges and moving towards a long‐term labour migration policy will benefit the Malaysian state, its citizens and the labour migrants.  相似文献

Despite the historical and numerical importance of international migration between Paraguay and Argentina, the socioeconomic forces affecting the dynamics of the flow remain largely unexplored. This article contributes to the understanding of migration movements between the Latin American countries by analyzing patterns of labor migration from two Paraguayan communities to Argentina. The analysis separates the process of migration into four segments representing different migration decisions that Paraguayan men face throughout their life course: first trip, first return, recurrent trips, and duration of additional trips. Results confirm that Paraguayan migration to Argentina is closely related to individual characteristics and wealth, the extent of migrant networks and experience, and changes in macroeconomic conditions. The relative importance of these factors on migration varies depending on the aspect of migration under consideration. More generally, the analysis shows that unlike migration between Mexico and the United States, Paraguayan migrants to Argentina tend to be positively selected with respect to educational attainment and skills. This reflects the higher transferability of skills between the two countries and the absence of large urban centers attracting internal migrants in Paraguay. In addition, results show that migration between Paraguay and Argentina is very responsive to fluctuations in macroeconomic conditions, particularly income differentials and peso over‐valuation. Government policies oriented towards the regulation of migration flows in the Southern Cone should pay closer attention to the impact of macroeconomic fluctuations on migration decisions, especially in the context of the Mercosur agreement.  相似文献

Taking the case of migratory flows between Romania and Italy as a case study, this article investigates the ways in which spaces of economic transnationalism emerge and are reproduced over time. While the article finds that the role of the state in regulating the flow of money, people and goods across borders remains significant, it nevertheless provides evidence that state authority is systematically challenged by private actors even in the case of migration phenomena with a remarkably short history such as that of Romanians in Italy. Particularly interesting in this respect are labor recruiting networks in which informal headhunter operations, public officials and mobile manufacturing firms interact in surprising ways. While economic forms of transnationalism are the main focus of this investigation, the ways in which transnational capital and labor flows facilitated the symbolic reaffirmation of social institutions in the sending locality are also investigated.  相似文献

The Global Compacts on Migration (GCM) and Refugees (GCR) include policy recommendations that aim to increase opportunities for legal labour migration, improve protections for migrant workers, and provide refugees with ‘complementary pathways’ to enhanced protection via labour mobility. This paper explains why there are large gaps between these policy recommendations and the labour market policies and realities in the countries that host most of the world’s migrant workers. These gaps between ideals and realities are likely to limit the effective implementation of the GCM/GCR recommendations on labour migration. More ‘labour market realism‘ is needed to incrementally but effectively improve protections for migrant workers.  相似文献
