The paper looks into the dynamics of information society policy and its implementation in the Greek context. It argues that information society development is a contested process, influenced by pre‐existing state, economy and society relations. Based on this, it looks into the different aspects of the idiosyncratic path which the evolution of the Greek information society has followed, particularly after 2000. Using Bob Jessop's strategic‐relational approach (SRA) to the state as an analytical framework and drawing on a number of in‐depth interviews with relevant political actors, it provides insights into policy implementation by examining: the public management of information technology projects, how such projects were received in bureaucratic structures and practices, as well as the relationship between the state and the information and communication technology (ICT) sector in public procurement processes. The emphasis is on the period 2000–2008, during which a major operational programme on the information society in Greece was put into effect. The paper also touches upon the post‐2008 experience, suggesting that information society developments might include dynamics operating independently and even in contradiction to the state agenda.  相似文献

What is a social medium, and how may one moderate, isolate, and influence communicative processes within? Although scholars assume an inherent understanding of social media based on extant technology, there is no commonly accepted definition of what social media are, both functionally and theoretically, within communication studies. Given this lack of understanding, cogent theorizing regarding the uses and effects of social media has been limited. This work first draws on extant definitions of social media and subcategories (e.g., social network sites) from public relations, information technology, and management scholarship, as well as the popular press, to develop a definition of social media precise enough to embody these technologies yet robust enough to remain applicable in 2035. It then broadly explores emerging developments in the features, uses, and users of social media for which future theories will need to account. Finally, it divines and prioritizes challenges that may not yet be apparent to theorizing communication processes with and in mercurial social media. We address how social media may uniquely isolate and test communicative principles to advance our understanding of human–human and human–computer interaction. In all, this article provides a common framework to ground and facilitate future communication scholarship and beyond.  相似文献

This article considers the extent and nature of social work and social care practitioners' experience of working with service users whose lives are affected by the problematic use of alcohol or other drugs (AOD). It draws on the findings of a national study of ‘working with alcohol and drug use’ which was conducted in England in 2010–2011. The study reported here comprised an online survey of front-line practitioners (n = 597), complemented by 12 practitioner focus groups and interviews with 21 key informants from participating local authorities and substance use treatment services. This paper focuses primarily on data from one element of the survey. Findings indicate that the great majority of staff encountered service users who are affected by AOD problems at some level, although there were differences between groups of practitioners in the extent and nature of AOD problems for different groups of service users. The differential experiences of staff according to their client groups underlines the need for education and professional development not only to provide training on working with AOD but to ensure that training is contextualised and relevant to practitioners across the range of social work and social care services.  相似文献

This article provides directions for advancing the conceptualization of the relationship between social movements and institutionalization, based on a case study of the Swedish environmental movement strategies. We argue that the concepts of (de)responsibilization and (de)politicization provide tools for an improved analysis of the dynamics of how social movements interact both with established political institutions and corporations in a new context. The introduction of new regulatory frameworks in environmental politics has shaped interaction between social movements and the state in new ways, involving neoliberal responsibilization, meaning active involvement by civil society and business in political responsibilities previously associated with state agencies – a development involving an increasing emphasis on market mechanisms. We argue that this has involved a de-politicization of environmental issues in the sense that it engages political actors in a moral discourse and a technocratic practice that suppresses the (potential) articulation of social conflict through consensus building. However, we also show how movement actors resist the discourse that encourages them to take on certain responsibilities, thus engaging in a politics of responsibility. Empirically, we demonstrate how the changing strategies of the Swedish environmental movement in the 2000s need to be understood in relation to the following processes, indicating that the Swedish case has a general relevance for an understanding of the contemporary environmental movement globally: (1) the transformation of the Swedish model of welfare capitalism under the influence of neoliberal discourse; (2) international environmental policy developments, most importantly the emergence of climate change as a dominant issue globally.  相似文献

Much of the discussion regarding privacy and social media has focused on consumers of social media, but social media is also popular among businesses. This article explores the privacy tensions of small business owners using social media to disseminate and gather information to better engage and serve their customers while maintaining customer trust. Drawing on Communication Privacy Management theory [Petronio, S. (2002). Boundaries of privacy: Dialectics of disclosure. Albany, NY: SUNY Press, Petronio, S. (2007). Translational research endeavors and the practices of communication privacy management. Journal of Applied Communication Research, 35(3), 218–222], we argue that there is a dialectical tension between control and engagement. As information is disclosed via social media, it creates new opportunities for engagement, surveillance, and commodification. Based on group interviews with small business owners, we identify the kinds of information that small businesses must manage as participants on social media platforms and the privacy rules they develop.  相似文献

SUMMARY

The aim of this paper is to review policy and practice in relation to the management of alcohol and drug problems in Ireland, with a specific focus on the role of professional social work. There is a high prevalence of alcohol and drug problems in the caseloads of social workers that work within the statutory childcare and criminal justice services. Professional social work in Ireland is of comparatively recent origin and there are few social workers employed in specialist addiction posts or settings in Ireland. The profession as a whole, moreover, has not actively lobbied for a greater role in specialist services. While formal social policy on addictions has shifted in recent decades towards broad public health strategies, which reflect a pragmatic European perspective, the disease model from the United States of America continues to have popular appeal.  相似文献

Different types of spatial knowledge (expert, sectoral, tacit and community) are strategic resources in urban planning and management. Participatory spatial knowledge management is a major method for eliciting various types of knowledge, providing a platform for knowledge integration and informing local action and public policy. Knowledge types linked to a specific geographical locality can be integrated through geographical information systems. Recent developments in geographical information and communication technology (geoICT) have extended the opportunities for participatory spatial knowledge production, use and exchange. However, data reliability of user-generated content, social exclusion due to dependence on technology and the interpretation and implications of digital maps are major concerns. The challenge is how to integrate and utilize multiple knowledge sources for improving urban management and governance. This paper integrates the literature on knowledge types and knowledge production processes with available geoICT tools for the production, use and exchange of knowledge sources and applies it to examples from Asia, Africa and Latin America. From this review, we provide a heuristic framework for assessing the extent to which participatory spatial knowledge management tools can be instrumental on several fronts. We argue that technological developments of knowledge production have not fully addressed important issues related to accountability, empowerment, control and use of knowledge. Moreover, these developments may foster social exclusion, which could detract from the benefits of participatory spatial knowledge management in the context of urban sustainability.  相似文献

Deinstitutionalization is a key issue in the field of social policy. The community-based services movement has challenged the role of institutions as far back as the 1950s, but it is a relatively new development in Central and Eastern Europe. EU membership and the use of structural funds have been key elements of change in many countries; however, the Soviet heritage still overshadows progress and decision-making in social policy. Though deinstitutionalization’s overall meaning and aims are generally well known, less information is available about the processes and policies underlying deinstitutionalization. In post-communist countries, deinstitutionalization is often narrowly associated with large institutions, but its embedment in the social welfare policy framework is less discussed. Nevertheless, first attempts to change the design of social services to more participatory and integrated solutions are evident. For more than 20 years, developments in the field of social-welfare policy have aimed to reduce the gap between Estonia and other developed countries. This article reviews relevant documents in Estonia’s social welfare policy reforms from re-independence to the present. The article discusses the prospects and challenges for achieving deinstitutionalization’s intended goals in Estonia.  相似文献

This article draws on a study of awareness and sensitivity towards discrimination and oppression in contemporary practice in the Bulgarian social system through the perspectives of helping professionals and social clients. To that end, empirical data were gathered through a study of: the knowledge and awareness about anti-discrimination policy and legislation in the social sphere; awareness and perceptions of discrimination and oppression in society and the social work domain; and reflections on discrimination and oppression in the context of working relationships. Two questionnaires were designed and used to collect data in the period of April–May 2014 in the Southwestern region of Bulgaria. There were two groups consisting of 132 helping professionals (n?=?132) and 121 clients/service users (n?=?121). Both groups had low awareness of anti-discrimination legislation and regulations in the field of social policy and services. Discrimination and oppression were perceived as widespread phenomena that affected life of disadvantaged groups and also manifested in the social system. Ethnic minority service users needed information about their rights and community resources and claimed for larger involvement in the process of social work.  相似文献

Thoughtful scholars have discussed the complex nature of the social research-social policy relationship, and yet many persons continue to plan, conduct, interepret, and fund social research as if they expected it to generate facts that have simple effects on policy. This paper argues that such expectations reflect two, untenable assumptions:Simple positivism andfactual efficacy. These assumptions are reviewed, and a more defensible model for the research-policy relationship is proposed based onplausible theory. Implications for the latter model are then explored. The holder of a Ph.D. in social psychology from the University of Michigan, his professional interests center upon role theory, the study of teaching, social decision-making, and relationships among social research, theory, and policy impact.  相似文献

The purposes of this article address the efficacy of computer applications, and encourage social work educators and practitioners to use available technology. A preliminary analysis of curricula and other factors suggests that the profession may not be preparing students to take advantage of existing computer technology. A brief overview of contemporary issues, technological developments, and areas of application is provided, and recommendations are made supporting the integration of computers in social work.  相似文献

Long day childcare (LDC) services provide education and care for children under 5 years of age in Australia. Those who work in these services are poorly paid and their efforts are undervalued. To support the emotional, social, intellectual and physical needs and interests of children, LDC staff are working physically, exercising vigilance in order to fulfil their duty of care, monitoring their interactions with children and regulating their own emotions. Perhaps for these reasons, the retention of early childhood (EC) educators is significantly lower than of other care‐based professions. However, little attention has been given to the impact of legislative requirements upon the workplace factors beyond pay and conditions that are likely to affect staff retention. This instrumental case study thus investigated workplace factors that personally or professionally affected EC educators' work in their LDC services. The study involves observations and interviews with EC educators (N = 28) from four South Australian LDC services. The results show that current legislative, structural and operational requirements constrain the ability of participants to collaborate across the board and to enhance the quality of their educative care. These concerns were amplified by the funding of their LDC service and the difficulty the participants found in achieving a work–life balance. The implications of the way in which LDC services are perceived and operate in liberal market economies are discussed.  相似文献

Abstract Through a qualitative case study of peasant‐organized forestry in Durango, Mexico, this paper examines how neoliberal policy reform is reshaping the community forestry sector. Post‐1992 agrarian and forestry laws facilitate the emergence of new forms of association in ejidos (collective property communities created by agrarian reform) and agrarian communities, and reorganize the delivery of forestry technical services. These developments indirectly undermine peasants' capacity to deal with the sector's long‐standing internal problems, putting at risk their ability to provide themselves with the services they need for sustainable community livelihoods and forest exploitation. Nevertheless, this study of a forest peasant federation shows that institutional change is a process peopled by groups of social agents who respond creatively to external structure from local organizational and community contexts. Ethnographic methods can be used fruitfully to study complex interactions between multiple levels of political‐economic structure and local action, which both constrain and provide opportunities for the organization of common‐pool resource management regimes.  相似文献

The affective dimensions of poverty, including the impact of wider policy discourses and services that ‘other’ and shame people in poverty, are increasingly recognized. In response, Lister [(2013). Power, not Pity: Poverty and Human Rights. Ethics and Social Welfare, 7(2), 109–123] advocates for ‘a politics of recognition&respect’ that centralizes the voices, participation and lived experiences of those who live in poverty. This paper considers how applying Lister’s theory could improve child protection (CP) social work in England, from a human rights and social justice perspective. The paper draws on findings from an ATD Fourth World participatory research project aimed at updating the course content for a pre-existing social worker training module on poverty awareness. The project brings together families with experience of poverty and CP interventions, social work practitioners and academics.  相似文献

Summary

Much has been written about the effects of new technology on the human services and about its possible implications for agencies, practitioners and service users. There is also an important and expanding literature on the implications of new technology for society as a whole, including much which addresses issues of social justice. Until recently, however, there have been only a few attempts to explore the range of issues specifically concerning the relationship between social justice and the human services. My main purpose here is to start to sketch out the parameters of the field of study relating new technology to social justice in the human services and to explore some of them in depth.

Three examples of different definitions of social justice are introduced, viz.; justice as equity; flexible individualised justice; and empowerment. Then normative and ethical considerations in relation to new technology in the human services are briefly reviewed. In the main body of this paper these issues are brought together in relation to three key areas (i) the manager/professional interface (ii) strategies for new technology implementation-top down or bottom up and (iii) the relationship between social worker and service user. Finally some conclusions are drawn about the possibilities for a synthesis between competing visions of social justice.  相似文献

The role of science in modern democracies has long been a topic of heated debate. Recent scholarship has increasingly focused on the social construction of the science–policy–politics nexus. For understanding both the local specificity of concrete configurations and general trends much is to be gained from an analytical framework. In a first introductory section we describe already existing categorizations and typologies, identifying a research gap: a framework for reconstructing the discursive forces shaping the science–policy–politics interface based on both mutually exclusive and exhaustive categories. Our answer is the concept of knowledge orders. Building on already existing scholarship in this field, we define knowledge orders as discursive orders structuring the production of expertise. We distinguish between three levels of knowledge orders: the generation and communication of science-based expertise, the regulation of these processes, and reflexive discourses in which the epistemic authority and the political relevance of science-based expertise are (de)legitimized and renegotiated and the regulation of the science–policy–politics nexus debated. Each level can be analyzed in terms of the criteria based on which competence is attributed (social dimension) and at when political or scientific criteria of relevance and validity are to be applied (procedural dimension). The framework is illustrated by referring to both well-known examples in science studies and our own research on science–policy–politics arrangements in the field of food safety and employment policy.  相似文献

Although the relationship between politics and the media is a key topic in political communication research, the media’s role during times of routine policy-making has rarely been addressed. Furthermore, studies of routine policy-making have generally focused on one policy stage, usually agenda-setting, whereas few have analysed the media’s impact on the whole policy process. Still, the general view is that the news media matter in the early stages of the policy cycle but are non-influential during the formulation, implementation, and evaluation stages. This study queries these assumptions by taking a closer look at the news media’s influence on all stages of the political process at both the theoretical and the empirical level. A quantitative survey explored how members of the German Bundestag, administration officers, associations and NGOs, researchers, PR staff, and journalists involved with energy policy (N?=?338) perceive the media’s influence across all policy stages. The results confirm that media coverage does indeed strongly influence the political agenda. However, the subsequent formulation, evaluation, and termination of policy stages are also affected, with only the implementation stage being less susceptible to media influence. The different groups of political actors and journalists surveyed mainly agreed upon the estimations of the strength of the media effects.  相似文献

Motivated by the dramatic increase in autism diagnoses in recent years, research into risk factors has uncovered substantial variation in autism prevalence by race/ethnicity, SES, and geography. Less studied is the connection between autism diagnosis rates and the social and political context. In this article, we link the temporal pattern of autism diagnosis for Hispanic children in California to state and federal anti‐immigrant policy, particularly ballot initiative Proposition 187, limiting access to public services for undocumented immigrants and their families. Using a population‐level data set of 1992–2003 California births linked to 1992–2006 autism case records, we show that the effects of state and federal policies toward immigrants are visible in the rise and fall of autism risk over time. The common epidemiological practice of estimating risk on pooled samples is thereby shown to obscure patterns and mis‐estimate effect sizes. Finally, we illustrate how spatial variation in Hispanic autism rates reflects differential vulnerability to these policies. This study reveals not only the spillover effects of immigration policy on children’s health, but also the hazards of treating individual attributes like ethnicity as risk factors without regard to the social and political environments that give them salience.  相似文献

This article examines how partnership between social organizations and popular protests is affected by the state in the field of environmental activism. Drawing upon content analysis and in-depth interviews, we study non-governmental organization (NGO) engagement with 22 grassroots environmental protests in China, 2007–2016. We find that NGOs and grassroots protesters were mostly distant from each other to avoid state repression and retribution, but NGOs occasionally collaborated with protesters in an ambivalent manner because state control was contradictory, fragmented, and varying. NGOs either used institutional means to support the protesters or were informally and invisibly involved in those protests. Our research contributes to studies of the triangular relationship between the state, NGOs, and social movements. Specifically, we find that when NGOs lack the institutional access to policy making but are not fully controlled by the state, they have both incentives and spaces to make joint actions with grassroots activists.
