Abstract Immigrants to the United States face new and significant challenges since the 9/11 terrorist attacks. Within a dramatically short time national immigration policy has become oriented more to protecting Americans than welcoming people from other nations. Creation of the Department of Homeland Security, dismantling the Immigration and Naturalization Service, and tightening the rules and enforcement provisions for immigrants were changes designed, not to facilitate the immigration process, but to counter the threat of terrorism and preventing potential terrorists from entering the country. This article discusses the recent policy changes that have affected the immigrant community and reviews how professionals working with immigrants might address these changes to better help their clients. 相似文献

Eso sin embargo es aparentemente porque los motivos a este fin diferencian absolutamente entre ambos particos. Tratándose especialmente de una ideologia con poca fuerza profética por parte de los migrantes mismos, por parte del gobierno holandés el deseo para hacer repatriar a los imigrantes procede más bien de consideraciones politicas en cuanto a intolerancia hacia las minorias étnicas. En efecto la reémigración se realiza muy pocas veces, las condiciones a este fin a penas existen. Hay que vonfrontarse con la realidad, a pesar de las declaraciones repetidas de parte del gobierbo para demonstrar lo contrario Holanda se ha vuelto en un pais de imigracion. 相似文献

Increasing immigration is often linked with the public pressure for lower levels of publicly funded social expenditures. However, the empirical evidence on the effects of increasing immigration on social expenditures is discordant and depends on which countries are studied. This article argues that the employability of new immigrants as well as their entitlement to public benefits explains the observed impacts of immigration on social expenditures. Moreover, these same features can help to explain the increasing stringency of immigration policies. 相似文献

This article outlines a set of economic criteria to assess an immigrant‐receiving country's immigration policy from three perspectives. These three perspectives include the resident population, the immigrant, and the sending country viewpoints. An expanded version of Julian Simon's financial transfer model, which includes employment and capital externalities, is developed to assess the efficacy of an immigration policy from the resident's viewpoint. Next, Chiswick's earnings “catch‐up” model is expanded in an employment dimension to create an assessment criterion for the resident immigrant population. Finally, a comprehensive reverse transfer criterion is outlined to provide an assessment criterion for sending regions. These criteria are then applied to selected European and North American immigrant receiving countries. 相似文献

It is now common to identify a policy convergence around migration which is eroding the longstanding distinction made in the migration literature between “traditional” countries of immigration (like Canada, Australia, New Zealand and the United States) and other Western states. Taking the United Nations Declaration on the Rights of Indigenous Peoples as instructive, this article focusses on the case of Canada, arguing that its settler-colonial foundation has impacted and continues to impact three areas relevant to the comparative study of migration: 1) national discourse; 2) land and forms of social power; and 3) politics and forms of solidarity. The implications of settler-colonialism for the study of international migration are broader than the case of Canada and suggest the need to link considerations of Indigeneity systematically in migration studies, and to address the particularities of settler-colonial states in relation to other Northern states by being attuned to “divergence within convergence.” 相似文献

Despite the increasing constriction of immigrants' rights at the federal level, local responses have been much more varied, countering, compensating for, even transforming policies originating from the national core. This article attributes this divergence in part to the multi‐layered, ambiguous, and contradictory structure of the U.S. nation‐state in the context of a transnational economy and society. It shows how three facets of state structural complexity‐its multiple levels, diverse administrative branches, and decentralized agencies‐have created openings for local actors, deploying normative arguments as to the issues at stake, to reshape the outcomes of U.S. immigration policy on the ground. 相似文献

The member states of the European Union (EU) have recently experimented with constructing a common immigration policy. This gives rise to an important and fascinating question: what happens to immigration policy once it is no longer made in national capitals? Have national governments been able to retain ultimate control over the field of EU immigration policy? Or do we see slippage towards supranational power, with the Commission, Parliament, and Court of Justice expanding their influence? If EU institutions have gained power, do they use this power to defend the rights and freedoms of immigrants against restrictionist national governments? Using participant interviews (listed in Appendix I ) and documentary analysis, I analyse negotiations over three EU immigration laws: the directives on family reunification, long‐term residence, and economic migration. I assess whether national preferences are implemented in these directives, or whether supranational institutions have moved policy away from national preferences, potentially expanding immigrant rights and freedoms. 相似文献

This article challenges the established convention in immigration policy scholarship of treating economic utility and identity maintenance as logically distinct concerns. Drawing on work by Weber, Wallerstein and Bourdieu, we argue that concerns about economic utility and identity maintenance interact in the immigration policies of Western liberal democratic states, leading to policies designed to build and maintain middle‐class national status groups. Using the example of contemporary immigration policy in Germany, we illustrate how this impulse to build the middle‐class status group affects immigrant inclusion/exclusion in nuanced ways at both the group and individual levels, along class/status, ethnic and gender lines. We conclude by considering the policy implications of growing and shaping populations according to middle‐class ideals, particularly for the statistical monitoring of immigrant populations for integration benchmarking purposes. 相似文献

Based on an ethnography of one illuminating case – the formulation of new immigration policy statement entitled “Together, we are Quebec” between 2014 and 2016 – this article argues that policy formulation is an important site of power and influence over immigration-related policies for bureaucrats. In dialogue with concepts and theories from public administration, it demonstrates that a broad mandate of reform and modernization, coupled with political tensions surrounding diversity, created opportunities for the bureaucracy to influence Quebec's immigration policy following its interests, relations, expertise and experience. In this case, the bureaucracy's influence operated through two pathways: problem definition and consensus building. While this influence is partially contingent on political and institutional characteristics of the Quebec context, this case shows that scholarship on immigration policy and politics should embrace a much broader reading of the influence of bureaucrats on the content and development of immigration-related policies. 相似文献

While previous research on immigration attitudes among the American public has focused on factors such as economic threat, social context, and racial prejudice, fewer studies have examined the psychological determinants of immigration policy preferences. This study analyzes the results of an implicit association test (IAT) procedure that measures automatic nativist preferences for a traditional American culture versus a Latino‐American culture (i.e., implicit nativist attitudes). In brief, this study demonstrates that implicit nativist attitudes are fairly common, that they are an independent predictor of immigration policy attitudes, and that they affect those who are not explicitly nativist but who still hold restrictionist policy views. 相似文献

Between 1990 and 2000, the foreign-born population in the United States increased by 57 per cent, compared to a 13 per cent increase in the native-born population. This growth has fueled considerable media attention and has fomented some anti-immigrant sentiments. Although a number of authors have charted changes in support for restrictionist immigration policies, few have examined their determinants. In this paper, we focus on region of residence and use data from a 2004 telephone survey of a nationally representative sample of 1888 adults to test the hypothesis that rural Americans are more likely to support restrictive immigration policies than individuals in urban and suburban communities. In a series of regression analyses, this hypothesis is confirmed; rural residents hold the most restrictionist views. Additional analyses indicate that this effect of rural residence on policy attitudes is mediated by attitudes toward multiculturalism, the perceived traits of immigrants, and perceptions about the costs of immigration. Ultimately, the analyses indicate that the perceived cost of immigration is the single strongest predictor of support for restrictive immigration policies, and that it best accounts for rural residents'more restrictionist views. 相似文献

The topic of regularization of immigrants has occupied a position high on the agenda in Spain and elsewhere. In this paper, we contribute to this particular issue by providing an evaluative case study in Spain using administrative data from the Province of Barcelona from 2005 to 2009, which allows survival analysis, the follow‐up of migrants’ trajectories after regularization and the examination of the hazard of lapsing back into irregularity. Our analysis reveals critical differences on the effectiveness of two pathways to earned legalization in Spain as a policy: the 2005 Normalisation and the Settlement Program in full operation since 2006. 相似文献

In 2003, New Zealand introduced a novel “expression of interest” (EOI) system for selecting skilled migrants. In 2012, Australia adopted a similar approach while the Canadian government is proposing to adopt a variant of the EOI system in 2015. From being a follower of Canadian and Australian immigration policy initiatives, New Zealand has become the innovator. This paper examines the reasons for this significant policy shift and reviews some outcomes of the EOI system during the first decade of operation. As the international competition for talent intensifies, such policy innovation is essential if countries are going to attract skilled migrants. 相似文献

Canada's immigration system is currently undergoing significant change driven by several goals that include (1) a desire to improve the economic outcomes of entering immigrants; (2) an attempt to better respond to short‐term regional labor market shortages often associated with commodity booms, and (3) a desire to shift immigration away from the three largest cities to other regions of the country. These goals reflect the implementation of new immigration programs in the 2000s.
