This article examines parents' involvement in care order decision‐making in four countries at one particular point in the care order process, namely, when the child protection worker discusses with the parents his or her considerations regarding child removal. The countries represent different child welfare systems with Norway and Finland categorized as ‘family service systems’ and the USA as a ‘child protection system’, with England somewhere in between. The focus is on whether the forms and intensity of involvement are different in these four countries and whether the system orientation towards family services or child protection influences practice in the social welfare agencies with parents. Involvement is studied in terms of providing information to parents, collecting information from parents and ensuring inclusion in the decision‐making processes. A vignette method is employed in a survey with 768 responses from child protection workers in four countries. The findings do not show a consistent pattern of difference regarding parental involvement in care order preparations that align with the type of child welfare system in which staff work. The goal in each child welfare system is to include parents, but the precise ways in which it is carried out (or not) vary. Methodological suggestions are given for further studies.  相似文献

The study’s aim was to examine the relation between children’s symptom type, specifically externalized vs. internalized symptoms, and children’s perception of being blamed by family members for various family conflicts. The research hypothesis was based on theories of family therapy, in particular on the concept of scapegoating and projective identification processes. The subjects were chosen from treatment centres for children and adolescents, using the Achenbach Self‐Report Questionnaire. Subjects included males and females, aged 10–17, who had either internalized or externalized symptoms and no history of organic or psychotic disorders. The control group consisted of non‐symptomatic children. The research groups also included each child’s sibling closest in chronological age, who served as an additional control group. A total of 161 children participated in the study. It was found that externalizing children reported greater subjection to parental blame than did the other children.  相似文献

In this study, we aimed to examine whether and how parental self‐esteem and parent–child relationships interact and associate with the authoritative parenting of Chinese rural‐to‐urban migrant mothers and fathers of left‐behind children. Results from a cross‐sectional survey of 295 Chinese migrant parents living in Shenzhen revealed no statistically significant differences between migrant mothers and fathers in parental self‐esteem, parent–child relationships, and authoritative parenting. Both parental self‐esteem and parent‐child relationships had positive associations with authoritative parenting among two groups of respondents; however, the perceived parent–child relationship quality was a more important predictor than parental self‐esteem. There was also an interaction effect between parental self‐esteem and parent–child relationships on migrant mothers’ authoritative parenting. The findings indicate that migrant parents’ perception of their encounters with their children has a profound influence on their parenting behaviors. Social services should, thus, be provided to strengthen both virtual and face‐to‐face parent–child interactions via mobile phone parenting and periodic visits. New policies should be developed to provide migrant parents with more options regarding family reunion.  相似文献

This paper presents the findings of a study that looked at social workers' perspectives on parental engagement in making the difficult choice of either taking the child into care or keeping the family together. The paper first explores the specific context of children at risk in Romanian society and explains that in this middle‐income nation there is an absence of evidence‐based risk assessment tools, which prompts social workers to use their own ‘common sense’ risk assessment indicators. The findings of this small‐scale, non‐representative study on several public non‐voluntary child protection services in Romania suggest that social workers' perceptions of specific dimensions of parental engagement in non‐voluntary child protection may influence service delivery decisions and outcomes.  相似文献

Understanding the dynamics of custodial conflicts is important for reducing the level of such conflicts and improving the upbringing conditions for the children involved. The parents in these cases care for children living in two households, and our approach therefore draws on the knowledge of how ‘ordinary’ parents proceed in sharing care within and between locations. The paper is based on qualitative interviews with 15 Norwegian parents who were in contact with the child protection service during their custodial disagreements, indicating a high level of conflict and concerns about inadequate care. When describing and reflecting upon their practices of care, the parents speak from two main positions: as a concerned parent or an accused parent. These positions imply different approaches on how to share care, which offer insight into the mechanisms of getting stuck. Although the concerned parent worries about the child's well‐being while staying with the other parent and thereby aims to take a continuous responsibility across households, the accused parent perceives the co‐parent's involvement as undue and negotiates increased distance in parenting. Focusing on practices of care may contribute to turning the attention away from conflicts between former partners and towards the child's situation.  相似文献

Although knowledge of how social support can mediate stress is now well known, finding ways to enable isolated parents to access social resources that could make a positive difference for children during their critical early years remains difficult. This paper reported on the findings of a telephone survey aimed at understanding levels of social capital and social support experienced by isolated parents raising young children on their own in Canberra, Australia. Specifically, it discussed a successful methodology for reaching isolated parents, those whom services find hard to reach. The survey found that despite the relative affluence of Canberra's population, there is a significant group of parents who are isolated from both formal and informal support and the social capital that can help them cope with the stresses and demands of raising young children. These parents were unsure where to get parenting information and had a strong sense that they were judged by their local communities and services. We identified lost opportunities by general practitioners and other widely used systems such as public housing and security to take more proactive roles and connect parents to formal service support systems. Flexible, affordable child care was identified as an unmet need for these parents, not only as a source of relief from extreme isolation but also to enable them to work or prepare for work through study.  相似文献

Social work has moved from a child protection discourse towards a child welfare discourse that views the relationship between social workers and families as a partnership. Partnership with families in the field of child protection and child welfare, however, mirrors diverse ideological motives of social policy, civil society and practice. We engage in a theoretical discussion of different interpretations of partnership. We draw a primary distinction between reductionist and democratic forms of partnership with families. In a reductionist approach, social workers activate parents in order to realize the goals set by social work. A democratic approach to partnership refers to a shared responsibility between social workers, parents and children. In this approach, effective partnership is not something to be realized as an outcome, but a point of departure that implies a joint search for meaning and an experiment with which social workers engage. This engagement presents ‘non‐participation’ not as problematic but as an essential element of participation. The focus then shifts from a methodical approach to partnership – how to activate people to participate in the care process – to the question of how the engagement of social workers can be constructed together with families.  相似文献

This paper presents the findings of a scoping study into looked after children and care leavers who are parents in Wales. Eight parents engaged in a qualitative interview. Thirty‐one pregnancies were discussed during the interviews: 16 live births, two ongoing pregnancies, one stillbirth, one termination and 11 miscarriages. At the point of interview, two parents continued to care for their children, but six had experienced the permanent removal of their child/ren as a result of social services intervention. Twelve of the 16 children discussed in the interviews were ‘looked after’ or adopted. Despite its small‐scale nature, the study highlights important considerations before, during and after participants became parents. Broadly categorized, these relate to the influence of parents' childhood experiences on their capacity to be parents, the availability and adequacy of support during parenting and the ensuing impact of parenting ‘success’ or ‘failure’. For parents who had experienced the loss of a child, some were resigned to having no further children, some continued to hope for a family in the future, while others had experienced cycles of repeated pregnancies and compulsory removals. The findings are considered in the context of related literature and suggest that increased attention is required in this under‐researched but highly emotive area.  相似文献

The authors critically assessed reviews of the literature published between 1984 and 2002 to describe the state‐of‐knowledge about the effectiveness of interventions aimed at protecting or improving the welfare of child victims of maltreatment and who remain in the family home. The interventions studied target children, parents or families. They chiefly involve cases of sexual abuse, physical abuse or neglect; very few concern psychological abuse or exposure to violence. For the most part, the intervention effectiveness indicators measure changes in parents’ and children's knowledge (e.g. better knowledge of child development), attitude (e.g. gains in enthusiasm), emotion (e.g. decreased anxiety) and behaviour (e.g. decreased rates of aversive behaviours). Few assessments follow up on participants to determine whether the changes are lasting. The small number of evaluative studies, methodological limitations and disparities in the content and the carrying out of interventions make it difficult to draw sound conclusions about the effectiveness of interventions, even for interventions most often and most favourably assessed, such as behavioural and cognitive‐behavioural interventions with maltreating parents. Implications for practice, research and policy are underlined.  相似文献

This study investigates the effects of covariates on the probability of placement breakdown in non‐kinship family foster care. Breakdowns are distinguished according to the initiator: children, carers, foster parents and the local child welfare authorities. The children concerned had entered foster care at ages ranging from 0 to a maximum of 17 years (n = 14 171). A significantly higher risk of breakdown on the initiative of the foster parents is found in male children, children whose parents receive financial support, children whose parents were removed from the register of carers, children who were between 6 and 15 years old when they joined the foster family, children who had earlier lived in a different foster family or residential care, children from patchwork families and children whose joining of a foster family was the result of disruptive social behaviour. Two‐thirds of the children from non‐kinship family foster care who stay in the foster family was ended on the initiative of the foster parents are subsequently looked after in residential care. That is three times the rate for all terminated foster relationships. Breakdowns on the initiative of the foster parents thus indicate a high risk of unstable care history developing and accordingly necessitate prevention strategies.  相似文献

Examining the concepts underpinning the reasoning processes of social worker's decision‐making provides important insights into how social work practice is undertaken. This paper examines one of the major discourses used by social workers in decision reasoning in a non‐governmental organization child protection context in Aotearoa/New Zealand: family maintenance. This study found that family maintenance as a concept was strongly privileged by social workers. This resulted in attempts to preserve families and created a hierarchy of preferred decision outcomes. A preference for family maintenance was supported by legal, moral, psychological and Māori cultural concepts. This pattern of constructs underpinned the ‘weighing up of harms’ when considering removal, and generally reflected a child welfare orientation. In addition to this, it was found that ‘family’ was broadly defined, and could include people who had a relationship with the children, or Māori definitions of extended family, in addition to legal ones.  相似文献

In this paper, social workers' ideas of kinship care and non‐kinship care as foster placement alternatives for vulnerable children are analysed and discussed. The study is based on group interviews with Swedish social workers, using a discourse analytic approach. The interviews took two vignettes of children who needed an immediate and long‐term placement because one of the parents had killed the other parent, as their point of departure. Domestic violence is a common social problem across countries, and controversies about placement alternatives become even more apparent when discussing lethal violence. The analysis revealed three main discourses: ‘emotional kinship care’, ‘neutral non‐kinship care’ and ‘a real family’. The emotional kinship care discourse also revealed two competing sub‐discourses: ‘emotions as glue that binds’ and ‘emotions as obscuring a child perspective’, displaying a struggle concerning the advantages and risks that social workers connected to kinship care. In this paper, the results and their implications for vulnerable children are discussed.  相似文献

Family transitions, such as stepfamily formation, can be a source of stress for adults and children. Yet, the stepfamily literature lacks a focus on factors that influence child stress levels while transitioning to stepfamily life. Using a social support perspective, the purpose of this study was to assess the independent and additive influence of closeness with three common parental figures on retrospective reports of stress experienced by children during stepfamily formation. A sample of 1139 emerging adults from a retrospective, US‐based national quota sample, the Stepfamily Experiences Project, was analysed. Results indicated that parental relationships have independent, not combined, effects on stress. More specifically, we found that greater closeness with resident stepparents and resident biological parents was associated with less stress in children, whereas greater closeness with non‐resident biological parents was associated with slightly greater levels of stress. These findings reflect (i) the primacy of residential relationships in children's stress reduction; (ii) the benefit of parental relationships to children as sources of social support during stressful family transitions; and (iii) the potential for children to experience stressful loyalty binds during stepfamily formation. Implications for social work practice, limitations and future directions for research are discussed.  相似文献

Child welfare officers experience stress from exposure to child neglect and abuse and the burden of responsibility for children's well‐being. This qualitative study addresses the question: How do social workers who are child welfare officers perceive and cope with the influence of their professional occupation on their relationships with their own children? The research is based on in‐depth interviews with a purposive sample of 10 child welfare workers who are mothers (of 2–4 children aged 2–23 years). The data analysis illustrates how the professional identity and the maternal identity of the child welfare officer fluctuate between two positions. The first is ‘anxious motherhood’ in which anxiety is the prism through which the welfare officer views the world as dangerous for her children, stimulating protective, control‐enhancing actions. The second position is reflective motherhood in which the welfare worker struggles with her own stresses and conflicts as a mother and searches for an experience of meaningful, positive motherhood. The findings reinforce the need to raise the consciousness of child welfare officers regarding the impact of encountering distress and trauma on their own well‐being as parents. In this way, they can prevent secondary traumatization and enhance professional and maternal growth.  相似文献

In this article, we review what has been learned to date from the first 5 years of the Fragile Families and Child Wellbeing study about child support, fatherhood, and marriage. The article first describes the parents' circumstances at the time of the child's birth, then examines the trajectories of parents' relationships (with each other and others), fathers' financial contributions and other indicators of fathers' involvement with their children 5 years later; and finally reviews what has been learned about the effect of child support enforcement on these three aspects of families' lives. We find that most unmarried parents are either cohabiting or romantically involved at the time of the child's birth, but are a distinctly disadvantaged group as compared with married parents. Five years later, most of these parents are no longer romantically involved, however, most of the fathers are still seeing their children on a regular basis, and about half are contributing either formally or informally to their support. Strong child support enforcement appears to increase formal and decrease informal support from fathers, reduce marriage among parents, and have a weak positive effect on father involvement. More research is necessary to understand whether these findings are robust over time and across samples of unmarried parents.  相似文献

Contact between parents and children in care is a contested area. Parental contact is recognized to be important, yet may present protective issues; in the kinship care environment, it brings the particular challenges of complex family relationships. Seeking the parents' perspective in a child protection context is difficult and therefore under‐researched. This paper describes a nested study within an Australian research project on family contact in kinship care in which the perspectives of 18 mothers and 2 fathers were sought via in‐depth interviews. Mothers and fathers described strong feelings of disempowerment in the context both of their family and the child protection system. The relationship between parent and caregiver emerged as a significant issue. All of the parents wished to remain in contact with their children in a meaningful way, whether or not they were likely to resume their children's care; however, contact arrangements presented many difficulties for them. Mothers articulated the need for services that are more empowering and respectful, rather than oriented towards them as failed parents. In order to build appropriate models of support and intervention, we argue for a more inclusive conceptual frame for family life that gives greater recognition to the role of non‐custodial parents in the lives of their children.  相似文献

Birth, foster and adoptive parents raising a child with foetal alcohol spectrum disorder know their children best and are well positioned to inform professionals how to help alcohol‐affected children. Telephone interviews with 32 parents were conducted to explore strengths of caregivers raising a child with foetal alcohol spectrum disorder, and responses analyzed using concept mapping methodology. Four themes emerged from 74 unique responses: ‘change parenting strategy for different children’, ‘use non‐verbal, sensory and physical strategies’, ‘stay patient and understanding’ and ‘locate and maintain external supports’. Results were compared and contrasted with the existing literature. Although many responses were consistent with the literature, strengths previously unreported by caregivers in the literature included cultural practices, communication, generalizability of skills, soothing music and use of a service dog.  相似文献

This article offers a general review of the development of national policies on child protection in China. It offers an in‐depth analysis of related legislation enacted between 2010 and 2015 that have had an impact on child protection and related historical, cultural and legal issues. Furthermore, in the study we examined the emerging role of social work in preventing and responding to child abuse and neglect in China. Major findings of the research include: (i) policies concerning child protection have been highly influenced by Confucianism and its perspective of the child as family property; (ii) child protection regulations on accident reporting, custody transfer, and surrogate care are gradually being refined and improved, although the legal system for child protection is still incomplete and needs further substantiation; and (iii) the involvement of non‐governmental organisations (NGOs) and social workers has enhanced the child protection system. Key Practitioner Message: ? Policies concerning child protection have been subject to an immense impact by Confucianism, placing strong responsibility on family members in providing childcare although the child is viewed as part of the family's property; ? After 1949, the newly founded socialist political structure began to exert a significant influence on welfare and child welfare policies. Because the Confucian perspective emphasised family and parental responsibility, government in China has traditionally not been heavily involved in policies that interfere in the internal workings of families; ? Since the shift toward an open‐door policy in 1979, child protection policies in China have begun to develop, with a child welfare network gradually spreading to cover the majority of children. Moreover, child protection is generally supported by the legal system, within which regulations on accident reporting, custody transfer and surrogate care are gradually being refined and improved. However, despite the huge progress achieved in recent years, there are significant deficits in its implementation and monitoring; ? The involvement of non‐governmental organisations (NGOs) and professional social work services has promoted a child protection system.  相似文献

This study examined the relationships among non‐resident fathers' involvement, mothers' parenting and parenting stress, and children's behavioural and cognitive development in low‐income single‐mother families. Based on the theoretical concepts of father involvement in terms of accessibility, responsibility and interaction, this study operationalizes fathers' involvement with three different measures: (i) fathers' frequency of contact with their children; (ii) fathers' amount of child support payment; and (iii) fathers' quality of parenting. Analyses used the first three waves of longitudinal data from a subsample of single and non‐cohabiting mothers with low income in the Fragile Families and Child Wellbeing Study. Results suggest that non‐resident fathers' child support payment is indirectly associated with both children's behaviour problems and cognitive development. Fathers' parenting is also found to be indirectly associated with children's behaviour problems. The findings further suggest that those estimated associations are transmitted through mothers' parenting. The expected associations between fathers' contact and child outcomes are not found in this sample. The study also discusses the policy and practice implications of its findings.  相似文献

Although young age for both the parent and child is implicated in incidences of maltreatment, little is known about the association between parent or child age and protective factors related to child maltreatment prevention. With a sample of parents receiving child maltreatment prevention services in Kansas ( N  = 1993), we used regression analyses to examine whether the interaction of child and parent age influences family‐level protective factors over time. We found mixed support for each hypothesis, indicating that the age of parents and children differentially impacts family‐level protective factors. Implications for the Strengthening Families approach and child maltreatment prevention are discussed.  相似文献
