Interagency collaboration is absolutely essential to achieving the best usage of services and utilizing limited resources efficiently so that duplication of services may be avoided. Although many factors influencing interagency collaboration have been identified in the literature, the extent of their impact varies greatly. The variation has also intensified owing to the differences among social service systems. However, the majority of studies have only listed or categorized the influential factors as opposed to analyzing the extent of their impact in depth. Hence, a conceptual framework is needed to evaluate the impact of factors and to plan effective changes among individual interagency systems or collaboratives. This article proposes an overarching framework for this purpose that is composed of three dimensions: the scope of the impact of influential factors, the duration of the impact, and the developmental stage of interagency collaboration, or the so-called Scope-Duration-Stage framework (SDS). This framework will assist interagency systems in identifying key factors and will expand system capability to promote effective changes. Finally, we apply the framework in an early intervention interagency system to exemplify the application of the SDS framework.  相似文献

The purpose of this paper is to examine the conceptual framework and subsequent treatment strategies that seem to inadvertently create a psychological dichotomization in Canadian Indian young people who are placed in mainstream residential care facilities. Based on a non-Native value system, conventional treatment approaches attempt to alter the young person's attitude and behavior to an acceptable standard defined by the dominant society. Unfortunately, these efforts often result in the opposite effect. This paper will draw upon distinctions that exist between Native and non-Native cultures, while integrating Freud's position regarding the conflict of realities and ego-splitting. Finally, implications of providing mainstream residential services to the Native population will be addressed.  相似文献

In 2016, the Children’s Commissioner for England reported that the most frequent provision for young carers (YCs) comes from dedicated YC services. This study formed one part of a three-year evaluation of support for YCs and their families provided by the Hampshire YCs Alliance (HYCA), a county-wide collaboration of ten YC services in the UK. It set out to explore the following primary questions; (a) what are the most important changes that the YC services made to YCs and their families? (b) what is it about the services that creates those changes? Semi-structured interviews were carried out in 2017, with YCs aged 9–17 (n = 8), their parents (n = 5), HYCA staff (n = 6) and professionals from other stakeholder organisations (n = 5) and a thematic analysis was undertaken. Reflecting previous research that YCs and their families have a broad range of needs, findings also reveal how YC services support them through a diverse range of interventions. Support led to a diverse range of positive changes for YCs and their families. A number of service features that facilitate change for YCs, as well as ‘key dynamics’ important in facilitating change were identified. These findings have led to a conceptual framework of how YC services facilitate change for YCs and are important for understanding the impact these dedicated services can make to the lives of YCs and how they facilitate change. Together they have implications for the development and commissioning of interventions for YCs and families and how service providers promote their support provision.

The approach to conflict resolution used in this model is to redefine conflict as alternative choices. Six assumptions about conflict are reviewed, suggesting it is the way conflicts are processed, not the conflict per se, which affects the relationship. The model is built on skills: Listening, speaking, deciphering basic needs, unlocking alternative choices, and introspection about the process. Some perspectives and principles provide a conceptual framework for use of the seven sequential procedures. Effectively processed conflicts result in greater personal and relationship understanding and potential for growth.  相似文献

The purpose of the paper is to review critical issues concerning the economic dimensions of cultural heritage, in order to show that—tangible and intangible—“cultural economic” goods and services, as provided by cultural institutions, may be analysed and valued in a multi-dimensional, multi-attribute and multi-value socio-economic environment. On this multi-dimensional and multi-attribute setting, a conceptual framework for analysing cultural services and cultural capital is established. The paper is speculative in nature, suggesting new prospective for evaluation and empirical inquiry. The work is divided in three parts. The first part begins by surveying the literature on merit goods, re-examining how different paradigms, neo-classic and more unconventional, have dealt with the issue, and assessing why, and to what extent, merit good is a proper economic notion. The second part focuses on the role merit good theory should play in cultural economics, and specifically how it is possible to integrate the merit good and the mixed good theoretical and conceptual framework. Cultural resources are to be defined ideally as joint merit-mixed good, on a multi-dimensional scenario. Cultural capital offers and “produces” services and functions, providing private, public and merit good elements of benefit (value). The multi-dimensional framework also entails a multi-paradigmatic perspective, bringing together neo-classic and non-neo-classic elements. The last section summarises and concludes that such an established conceptual framework indicates and supports new routes for economic valuation and policy making concerning the cultural field and cultural institutions. Disaggregating cultural activities into many services and functions allows the analysis to focus on single components of “benefit” supplied by cultural institutions and demanded by users. Valuing culture as a non-holistic resource might help economic analysis and decision-making processes. The main emerging results are: (i) the notion of merit good is relevant for cultural economics and cultural policy, and it represents a relevant ideal “metaphor” and an important dimension of value associated to “cultural functions”; (ii) the inclusion of merit good theory gives the possibility to define cultural stock and services as a compelling case of multi-dimensional categorisation of private, public, mixed and collective services, where different theoretical perspectives are integrated with each other as far as possible; (iii) being intrinsically placed in a dynamic and uncertain setting, merit good theory demonstrates to be, in theoretical and policy term, the necessary a priori for the theory and policy of mixed good provision, both at macro and microeconomic level. Policies motivated by the merit good issue should aim at providing the necessary collective tangible and intangible investments on which long run effects of cultural policies rely; (iv) special effort should be devoted to the study of “demands” associated to cultural goods, emphasising the role of valuation analysis, supported by the conceptual framework here developed. The work intends to constitute a point of reference for future research, generating some controversy and stimulating further contributions.  相似文献

Two sources of inertia to improving services for children in need are the difficulties of getting evidence into practice and the complications of inter‐agency working. Current training arrangements in social work and disparities between children's services professions as regards training requirements are contributory factors. The Common Language project is a work in progress, adopting a research‐based, inter‐disciplinary approach to working with social workers and other children's services professionals. It comprises core ideas and methods to complement the more specialist knowledge and skills required in each profession. Underpinned by a child development perspective and a scientific development cycle, it rests on a conceptual framework including need, threshold, service and outcome. The approach has three components (each of which includes training): (1) the implementation of practice tools; (2) the planning and development of integrated services; and (3) supporting materials, including practitioner‐orientated modules and a curriculum for PhD students. Distinguishing features include research utilisation, notably a focus on inculcating research‐mindedness as opposed to imparting findings, and also collaborative professional working, in particular via practical connections between different agencies, stakeholders and countries. The project is being evaluated in terms of uptake, change in professional thinking and practice and effects on child well‐being. Next steps for the project relate to broader lessons for social work training emerging from research and development elsewhere.  相似文献

There is a basic principle that all children and young persons with intellectual disabilities should be able to enjoy citizenship on an equal basis with others. This includes enjoying personal dignity and exercising choice, control and freedom in social, community and cultural life, in keeping with their individual lifestyle preferences and aspirations. There is a need for a stronger human rights narrative to achieve this. This article identifies a conceptual framework for a rights-based approach to the integration of children and young persons with disabilities. Seven components of such a framework are identified: citizenship and social inclusion; recognition; agency; voice; capabilities; equality; and self-realisation. This framework was developed as part of an Irish case study involving consultation with young persons with intellectual disabilities, their parents or guardians and professional staff delivering support services. The rights of children/young persons with intellectual disabilities are essentially those of children generally. While this principle may be obvious in many respects, its implementation presents significant challenges. The need for a transformative narrative and its components are outlined.  相似文献

A growing paradigm shift emphasizes efforts to promote aging in place not only by helping aging individuals and families, but also by addressing and engaging communities. This paper explores the idea of developing community supports for aging in place by examining two models that incorporate this approach into practice: Naturally Occurring Retirement Community Supportive Service Programs (NORC programs) and Villages. Drawing on research regarding social–relational aspects of communities and later-life health and well-being, we present an integrative conceptual framework positing three categories of activities and services (civic engagement and empowerment activities; social relationship building activities; services to enhance access to resources)–as well as the initial outcomes and intermediate outcomes–through which the NORC program and Village models potentially achieve their long-term goal of promoting aging in place. Based on this framework, we conclude with directions for future research on community initiatives that support aging in place.  相似文献

Summary

Professional practice in the human services often is based on implicit theories of causality regarding assessment of a problem and related interventions in a client's life. Complex applications of computing to this kind of professional activity require literacy about the underlying processes by which individuals make causal judgments. This paper presents a conceptual framework for understanding three components of causal thinking, the causal field, cues-to-causality, and causal theories, and their relationship to computing applications. For each component, several cognitive heuristics are described that can help individuals understand the components of causal thinking and link them to computer applications that might enhance the quality of professional practice.  相似文献

This article focuses on developing constructive conflict management in community-based collaborations for macro social workers. Using a conflict transformation perspective as a conceptual framework, we identified significant factors and their dynamic relationships in promoting constructive conflict in the context of 5 community-based collaborations in Korea. Hierarchical multiple regression analyses revealed that responsive coordination was a strong predictor of increased perceptions of constructive conflict. Further, a multiple mediator model indicated that open communication was indirectly associated with perceived constructive conflict by enhancing both equal decision-making and responsive coordination. We conclude by highlighting practical implications of our study.  相似文献

Long before the current refugee crisis, third sector organizations (TSOs) have played a pivotal role in dealing with the multifaceted challenge of migration. Researchers have analyzed this role in many ways. What is missing, however, is a comprehensive overview of how the third sector contributes to dealing with migration. To close this gap, we conduct a systematic literature review (SLR) that maps the scholarly debate on TSOs and migration. Our SLR identifies four domains of TSO migration engagement: first, the direct provision of basic services and social welfare; second, migrant-oriented capacity development; third, system-oriented advocacy; and fourth, complementary research activities. We propose a conceptual framework that highlights the contribution of TSOs with regard to individual-oriented and system-oriented services that are necessary for a successful integration of migrants. A key implication of our derived framework is to understand migration as a holistic challenge that requires contributions by different actors on different levels, thus highlighting the need for coordination and communication between the TSOs, the state and other stakeholders.  相似文献

This paper examines the bases of racial conflict in its various dimensions. Historical material from American experience is employed in an effort to reach a conceptual framework that accommodates more variables than economic ones. The distinction between class and ethnicity is discussed and an attempt is made to resolve some of the difficulties in relating the one to the other, without losing the explanatory power of either. This article presents the results of a qualitative study that examines the modes by which strategy emanates in a nonprofit human services organization, externally controlled by its funding sources. The strategy-making process is broached by proposing a taxonomy of strategic modes arranged into the Hrebiniak and Joyce (1985) framework. In light of Ashby's law of requisite variety (1968), this study contends that the subject organization's context of environmental determinism should lead to a culturally based configuration of traditional, spontaneous, and dialectical modes. The results support the proposition for requisite variety. This research presents valuable implications for the study and practice of strategic management-especially regarding strategic learning and change within externally controlled nonprofit organizations.  相似文献

This paper considers the continuing debate about the relationship between social work and community work. We write about our collaboration as educators, one from a social work background and the other from a community work background and discuss the challenge of teaching community work to social work students in a way that is relevant for contemporary practice, and that embraces community work principles and values. Our paper explores Ife's framework of competing discourses of human services and discusses how it has helped us to articulate our thinking and teaching practice in the Irish context. For us, the framework integrates social work and community work within a community discourse that provides a language transcending disciplinary boundaries. This approach represents a means of familiarising students with the community work process and enabling them to take action on issues of social justice. The framework represents four competing models of human service delivery: the managerial, the market, the professional and the community. We discuss how we use this conceptualisation to teach and engage students in a process of critical reflection. The paper discusses methods we use to undertake this process, and the development of our teaching practice over the last two years.  相似文献

A major project in rural planning and development was initiated in the eastern counties of Washington (State) beginning in 1976. The purpose was to merge several previous ‘model’ within a new conceptual framework incorporating collaboration among diverse organizations as a means of integrating development activity. Institutions of higher education, state and federal agencies, regional secondary education organizations, a regional educational laboratory, counties, and local communities, among other units, were drawn together initially as members of the partnership. A process was designed and implemented, based on contemporary findings of social science research, to systematically support ongoing interaction and collaboration in solving specific rural problems or bringing to realization new opportunities. The major thrust of this paper is to report results from the project, suggesting the broad applications of the findings to other rural regions in both developed and less developed nations.  相似文献

Instrumental support can foster or ameliorate parent experiences of work–family conflict. Based on theories relating social support to stress, a framework for considering how school support affects work–family conflict is proposed and tested. Parent experiences of instrumental support (school schedules, school service provision, and staff accessibility) and school demands on parents (volunteer and homework involvement) were investigated in relation to levels of work–family conflict. Work demands were related to both family-interference-with-work and work-interference-with family; family demands related only to time-based family-interference-with-work. Perceptions of school scheduling as supportive were related negatively to both time- and strain-based work-interference-with family, whereas perceptions of school transportation services were related to both time- and strain-based family-interference-with-work. No buffering effects of these types of support were found. Implications for how community organizations can play a role in ameliorating work–family conflict are discussed.  相似文献

The British disability movement has had significant achievements in its struggle for independent living. However, the current community care framework contains many barriers to independent living. This article sets out a conceptual framework for an understanding of independent living and provides an analysis of the barriers posed by the social care system. These range from financial incentives for placing disabled people in residential care, to a failure to address needs relating to employment, parenting and leisure. Disabling attitudes held by social services professionals about 'risk' and 'capacity' are also major barriers. It is clear that, unless the legislative framework is amended to include an entitlement to independent living, disabled people will continue to be denied their full human and civil rights.  相似文献

SUMMARY

This paper presents a conceptual framework for selecting and organizing concepts of the social environment. It expands upon the traditional Human Behavior and the Social Environment perspectives used in social work curricula in the United States by identifying how a macro-systemconsisting of the intersection of four societal forces (social justice, social problems, social policy, and the political economy) works to influence a micro-systemof community, organizational, and group dynamics. In this framework, the impact of the macrosystem is mediated by collective responses of partnerships, alliances, and networks convened to address these forces. The framework is useful for understanding the complexity and uncertainty of the social environment in modern society with specific reference to: (1) how macro-system forces work to shape a constellation of community and organizational concerns, (2) how collective responses that seek solutions can be understood as instruments for achieving meaningful social change, and (3) how micro-systems concepts of structure (stages of development, systems of exchange, and diversity) and process (power and leadership, conflict and change, and integrating mechanisms) can inform practice.  相似文献

To date most practice methods, programs and disciplines in the health and human services are explicitly organized by age. Yet, there are a greater number of concurrent generations within families and four or even five generations are increasingly common. This article will discuss findings from a multigenerational curricular infusion project and examine key components of an innovative multigenerational practice framework that breaks downtraditional practice paradigms by cutting across age groups, populations and academic disciplines. Such an approach provides rich opportunities for multigenerational reciprocityand collaboration, and the development of important new educational models.  相似文献

Summary

Organizations are forming coalitions in their struggle to survive with fewer resources. Under the “Contract With America,” funds for human services are expected to be increasingly cut back. Organizational actors will continue to coalesce because of their compelling interests to serve disadvantaged populations in our communities. This article uses the political-economy perspective in presenting a conceptual framework of coalitions in organizational settings. We need access to various perspectives and models of coalition building in order to provide direction for organizational groups as they attempt to change the sociopolitical structures in which they must operate.  相似文献
