Much of the current knowledge pertaining to information technology (IT) and decision making is based on decades old technologies that revolved around a central computing function and application-specific systems. The purpose of this research is to examine the IT decision-making relationship within the emerging organizational computing (OC) environment permeated by spontaneous utilization of both application-and nonapplication-specific computing and communication technologies. Specifically, this study seeks to explore managers' perceptions of the emerging OC environment as a facilitator of their decision-making activities. To achieve a higher level of clarity than previous works, a two-dimensional research framework is developed with the IT dimension consisting of computing and communication, and the decision-making dimension differentiated between operational and managerial decisions. A survey instrument was constructed that measured the computing and communication dimensions of information technology use and their perceived effects upon operational and managerial decisions. The major findings of the study confirmed that managers recognize the value of general, nonapplication-specific information technologies in decision making, and that this recognition is highly associated with how intensively these information technologies are used. Additionally, it was found that the two dimensions of IT differ in their relationships to decision making, and that IT usage relates to managerial decisions differently than operational decisions. These study findings have significant implication for practice and research, especially in the context of information resource management in which the primary purpose of the IS function is the delivery of general information service to users rather than the development of specific IS applications.  相似文献

While as a distinct and intermittent managerial activity planning is slowly dying, in a systematic and continuous context it is rapidly growing! More and more organizations are beginning to realize that planning entails ongoing learning and adaptation of people rather than one-shot, pseudo-scientific analysis of abstract problems. To facilitate this fundamental transformation in organizational thinking, new electronic management support systems are being created. These systems will facilitate collaborative problem exploration through improved managerial communication. In effect, they will actively assist managers to understand and manage the relationships between the strategic planning process and the other corporate processes such as budgeting, capital investment, performance evaluation and employee compensation.  相似文献

The printing press was a game‐changing information technology. Risk assessment could be also. At present, risk assessments are commonly used as one‐time decision aids: they provide justification for a particular decision, and afterwards usually sit on a shelf. However, when viewed as information technologies, their potential uses are much broader. Risk assessments: (1) are repositories of structured information and a medium for communication; (2) embody evaluative structures for setting priorities; (3) can preserve information over time and permit asynchronous communication, thus encouraging learning and adaptation; and (4) explicitly address uncertain futures. Moreover, because of their “what‐if” capabilities, risk assessments can serve as a platform for constructive discussion among parties that hold different values. The evolution of risk assessment in the nuclear industry shows how such attributes have been used to lower core‐melt risks substantially through improved templates for maintenance and more effective coordination with regulators (although risk assessment has been less commonly used in improving emergency‐response capabilities). The end result of this evolution in the nuclear industry has been the development of “living” risk assessments that are updated more or less in real time to answer even routine operational questions. Similar but untapped opportunities abound for the use of living risk assessments to reduce risks in small operational decisions as well as large policy decisions in other areas of hazard management. They can also help improve understanding of and communication about risks, and future risk assessment and management. Realization of these opportunities will require significant changes in incentives and active promotion by the risk analytic community.  相似文献

A survey is presented of the degree to which organizational behaviour is found to vary between national cultures. The conceptual framework provided by Hofstede (1980) is used to interpret many of the differences reported. Aspects of organizational behaviour which are examined include classifications of managerial values by national culture, organizational structure, leadership behaviour, negotiation processes and human resource management policies. Some of the implications of the differences found for multicultural management, for career development and for training programmes are then explored. It is concluded that there is an increasing need to prepare managers for multicultural experience and to ensure that evaluations of selection, training and career planning are more firmly grounded than is apparent from the present literature.  相似文献

Information systems that are to support strategic planning must be developed on bases that reflect the unique nature of strategic organizational decisions. This paper presents a systems design methodology which implements five basic criteria for the design of a strategic planning Management Information System (MIS). The methodology uses discriminant analyses of the perceived importance to managers of various categories of strategic information to delineate the most significant information requirements of various managerial groups. These results are augmented with similar analyses based on the personal characteristics of the potential system users in order to implement a design criterion related to the integrated nature of a planning MIS and a ‘teaching’ objective which is posited to be valid and feasible for such a system.  相似文献

Managers must regularly make decisions on how to access and deploy their limited resources in order to build organizational capabilities for a sustainable competitive advantage. However, failure to recognize that organizational capabilities involve complex and intricately woven underlying processes may lead to an incomplete understanding of how capabilities affect competitive advantage. As a means of understanding this underlying complexity, we discuss how managerial decisions on resource acquisition and deployment influence capability embeddedness and argue that capability embeddedness has an incremental effect on firm performance beyond the effects from organizational resources and capabilities. To investigate these issues, we present a hierarchical composed error structure framework that relies on cross‐sectional data (and allows for generalizations to panel data). We demonstrate the framework in the context of retailing, where we show that the embeddedness of organizational capabilities influences retailer performance above and beyond the tangible and intangible resources and capabilities that a retailer possesses. Our results illustrate that understanding how resources and capabilities influence performance at different hierarchical levels within a firm can aid managers to make better decisions on how they can embed certain capabilities within the structural and social relationships within the firm. Moreover, understanding whether the underlying objectives of the capabilities that are being built and cultivated have convergent or divergent goals is critical, as it can influence the extent to which the embedded capabilities enhance firm performance.  相似文献

The history is traced over 10 years of a project directed towards extending the use of Linear Programme methods by managers and planners themselves. Both computational aspects as they affect the end user, and possible alternatives to digital computation, are discussed in the light of practical experience and of recently proposed criteria for mathematical modelling in a managerial environment. The operating principles of an LP-based electronic analogue system are described, along with some of its observed implications in terms of human behaviour. It is concluded that LP and related techniques have hardly begun to exploit their potential, both as a control medium and as a language of managerial communication; that the concept of direct optimisation is largely irrelevant and has formed a barrier against implementation; and that the field of application for LP models is far wider than can be adduced by rigorous analysis, or by working to the practical bounds of digital computation.  相似文献

This study attempted to identify the primary activities performed by R&D managers at different supervisory levels, and the cognitive and interpersonal ability requirements that underlie these activities. A task inventory containing 244 managerial tasks was completed by 117 R&D managers in nine organizations. The 48 tasks which managers rated as having spent the most time were factor analyzed, resulting in the identification of three primary activities: project management, personnel supervision, and strategic planning. Furthermore, these activities varied with supervisory level, with R&D managers performing a wider range of these activities with the progression from first-line to upper-level management.Thirty R&D managers later rated the degree to which 19 cognitive and interpersonal abilities were required for performing these primary activities. Strategic planning was rated as requiring significantly higher levels of oral expression, logical reasoning, originality, fluency of ideas, oral defense, and resistance to premature judgement than was required for the other two primary activities. Personnel supervision required a higher level of social sensitivity than was required for the other two activities. Project management required high levels of information ordering, oral fact- finding ability, problem sensitivity, and oral and written comprehension. Implications of the findings for understanding R&D managerial performance and personnel staffing functions are discussed.  相似文献

Current research and practice in the field of production and inventory planning is dominated by hierarchical, material requirements planning-based methods. The objective of this research is to determine the merits of a major redirection for the design of manufacturing planning systems—a direction that more directly exploits the capabilities of modern computer technology. We test the relative performance of two fundamentally different classes of manufacturing planning systems: (1) those that make no use of sequencing and scheduling information in the planning of material deliveries (for example, traditional MRP-based systems), and (2) those that use sequencing and scheduling information to plan delivery of materials. We first derive an analytical expression for the expected benefit (in terms of flow time reduction) of using scheduling information for a single machine system. We then describe and test a simple heuristic for predicting the improvement that could be realized in more complicated multimachine systems, under certain conditions. Results from controlled simulation experiments, over a wide range of operating environments, suggest that although the value of scheduling information is influenced by the operating environment, it could be substantial.  相似文献

This study extends prior research on supply chain planning and integration by examining the underlying capabilities by which firms exploit the information they gain from integration activities. We use organizational information processing theory (OIPT) to develop hypotheses that identify the comprehensiveness of an organization's supply chain planning capabilities as an important mediator in the relationship between its supply chain integration activities and its operational performance. Further, our interpretation of OIPT suggests that an organization's usage of technology‐enabled supply chain management systems (SCMS) moderates these effects. Using survey data from 445 global firms, we estimate the corresponding moderated‐mediation structural model. The results indicate that usage of SCMS enables organizations to better utilize the information they gain from external integration efforts (relationships with customers and suppliers), thus improving the comprehensiveness of their supply chain planning capabilities. In contrast, the use of SCMS appears to be a partial substitute for internal integration as a driver of planning comprehensiveness. Most importantly, the results suggest that planning comprehensiveness is a significant generative means by which integration and technology investments produce superior operational performance. These findings provide a richer and more theoretically grounded explanation of relationships between supply chain integration, supply chain planning, and operational performance.  相似文献

Research investigating the position of women in management has, largely, been confined within national boundaries. Over the last 15 years, empirical studies of women in international management have been undertaken, predominantly in North America. Overall, however, in this research field, many questions remain unanswered or have been only partially addressed. The particular focus of this study is on the senior female international managerial career move in Europe – a relatively unexplored area. Fifty senior female expatriate managers were interviewed, representing a wide range of industry and service sectors. The aims of the study were to develop an understanding of the senior female international career move in a European context in order to more fully understand both the covert and overt barriers that may limit women's international career opportunities. The results of the study show that the senior international career move has largely been developed along a linear male model of career progression, a development which, taken together with gender disparity both in organizations and family responsibilities, frequently prevents women employees from reaching senior managerial positions. The findings suggest that organizations which adopt a proactive approach to female expatriate managers should have a competitive advantage in the international environment.  相似文献

Managers leading strategic change processes have to be skilled language users in order to convince others of the necessity of change and to shape the interpretations of their followers in a preferred direction. This paper asks how and why managers employ certain forms of language in their sensegiving during strategic change, and when these managers are effective in their language use to change the sensemaking of others in the organization. On the basis of a longitudinal case study of a European multinational corporation, we find that effective sensegiving is about providing organizational members with a pragmatic form – a way of making sense rather than, as previous research suggests, about providing them with pre-packaged meanings. We extend prior research by distinguishing the effects that the different linguistic forms of managerial sensegiving have on organizational sensemaking. Furthermore, the managers we studied were effective in their sensegiving when they combined framing and narratives. These two forms of language supported each other by amplifying the overall effect on organizational sensemaking. This notion of a combined use of framing and narratives complements previous research, which has largely studied them separately.  相似文献

This paper addresses the problem of aggregate production planning (APP) for a multinational lingerie company in Hong Kong. The multi-site production planning problem considers the production loading plans among manufacturing factories subject to certain restrictions, such as production import/export quotas imposed by regulatory requirements of different nations, the use of manufacturing factories/locations with regard to customers' preferences, as well as production capacity, workforce level, storage space and resource conditions of the factories. In this paper, a multi-objective model is developed to solve the production planning problems, in which the profit is maximized but production penalties resulting from going over/under quotas and the change in workforce level are minimized. To enhance the practical implications of the proposed model, different managerial production loading plans are evaluated according to changes in future policy and situation. Numerical results demonstrate the robustness and effectiveness of the developed model.  相似文献

This article brings strategy back to managers and their organizations. It argues and demonstrates empirically that what managers do, and the kind of organization they lead, matter in terms of achieving stated objectives. Managerial action involves a set of activities from assessing the problem to prioritising action, and takes place within an organizational context which has two important elements for decision-making. First, organizations have an accumulated stock of experience, and the more managers can access and utilise this experience base the better. Secondly, the culture and structure of an organization may exhibit more or less readiness for the changes that decisions bring about, and contexts less ready for change pose problems for managers in the implementation of decisions.This long-term study of 55 decisions in UK firms shows that careful managerial planning does not of itself guarantee successful outcomes: the organizational context is crucial in framing actions and influencing achievement, and decisions may send a firm on a trajectory beyond the point at which it can plan with confidence. Where experience and readiness are strong, decisions achieve stated objectives—where both are lacking, decisions tend to fail. But, as examination of two illustrative cases indicates, strength in either domain may be enough: sound experience may win out in comparatively unreceptive situations, and decisions may still succeed where experience is lacking but the organization is ready for change. Feeling at Risk Matters: Water Managers and the Decision to Use Forecasts   总被引:1,自引:0,他引:1  
Experts contend that weather and climate forecasts could have an important role in risk management strategies for community water systems. Yet, most water managers make minimal use of these forecasts. This research explores the determinants of the use of weather and climate forecasts by surveying managers of community water systems in two eastern American states (South Carolina and the Susquehanna River Basin of Pennsylvania). Assessments of the reliability of weather and climate forecasts are not driving their use as water managers who find forecasts reliable are no more likely to use them than are managers who find them unreliable. Although larger systems and those depending on surface water are more likely to use forecasts for some (but not all) purposes, the strongest determinant of forecast use is risk perceptions. Water managers who expect to face problems from weather events in the next decade are much more likely to use forecasts than are water managers who expect few problems. Their expectations of future problems are closely linked with past experience: water managers who have had problems with specific types of weather events (e.g., flood emergencies) in the last 5 years are likely to expect to experience problems in the next decade. Feeling at risk, regardless of the specific source of that weather-related risk, stimulates a decision to use weather and climate forecasts.  相似文献

The increasing demand for timely business information as well as the need to improve the effectiveness of administrative operations are forcing managements to consider installing automated office systems. These systems provide text word processing capabilities, information management and communication options. Their planning and evaluation process considers decision issues that are, at times, in conflict with each other. This paper presents a decision framework for the planning and evaluation of computerized office systems. Attention is focused, in particular, on the selection and the integration of word processing systems in the broader context of future office developments. The COVID-19 pandemic has highlighted that health security systems must be redesigned, in a way that they are better prepared and ready to cope with multiple and diverse health threats, from predictable and well-known epidemics to unexpected and challenging pandemics. A powerful way of accomplishing this goal is to focus the planning on health capabilities. This focus may enhance the ability to respond to and recover from health threats and emergencies, while helping to identify the level of resources required to maintain and build up those capabilities that are critical in ensuring the preparedness of health security systems. However, current attempts for defining and organizing health capabilities have some important limitations. First, such attempts were not designed to consider diverse scenarios and multiple health threats. Second, they provide a limited representation of capabilities and lack a systemic perspective. Third, they struggle to identify capability and resource gaps. In this article, we thus propose a new framework for identifying and structuring health capabilities and support health capability planning. The suggested framework has three main potential benefits. First, the framework may help policymakers in planning under high levels of uncertainty, by considering multiple realistic and stressful scenarios. Second, it can provide risk analysts with a more comprehensive representation of health capabilities and their complex relationships. Third, it can support planners in identifying resource and capability gaps. We illustrate the use of the framework in practice considering an outbreak scenario caused by three different health threats (COVID-19, Ebola, and Influenza viruses).  相似文献

The price-oriented experience curve has been extensively utilized as a model in corporate planning. However, managers exercise a greater degree of control over cost than they do over price. The use of the cost-oriented learning curve together with the product life cycle model in strategic planning is explored in this paper. The Ford Motor Company's experience with the Model-T, which was the first mass-produced automobile in the U.S., is used to reinforce the fact that the simultaneous use of the product life cycle and the learning curve would have provided Ford management with better planning information. With this information, Ford could have avoided the subsequent disastrous results which it experienced.  相似文献

Although top management teams use their human capital, social capital, and cognition (i.e., dynamic managerial capabilities) to drive strategic change in their firms, faultlines within these teams may dampen the strategic change that they produce. While boards can enable but also restrict these change efforts, we know little about how precisely a board's monitoring and advice-giving condition the impact of the top management team's dynamic managerial capabilities on strategic change. We clarify how intense monitoring and advice-giving affect strategic change when faultlines between the top management team's and board's dynamic managerial capabilities are more or less salient. We explain that intense monitoring further stifles both the breadth and speed of strategic change that can be accomplished, and that this is more pronounced when the faultlines between the two bodies are strong. Furthermore, we outline that intensive advice-giving can be beneficial in improving the breadth of strategic change, but more so when these faultlines are weak and less so when they are strong. Notably we illuminate that the reverse happens in terms of speed of strategic change: intensive advice-giving can be detrimental engendering a further dampening of strategic change speed which is more pronounced when these faultlines are strong but less when they are weak.  相似文献
