ABSTRACT

Around the time of childbirth, low-income families are at particular economic risk for reasons including mothers’ relatively high levels of separation from work. Lower wage jobs typically come with minimal paid leave that can be used at childbirth. Paid Family Leave (PFL) programs provide partially subsidized wages to new parents. Quantitative research links PFL with greater post-birth work attachment among mothers, including lower wage mothers. This qualitative study sought to explore factors that facilitate – and inhibit – lower income mothers’ returns to work following childbirth and the role of PFL programs. Seventy-one percent of the 75 mothers in the study returned to work. They cited their need for income, desire for financial independence, preference for combining work and caregiving, supportive workplace practices, family help, and accessible and trustworthy child care. They described ways PFL supported employment, especially for single mothers and those with the fewest family resources. Twenty-nine percent of the mothers left work after childbirth for reasons including child care costs, a desire (or need) to remain home rather than work, low job quality, lack of job protection, and PFL program limitations. The findings suggest future research directions and pathways for service providers and others to support these families.  相似文献

The issue of mandated family leave has drawn substantial attention in recent years. This article develops and tests empirically a model of adoption of family leave policies in the American states during the late 1980s. State family leave policies are seen as a function of three sets of variables: (a) institutional-elite variables such as partisan control of state government and the proportion of women in the state legislatures; (b) constituency disposition variables such as mass partisanship, mass ideology, and the likelihood of general support for “women's” issues; and (c) contextual-demand variables such as birth rates and women's participation in the workforce. The model provides impressive fit to the data, accurately predicting the family leave policies of 92% of the state cases. The results suggest the importance of partisan control of state government, proportion of women in the state legislature, urbanization, and feminism as a state policy as factors that affect the probability that states will adopt mandated family leave policies. His research interests include American politics, public policy, and domestic political economy. He is editor of theAmerican Politics Quarterly, and is former President of the State Politics Section of the American Political Science Association. He received his Ph.D. from the University of Kentucky. Her research interests include family policy and women's labor force participation. ABSTRACT

This research note draws selected findings from a multiple-methods study conducted in partnership with a large public-sector employer in Portland, OR to describe the added value of this approach for research translation. We focus on how our study of a newly implemented paid parental leave policy can translate to actionable steps for two important end-users: employers and policymakers. Using administrative records (N?=?579), a countywide employee survey (N?=?137 leave-takers) and focus groups (N?=?35), we describe how each data source contributes important and unique information about how the policy’s implementation affected diverse employees. We find gender differences in how employees changed leave-taking in response to the policy, and describe the critical but nuanced role that supervisors play. Working with employers and policymakers to develop and implement thoughtful policies will help to ensure equitable distribution of the benefits of paid leave policies.  相似文献

ABSTRACT

Parental leave has important benefits for women, men, and families. This study examines how individual, family, and workplace factors are associated with the length of parental leaves taken by workers in diverse jobs and work contexts, but with the same employer, focusing on gender differences in the factors associated with longer parental leaves. The data are the result of a collaboration between university researchers and a municipal employer. We find that gender was a major driver of the duration of parental leaves for these workers, who must use their accumulated paid time off or take unpaid leave for parental leave; women’s leaves were almost three times longer than men’s. We also find gender differences in the factors associated with leave duration. For women, socioeconomic status seemed to matter most, while for men, family and workplace context influenced leave length. The results indicate the centrality of financial considerations in parents’ leave decisions, reinforcing the importance of having a dedicated paid parental leave policy. We argue that paid parental leaves would help reduce disparities between and within genders at work and in the family.  相似文献

Comparative social policy analysis has been shaped by the measurement of policy as a macro phenomenon. However, social policy theories have consistently asserted that policy entitlements vary across class, gender, ethnicity and the life-course. This paper synthesises a number of innovations to produce an approach which allows researchers to explore the policy heterogeneity within populations, across populations and over time. Using the example of maternity and parental leave, policy entitlements are identified through the calculation of financial support an individual would receive if they were to have a child, using a combination of legislative rules with representative survey sample. The results reveal far greater heterogeneity in policy entitlements than existing indicators suggest, with considerable implications for research on maternity and parental leave. This approach is not limited to maternity and parental leave benefits and demonstrates a way to explore comparative social policy in greater depth and detail.  相似文献

Family-owned organizations present a unique opportunity to study work-to-family boundary management. Boundary theory suggests that work-to-family boundary dynamics may be different in family businesses, and that family businesses are not a neutral ground for individual employees’ segmentation preferences. The present study draws on the sociocognitive processes underlying boundary theory to explain how the family business context may affect family and nonfamily employees’ work-to-family role management differently. The study examines the work-to-family role boundary configurations of 149 family and non-family employees in family businesses. Results suggest that family employee status buffers against undesirable effects of segmentation preferences in the family business context. For family employees, segmentation preferences were associated with lower work-to-family conflict and unassociated with turnover intentions. For non-family employees, segmentation preferences were associated with higher work-to-family conflict and turnover intentions. Implications for work–family theory and family business successorship and work–family policy are discussed.  相似文献

To understand the relationships between changes to the family and changes to the sphere of work and employment, and how they have developed over time, requires considering a third factor, i.e. public policies, and in particular family policies. In this article, we attempt to clarify theoretically these interactions by taking into account the changes that have taken place in France since World War II. To appraise the French configuration in a special issue on Southern Europe, we begin by explaining why we consider France is following a ‘Southern path’. In a second section, we argue that family transformations are mainly the result of changes that affect work and employment. A similar process combining individualisation, flexibility and precariousness is affecting both spheres of existence. In a last section, we prose a matrix of ideas, ideologies and outcomes to understand the main family policy reforms since World War II.  相似文献

The central concern of this paper is that there has been a move within British sociology to subsume (or sometimes, even replace) the concept of ‘family’ within ideas about personal life, intimacy and kinship. It calls attention to what will be lost sight of by this conceptual move: an understanding of the collective whole beyond the aggregation of individuals; the creation of lacunae that will be (partially) filled by other disciplines; and engagement with policy developments and professional practices that focus on ‘family’ as a core, institutionalized, idea. While repudiating the necessity (and indeed, pointing out the dangers) of providing any definitive answer to definitions of ‘family’, the paper calls for critical reflection on the implications of these conceptual moves.  相似文献

In the past decade the United States Congress has debated and passed legislative policies concerned with women's work, both in the family and in the labor force. The Family Support Act of 1988 and the Family and Medical Leave Act of 1993 fall into this category of legislative policy. A comparative study of Congressional testimony in each case reveals that these two pieces of legislation are excellent examples of how federal policies—and the debates which fashion these policies—maintain and promote a system of policy stratification that perpetuates differences based on gender, race, class and marital and occupational status.  相似文献

While a good deal has been written about the potential value of family policies in reducing child poverty in Western countries, few cross-national quantitative studies have been carried out on this topic. This article uses ordinary least squares regression analysis on panel data from 18 Western democracies from 1987 to 2007 to test the significance of family policies and other welfare policies on child poverty rates. It extends existing research on the relationship between family policies and child poverty by utilizing a broader data-set in terms of time, countries, and child poverty measures. The main finding is that all three of the main family policies studied – child cash and tax benefits, paid parenting leaves, and public support for childcare – correlate significantly with lower child poverty rates. Somewhat surprisingly, disability and sickness insurance also correlates significantly with lower child poverty in nearly every model and test. These findings provide valuable insight for future research and policy-making in the area of child poverty.  相似文献

This paper views temporary parental leave (leave from work to take care of a sick child) as a household public good, produced with time inputs of the parents as the only input. Assuming equal productivities in the production of temporary parental leave and equal utility functions of the spouses, different household decision-making processes are applied to develop theoretical hypotheses on sharing that are thereafter tested empirically. The empirical estimations show that the decision-making process of the spouses can be explained by a Stackelberg model with male dominance. A stronger threat-point of the female is found to push the intra household allocation of temporary parental leave towards greater sharing between the spouses. In addition, an increase in the insurance ceiling will further sharing of temporary parental leave in some families, while reducing it in others.

Using a critical feminist theoretical lens, we followed 17 families for one year – as they attempted to make the transition from welfare to work – eliciting narrative accounts of their day-to-day lives. We used an institutional–ethnographic methodology to analyse the data. Our study shows that the juncture at which unpaid caring work and paid employment meet may be more difficult to negotiate for low-income lone-parent families than for coupled, middle-class employed families. Findings reveal that the unpaid work that happened on the edges of a paid work day, what we refer to as ‘the work outside the work’, took considerable time and energy for participants, making it difficult for them to procure and/or sustain employment. This was due to a number of factors including their limited access to economic and non-economic resources, and the complex nature of their lives, including struggles with day-to-day functioning and childcare arrangements. These challenges, combined with the realities of the low-income labour market made it difficult, if not impossible, for most participants to effectively integrate work and family. These findings suggest that the dis-integrated nature of welfare-to-work policies, which overlooks the actualities of low-income parents’ lives, limits families’ ability to become self-sufficient.  相似文献

Articles in sociological journals on physical and sexual assault within the family show that research on family violence has grown exponentially since 1970, despite the fact that evidence indicates no increase in family violence. The paper suggests that this extraordinary growth in research is explained by changes in American society and in sociology as a discipline. This article develops a conceptual framework that places family policy within an ecological perspective. The ecological perspective is particularly useful in providing a means both to understand why diversity exists among families and to analyze how human-created rules disparately affect the environments faced by families within and across different societies. Examples are provided of how family policy is conceptualized by organizations and groups that are concerned with family issues, and these examples are critiqued from the ecological perspective. Finally, the article suggests that the values on which an ecological perspective of family policy are grounded can serve as a beginning point to develop a philosophical basis for the development of family policy. Research regarding disabling situations generally focuses on disabling situations within a public society ‘out there’. In our research, however, the intimate family setting itself appears central to the emergence of dis/enabling experiences. Moreover, the relationships that shaped these experiences not only involve human family members but also the technical aids associated with people’s specific impairments. Biographical narratives with users of three different technical aids including hearing aids, arm prostheses and incontinence products demonstrate that studying the making of (dis)ability in hybrid family settings is essential for understanding the emergence of (dis)ability in general.  相似文献

This paper investigates how differences in national and organisational welfare policies and in cultural norms on national, organisational, and familial levels influence work–family reconciliation for mothers. Drawing on case study and interview data gathered through a large European study of parenthood and organisations, we compare experiences of transition to motherhood in three organisations in Norway, the UK, and Portugal. The specific question which is considered in this paper is how mothers manage the reconciliation of work and family in the period of time following parental leave. Our case analyses highlight the differences in organisational, national policy, and family support in the three contexts, and show that having a child is still conceptualised as a predominantly ‘private problem’ in the UK and Portugal, while it has come closer to having the status of a ‘public issue’ in Norway.  相似文献

Some of the special agendas and initiatives of the International Year of the Family (IYF), sponsored by the United Nations, are highlighted. After reviewing the history and structure of IYF, findings concerning salient areas and topics for nationally based policy and programs are presented. These findings are derived from a content analysis of materials assembled from 136 UN Member States, as well as analysis of other documents and discussions with the IYF Secretariat. The saliency of concerns is also presented by grouping countries according to their level of human suffering. Familycentric policy considerations are discussed, and implications are cited for universities, policy makers, and practitioners.  相似文献
