Over the last few years, most OECD countries have extended their activation policy to new groups of non‐working people, including the long‐term unemployed (LTU). However, it is widely known that employers tend to regard LTU people as potentially problematic persons. This is likely to constitute a major obstacle for long‐term unemployed jobseekers. On the basis of a survey among employers in a Swiss canton (N = 722), this article aims to shed light on the perception employers have of the long‐term unemployed and whether this may matter for their recruitment practices. It also asks what, from the employer point of view, may facilitate access to employment for an LTU person. A key finding is that large companies have a worse image of the long‐term unemployed and are less likely to hire them. Furthermore, independent of company size, a test period or the recommendation of a trustworthy person is seen as the factors most likely to facilitate access to jobs for LTU people.  相似文献

This article aims to enhance fundamental conceptualisation in performance measurement through the development of a standard conceptual typology of the field. Performance measurement is a common phenomenon in the worldwide public sector, and one that has attracted substantial academic attention. However, analysis has been hindered by confusing and inconsistent terminology, and a lack of clear and explicit classification schemes. The proposed typology is based on five explicit design considerations and three fundamenta divisionis. The typology produced has four elements: levels; measures; targets; and actuals. These elements relate to the nature, specific aspect and state of performance phenomena. It is likely that a standard conceptual approach will have benefits for academic analysis, by clarifying language and conceptual definitions. It is also likely to have beneficial practical implications.  相似文献

Rural dwelling elders who experience mental health problems often have difficulty finding help since rural communities often lack adequate mental health service providers. This paper reports on the initial phase of a 5-year, interdisciplinary clinical research study that is testing the effectiveness of providing a home delivered, therapeutic psychosocial intervention, aimed at improving the emotional wellbeing and the quality of life of medically frail elders who live in rural communities. In the early phases of this study, the clinical research team encountered a number of interesting and often unanticipated challenges as it attempted to recruit study participants and provide services to them. In this article, we examine these challenges and share what we have learned so far about providing mental health services to elderly persons living in rural environments.  相似文献

There are continuing concerns about the experiences offered to older adolescents being looked after (‘in care’) in the UK and, especially, to care leavers. Questions are asked about the limitations of State care compared with normal family life. This paper reports on an initiative to provide driving lessons to a group of six young men living in residential homes in one city. It links with resilience theory – how individuals can have relatively good outcomes despite early adversity. A qualitative study was undertaken to explore the effects of the initiative, including individual interviews with young men, heads of homes in which they lived and children's services managers. The overall results indicated that the initiative was very worthwhile. The lessons were a significant part of young people's lives. Possible effects on young people were divided into personal, instrumental and social. Benefits were reported from all parties concerning young people's self‐esteem and self‐confidence, as well as in forging close relationships with supportive adults. Driving would not be seen as a panacea for complex personal histories and structural problems, yet this small experiment suggests that driving lessons could be of disproportionate benefit and there is a moral obligation to provide them in any case.  相似文献

The present study examined the association between social support and Human Immunodeficiency Virus (HIV) stigma through a survey of 150 people living with HIV (PLWH) in Hyderabad, India. Survey items to assess social support were adapted from the HIV Cost Services and Utilization Survey. HIV stigma was measured using Zelaya and Jeyaseelan scales that were previously validated in India. Multiple linear regression analysis revealed an inverse association between social support and HIV stigma across both stigma scales. Depression further intensified the level of stigma faced by PLWH who had lower levels of social support. Third-gender individuals experienced significantly higher HIV stigma and lower social support than cisgender men. Social support must be used as a protective factor in current HIV stigma reduction interventions. Findings highlight the need to adopt a gender-sensitive social support framework in HIV care policies to better address HIV stigma in the Indian context.  相似文献

The education of children living in out-of-home care (OOHC) has been a long-standing concern for children and their carers, policy-makers and researchers who have long highlighted the issue of low educational attainment and disengagement among children in care. This study investigates the strategies and practices used within a pilot programme based in the Northern Territory, Australia, that aims to re-engage children living in OOHC with education and training. Drawing on qualitative interviews with programme stakeholders, including educators, carers, child and family welfare workers, as well as an analysis of programme and client documentation, this study explores the programme's strategies to achieve re-engagement. The findings highlight the role of agile child-centred practice responding to the learning needs of participants, a focus on the ‘educational futures’ of students, as well as liaison and advocacy with schools and stakeholders on behalf of children in supporting re-engagement in education settings. Barriers to successful re-engagement include limited consideration of the cultural needs of children across education and OOHC systems, in particular the disruptive impact of OOHC placement changes, as well as programme discontinuity.  相似文献

Transition to adulthood is an accelerated and early process for care leavers that requires intensive preparation, training and support from child welfare services. This study aimed to explore the perceived readiness for independent living of a group of care-experienced young people preparing for leaving care in Spain and to compare it with the perceptions of their peers from the general population. A sample of 508 youth (50% women) aged 14–21 (M = 16.67; SD = 1.72) took part, of whom 279 were care experienced and 229 belonged to the general population in Spain. Participants' independent living skills, personal autonomy, self-efficacy and sociodemographic characteristics were assessed through an online survey using standardized instruments. Care-experienced young people displayed higher levels of life skills and autonomy in self-care, daily living at home and employment domains, but not related to making daily arrangements in their community. However, their educational level and self-efficacy levels were lower than in the comparison group. Work experience stood out as a significant predictor of care-experienced young people's life skills level. These findings support the importance of assessing life skills as an outcome of leaving care preparation services and providing care-experienced young people with real-life experiences to develop their life skills.  相似文献

The association between marital status and generalized trust in other people was investigated. The public health survey in Skåne 2008 is a cross-sectional study including 28,198 persons (55% participation rate) aged 18–80 in southern Sweden. Logistic regression models investigated associations between marital status and trust, adjusting for age, country of birth, education, emotional support, instrumental support and economic stress. 33.9% of the men and 35.7% of the women had low trust. The significantly higher odds ratios of low trust for unmarried men and women and divorced men remained throughout the analyses, while the significant association disappeared for divorced women in the final model. In contrast, the odds ratios of low trust for widows/widowers remained not significant compared to the married/cohabitating category throughout the analyses.  相似文献

The present study examines transition patterns of Swiss secondary and tertiary school students. Switzerland's highly canalized education system allows us to test how tracking affects person–environment fit of students for students who choose a normative versus unexpected downward transition pattern. In addition, we investigate how self-efficacy expectations and personal values affect an unexpected transition choice. Results indicate that students with strong expectancies and personal values can oppose institutional norms and chart their own academic course; however, these students are less likely to perceive a good fit between their own interests and competencies and institutional demands after the transition. Our findings underscore the importance of developmentally appropriate educational environments and systems permeable enough to adapt to developing students' changing interests .  相似文献

引言 瑞士是欧洲人口老龄化最严重的国家,日本是亚洲人口老龄化最严重的国家,而且它们都属于世界上人口老龄化最严重的国家之列.20世纪80年代以来,人口老龄化的速度进一步加快,由此而来的养老保险问题日趋严重.面对日趋严重的人口老龄化问题,这两个同属于世界首富之列的国家,都采取了积极的防范措施,调整和改革了各自的养老保险制度.瑞士和日本在调整和改革养老保险制度方面,存在共性但各自都有独特的做法,在具体操作方法上又有差异.探讨养老保险制度不同的改革方法和措施,并从中得出经验和教训,对于我国养老保险制度的建设和完善有着重要的实际意义.  相似文献

This paper examines market issues in the provision of children's services in the light of the changing role and practice of local authorities contracting for welfare services. In adult services, where there has been a legal requirement to reorganize on market lines, the services have had to modify some of their earlier contracting practices to take account of the complex requirements of health and welfare services and it is argued that relational contracting offers a more appropriate paradigm for these. Following the implementation of the Children Act 1989, although not a requirement of the Act, many of the organizational systems in relation to markets, originally developed for adult services, have been adopted for children's services. Two areas of services for children, day care and fostering services, are discussed in order to demonstrate that these contracting systems are inappropriate and often dysfunctional for the children concerned. It is argued that there is a widening gap between contracting systems in adult and children's services which needs to be addressed. In general, it is concluded that the philosophies of the market place are flawed when applied to children's services.  相似文献

This study examines the experiences of disabled people in Sri Lanka as they make the transition out of vocational training programmes into employment. This study was carried out using purposive sampling method to select ‘good practice’ cases and semi-structured interviews with 12 disabled people. The study applied thematic analysis to the qualitative data using NVivo software. The disabled people were found to have distinctive employment experiences following vocational training such as gaining work satisfaction, earning and spending income, presenting workability, expanding social relationships, and facing challenges. This study also identified key factors related to the transition process, including skills acquired through training, job opportunities, participants’ strengths and empowerment, supportive environments, and suitable work. These findings have important implications for both policy and practice.  相似文献

The aim of this paper is to simulate some education policies which would be consistent with different definitions of equality of opportunity (EO). In concrete, we estimate how educational resources should be distributed in order to achieve equality of educational opportunity in the province of Buenos Aires. For that purpose we use a stochastic production frontier model for 12 years old students. The results change drastically depending on the considered concept of EO. If that means giving everybody the same school inputs, the change is not significant. If we want to equalize the academic outputs, the policy is simply impracticable. But if we want to equalize the academic output considering the efforts made by the pupils, the policy is expensive but achievable.  相似文献

This qualitative study reports on thirteen assisted living (AL) administrators' perspectives of the role and the importance of the AL social worker in addressing the unmet needs of older adults as they move and transition into AL. Participant interviews were analyzed using the constant comparative method. Administrators described 5 AL social work roles: (a) decision-making and adjustment coordinator; (b) resident advocate; (c) mental health assessor and counselor; (d) family social worker; and (e) care planner. Implications include directly examining AL social workers' views, analyzing costs and benefits of employing AL social workers, and developing social work practicum sites within AL.  相似文献
