Since professional conduct is important in the lives of many people, trust and recognition between professionals and their clients are critical. Social professionals administer public resources on behalf of the welfare state, and their approaches and methods of intervention are mostly founded in current welfare policy. Despite this mandate, social professionals receive little acknowledgement and recognition. This article investigates the level of public trust in the Norwegian social services compared to the national insurance agencies, and to what extent the providers of these welfare services experience recognition and public approval. A central question is whether these aspects of external appreciation influence the professionals' motivation and feelings of accomplishment. Findings indicate that the social services receive less public support than the social insurance agencies, owing to the discretionary services provided and the stigma related to social assistance. The variation in institutional trust is reflected by the differences in workers' subjective experiences. That result notwithstanding, the service providers reveal a split view of themselves: while they experience themselves positively with respect to involvement and pride in their work, they also see themselves through the deprecating eyes of the public.  相似文献

This article compares how child welfare workers in Norway and England experience and cope with communication problems resulting from cultural differences. This study is based on in-depth, semi-structured interviews with 53 front-line child welfare workers and draws on social theories that understand communication as a social act. We show cross-country variations in child welfare workers' perceptions of the communicative problems and coping mechanisms. In Norway, social workers think that minority parents' perceptions on children's needs and child-rearing and parents' lack of understanding of the child welfare system were challenging. Social workers in England perceive the physical abuse of minority children as problematic. They are also concerned about carers' fears of social workers forcing majority cultural values on minority families. While social workers in both countries spend more time with minority families, their approaches dealing with communication challenges correspond to their different problem perceptions. Social workers in Norway act as cultural instructors: they focus on the needs of the minority child and instruct parents about Norwegian values and the Norwegian welfare system. Social workers in England are cultural learners: they focus on practising in anti-oppressive ways, while protecting ethnic minority children from physical abuse. Both approaches avoid going into real communication about perceived problems and what a child might need. We also discuss the implications of these findings on social work practice.  相似文献

This paper addresses issues raised by ‘welfare reform’ in the USA by using the example of Sweden's women activists in constructing a ‘woman friendly’ welfare state. In the USA, feminist advocates see a tension between the argument that motherhood should be valued by the provision of care allowances, and the view that work should be reformed to meet the needs of parents. This reflects debates about gender difference/equality, the possibility of commonality, and the individual.

The Swedish ‘woman friendly’ welfare state was built on the recognition, through social policy, of the interrelationship among care, material resources, and public voice. The interrelationship was embodied in what I call the ‘social individual’, and articulated in public child care and other policies and collective services. The adequacy of those universal policies and services was frequently judged by the situation of lone mothers, who ceased being ‘deviant’, and often became a model for understanding the interrelationship. Cross-class solidarity among women was a prerequisite for, and was built on, the social individual. This solidarity is now threatened by neoliberal economic and social policies that fragment care, resources, and voice, and therefore the social individual.

It is possible to challenge the downsizing of welfare states by moving the terms of discussion away from the poor as deviant other, acknowledging that all women have much in common with the targets of current policy making. This involves the creation of concrete social policies that embody the relationship among care, resources, and voice, and recognize the inseparability of community, work and family.  相似文献

Child support is a critical source of income, especially for the growing proportion of children born to unmarried mothers. Current social policy supports custodial parent employment (e.g., the Earned Income Tax Credit [EITC] and other work supports have largely taken the place of an entitlement to cash assistance for single mothers of young children). Given many single mothers' limited earnings potential, child support from noncustodial fathers is also important. This raises questions about the effects of child support on custodial mothers' labor supply, and whether policies that increase child support receipt will thereby discourage mothers' employment. This paper addresses these questions, taking advantage of data from a statewide randomized experiment conducted in Wisconsin. Unlike previous nonexperimental research, we do not find any negative effect of child support on the likelihood to work for pay or the number of hours worked in a given week. Recent U.S. social welfare policies have focused on increasing both custodial mothers' child support collections and their labor supply. The results suggest that these may be compatible policies; the absence of a negative labor supply effect strengthens the potential antipoverty effectiveness of child support.  相似文献

Child welfare professionals and foster parents increasingly suggest the importance of establishing clear and consistent policies and procedures to address the sexual and reproductive health of youth in foster care. The present study examines the content and context of such policies across 18 California counties through a search of publically available county policy documents, and surveys and expert interviews with child welfare professionals (N = 22). A policy framework for agenda setting and policymaking was used to guide the data collection and analysis process. Child welfare professionals were aware of multiple sources of information, support and services for foster youths' sexual and reproductive health, though few practiced in counties with formal policies that outline the resources and support that youth should receive. Participants demonstrated widespread recognition that issues of youth sexual and reproductive health were significant; posing challenges to youth, foster parents and child welfare staff. Identified policy solutions included: 1) training for social workers and foster parents; 2) collaborative partnerships with public health nurses and community providers; 3) data tracking and monitoring of outcomes to assess youth needs and evaluate the impact of programs and policies; and 4) involvement by advocacy organizations in defining problems and advocating for improved services and support for youth in care. Social workers largely perceived that support from child welfare administrators and policy leaders is necessary to prioritize this issue and initiate policy formation. Additional research is needed to further examine the impact of policy mandates on social workers, foster parents and youth in foster care.  相似文献

We implemented and evaluated a service delivery intervention (support model) to address the challenges faced by migrant agricultural workers in British Columbia, Canada. Three factors were identified that contributed to the effectiveness of the intervention: (1) face-to-face support and in-person outreach towards connection; (2) accounting migrant workers' hierarchy of needs and addressing their basic needs first towards comprehensiveness; and (3) role clarity and communication between partners involved in supporting this population towards coordination. A final factor, wider constraints, referred to the wider context of migrant workers' lives including their temporary status, tied work permits, and lack of access to rights. These wider constraints, which were exacerbated by the COVID-19 pandemic, underscore that until greater policy action is taken to address these workers' precarious status, support services can only offer a lifeline in troubled waters.  相似文献

In response to the explosive growth and the changing demographic composition of public welfare recipients, this program has undergone four major reforms over the last three decades: the 1962 'Service' amendments, the 1967 Work Incentive program (WIN), the Family Support Act of 1988, and the 1996 program of Temporary Assistance to Needy Families (TANF). These reforms have had a profound impact not only on the scope and purpose of public assistance to needy families, but also on the nature of professional social work practice in this area of public social service. An analysis of the major welfare reforms over the last 35 years reveals how the national entitlement to income maintenance and social services has receded, local responsibility and private delivery of service have increased, and emphases on service functions have shifted from rehabilitative social casework/counselling to work-oriented training, job search activities, and local employment. The provision of public assistance has been transformed from a federal entitlement based on needs to a budget-driven-time-limited benefit enveloped by incentives and sanctions, with welfare clients increasingly subject to mandatory participation in work-related activities. This movement from welfare to workfare has infused the professional role of social workers with a steadily expanding function of social control, which is unlikely to encourage professional participation in the public social services.  相似文献

Alcohol and other drug (AOD) use is a common feature of modern social work practice. Concerns about the problematic use of such substances cross all areas of social work practice, including adults' and children's social care. In England, surveys have highlighted social workers' experiences of AOD education during their qualifying social work training. However, this study sought the perspectives of the social work educators. Its primary aim was to explore the nature and extent of education on AODs on the qualifying social work programmes in England. Using an online survey tool, all qualifying social work programme leads were invited to take part (n = 157). Fewer than half responded (40%, n = 63). Initial findings appeared positive suggesting that 94% of responding qualifying programmes provided some teaching and learning on AODs. Further analysis revealed significant variation in what is taught and the depth of coverage. It highlighted a lack of consistency across programmes and possible over-reporting. However, the majority of respondents felt that teaching and learning on AOD use should be a higher priority for their qualifying social work programmes.  相似文献

Social and economic inequalities have risen steeply in the UK over the past 20 years. Children and their families have been particularly disadvantaged by this creeping impoverishment, which is associated with negative effects on parenting capacity and developmental outcomes for children. The social capital of communities, which consists of the cultural resources and inter‐personal relationships between members, is also eroded by inequality and social exclusion. Evidence is presented that demonstrates the way in which children's welfare and family functioning are crucially dependent upon the social support available within local communities. It is argued that building social capital in poor communities is a more effective way of promoting children's welfare than the present emphasis on formal child protection and family support services and efforts to increase parenting skills and responsibilities. The present study provides insight into the extent and rationale of fathers' involvement with their children and the child welfare system. This qualitative study explored 12 child welfare–involved fathers' perceptions of fatherhood and factors that facilitate and inhibit case planning involvement. The findings indicate that most fathers strongly desired to stay involved with their children but felt they needed to overcome social workers' negativity, unfair agency policies and practices, and economic difficulties in order to complete their case plan goals and remain in their children's lives. Recommendations are provided for child welfare policy, practice, and research.  相似文献

New legislation in England and Wales requires adoption agencies to specify the contact adopted children will have with their birth families and obliges agencies to offer all parties support to maintain such contact. This study, based on responses from 112 adoption social workers in England and Wales, used a case vignette methodology to explore workers' attitudes towards supporting post-adoption contact. The findings suggest that social workers think primarily about the child's needs and about providing services to or on behalf of the child. In contrast, adults' needs, especially the relationship between birth parents and adoptive parents, were less often considered. Workers were least orientated toward supporting birth parents. Workers from different agencies had very different attitudes towards the case vignette. This study suggests that supporting post-adoption contact is a complex professional task likely to be influenced by workers' own attitudes. Both the Mainland Chinese and Hong Kong Special Administrative Region governments have recently been reforming their social security policies with the emphasis on welfare residualism. This paper is intended to discuss the background to the reforms and to demonstrate how the reforms are designed to reduce the governments' commitment to meeting social needs. It argues that the two governments, by developing the entry, exit, double entry, and double exit systems of social security services, have attempted to strengthen the role of the private market in regulating people's entrance to both the labour and consumption market, and public welfare services.  相似文献

This paper offers a critical examination of the category ‘lone mother’, which tends to be viewed as an identity category by both ‘lay’ people and social scientists. This in turn leads to the category ‘lone mother’ becoming reified, while the socially constructed nature of it remains hidden. The aim of this paper is to find a way of analyzing the lives of lone mothers without making totalizing claims about these women as individuals, but at the same time without depoliticizing the category ‘lone mother’. I argue that adopting Young's (1995 ), concept of ‘serial collectivity’ in the study of lone motherhood would enable social scientists to avoid positing that ‘lone motherhood’ is a unified category or the basis of self‐understanding, while at the same time being able to make pragmatic political claims regarding the inequalities that lone mothers face. Furthermore, this paper argues for studying ‘lone motherhood’ as a category of practice, focusing on how the category is defined, by whom, and to what ends, and the effects this has on the lives of ‘lone mothers’.  相似文献

In 2004 the then Scottish Executive launched the 21st Century Social Work Review. The review report, Changing Lives, addressed perceived shortcomings in statutory social work services, claiming to offer a fundamental review of the profession. This paper argues that, rather than offering any significantly new principles or policies, the drift of the Changing Lives process was chiefly to refurnish the discourse in which statutory social work is conducted. Specifically it shifts that discourse away from a long-standing Scottish concern to promote social welfare on a community basis towards an individualised conception of well-being. Central to that process is the Review's advocacy of personalisation of services. It is argued therefore that Changing Lives is best understood as an exercise in the ‘problematics of government’—a reassertion of control by reshaping expectations, rather than a substantive reform of services.  相似文献

We examine the effects of mothers' strategies of combining employment and welfare receipt during the first 3 years of their child's life on the child's cognitive development, behavior problems, and home learning environment at ages 5 to 6. We compare the child outcomes of those mothers who were continuously employed and received no welfare with (a) those who worked some or all of the 3 years and also received public assistance and (b) those who were totally dependent on public assistance. We studied children in single‐parent families (N= 1271 ) living below 200% of the poverty threshold using data from the National Longitudinal Survey of Youth—Child Supplement. No negative association was found on most child outcomes with a mother's employment whether or not it was combined with public assistance. However, mothers' not working at all and receiving financial support solely from AFDC was associated with negative child outcomes. We discuss the implications of these findings for the possible effects of the new welfare laws on families and young children.  相似文献

Much of the research on low-income families, welfare, and self-sufficiency has focused on urban populations. Further, many of the studies on informal or social support available to and accessed by low-income families addressed needs such as childcare, transportation, money, or housing and did not focus on food issues. This paper focuses on how formal government food assistance programs and informal supports are utilized by rural low-income families as they work to meet their food needs. Drawing on interviews from the multi-state “Rural Families Speak” project, we examine food security in relation to the use of formal and informal supports. Additional analyses address how mothers view and describe their use of support to meet food needs.  相似文献

Millions of children in the United States suffer from poor care and inadequate services due to neglectful national social policy. More than 13 million children live in poverty and its negative consequences, at great individual and social cost. This paper outlines the need to seriously advocate for a preventive policy approach to child welfare and presents a blueprint for individual and collective political action. The cost-effectiveness and social benefits of preventive policies are demonstrated. Social workers understand the value of prevention in working with children and families, and are needed to advocate on the policy-making level for a preventive policy agenda.  相似文献

Not only the concept of social inclusion is widely recognized as an important basis today for making social policy, but it also provides a platform for the policing of the poor. Thinking uncritically about social inclusion prevents us from seeing how it operates to re-inscribe subordination even as we help the poor overcome their marginalization. With an awareness of the paradox of inclusion, it is possible to examine how welfare policy today operates to discipline the poor as people who must accept their plight at the bottom of the socioeconomic order. While formal policy may not make this paradox apparent, the disciplinary effects of an inclusionary social assistance policy are starkly visible when we examine its implementation, where we can see how the excluded become included in ways that perpetuate their subordination. Social assistance recipients obtain a benefit, but the way they are treated does not correspond with full social rights, which is reminiscent of Georg Simmel's discussion of the poor. As exemplified by research at one local social assistance office in Austria, welfare recipients are ultimately neither included nor excluded. Welfare, as administered today, upholds the system of social stratification by perpetuating an ‘in-between’ status for the claimants of social assistance benefits at the frontline.  相似文献

Social work student practice placements in disabled people's organisations offer several advantages for individual students, their peers and tutors, and DPOs themselves, who can offer placements for students in supporting service users to give their views as well as delivering social care services. In this context professional skills and anti-discriminatory practice are fostered through learning directly from disabled people as experts without the constraints of local authority policies.

This paper draws on my experiences of such student placements at Wiltshire and Swindon Users' Network over a 15-year period, 1993–2008, in collaboration with different universities. The social work student on placement here experiences an alternative organisational culture which recognises service users' expertise over professionals. The student learns to value collective peer support and working with activists who view their experience through the framework of the social model of disability. This facilitates a two-way exchange as the student learns about user-led practice and the disabled activists appreciate the skills the student brings.

The advent of policies of personalisation, the Big Society and the decreased role of local authorities is challenging the traditional model of adult care social work within local authorities. The placement of social workers in local centres for independent living, in order to provide intensive one-to-one support in support planning for those in complex situations, is only likely to increase in future. This can be seen as a positive alternative which enables professionals to rediscover their professional values and practice and extends the opportunity for placements beyond DPOs concerned with user involvement only.  相似文献

To many, declining caseloads and increased labor market entry substantiate welfare reform’s success. This study examines how Louisiana welfare to work program participants who succeeded by leaving assistance and obtaining employment are making ends meet, if their needs are met and which characteristics are associated with having their needs met. Telephone survey data reveal low wages, informal labor market activity, government, community, and social support use, and notable levels of unmet needs. A multivariate analysis shows workers with higher earnings and regular nonmonetary help from family and friends are likely to have more needs met. Those likely to have fewer needs met report lower wages, more young children, use of government support programs and informal labor market activity.  相似文献
