Finding time to both earn money and raise children is demanding. Within the constraints and opportunities of their employment and social policies affecting work and family, parents seeking to manage their time may use a number of strategies. For example, they can outsource childcare or adopt atypical work patterns: non-standard work schedules, self employment, working from home. In this paper we compare the effects of these measures on the household time use and gender division of labour of dual-earner couples with children, using data from the Australian Bureau of Statistics Time Use Survey, 2006 (n?=?772 couples). We find that these strategies do help households manage their work and family time. However, this is almost exclusively a result of women changing their time use. Such measures generally enable mothers, not fathers, to adjust paid work around family commitments, and offer little amelioration of gendered divisions of labour. This reinforces normative gender-role expectations and is probably a result of institutional constraints, including sparse social policy and workplace support for mothers?? full-time employment and for fathers?? involvement in childcare.  相似文献

Using data from nationally representative household surveys, we test whether Indian parents make trade-offs between the number of children and investments in education. To address the endogeneity due to the joint determination of quantity and quality of children, we instrument family size with the gender of the first child, which is plausibly random. Given a strong son preference in India, parents tend to have more children if the firstborn is a girl. Our instrumental variable results show that children from larger families have lower educational attainment and are less likely to be enrolled in school, with larger effects for rural, poorer, and low-caste families as well as for families with illiterate mothers.  相似文献

We examined the effects of child gender and siblings on center-based care enrollment in the context of China’s one-child policy and its tradition of preference to have many children, especially sons. Using data from the China Health and Nutrition Survey (CHNS) 2000 wave and multilevel logistic regression models, we found that children without siblings consistently had higher odds of receiving center-based care than those with siblings, while there was no evidence that child gender mattered. Further analyses did not show evidence that the effects of child gender and siblings were moderated by household and community resources or local one-child policy. However, we did find that the presence of male, older, or school-age siblings (as compared to female, younger, or preschool-age siblings) reduced preschoolers’ odds of receiving center-based care. This was possibly because parents valued formal education much more than preschools and thus focused more on boys when they entered elementary schools than on their sisters or younger brothers. These findings suggest that more attention needs to be given to the equal education opportunities for boys and girls as well as for children with and without siblings.  相似文献

In modern welfare states, family policies may resolve the tension between employment and care-focused demands. However these policies sometimes have adverse consequences for distinct social groups. This study examined gender and educational differences in working parents’ perceived work–family conflict and used a comparative approach to test whether family policies, in particular support for child care and leave from paid work, are capable of reducing work–family conflict as well as the gender and educational gaps in work–family conflict. We use data from the European Social Survey 2010 for 20 countries and 5296 respondents (parents), extended with information on national policies for maternity and parental leave and child care support from the OECD Family Database. Employing multilevel analysis, we find that mothers and the higher educated report most work–family conflict. Policies supporting child care reduce the level of experienced work–family conflict; family leave policy appears to have no alleviating impact on working parents’ work–family conflict. Our findings indicate that family policies appear to be unable to reduce the gender gap in conflict perception and even widen the educational gap in work–family conflict.  相似文献

It has been argued that a society's gender system may influence parents' sex preferences for children. If this is true, one should expect to find no evidence of such preferences in countries with a high level of gender equality. In this article, we exploit data from population registers from Denmark, Finland, Norway, and Sweden to examine continuities and changes in parental sex preferences in the Nordic countries during the past three to four decades. First, we do not observe an effect of the sex of the first born child on second-birth risks. Second, we detect a distinct preference for at least one child of each sex among parents of two children. For third births, Danish, Norwegian, and Swedish parents seem to develop a preference for having a daughter, while Finns exhibit a significant preference for having a son. These findings show that modernization and more equal opportunities for women and men do not necessarily lead to parental gender indifference. On the contrary, they may even result in new sex preferences.  相似文献

This paper examines the intentions of Dutch males and females with regard to combining paid employment and parenthood. Four models of how couples combine these roles are distinguished. Panel data from a representative survey among Dutch young adults show that the traditional model (the female takes care of the children and the male works full-time) is becoming less popular, whereas the supplementary model (the female takes care of the children and supplements the labor force participation of the male), and the egalitarian model (both partners share paid labor more or less equally) are becoming more popular. The no-child model is preferred by about 10% of the respondents. A multivariate analysis shows that both job characteristics, like the flexibility of working hours, and gender role attitudes are important predictors of intentions with regard to combining family and work roles.  相似文献

本研究采用2008年国家统计局针对城镇居民和外来务工人员进行的调查数据,研究劳动参与、儿童照料双重责任对于城镇和移民已婚男女身心健康的影响。研究结果表明:在承担工作和儿童照料双重责任过程中城镇已婚男女几乎不存在性别差异,只工作就会增加其精神压力,工作、并且家中有7—12岁儿童对女性精神压力的边际影响最大,而男性则是工作、并且家中有0-6岁儿童对其影响最大:外来务工人员在承担工作和儿童照料双重责任过程中仍存在引人注目的性别差异,妇女仍然是儿童照料责任的主承担者,参与市场劳动并未减少其家庭责任。  相似文献

Recent work has shown that the gender gap in income poverty has widened in post-apartheid South Africa even though overall poverty levels have declined. One of the main criticisms of money-metric studies of gendered poverty differences is that income is only one dimension of poverty and that other measures of welfare may better reflect the relative well-being of women and female-headed households. This article presents a multidimensional approach to measuring the gender poverty gap in post-apartheid South Africa. Using data from the 2008 wave of the South African National Income Dynamic Study, the internationally comparable multidimensional poverty index (the MPI) is used to estimate gender differences in a number of different achievements. The findings suggest that the multidimensional gender poverty gap is similar to the poverty gap measured by the conventional money-metric approach at several national poverty lines. However, the MPI poverty differential between female- and male-headed households is slightly narrower than the income poverty gap between these two household types. In order to explore these findings further, the paper decomposes the components of multidimensional poverty by gender and for both female- and male-headed households. The paper concludes by considering how greater investments in health care delivery and in basic services, particularly in rural areas, may yield progress towards gender equality.  相似文献

The affirmative action policy for socially and economically backward communities in employment has been a debated issue in India. In this context, this paper aims to analyze the level of inequality by distinguishing between ‘circumstance’ and ‘effort’ factors in the Roemer’s framework on equality of opportunity. We measure inequality of opportunities due to two circumstances: caste and religion. Our empirical analysis, at state-level, utilizes a recent household survey data, which provides information related to efforts as well as circumstances of workers. The paper estimated inequality in the labour market and then decomposed it to know the circumstances that cause income inequality. Our estimates indicated that inequality and inequality of opportunity is substantially higher in India. Specifically, the outcome of our analysis evidently indicated that the socially backward communities do have economically disadvantageous position in some of the Indian states. However, the degree of circumstances based on inequality varies to a great extent among the states. Therefore, we suggest that the country does not need a nation-level affirmative action policy instead a state-level policy could be more appropriate as the intensity of the problem differ significantly among the Indian states.  相似文献

Empirical analyses of the determinants of life satisfaction routinely include the number of children as one of the socio demographic controls, without explicitly considering that, for a given household income, more children imply a lower level of income per family member. The variable “number of children” then often attracts a negative or insignificant coefficient. Using data from the German Socio Economic Panel 1984–2007 we confirm that the sign of the coefficient for the variable “number of children in the household” is negative when introducing household income without correction for the number of members in a life satisfaction regression. On the contrary, when we equivalise income with the most commonly adopted equivalence scales, so eliminating the monetary cost of raising children, the impact of the variable is positive and significant when a high level of economies of scale is assumed. Our results however lead us to reject slope homogeneity as we find strong differences by gender and region. In particular, the positive effect of children on life satisfaction is stronger for males and East Germans. We interpret these subsample split results as driven by heterogeneous opportunity costs and cultural traits.  相似文献

The purpose of this study was to gain an understanding of time use and the patterns of time use across the life span using a socioemotional selectivity theory. The data used for this study were from the “Korean Time Use Survey,” which is collected every 5 years by Statistics Korea (KOSTAT). The data collected in 1999, 2004, and 2009 were used to analyze the patterns of time use using latent class analyses and to observe the differences of time use by age and gender. The results were summarized as follows: Based on the analyses of nine behavior classifications, after sleep and personal care, Korean allocated more time in daily activities to relationship and leisure time, followed by education, paid work, and household management, with the order differing between each age group and gender. Three different classes of time use were classified at each age group. Education-centered time use was revealed to be mainly in the young, paid work-centered in the middle-aged, and relationship and leisure-centered in older adults. We find significant gender differences. Men’s patterns of time did not change markedly across the 3 years, while women’s patterns have shifted. Meanwhile, in the age 65 and older group, paid work appeared alongside as well as leisure among most prominent activities, were appeared as dominant forms of time use. This phenomenon is closely related to reflecting high rates of elderly poverty in Korea. Further discussions concerning the time use by age and gender were provided and countermeasures for changing time use in later life were discussed.  相似文献

Non‐monetary transfers of time represent a largely unknown, yet pivotal component, of the support system in the United States. We map flows of time transfers, by age and sex, related to informal childcare and adult care in the US. We develop methods to estimate intra‐ and inter‐household time transfers using data from the American Time Use Survey (2011–2013). We summarize the results in matrices of time flows by age and sex for the general US population, as well as for the “sandwich generation.” Most time transfers flow downwards from parents to young children, with relevant gender differences. The time produced by the sandwich generation is directed toward a more diverse population spectrum, including substantial intra‐generational transfers to spouses. Extrapolations based on our findings reveal a projected rise in demand, relative to supply, of informal care, indicating that, to maintain current levels of care, US society will have to rely more heavily either on the market or on an increased effort of caregivers.  相似文献

We use data from matched dual earner couples from the Australian Time Use Survey 2006 (n = 926 couples) to investigate predictors of different forms of domestic outsourcing, and whether using each type of paid help is associated with reduced time in male or female-typed tasks, narrower gender gaps in housework time and/or lower subjective time pressure. Results suggest domestic outsourcing does not substitute for much household time, reduces domestic time for men at least as much as for women, and does not ameliorate gender gaps in domestic labor. The only form of paid help associated with significant change in gender shares of domestic work was gardening and maintenance services, which were associated with women doing a greater share of the household total domestic work. We found no evidence that domestic outsourcing reduced feelings of time pressure. We conclude that domestic outsourcing is not effective in ameliorating time pressures or in changing gender dynamics of unpaid work.  相似文献

We use unique information about short-term absence from the labor market among Swedish employees to investigate the potential wage loss attributed to this type of absence. A reform in the Swedish health insurance system was used as an instrument. The results indicate that women's wages are significantly reduced by work absence due to own sickness, while absence to care for a sick child has no significant wage effect. For men, we find no support for effects on wages from short-term absence. We also show that the distribution of the gender wage gap depends to a large extent on work absence. The results of previous studies on the effect of childbearing on both parents’ paid and unpaid work suffer from the difficulty related to the specification of latent variables that influence the relationship between reproductive behaviour of the couple and working activity. The aim of this study is to estimate the effect of transition to parenthood on the partners’ division of labour by accounting for latent variables, such as the bargaining process between partners and endogenous fertility decisions. In particular, this is the first time that our specific estimation strategy has been applied to determine the impact of childbearing on the division of household labour between partners taking into account the reverse causality effect between labour and fertility decisions. We use longitudinal data on married or cohabiting Italian couples provided by the Italian panel survey of the Generation and Gender Program. Our results are consistent with previous studies, and show that the birth of a child affects a woman’s unpaid labour strongly and positively and her paid labour negatively, while men’s work is mostly unaffected. Moreover, when partners hold traditional attitudes regarding gender roles and the family, the female partner is even more strongly affected by childbearing in terms of total amount of labour (paid plus unpaid). However, our sensitivity analysis shows that these results appear only when our correction strategy for the misspecification of latent variables is applied.

In the United States and other high-income countries, there is intense scholarly and programmatic interest in the effects of household and neighborhood living standards on health. Yet few studies of developing-country cities have explored these issues. We investigated whether the health of urban women and children in poor countries is influenced by both household and neighborhood standards of living. Using data from the urban samples of 85 Demographic and Health Surveys and modeling living standards using factor-analytic MIMIC methods, we found that the neighborhoods of relatively poor households are more heterogeneous than is often asserted. Our results indicated that poor urban households do not tend to live in uniformly poor neighborhoods: about 1 in 10 of a poor household’s neighbors is relatively affluent, belonging to the upper quartile of the urban distribution of living standards. Do household and neighborhood living standards influence health? Using multivariate models, we found that household living standards are closely associated with three health measures: unmet need for modern contraception, attendance of a trained health care provider at childbirth, and young children’s height for age. Neighborhood living standards exert a significant additional influence in many of the surveys we examined, especially for birth attendance.  相似文献

Because of the high rates of employment of mothers, a large and increasing number of preschool children receive regular care from someone else. This article develops and tests hypotheses about the choice of child care arrangements for younger and older preschool children, using data from the National Longitudinal Survey of Young Women. We argue that appropriate care depends on the age of the child. It includes care by the mother or a paid provider in the child's home for children aged 0-2 and mother care and nursery school or center care for those 3-5. We estimate models of the mother's employment and choice of child care separately for younger and older preschoolers. Our results show that need for care, presence of substitutes for the mother, financial resources, and preferences all affect both full-time care by the mother and the type of child care chosen by working women, although they affect these two decisions in different ways.  相似文献

Time-diary data from 27 countries show a negative relationship between GDP per-capita and gender differences in total work—for pay and at home. In rich non-Catholic countries, men and women average about the same amount of total work. Survey results show scholars and the general public believe that women work more. Widespread average equality does not arise from gender differences in the price of time, intra-family bargaining or spousal complementarity. Several theories, including ones based on social norms, might explain these findings and are consistent with evidence from the World Values Surveys and microeconomic data from Australia and Germany.  相似文献

Time constraints, like money constraints, affect Americans’ well-being. This paper defines what it means to be time poor based on the concepts of necessary and committed time and presents time poverty thresholds and rates for the US population and certain subgroups. Multivariate regression techniques are used to identify the key variables associated with discretionary time and time poverty. The data confirm the idea that individuals in households with children have less discretionary time and are thus more likely to be time poor than those in households without children. Controlling for other household characteristics, an additional child reduces a household adult’s daily discretionary time by 35 min. Surprisingly, while one might expect the necessary and committed activities required of an individual to be less in a two-adult household with children than in a one-adult household with children because child care can be shared, the data show that the presence of such a second adult only marginally reduces the necessary and committed time burden of an individual household member. Perhaps even more surprisingly, household income is not a statistically significant correlate of discretionary time or time poverty.  相似文献

In this paper the relative time cost of children compared to other types of household tasks, and the relative time cost of producing quantity rather than quality of children is examined. These propositions lie at the heart of much of the literature on the economics of fertility, but they have rarely been examined directly. We employ household time-use data from a study of a large metropolitan area in the United States. Our results cast doubt on the notions that: (a) child-services are more time-costly than other household tasks; (b) that quantity of child-services is more time-costly than quality of child-services. Moreover, there appear to be strong complementarities between child-services and other household tasks, and time spent on child care does not seem to act as an obstacle to working outside the home. Finally, we suggest another economic interpretation of the fertility transition centred not on changes in objective factors exogeneous to the household, but, instead, on the internal economic power structure of the household itself.  相似文献
