This paper is the first to address the causal relationship between an abrupt change in the availability of public nutrition assistance and low-income households' private nutrition assistance utilization. In particular, we examined the way in which loss of Women Infants and Children (WIC) benefits impacted a household's utilization of private food assistance. Using a regression discontinuity analysis framework, we found that households significantly increased utilization of private nutrition assistance following an abrupt loss in public nutrition assistance. Estimates indicated that some households might have been able to compensate from about half to more than 90% of their loss in public WIC nutrition assistance. (JEL I38, C36, D12)  相似文献

Due to the preponderance of single mothers on public assistance, delinquent child support has been a contentious political issue in the U.S. We examine whether joint-child-custody reform affects the child-support receipt of single mothers. We use variation in the timing of joint-custody reforms across states to identify the effect of joint custody on the child-support receipt of single mothers. Joint-custody enactment raises the probability of receiving child support for all single mothers by 8%. The effect on all single mothers is driven by the effect on divorced mothers, as separated and never-married mothers are unaffected by joint-custody reform. We conclude joint-custody reform confers the most benefit on divorced mothers and their children, particularly those who do not receive public assistance.  相似文献

This paper examines the effect of unions on productivity within a sample of publicly and privately owned hospitals and nursing homes to determine whether public ownership influences union behavior. The results show that the productivity of union contractors is much greater in private than in public projects. Within the sample of private projects, the estimates of the union-nonunion productivity difference are generally positive but very imprecise. Financial support was provided by the U.S. Department of Labor and the National Science Foundation. Steve Margolis gave me some helpful comments on an earlier draft. Using an experimental design, this research examines the effect of the nation's first family cap on the births, abortions, and contraception use of over 8,000 women receiving public assistance in New Jersey. The family cap denies additional cash benefits to children conceived while the mother is receiving public assistance. Our research shows that a targeted welfare benefit manipulation does influence fertility behavior; however, the effect is conditioned by race. We find that Black women in the experimental group have a 21% lower birth rate and a 32% higher abortion rate than Black women in the control group. We do not find a birth effect for Hispanic or White women. We discuss the policy implications of the effects of a segmented family cap.  相似文献

In response to the explosive growth and the changing demographic composition of public welfare recipients, this program has undergone four major reforms over the last three decades: the 1962 'Service' amendments, the 1967 Work Incentive program (WIN), the Family Support Act of 1988, and the 1996 program of Temporary Assistance to Needy Families (TANF). These reforms have had a profound impact not only on the scope and purpose of public assistance to needy families, but also on the nature of professional social work practice in this area of public social service. An analysis of the major welfare reforms over the last 35 years reveals how the national entitlement to income maintenance and social services has receded, local responsibility and private delivery of service have increased, and emphases on service functions have shifted from rehabilitative social casework/counselling to work-oriented training, job search activities, and local employment. The provision of public assistance has been transformed from a federal entitlement based on needs to a budget-driven-time-limited benefit enveloped by incentives and sanctions, with welfare clients increasingly subject to mandatory participation in work-related activities. This movement from welfare to workfare has infused the professional role of social workers with a steadily expanding function of social control, which is unlikely to encourage professional participation in the public social services.  相似文献

Although the spatial assimilation of immigrants to the United States has important implications for social theory and social policy, few studies have explored the atterns and determinants of interneighborhood geographic mobility that lead to immigrants’residential proximity to the white, non‐Hispanic majority. We explore this issue by merging data from three different sources ‐ the Latino National Political Survey, the Panel Study of Income Dynamics, and tract‐level census data ‐ to begin unraveling causal relationships among indicators of socioeconomic, social, cultural, segmented, and spatial assimilation. Our longitudinal analysis of 700 Mexican, Puerto Rican, and Cuban immigrants followed from 1990 to 1995 finds broad support for hypotheses derived from the classical account of minority assimilation. High income, English language use, and embeddedness in Anglo social contexts increase Latino immigrants’geographic mobility into Anglo neighborhoods. U. S. citizenship and years spent in the United Stares are ppsidvely associated with geographic mobility into more Anglo neighbor oods, and coethnic contact is inversely associated with this form of mobility, but these associations operate largely through other redictors. Prior experiences of ethnic discrimination increase and residence in public housing decreases the likelihood that Latino immigrants will move from their origin neighborhoods, while residing in metropolitan areas with large Latino populations leads to geographic moves into “less Anglo” census tracts.  相似文献

Many community‐based tourism ventures face marketing problems similar to those of other rural producers. They depend on intermediaries, such as private companies, membership organisations, public sector institutions and non‐governmental organisations, to facilitate market access. The article analyses the strengths and weaknesses of each type of intermediary, based on different levels of marketing support. Reflecting discussions about marketing assistance in other rural sectors, it argues that intermediary institutions have different areas of expertise and experience different constraints in terms of capacity‐building, marketing know‐how, financial resources and overall livelihood impacts. Instead of pursuing individual support strategies, it is therefore necessary to develop combined approaches of marketing assistance, depending on location, tourism resources and existing organisational structures.  相似文献

This article examines the effects of poverty, public assistance, and family structure on school-age children's home environment and developmental outcomes using data from the National Longitudinal Survey of Youth. The central question of this study is whether public support negatively affects school-age children's developmental outcomes, thereby contributing to the intergenerational transmission of welfare dependency. The results show that long duration and late timing of poverty have a detrimental effect on home environment and child developmental outcomes. Long duration of public assistance disturbs reading ability for children of intact families only. Late timing of public assistance actually enhances the cognitive and emotional environment and has a greater effect on the emotional environment for single-mother families. Long duration and late timing of single motherhood are detrimental to the emotional environment. Taken together, the findings suggest that the process of intergenerational transmission of welfare dependency during school-age years is primarily attributable to poverty and single motherhood rather than the duration and timing of public assistance. This paper examines whether receipt of public or private assistance is associated with recipients’ own generosity in the form of formal and informal volunteering. Using matched data from the 2007–2011 American Time Use Survey and the Annual Social and Economic Supplement to the Current Population Survey, this paper finds that receipt of private assistance from friends and relatives is negatively associated with the time women spend caring for non-household adults and the time men spend caring for non-household children. Receipt of public assistance is found to be negatively associated with men’s care of non-household adults. No associations are found between either type of assistance and time spent volunteering for a formal organization.  相似文献

This article examines 2 modes or strategies of immigrant adaptation: middleman minorities and ethnic enclaves. Although they have been discussed as if they were disjointed and mutually exclusive, the authors challenge this view. Middleman minorities 1) tend to be self-employed or to work for a coethnic, 2) are usually concentrated in small business, 3) tend to rely on the in-group for resources, and 4) fill a "status gap" in the receiving society. Ethnic enclaves depend on 3 features: 1) recent coethnic arrivals spend a tour of duty at the worst jobs, 2) coethnics provide ethnic entrepreneurs with consumer markets, 3) ethnic businesses rely on each other to supply their operating needs. Ethnic enclaves are concentrated and spatially identifiable. For this study, the authors collected data in a survey of the Cuban exile community of San Juan, Puerto Rico. The sample selection procedure yielded a total of 261 individuals, 220 of whom were interviewed. 10 predictions found in the middleman minority and ethnic enclave perspectives were checked against the researchers' data. 4 of these predictions are hld in common by both approaches: 1) eomployment in an ethnic enterprise increases subsequent chances of self-employment, 2) ethnic firms rely on the in-group for business resources, 3) coethnic workers represent an asset to the ethnic entrepreneur in that they occupy important positions requiring the employer's trust, and 4) there is business competition between locals and minority members. As predicted by the middleman strategy, Cuban businesses in Puerto Rico tend not to be immediately productive and there is no evidence of spatial concentration of these businesses. However, fitting the enclave approach, these firms do not dominate certain business lines, Cuban entrepreneurs do not appear to be sojourners, and they tend to have business backgrounds. The middleman perspective is supported in that some elements of the local elite favor Cuban exiles. Thus, there is no evidence to support treating the middleman minority and ethnic enclave models as disjointed and discordant theoretical models. Neither approach is entirely accurate or inaccurate. The authors suggest that the 2 modes of adaptation are ideal types; therefore, actual ethnic economies exhibit some features found in each one.  相似文献

This study investigates the influence of high school sector on educational success in Japan. A range of previous research on disparities among high schools has revealed that high school rank (based on the academic ability of pupils, etc.) originated from the democratization of high school. However, given that the democratization of high school is supported by private high schools, high school sector may become a factor for high school ranking. The data used for the analysis are the 2005 National Survey of Social Stratification and Social Mobility (SSM) in Japan. The results indicate that students who enter private high schools have lower academic ability than students who enter public high schools. By contrast, private high school students have greater educational success than public high school students. Moreover, this study reveals that private high school students are generally from a higher social class than public high school students. Given that the use of entrance examinations for private junior high schools has been increasing since the 1990s, in the future, the effect of private schools on educational success may become stronger in not only high schools but also junior high schools. This study thus emphasizes the importance of paying greater attention to the relationship between educational success and the private and public school sectors.  相似文献

Abstract Even though both farmers' markets and community supported agriculture were first developed to provide markets for farmers, recently the goals of food security have been attached to these market‐based alternative food institutions, based on their potential to be 'win‐win” economic solutions for both small‐scale farmers and low‐income consumers. This article reports on survey and interview research conducted in California during 2004–2005 designed to examine to what extent CSAs and farmers' markets are addressing food security in both concept and practice. Findings show that managers of these institutions generally support the idea of improving the affordability of the food they provide, and most have made an effort to do so, although these efforts vary with institutional capacity. Still, some hedged their interest in supporting food security goals with countervailing concerns such as the need to support farmers first. It is ironic, then, that the way that private CSAs and farmers' markets achieve some elements of food security is by virtue of the support of public food assistance programs.  相似文献

We examine the effects of mothers' strategies of combining employment and welfare receipt during the first 3 years of their child's life on the child's cognitive development, behavior problems, and home learning environment at ages 5 to 6. We compare the child outcomes of those mothers who were continuously employed and received no welfare with (a) those who worked some or all of the 3 years and also received public assistance and (b) those who were totally dependent on public assistance. We studied children in single‐parent families (N= 1271 ) living below 200% of the poverty threshold using data from the National Longitudinal Survey of Youth—Child Supplement. No negative association was found on most child outcomes with a mother's employment whether or not it was combined with public assistance. However, mothers' not working at all and receiving financial support solely from AFDC was associated with negative child outcomes. We discuss the implications of these findings for the possible effects of the new welfare laws on families and young children.  相似文献

In this paper we analyze the effect of inequality on school enrollment, preferred tax rate and expenditure per student in developing countries; when parents can choose between child labor, public schooling or private schooling. We present a model in which parents make schooling decisions for their children, weighing the utility benefit of having a child with formal public or private education versus the forgone income from child labor or household work. Parents vote over the preferred tax rate to finance freely provided public education. The utility benefit of an educated child is proportional to expenditure per student, so that there is congestion in public school. We find that when parents can send their children to work or to private school, high inequality leads to exit from public education at both ends of the income distribution. Thus high inequality reduces the support for public education, leading to a low tax rate and expenditure per student. Exit from public education results in both high child labor and a large fraction of students attending private school. In fact there is a threshold level of inequality above which there is no longer support for public education. In addition we explore the implications for the design of foreign aid. The results suggest that foreign aid policies should focus on promoting school attendance rather than increasing school resources, as the later policy might be offset by a reduction in the recipient country’s fiscal effort, with little impact on outcomes.   相似文献

Conventional wisdom holds that private sector labor unions are in “crisis” due to the loss of millions of members over the past two decades which has resulted in a dramatic decline in their economic viability and political power. Financial data for selected years between 1960 and 1987 are analyzed to show that, contrary to prevailing opinion, private sector unions are financially prosperous despite membership erosion. Evidence is also presented which indicates that union political efforts and influence have increased rather than declined in recent years. Resources have been allocated to political advocacy to obtain a more favorable public policy environment for labor organizations and to achieve gains that have eluded unions in collective bargaining. Summary

Title IV-E provides resources that allow social work education and state child welfare agencies to collaborate to provide an educational experience that prepares students to move quickly into a complex practice experience. In 1998-1999 all BSW programs that were accredited and in candidacy were surveyed to see if they were using Title IV-E funds to provide support for students who would agree to work in public child welfare programs after graduation. The questionnaire used was based on Zlotnik's earlier survey (Zlotnik & Cornelius, 2000) of all programs receiving IV-E funds. Of the 464 BSW programs surveyed, 282 replied, 59% of these were public institutions, the rest private. Forty-eight schools reported receiving some type of IV-E funding for students. Results indicate a number of models are used to support collaboration between the schools and their state agencies. These include differences in the requirements of students while they are in school and after graduation and in the amount of funding available to students. In addition, institutions not receiving IV-E funds were asked to describe why they were not. Implications for BSW programs are discussed.  相似文献

Abstract

The paper focuses on the structure and process of the public and private institutional regulation of race relations. This theoretical analysis posits that the public and private sectors are governed by public and private governments. The analysis reveals that the governance of race relations has shifted from the public to the private corporate bureaucracies. In that shift from the public to private governance, blacks continue to be discriminated against as a political class and for that reason they continue to make group claims and seek group remedies through enabling legislation and Affirmative Action programs.  相似文献

Using a data set of public and private relief spending for 295 cities, this article examines the racial and ethnic patterning of social welfare provision in the United States in 1929. On the eve of the Depression, cities with more blacks or Mexicans spent the least on social assistance and relied more heavily on private money to fund their programs. Cities with more European immigrants spent the most on relief and relied more heavily on public funding. Distinct political systems, labor market relations, and racial ideologies about each group's proclivity to use relief best explain relief spending differences across cities.  相似文献

The use of wildlife resources is governed by a combination of private contracts and public regulations. Most often, private landowners control access rights, and government agencies regulate hunting and other uses. This paper shows that these institutions depend on wildlife values and the ability of private landowners to control access to species that inhabit their land. Logit regressions and literary sources are used to test implications about private hunting rights and state regulations. The data support the view that private, legal, and political forces have led to institutions that vary in ways consistent with wealth maximization.  相似文献
