The paper describes a small scale pilot process and outcome study that was undertaken at the University of York. The study is based on accounts of treatment interventions with children conducted by trainee play therapists studying on the University's programme in non‐directive play therapy. These are being used to develop a methodology for evaluating the effectiveness of non‐directive play therapy as an intervention for distressed and maltreated children. The focus of this paper is on one finding of the study, namely that play therapy undertaken with individual children, in addition to bringing about improvements in the children's problems, may improve their parents’ parenting behaviour if they are appropriately involved in the therapy. The paper describes the cases and their outcomes at a 6‐month follow‐up. It illustrates the finding of changes in parenting behaviour through three case studies, and discusses the kinds of changes, possible reasons for them, and necessary practice requirements if these changes are to take place. The paper concludes that engaging parents in a broadly collaborative effort may be facilitated by a primary initial focus on their children.  相似文献

The UNCRPD has generated debate about supported decision making as a way to better enable people with cognitive disability to participate in decision making. In Australia, between 2010–2015, a series of projects have piloted various models of delivering decision making support. A critical review was conducted on the program documents and evaluations of these pilot projects. The pilots were small scale, conducted by both statutory and non‐statutory bodies, and adopted similar designs centred on supporting a decision maker/supporter dyad. Primarily, participants were people with mild intellectual disability. Themes included: positive outcomes; uncertain boundaries of decision support; difficulty securing supporters; positive value of program staff and support to supporters; limited experience and low expectations; and varying value of written resources. The lack of depth and rigour of evaluations mean firm conclusions cannot be reached about program logics, costs or outcomes of the pilots. The pilots demonstrate feasibility of providing support for decision making rather than resolving issues involved in delivering support. They suggest that some form of authority may facilitate the role of decision supporters, help to engage others in a person's life, and integrate decision making support across all life domains.  相似文献

This study focuses on the problems associated with caring for children with cerebral palsy (CWCP) in Chinese State Children's Welfare Institutions (SCWIs). It considers how to place these children with foster families and also provide them with the best rehabilitation services. In a pilot project, one SCWI trained foster parents as rehabilitators and provided services to CWCPs living with foster families in selected rural communities. The practice was very successful over the last decade, and more than 600 CWCPs in these communities are growing up happily. Hence, specialized foster care projects could be a solution for all SCWIs in China, where most of the institutionalized children are disabled.  相似文献

Many looked after children spend lengthy periods in impermanent care, and their frequent moves probably contribute to subsequent disturbed behaviour. Concurrent planning aims to reduce the number of moves and the length of time before placement in a permanent family. In this study 24 young children in three concurrent planning (CP) projects and 44 from two ‘traditional’ adoption teams were followed for 12–15 months. Records were obtained of the number of moves between households and the dates of key events before the child's permanent family placement was confirmed by the courts. The CP children moved into permanent families significantly faster and with significantly fewer previous moves than the two comparison groups. Unexpectedly, the CP children were significantly younger than the children following ‘traditional’ adoption programmes, making direct comparison impossible. Among those birth parents who were interviewed, the majority saw advantages in the CP approach. Concurrent planning carers reported high levels of personal anxiety but positive views of the advantages for the children. We conclude that CP can be used to achieve earlier permanence and fewer moves between carers for young children from selected birth families. The success of a CP team is dependent on the support of other professionals involved in determining permanent placements, based on a shared acknowledgement of the damaging effects of delay for the looked after child.  相似文献

In efforts to preserve foster children’s biological families and to promote the formation of alternative families in some situations, legislative efforts to promote ‘permanency’ have been gaining pace since the late 1990s. One policy and practice tool, concurrent planning (CP), simultaneously allows for the pursuit of reunification and adoption. This article examines six counties in California (USA) and their efforts towards implementation of the components of CP. Researchers used qualitative methods to explore policies and practices of CP. Key informants include social workers, social work supervisors, attorneys and judges. The study identifies and describes seven elements determined to be essential to the complete and successful implementation of CP. Implications for agency practice and family outcomes are discussed.  相似文献

This paper analyses the effect of a pilot program to assist single parent claimants to lessen their dependence on social security benefits. A sample of about 5000 persons was randomly assigned to one control and two treatment groups. Those in the treatment groups were asked to attend an initial interview to help them plan for the future and were then referred to other forms of assistance that might help them to realise their plans. Using different estimators and several indicators of outcomes, the evidence for the program having a positive effect on outcomes is very weak. The reason for this result is explored by an analysis of the relationships between the plans participants formulated, the barriers they faced and whether they left benefits. It is found that while the program encouraged claimants to plan for moving into paid work, the assistance offered did not reduce the barriers they faced.  相似文献

The concept of partnership as a way of describing relationships between public, private and voluntary agencies can take many forms. The evaluation of quality in the delivery of services by these partnerships is recognized as complex given the differing perspectives not only of the two partners but of the various other stakeholders, including service users, and the potential for added value arising from the partnership itself. This paper focuses on the partnership arrangements between Probation Services and voluntary agencies, identifying the specific characteristics of partnerships in the field of crime management. Drawing on research undertaken for one Probation Service the paper explores the concepts of value for money, inputs, outputs, outcomes and quality, and their measurement in partnership projects. A model is then offered for the more effective evaluation of projects where two different agencies are involved and a practice example is attached.  相似文献

Welfare reform has been central to UK government policy since 2010. This article compares initial expectations with key outcomes by 2016. The article shows that although the financial savings to the Treasury have been large, they have been rather less than the government first anticipated, mainly because the reduction in spending on incapacity‐related benefits has proved far smaller than expected. The financial losses have also been spread highly unevenly across the country, and the evidence from a pilot study in Scotland suggests that the reforms have had little impact on levels of worklessness. The article concludes that whilst forecasting the financial savings from welfare reform is an inherently uncertain activity, the United Kingdom's reforms should be understood first and foremost as about reducing public spending in the poorest places.  相似文献

In recent years a variety of initiatives have been created with the aim of increasing the use of research in social care practice. This article reports findings from a one‐year pilot research information service provided by the What Works for Children project. Taking note of the evidence from the research utilization literature, the service was set up to support social care practitioners in using research findings in their service‐planning. An implementation officer worked with service‐planners to identify areas where research could be helpful. Researchers provided responses to practitioners’ questions by searching for, critically appraising and summarizing the relevant literature. This article looks at the practicalities of running such a service and discusses its potential for influencing research use. The pilot underlines the importance of some of the obstacles to using research, some of which our service was able to overcome. The gap between what practitioners want from research and what research provides is discussed.  相似文献

The Capability Approach (CA) offers a perspective on the employment activation of young people that is concerned with their freedom to make choices that they value rather than focusing solely on outcomes, such as having to take any job. It incorporates empowerment and the individual and external conversion factors that influence the conversion of resources into functionings for young people, such as getting a job that they value. This article considers the implications of using the CA as a lens for analyzing youth activation polices. A more capability informed approach to employment activation would not measure success solely by the transition into work, but rather by whether it has improved the young person's capabilities, and might focus, for example, on more sustainable and valued careers and develop individuals' freedom of choice in the labour market. Using data from two UK case studies of third sector organizations that support young people into work, it explores these issues empirically, including the extent to which these employment activation programmes, in their current form, can enhance the capabilities of beneficiaries. Conclusions on the implications of a CA for employment activation are made.  相似文献

Conservation projects in the Middle East have recently focused on reintroducing extinct mammals into their former grazing lands. The indigenous human populations in these areas—mainly nomadic pastoralists—have been, until very recently, excluded from any part of the information gathering, planning, implementation and management of such schemes. This intellectual and physical exclusion has resulted in hostility, distrust and occasionally sabotage. To succeed, many conservation efforts have had to rethink and redesign their activity. The key concept underlying this restructuring is 'participation'. The term, however, means many things to the various actors involved in conservation research and consultancy and care must be taken to identify its uses and meanings. Looking at recent Syrian government efforts to reintroduce the Arabian oryx into the desert as an example, I examine the major pseudo-scientific assumptions which have underpinned most projects and consultancies in the semi-arid lands of Syria. These positions, I show, have led to an untenable 'no-win' situation for the nomadic pastoralists. Finally I examine the way in which an effort to introduce the concept of participation through a series of consultancies has resulted in some encouraging collaboration between the indigenous human population, the conservation experts, the local government technocrats and higher authorities.  相似文献

Complaints procedures are one component of maintaining and improving the quality of community care services. However, how effective are they in providing a means of redress for service users? This article presents the findings from four research projects, which included complaints procedures in their survey of service users’ experiences of community care provision. These findings are compared with the outcomes of similar research projects. The article concludes by evaluating the Department of Health’s consultation proposals on complaints procedures, and other policy documents, in the light of the research findings.  相似文献

Signs of Safety (SoS) is an approach used to work with families involved with children's services that was developed in Australia during the 1990s. Despite the fact that it has been adopted by countries across the globe, the evidence for its effectiveness in relation to improved outcomes for children has not been established. This study attempted to take an initial step in measuring the impact of SoS on families. In the course of evaluating SoS in 10 areas across England, the authors collected data from social workers using the approach and from families with whom they were working who also gave permission for their case records to be examined. Where social workers were more confident about using SoS and had consistently applied its elements, more families reported improvements in their lives. Families with social workers who had higher confidence in using SoS were also more likely to say that they had achieved more than expected against their earlier stated goals and were more likely to report positively against self‐defined goals.  相似文献

Parental incarceration has wide‐ranging impacts on families. One key effect may be disruption to the care and legal custody of children, yet few studies have examined processes and outcomes relating to care planning for children of prisoners. This paper presents findings of interviews with 151 primary carer prisoners in two Australian states which aimed to address this research gap. The study examined care planning for children upon parental arrest, sentencing and imprisonment, stability of care arrangements and primary carer prisoners' involvement and satisfaction with care planning. Around one third of prisoners had discussions regarding children's care arrangements at arrest and imprisonment, although the issue was more commonly raised at sentencing. While there was much variation in the stability of care arrangements, children placed in out‐of‐home care experienced the most instability. A minority of prisoners reported being involved in care planning and decision‐making for children upon imprisonment, and around one third rated care planning process poorly. Prisoners were more satisfied with care planning when there were fewer movements of children, where prisoners felt involved with decision‐making, and when police officers, lawyers and corrections staff inquired about the welfare of their children. From an economists perspective, this paper explores some of the issues associated with the design of an effective labour market program, and evaluation processes which are required to determine the merits of a scheme. This analysis comes at the time when pilot projects under the federal Government's ‘Work for the Dole’ scheme are being implemented. The paper concludes that if the ‘Work for the Dole’ scheme is to be viewed as a labour market program, then an evaluation mechanism should have been determined prior to the implementation of such a scheme.  相似文献

The Central Policy Review Staff (CPRS) attempted to create an ambitious strategy for the horizontal coordination of social policy in the UK during the early 1970s. The attempt – inspired largely by planning, programming and budgeting systems – was a failure, and gave way to a much modified ‘joint framework for social policies’ in 1975. Recent research has compared the CPRS's joint framework approach to the Labour government's promotion of ‘joined‐up government’ (JUG) in the 2000s. This article provides a case study of the CPRS's work on social policy planning, using archival sources. The case study addresses themes that remain significant, particularly approaches to and the politics of horizontal coordination. Finally, the article makes a modest attempt to signal the differences between the 1970s' approach and ‘JUG’.  相似文献

Children who have parents with any kind of illness may become young carers who take a responsibility not expected of children for household tasks, or personal or emotional care for parents and siblings. So far, little is known about children in Sweden who are at risk of becoming young carers. The aim of this article is therefore to explore the extent and impact of children's caring activities as reported in a pilot study by a sample of children in Sweden. A number of international questionnaires measuring the amount of caring activities, impact of caring, quality of life, and psychological well‐being were translated and combined into a survey. The pilot survey was completed by 30 children 10–18 years of age. Also, when completing the survey, the children were interviewed concerning their experiences of caregiving. The participants report on a group level emotional symptoms such as fear and nervousness above the clinical cut‐off value. They also rate a lower level of caring compared with findings from the United Kingdom, but they report a higher degree of negative impact of caring than young carers in the United Kingdom.  相似文献

政府职能之间的关系不是一成不变的,而是随着行政环境、条件的变化不断进行调整和改变。目前,我国政府职能体系的核心是创造良好发展环境、提供优质公共服务、维护社会公平正义。这是历经革命战争年代、建国初期、文化大革命、改革开放等几次历史性根本转折后的逻辑必然,也是建设社会主义和谐社会、实现全面建成小康社会和中华民族伟大复兴“中国梦”的现实选择。在此背景下,实现社会治理目标,更需要围绕“让发展成果更多更公平惠及全体人民”、“维护社会公平正义”政府职能,注意各项治理措施的“系统性、整体性、协同性”,走“统筹兼顾,突出重点”的社会治理之路。  相似文献
