Countries in Southeast Asia serve as origins, transit routes, and destinations for an increasing number of refugees, asylum seekers, and other people displaced by conflict and persecution. In this article, I consider existing academic literature on refugees and forced migration and situate current trends and processes related to refugees in Southeast Asia within such work. I begin by surveying sociology material on refugees and forced migration processes in general, also drawing from related fields of human geography and interdisciplinary refugee studies. I then review current mixed migration trends and corresponding state responses in the context of globalization and contemporary conflict in Southeast Asia, placing refugee movements within this setting. Finally, using examples from the region, I consider two rough areas of inquiry in need of further sociological exploration – (i) purposive transnational refugee actions and processes and (ii) the dynamic social spaces created and developed out of refugee migration. Human rights implications of these issues are considered throughout, and suggestions to reconsider human rights protection beyond nation‐state‐focused models are given.  相似文献

Citizenship laws and immigrant rights in rich, democratic countries are widely understood to be converging. Since most accounts of convergence are based on Western examples, Japan is an important test case. I distinguish three theoretical accounts of convergence: global‐institutionalist, liberal‐democratic, and problem‐solving perspectives. I then examine trends in foreigners’ rights in Japan since World War II in three domains: entrance, rights of residents, and citizenship. I find that convergence is occurring in the expansion of rights, partially in access to the territory, but not in formal citizenship. While the liberal‐democratic perspective fails to account for trends, a combination of global‐institutionalist and problem‐solving accounts provides the most powerful analytic insight into convergence processes.  相似文献

There is a growing belief that young children should be involved in decisions that affect them. This belief has its foundations in a new model of the young child, in a new concern with young children's rights as citizens and in new knowledge about the significance of young children's early experiences. This article examines the increasing interest in involving young children in policy‐making and its rationale. It then presents two case studies from Australia of consulting young children in policy‐making, to show what consulting young children can offer children, policy‐makers and the wider community.  相似文献

This essay analyses the place of Jewish survivors in the refugee system established by the West in the aftermath of the Second World War. Departing from the literature of trauma and mourning, this article addresses Holocaust survivors as migrant refugees subjected to international categorisations, relief policies and human rights debates. Between 1945 and 1950, Jewish refugees were recognised as an ideal-type community of victims by western humanitarianism. Recognition entailed symbolic and material entitlements, and eventually rewarded Holocaust survivors with historical, political and territorial vindication. As opposed to other refugee groups who entered the market of international compassion in the 1940s, Jewish refugees were granted full status of political victims.  相似文献

This article analyzes the strategic deployment of rights and citizenship discourses by a Nicaraguan women's organization (MEC) and the struggle that this group has faced in reconciling the use of these discourses with its aim of bringing about changes in the conditions faced by women workers in the Free Trade Zone (FTZ). Contestations regarding notions of citizenship are explored, and I discuss Nicaraguan state agents' and (to a lesser degree) maquila factory owners' use of notions of citizenship, and how they both coincide and conflict with neoliberal social and economic projects. The case of this Nicaraguan organization's discursive engagement with state actors sheds light on the question: How do ideologies linked to transnational social movements filter into regional and national discourses and become transformed by local actors? In addition, this case has important implications for the larger issue of changing state sovereignty within a global context. A contextualized approach to the strategic use of (human) rights and citizenship calls attention to the complex and situationally specific dilemmas and opportunities involved in adapting this "frame" to work for oppositional objectives. Furthermore, viewing rights and citizenship as always situational calls us to move away from narrow conceptualizations of structural transformation to a more complex and nuanced vision.  相似文献

Through a comparison of redemocratized Argentina and Uruguay, this article shows how distinct historical paths of citizenship affect the strategies and practices enacted in different political communities. The analysis focuses on the societal confrontation with the legacy of human rights violations as the new democratic governments attempted to balance normative principles with political contingencies. Embedded in their particular paths of citizenship, both societies adopted different strategies of post-dictatorial justice and reconciliation, with Argentina achieving a tenuous institutional resolution of this confrontation, while Uruguay achieved a shared resolution, bolstered by popular mobilization and debate, which reinforced the component of civility in its collective identity.  相似文献
