This paper critically examines the ways in which social policy is said to be affected by globalization. The prevailing approach has been framed in terms of the impact of "external" economic forces on national welfare states. Globalization is said to undermine the economic and political conditions on which welfare states were built, erode national policy autonomy and force the marketization and residualization of welfare states. These predictions are found wanting on the grounds that they share many of the assumptions, and therefore also the faults, of "strong" globalization theory. A more nuanced account of the way in which social politics and social policy are affected by globalization is needed and a global governance perspective is outlined. This, it is argued, better captures the political and institutional environment in which social policy is formulated and implemented. It also recognizes the importance of "local" factors and their interaction with global ones in shaping political responses, including social policy, to globalization. The discussion highlights the enduring power of "local" forces—those which are at the level of and internal to states—and of politics and ideology in shaping the process of globalization and ultimately its implications for welfare states and social policies.  相似文献

The most widely used understandings of the concept of democracy – normative, procedural and institutional – focus on its methods and approaches. This article argues that democracy needs also to be understood in terms of its substantive implications. Democratic rights include not only the civil and political rights associated with liberal democracy, but also the economic and social rights promoted in industrially developed countries. Liberal principles promote democracy and economic development. Social rights have developed, not just through state action, but through the independent establishment of solidarities facilitated by the exercise of democratic rights. Every established democracy has a system of social welfare provision. This is not coincidental. Democracy, economic development and social protection are intimately linked.  相似文献

This paper reviews the major social policy developments in Greece during the 1980s and 1990s, focusing on social security, health and employment policies. It argues that the concept of social policy and the practice of politics have been distorted in this country. Social policy reflects the legacy of a heavily politicized and centralized policy‐making system, an impoverished administrative infrastructure and poorly developed social services. Its emergence is characterized by the pursuit of late and ineffective policies. It lacks continuity, planning and coordination, being oriented towards short‐term political expediency. It is largely insurance‐based, reproducing huge inequalities and institutional arrangements which are behind the times. It provides mainly cash benefits, low‐quality but rather expensive health services and marginal social welfare protection. Moreover, the lack of a minimum income safety net confirms the country's weak culture of universalism and social citizenship. By implication, complex policy and interlocking interest linkages have tarnished the “system” with a reputation for strong resistance to progressive change. At the same time, sources of change such as globalization, demographic developments, new household and family/gender patterns, unstable economic growth, fiscal imperatives, programme maturation, as well as persisting unemployment, changing labour markets and rising health care costs, have produced mounting pressures for welfare reform.  相似文献

In the new development strategy currently shaping Latin America, alternative social policy models have emerged. This article argues that far from being rival alternatives, each of these models considers the wide differences among countries. The region is emerging from a century of transformation – from a traditional agrarian economy to an urban industrial one – in which countries have taken diverse historical paths. Some have almost completed this transformation, others are taking early steps, and the vast majority are living through it. State‐led transition has followed two successive development strategies. From the 1920s up to the 1980s, state developmentalism has mostly successfully assumed the twin challenges of economic and social progress. In the last two decades of the century, Latin American states adopted the policies of the Washington Consensus, which emphasized the importance of business in the framework of globalization and benefited the affluent few. However, an unambiguous shift in direction has been taking place in Latin America since the 1997 economic crisis. This article suggests that a new developmental welfare state model seems to be in the making. How will it evolve over the wider space of an increasingly integrated Latin America?  相似文献

This paper takes the opportunity of the Social Security Review to reflect on the meaning of social security reform. It argues that traditional conceptions of the welfare state are unduly narrow and atomistic, concentrating on vesting individuals with social security rights similar to private law notions of contract or properly, and the securing of those rights from depredations by the state. In contrast it contends that social security properly rests on a notion of social rights to participation in society. This is a positive, reciprocal relationship between citizen and state in which both sides have rights and obligations in furthering participation in core social, economic and community activities. The article assays a preliminary statement of ‘social rights’ and considers how new legislation might better harmonize with it.  相似文献

The history of the social welfare systems in Europe in the postwar period appears as autonomous national processes because the construction of Europe which imposed common rules in many areas was equally consistent with the national development of social welfare systems, within each national culture. However, the idea of a common system of social protection has always remained linked to political and economic European construction which would create a more cohesive society. Many studies have analysed the trend of specific social policies and their convergence or divergence in Europe. Therefore, global convergence is often conceived as resulting from the domestic dynamics of each social risk. The paper focuses on one specific topic: the quantitative evaluation of convergence among the EU and OECD countries at the macroeconomic level. In the first part we explain the construction of social indicators which can assess the convergence or divergence of social expenditure in EU and OECD countries. In the second part we show many methodological problems and difficulties of interpretation of the social indicators. Then we see that the analysis of national trajectories of social expenditure and the link with economic development can enrich the analysis of convergence in social protection. Finally, the empirical analysis supports the idea of “adjustment” reforms rather than radical changes in a transitional period.  相似文献

This paper argues that Hong Kong is now at the crossroads of its journey towards social policy development. While economic development still seems to be the unwavering objective of the Hong Kong government, the demand for democracy and social development can no longer be ignored because of a strong civil society fostered by economic success. The current state of affairs provides a window of opportunity for the Hong Kong government to strengthen its legitimacy through the development of social policy and to promote social harmony through inclusivity in social welfare. The findings from the present empirical survey conducted by the Hong Kong Institute of Asia‐Pacific Studies (HKIAPS) in 2010 demonstrate that Hong Kong people identified social harmony as the main direction for social development, closely followed by economic development, and democracy and freedom. Respondents who chose social harmony as the main goal of social development were more likely to take a step back and find common ground when fighting for their own rights or the rights of society. This paper concludes that these findings reflect the crucial importance of taking social harmony into consideration in the social policy development process.  相似文献

China is experiencing rapid population ageing and already has 44 million older people with disabilities aged over 59 years. Yet social support of these older people with disabilities is undeveloped and not well researched. This article contributes by using a disability rights framework (right to life and protection, economic security and social support) to analyze local cases in rural China. It finds that, although the family is still the main provider of economic and care support to rural older people with disabilities, the absence of a state role in welfare provision has negative impacts on the well‐being of older and younger generations in rural families.  相似文献

The Korean welfare system has grown over the past 40 years from a limited and selective developmental system into a relatively comprehensive universal system. What explains this dynamic is the interplay between South Korea's global economic integration and its political transition from authoritarian rule to democratic governance. While the corporatist consensus under the authoritarian government limited social welfare to an instrument to promote economic growth and industrialization, the social democratic corporatist consensus under economic globalization has enabled the democratic regime to introduce a relatively universal welfare system.  相似文献

In the aftermath of the Asian financial crisis, the Hong Kong government introduced welfare reforms to ease the pressure from fiscal challenges and swelling welfare rolls; at the same time, to maintain its development credentials, it made an effort to adhere to its colonial tradition on the provision of welfare. The government adopted various strategies to garner popular support for promoting economic development as the primary goal and for promoting social harmony under the concept of ‘helping people to help themselves’. This article examines Hong Kong people's changing perceptions of the condition of social welfare in the past decade. Using a multidimensional developmental welfare approach and data from two opinion surveys conducted in 1997 and 2008, the study finds that Hong Kong people expressed a relatively high level of satisfaction about their own lives, but varying degrees of reservation about the problem of poverty, government provision of social welfare, and opportunities for social mobility. As a result of the sectorally unbalanced welfare reforms, which are biased against the disadvantaged, some of these perceptions have become more negative in recent years. Socially vulnerable people, especially the lower classes, are now more critical of the condition of social welfare, and such feelings seem to be intensifying. It is thus suggested that special attention to the issue of class should be paid in social development programmes to ensure social equality and social justice.  相似文献

This article investigates the main welfare state developments of the Russian Federation that have occurred since the fall of communism. It argues that the contemporary welfare expansion strictly depends on high oil and gas prices, and that this oil-led social policy makes the future of the 'Russian miracle' highly volatile. The main conclusion is that the Russian welfare state will be able to function properly and to ensure social integration and solidarity only under conditions of sustained oil-led growth. The article also identifies a variety of different, but equally important, endogenous, as well as exogenous, factors that have influenced the social policy developments in the Russian Federation since 1989. These correspond to the existence of few veto points present in the political arena, the lack of a well-structured system of interest representation, the presence of informality in the welfare state organization, but also to the presence of national economic vulnerabilities and/or strengths in the now open global economy, as well as to non-contingent decisions taken in strategic sectors of the state, such as those related to the energy or defence sectors.  相似文献

This article explores the relation between economic liberalization, regulation and welfare. It asks how the state regulates, delays or prevents service disconnection due to debt and arrears, and what this kind of policy implies regarding the use of regulation as a form of social policy. This is done through a comparative study of the electricity and water sectors in Israel after liberalization. It finds that after initial economic reform, both sectors saw a growth in regulation intended to compensate for the social effects of reform, in what may be termed the ‘regulatory welfare state’. However, this form of social protection has been residual and incoherent. The article argues that trying to separate economic reform from its social consequences is unrealistic and may lead to adverse social and economic results. Second, findings raise concerns regarding the potential of the regulatory welfare state to deliver effective and fair social policy.  相似文献

This paper explores Taiwan's welfare development from its specific politico-economic situation. Although education and public health are well developed in Taiwan and social insurance is expanding to cover more and more Taiwanese people, the govenmental welfare effort is still too low to meet the welfare needs of the public. This is especially so given our discovery that military servicemen and related groups receive over 70% of the welfare expenditure of the central government while the disadvantaged receive only around 3%. Furthermore, political crises are often accompanied by a significant growth in social expenditure, implying that the purpose of state welfare is to maintain the stability of the Taiwanese state rather than to protect the well-being of Taiwanese people. Political isolation forces the Kuomintang (KMT) to secure Taiwan's role in the international community via economic growth. The development of state welfare cannot be allowed to have a negative effect on this highest priority. The limited resources, therefore, are allocated to economic goals as well as to the KMT–state apparatus in order to keep the KMT in power. However, the democratization of Taiwanese politics since the 1980s has forced the KMT to consolidate its legitimacy from the people and the improvement of social welfare is one measure for this purpose. Whether or not Taiwan becomes a Western-style welfare state through the expansion of state welfare in the near future, it furnishes a useful example with which to examine existing welfare theories.  相似文献

During the 1990s, the notion of "social exclusion" has given a new impetus to the debate about poverty and disadvantage. This paper assesses the extent of conceptual reconfiguration that the concept of social exclusion involves and the implications for empirical research and policy evaluation. It proceeds to examine critically the extent to which current notions of social exclusion risk neglecting patterns of inequality in the wider society. It concludes by arguing that the globalization of our market economies is tending to erode the support which more advantaged groups are ready to offer and to force retrenchment of the formal welfare organizations on which the poor can call. In a global economy, moral solidarity with the disadvantaged atrophies, and the national communities within which the postwar welfare states were built no longer serve as the focus for good neighbourliness.  相似文献

International empirical evidence, including that from Australia, suggests that neoliberal reform has not changed public attitudes towards the social rights of citizenship as much as one might predict. But do these international findings hold true for New Zealand, whose institutions were more rapidly transformed by neoliberal reform than similar countries? Drawing upon public opinion data regarding economic protectionism and the welfare state over the past two decades, this paper argues that while some significant changes have emerged there is no overwhelming evidence of a paradigmatic shift in public attitudes towards social citizenship rights as a result of New Zealand's neoliberal reform. Indeed, New Zealand's experience appears as ambiguous and ambivalent as that of Australia, albeit different policy and historical settings have produced some differences in public attitudes.  相似文献

This paper traces some of the persistent criticisms which have attended welfare provision in Australia and many other western industrialised nations over the past twenty years. Clearly, the most concerted attacks on the welfare system have come from the radical Right, who are becoming more adept at manipulating and hijacking the language and sentiments of supporters of welfare. The paper argues that the welfare crisis debate, of which privatisation has become an important component, has deceptively seized upon a particular, and simplistic, interpretation of economics and the economy of welfare, as a means of unfurling a broader ideological position on social and economic policy. The rhetoric of the ‘rational’ Right can have no legitimate place in the restructuring and improvement of welfare provision in Australia. It is essential to the continued development of the welfare system, that the ‘backlash’ proposals of the Right be comprehensively rejected, and exposed for their destructive capacity. Efforts to reverse the ideological shift created by the ‘New Right’, need to consciously reclaim and reinstate concepts of social justice and equity on the social policy agenda.  相似文献

It is well known that welfare states ensure a certain level of social protection affecting levels of well‐being and the extent of inequalities in society. Changes within crucial domains of social policy, such as education, health, or social protection, have, therefore, a major effect upon individuals' opportunities. In this article I compare the effects of these changes in two countries from the mid‐1980s to the financial crisis of 2008. Portugal that was a latecomer in welfare state development and Denmark was at the forefront of de‐commodification and universalization of social rights. The conclusion of this article is that income inequality has been steadily increasing in Danish society; while in Portugal, despite improvements in many social domains (healthcare, poverty alleviation, unemployment protection), problems of inequality remain deeply embedded in the country's social and institutional structures.  相似文献
